Technological development plays a critical role in society’s ability to address environmental issues. Building on Teece’s profiting from innovation framework, we articulate how a double-externality problem weakens the appropriability regime surrounding pollution reduction technology (PRT). We then develop a theoretical framework articulating how weak appropriability induces firms to modify their innovation strategies for PRT development by increasing the extent to which they engage in organizational exploration (rather than exploitation) and emphasizing incremental (rather than radical) technologies. Noting that the effects of (...) weak appropriability are unlikely to be static, we detail how the accumulation of organizational capabilities for reducing pollution diminishes the extent to which firms modify their innovation strategies for PRT. That is, firms become less exploratory and less focused on incremental technology as they gain experience with pollution reduction. Results of broad-sample empirical analyses of 206,277 patents held by 203 U.S. manufacturing firms over a 20-year period provide support for our framework. (shrink)

I will begin by considering how the social world appears to the scientific observer and ask the question of whether the world of scientific research, with all its categories of meaning interpretation and with all its conceptual schemes of action, is identical with the world in which the observed actor acts. Anticipating the result, I may state immediately that with the shift from one level to the other, all the conceptual schemes and all the terms of interpretation must be modified.Proceeding (...) in this direction, I encounter several problems overlapping with the problem of rational action and the “rational act unit” in Professor ParsonsParsons, Talcott’ sense. First: The conceptual scheme of rational action presupposes a more or less definite knowledge of, or orientation within, the world in which this action is performed. In this sense the term, “rationality”, is not specific to the conceptual scheme of action; it embraces the conceptual scheme of the world in general and is only one element in it. Therefore, we also must examine the problem of orientation in this world. Second: We ought to keep in mind that all interpretation of the social world has to start from the actor’s subjective point of view. Therefore, we cannot accept the term, “unit act”, as such, without trying to reduce it to its subjective meaning. Here I have to discuss in general terms why I insist on the subjective point of view. This is more than the whim of a few social scientists; social science cannot be built up except by taking cognizance of the subjective meaning the actor connects with his acting. Finally, I have to discuss the fact that there are social sciences operating on high theoretical levels that, like economics, apparently prefer to deal with statistical curves and mathematical formulae rather than with actions of human beings in the social world, yet they use the term, “rational action”, as an indispensable element of their systems. This paper criticizes the conjunction of two theses: 1) cognitivism about first-person moral ought-beliefs, the thesis (roughly) that such beliefs are attitudes with truth-valued contents; 2) robust internalism about these beliefs, the thesis that, necessarily, agents' beliefs that they ought, morally, to A constitute motivation to A. It is argued that the conjunction of these two theses places our moral agency at serious risk. The argument, which centrally involves attention to clinical depression, is extended to a less demanding, recent brand (...) of internalist moral cognitivism. How is intentional behavior to be explained? Although, ideally, a review of recent work in the philosophy of action would attend equally to both questions, space does not permit my doing justice to both here. In garden-variety instances of intentional action, according to a popular account, agents intend to perform actions of particular kinds, their intentions are based on reasons so to act, and the intentions issue in appropriate behaviour. On this account, the reasons that give rise to our intentions are reasons for action. Interesting questions for this view are raised by cases in which an agent seemingly has a reason to intend to do something while having no reason to do it. Can such (...) reasons to intend issue in appropriate intentions? If so, can these intentions issue in corresponding intentional actions -- even though the agent has no reason to perform those actions? If these questions are properly given an affirmative answer, at least one popular thesis in the philosophy of action is false. One could not properly "define an intentional act as one which the agent does for a reason." A popular thesis about the explanation of intentional actions would be false as well -- namely, that explaining an intentional action (qua intentional) requires reference to reasons for action. My point of departure in this paper is a puzzle—Gregory Kavka's toxin puzzle(1983) -- in which agents seem to have an excellent reason to intend to A while having no reason at all to A. Generally, commentators on the puzzle have set their sights on questions about rational intentions. However, the puzzle raises difficult questions about intending itself and about the nature of intentional action. Showing that this is so is easy. Answering the question is more challenging. To maximize brain plasticity after stroke, several rehabilitation strategies have been explored, including the use of intensive motor training, motor imagery, and action observation. Growing evidence of the positive impact of virtual reality (VR) techniques on recovery following stroke has been shown. However, most VR tools are designed to exploit active movement, and hence patients with low level of motor control cannot fully benefit from them. Consequently, the idea of directly training the central nervous system has been promoted by utilizing (...) motor-imagery (MI) based brain-computer interfaces (BCIs). To date, detailed information on which VR strategies lead to successful functional recovery is still largely missing, and very little is known about how to optimally integrate BCI and VR paradigms for stroke rehabilitation. The purpose of this study was to examine the efficacy of a BCI-VR system using a MI paradigm for post-stroke upper limb rehabilitation on functional assessments, and related changes in MI ability and brain imaging. To achieve this, a 60 years old male chronic stroke patient was recruited. The patient underwent a 3-week intervention in a clinical environment, resulting in 10 BCI-VR training sessions. The patient was assessed before and after intervention, as well as on a one-month follow-up, in terms of clinical scales and brain imaging using functional MRI (fMRI). Consistent with prior research, we found important improvements in upper extremity scores (Fugl-Meyer) and identified increases in brain activation measured by fMRI that suggest neuroplastic changes in brain motor networks. This study expands on the current body of evidence as more data are needed on the effect of this type of interventions not only on functional improvement but also through brain imaging to study the effect of the intervention on plasticity. This article has two aims: to articulate the main lines of argument for Libet's and Wegner's theses, and to survey philosophical responses in the present century to the argumentation. Because a proper understanding of the scientific argumentation at issue requires attention to a raft of data and the experiments that generate them, reasonable constraints on space preclude discussion of philosophical responses before 2000.

My aim in this paper is to refute an intriguing argument of Hugh McCann's for the thesis that'S tried to A' entails 'S intended to A. I shall call this the strong intention thesis about trying, or SIT. SIT implies, as McCann observes, that even an agent who thinks that the probability of her A-ing is close to zero intends to A, provided only that she tries to A.

Contemporary immunology has established its fundamental theory as a biological expression of personal identity, wherein the "immune self" is defended by the immune system. Protection of this agent putatively requires a cognitive capacity by which the self and the foreign are perceived and thereby discriminated; from such information, discernment of the environment is achieved and activation of pathways leading to an immune response may be initiated. This so-called cognitive paradigm embeds such functions as "perception," "recognition," "learning," and "memory" to characterize (...) immune processes, but the conceptual character of such functions has meanings that vary with the particular theory adopted. When different formulations of cognition are considered, immunology's conceptual infrastructure shifts: Extensions of conventional psychological understanding of representational cognition based on a subject-object dichotomy support notions of immune agency; alternatively, formulations of perception that dispense with representations and attendant notions of agency reconfigure the predicate epistemology dominating current immune theory. Reviewing immunological literature of the past five decades, these two understandings of perception – representational and non-representational – offer competing views of immune cognitive functions. These, in turn, provide competing philosophical understandings of immunology's conceptual foundations, which reflect parallel controversies dominating current debates in philosophy of mind and attendant discussions about personal identity. This article examines the work of two figures in fields whose work has had a significant impact on recent free-will debates, neuroscientist Benjamin Libet and psychologist Daniel Wegner. Libet's groundbreaking experimental studies on human subjects relating brain activities to the appearance or production of conscious experience, volition, and willed action have been much discussed by philosophers and scientists over the past few decades and have influenced subsequent scientific research on these subjects. The second half of the article deals with the (...) arguments of psychologist Daniel Wegner, whose book, The Illusion of Conscious Will, has had a significant impact on free-will debates since its publication. Wegner argues that our experience of conscious control over our willed actions is an illusion. Wegner appeals in part to the Libet experiments and other neuroscientifc experiments on voluntary action. (shrink)

Section 35(1)(c) of the Health Practitioner Regulation National Law Act (2009) requires the newly formed Psychology Board of Australia (PsyBA) ?to develop or approve standards, codes and guidelines.? In 2010 the PsyBA decided to initially adopt the Australian Psychological Society's (APS) Code of Ethics (2007) and develop a new code in the future with the involvement of key stakeholders without deciding what the nature of this code will be. The PsyBA now has to decide exactly how it will proceed in (...) future. My aim in this article is to examine the options available to the PsyBA by exploring the definition and function of codes; presenting a history of the APS Code; and considering approaches that had been followed in Europe, Israel, New Zealand, and South Africa. My topic is recent scientific skepticism about free will. A leading argument for such skepticism features the proposition—defended by Daniel Wegner (2002, 2008) and Benjamin Libet (1985, 2004) among others that conscious intentions (and their physical correlates) never play a role in producing corresponding overt actions. This chapter examines alleged scientific evidence for the truth of this proposition.

Gregory Kavka’s toxin puzzle has spawned a lively literature about the nature of intention and of rational intention in particular. This paper is largely a critique of a pair of recent responses to the puzzle that focus on the connection between rationally forming an intention to A and rationally A-ing, one by David Gauthier and the other by Edward McClennen. It also critically assesses the two main morals Kavka takes reflection on the puzzle to support, morals about the nature of (...) intention and the consequences of a divergence between “reasons for intending and reasons for acting.”. This chapter discusses the view according to which human actions are explained teleologically and, therefore, all causal accounts of action explanation are, in a sense, rivals. This view is referred to here as “anticausalist teleologism” (AT). Teleological explanations of human actions are explanations in terms of aims, goals, or purposes of human agents. After providing some background on AT, an objection raised by Mele to a proposal George Wilson makes in developing his version of AT is presented and dissected. Scott (...) Sehon’s recent reply to Mele’s objection is then presented, after which, Donald Davidson’s challenge to anticausalists about action explanation comes next.
