The twenty-first century presents a major challenge for civil engineering. The magnitude and future importance of some of the problems perceived by society are directly related to the field of the civil engineer, implying an inescapable burden of responsibility for a group whose technical soundness, rational approach and efficiency is highly valued and respected by the citizen. However, the substantial changes in society and in the way it perceives the problems that it considers important call for a thorough review of (...) our structures, both professional and educational; so that our profession, with its undeniable historical prestige, may modernize certain approaches and attitudes in order to continue to be a reliable instrument in the service of society, giving priority from an ethical standpoint to its actions in pursuit of the public good . It possesses important tools to facilitate this work (new technologies, the development of communications, the transmission of scientific thought.···); but there is nevertheless a need for deep reflection on the very essence of civil engineering: what we want it to be in the future, and the ability and willingness to take the lead at a time when society needs disinterested messages, technically supported, reasonably presented and dispassionately transmitted. Rips et al. claim that the principles underlying the structure of natural numbers cannot be inferred from interactions with the physical world. However, in their target article they failed to consider an important source of interaction: finger counting. Here, we show that finger counting satisfies all the conditions required for allowing the concept of numbers to emerge from sensorimotor experience through a bottom-up process.
This article integrates previously missing components of government quality into the governance-piracy nexus in exploring governance mechanisms by which global obligations for the treatment of IPRs are effectively transmitted from international to the national level in the battle against piracy. It assesses the best governance tools in the fight against piracy and upholding of intellectual property rights (IPRs). The instrumentality of IPR laws (treaties) in tackling piracy through good governance mechanisms is also examined. Findings demonstrate that: (1) while all governance (...) tools under consideration significantly decrease the incidence of piracy, corruption-control is the most effective weapon; (2) but for voice and accountability, political stability and democracy, IPR laws (treaties) are instrumental in tackling piracy through government quality dynamics of rule of law, regulation quality, government effectiveness, corruption-control, and press freedom. Hence, the need for a policy approach most conducive to expanding development is to implement an integrated system of both IPRs and corollary good governance policies. Moreover, our findings support the relevance of good governance measures in developing countries wishing to complement their emerging IPR regimes. (shrink)
With his massive redeployment hypothesis (MRH), Anderson claims that novel cognitive functions are likely to rely on pre-existing circuits already possessing suitable resources. Here, we put forward recent findings from studies in numerical cognition in order to show that the role of sensorimotor experience in the ontogenetical development of a new function has been largely underestimated in Anderson's proposal.
The history of the classification of chemical elements is reviewed from the point of view of a bibliophile. The influence that relevant books had on the development of the periodic table and, conversely, how it was incorporated into textbooks, treatises and literary works, with an emphasis on the Spanish bibliography are analyzed in this paper. The reader will also find unexpected connections of the periodic table with the Bible or the architect Buckminster Fuller.
Cohen Kadosh & Walsh (CK&W) argue that recent findings challenge the hypothesis of abstract numerical representations. Here we show that because, like many other authors in the field, they rely on inaccurate definitions of abstract and non-abstract representations, CK&W fail to provide compelling evidence against the abstract view.
Misuse or misunderstanding of medication information is a common and costly problem in the U.S. The risks of misunderstanding medication information are compounded for the large and growing population of individuals with limited English proficiency that often lacks access to this information in their own language. This paper examines practices related to translation of medication information in the European Union that may serve as a model for future U.S. policy efforts to improve the quality and availability of medication information for (...) individuals with limited English proficiency. It is said that Europe finds itself today in a post-christian situa-tion. Further, there are many who advocate abandoning monotheism in order to get back to prechristian polytheism in the hope that the plurality of gods would favour a democratic tolerance in a pluralistic world. In this article the author firstly asks if European Christians have not gone back to adoring idols and to attempting to distinguish between them in the new forms of devotion to possessiveness, to power and to (...) pleasure. He then goes on to ask about the possibilities of pro-claiming the God of Jesus Christ. The third and the fourth part of the article point out several forms of necessary witness to God in contemporary society, with special reference made to European society in the conclusion. (shrink)
