Scholars in philosophy, law, economics and other fields have widely debated how science, environmental precaution, and economic interests should be balanced in urgent contemporary problems, such as climate change. One controversial focus of these discussions is the precautionary principle, according to which scientific uncertainty should not be a reason for delay in the face of serious threats to the environment or health. While the precautionary principle has been very influential, no generally accepted definition of it exists and critics (...) charge that it is incoherent or hopelessly vague. This book presents and defends an interpretation of the precautionary principle from the perspective of philosophy of science, looking particularly at how it connects to decisions, scientific procedures, and evidence. From this perspective, we criticize the philosophy currently underlying public policy and examine some alternative approaches based on phenomenology and ethnomethodology. Most environmental philosophers have had little use for 'conventional' philosophical and political thought. This is unfortunate, because these traditions can greatly contribute to environmental ethics and policy discussions. One mainstream concept of potential value for environmental philosophy is the notion of the public interest. Yet even though the public interest is widely acknowledged to be a powerful ethical standard in public affairs and public policy, there has been little agreement on its descriptive meaning. A (...) particularly intriguing account of the concept in the literature, however, may be found in the work of the American pragmatist John Dewey. Dewey argued that the public interest was to be continuously constructed through the process of free, cooperative inquiry into the shared good of the democratic community. This Deweyan model of the public interest has much to offer environmental philosophers who are interested in making connections between normative arguments and environmental policy discourse, and it holds great promise for enhancing environmental philosophy's role and impact in public life. The primary objective of this anthology is to make intergenerational justice an issue for intercultural philosophy, and, conversely, to allow the latter to enrich the former. In times of large-scale environmental destabilization, fair- ness between generations is an urgent issue of justice across time, but it is also a global issue of justice across geographical and nation-state borders. This means that the future generations envisioned by the currently living also cross these borders. Thus, different philosophical cultures and traditions (...) of thought should converse to re ect on what is fair to future people. The Aristotelian view that public institutions should aim at the good life is criticized on the grounds that it makes for an authoritarian politics that is incompatible with the pluralism of modem society. The criticism seems to have particular power against modem environmentalism, that it offers a local vision of the good life which fails to appreciate the variety of possible human relationships to the natural environment, andso, as a guide to public policy, it leads to green authoritarianism. This (...) paper argues to the contrary that an Aristotelian position which defends environmental goods as constitutive of the good life is consistent with recognition of the plurality of ways our relations to the natural world can be lived. Environmental pragmatists have presented environmental pragmatism as a new philosophical position, arguing that theoretical debates in environmental philosophy are hindering the ability of the environmental movement to forge agreement on basic policy imperatives. Hence, they aim to lead environmental philosophers away from such theoretical debates, and toward more practical—and pragmatically motivated—ones. We argue that environmental aesthetics, and specifically the concept of aesthetic integrity, should play a central role in a public environmental philosophy designed to communicate about environmental problems in an effective manner. After developing the concept of the “aesthetic integrity” of the environment, we appeal to empirical research to show that it contributes significantly to people’s sense of place, which is, in turn, central to their well-being and motivational state. As a result, appealing to aesthetic integrity (...) in policy contexts is both strategically and morally advisable. To provide a concrete illustration of the ways in which such appeals can play a role in policy making, we examine a specific case study in which attention to aesthetic integrity contributed to blocking a proposed development. The case yields at least four lessons: (1) aesthetic integrity can be a practically effective framing device; (2) local deliberative settings are particularly conducive for addressing it; (3) it can serve as an umbrella under which multiple other issues can be brought to the fore; and (4) judgments about aesthetic integrity need not be entirely objective in order for them to play a productive role in the policy sphere. Values have always tended to play a central role in discourse on the environment, a tendency which is currently particularly evident in the biodiversity context. Traditionally, arguments about the environment have invoked instrumental value to highlight the necessity or utility of a healthy environment for people and intrinsic value to emphasize the importance of protecting nature for its own sake. More recently, this value dichotomy has been challenged, and the notion of a third value category – relational value – has (...) been introduced into the political and social conservation discussion. In the field of environmental philosophy, the idea of a third category of environmental value already has a longer tradition. Environmental ethicists often criticize liberalism. For many liberals embrace anthropocentric theories on which only humans have non‐instrumental value. Environmental ethicists argue that such liberals fail to account for many things that matter or provide an ethic sufficient for addressing climate change. These critics suggest that many parts of nature – e.g. non‐human individuals, other species, ecosystems and the biosphere ‐ often these critics also hold that concern for some parts of nature does not always trump concern for others. (...) This article suggests, however, that such inclusive environmental ethicists have a different problem. For when there are many things of value, figuring out what to do can be extremely difficult. Even though climate change is likely to cause problems for many parts of nature, it will probably be good for some other parts. Inclusive environmental ethicists need a theory taking all of the things they care about into account. Otherwise they cannot provide definitive reason even to address climate change. Without this theory, anthropocentric liberals might argue that we should not accept an inclusive environmental ethic. The government is committed to work toward an “ecological civilization,” a society in which concerns for a healthy natural environment are interwoven with concerns for a healthy human society and healthy human relations with nature. Whereas in the United States concern for the environment is rarely consciously philosophical, Chinese history has made people aware that philosophy underlies and shapes public policy. Environmental Philosophy in Asian Traditions of Thought provides a welcome sequel to the foundational volume in Asian environmental ethics Nature in Asian Traditions of Thought. Ames and published in 1989, inaugurated comparative environmental ethics, adding Asian thought on the natural world to the developing field of environmental philosophy. A world faced with global climate change needs actionable ways to curb its effects. We suggest that Ubuntu philosophy is a way to achieve peaceful coexistence between humans and the ecosystem. From an African perspective, we use Ubuntu philosophy’s concepts to understand how humans can create environmental policies and environmental education pedagogy. We use historical ecology and document review to explore the connections between humans, ecology and Ubuntu philosophy. An understanding of how philosophy and (...) ecology relate is proposed to fill the gap in the cosmological premise between the African person and ecology. The study first sets out a relational model of humans and the ecosystem, then applies the ecology of education to environmental policy formulation. The research demonstrates that humanness with humaneness and collectivism, afro-eco-communitarianism, Ubuntu consensus politics, and Ubuntugogy are concepts underlying how the essence of Ubuntu philosophy can inform an eco-friendly society. The ethno-philo-cological underpinnings help conceptualize these concepts of community. Finally, the study’s conclusion shows how the concepts of Ubuntu philosophy suggest ways to improve environmental education and policy formulation. l examine three approaches to environmental ethics and illustrate them with examples from California. An egocentric ethic is grounded in the self and based on the assumption that what is good for the individual is good for society. Historically associated with laissez faire capitalism and a religious ethic of human dominion over nature, this approach is exemplified by the extraction of natural resources from the commons by private interests. A homocentric ethic is grounded in society and is based on (...) the assumption that policies should reflect the greatest good for the greatest number of people and that, as stewards of the natural world, humans should conserve and protect nature for human benefit. Historically associated with govemment regulation of the private sector, a homocentric approach can be illustrated by federal, state, and local environmental agencies charged with protecting the welfare of the general public. An ecocentric ethic is grounded in the cosmos, or whole environment, and isbased on the assignment of intrinsic value to nonhuman nature. Exemplified by ecologically based sciences and process-oriented philosophies, an ecocentric approach often underlies the political positions of environmentalists. This threefold taxonomy may be useful in identifying underlying ethical assumptions in cases where ethical dilemmas and conflicts of interest develop among entrepreneurs, govemment agencies, and environmentalists. Possible environmental and related impacts of human activity are shown to include the extinction of humanity and other sentient species, excessive human numbers, and a deteriorating quality of life (I). I proceed to argue that neither future rights, nor Kantian respect for future people's autonomy, nor a contract between the generations supplies a plausible basis of obligations with regard to future generations. Obligations concern rather promoting the well-being of the members of future generations, whoever they may be, as well (...) as of current generations. Future benefits and costs should only be discounted where there are special reasons for doing do so (e.g. relevant opportunity costs) (II). A sustainable economy is held to be necessary for intergenerational equity. This granted, principles of equity are introduced concerning: compensation for long-term risks and for resource depletion; conserving the stock of resources, resource diversity, and assimilative capacity; equal options and opportunities for each generation; and remedying past failures to conserve environmental quality. Rules and policies considered include: an efficient, diversified, and ecologically sustainable economy; no increase of risk of irreversible environmental change; and action despite uncertainty to avert serious future outcomes (the Precautionary Principle). These policies are argued to require rectification of current injustices within and between current generations (III). Finally, the recently resuscitated metaphysical model of society as a partnership between generations is held to imply the view of each generation as trustees rather than owners of the planet. This trusteeship view is independently credible, and supportive of the principles and policies earlier introduced; and its adoption by successive generations could turn the partnership model into a reality (IV). While environmental ethics has flourished and contributed to the discussion of environmental policy, other areas of philosophy (epistemology, for example), have been less in evidence in these discussions. In this paper, we explore a role for these neglected areas: they are best viewed as meta-level discussions of the conceptual and linguistic problems that arise as scientists develop models at the edges of scientific fields relevant to our understanding of environmental problems and possible solutions. The relevant (...) fields, which might differ depending on the specific environmental problem being addressed, can be thought of as a collection of “philosophies of ____” where the blank stands for one of the relevant disciplines, such as biology, ecology, or economics. We eschew the typical arguments regarding which models are correct in favor of a pragmatic/pluralistic approach to understanding scientific models. This pragmatic approach softens interdisciplinary conflicts as Rudolf Carnap’s Principle of Tolerance (linguistic conventionalism) urges an experimental approach to developing linguistic frameworks for differing situations. Courses in the subject are now taught around the world, there are many opportunities for publishing, there are two dedicated graduate programs, and there are even some jobs in the field.Yet these marks of success (...) mask some problems. Environmental philosophy is fragmented along many dimensions and there are no widely shared standards of competence. The available jobs often go to surprising candidates whose skills and interests are extremely diverse. Too much publication appears in "specialist" journals, unnoticed by anyone but other contributors. Unconstructive debates, often reminiscent in tone, substance, and rancor of the old and new left, linger. In light of all this, I am no longer surprised when I meet people active in environmental studies and causes who claim to be environmental ethicists but who are almost entirely ignorant of the academic field that bears the name.It is well known that the environment suffers because it is not a well-bounded domain (like the economy, for example), but is rather multi-dimensional and implicated in almost every area of human choice and action. This problem is reproduced in environmental philosophy, [End Page 125] which impinges on many fields, disciplines, and areas of inquiry, but is still struggling to find its own boundaries and identity.One of the core challenges for environmental philosophy is to understand its audience and to whom it is responsible. Historically, the field grew out of the discipline of philosophy, but many who consider themselves environmental philosophers are hostile to the discipline as it is currently practiced. They don't read the journals, go to the conferences, or try very hard to integrate their concerns into the discipline as a whole. Another possible home for environmental philosophy is environmental studies which is a self-consciously interdisciplinary field. It also carries the added burden of delivering a respectable major to large numbers of eager, but often intellectually impatient, undergraduates. I can hardly object. When pluralism, pragmatism and inherent value were all the rage in environmental philosophy, I was writing about climate change, zoos, and preserving urban landmarks. Yet it must be acknowledged that with the exception of Peter Singer (whom many would not consider an environmental philosopher), those who have touched the public most deeply in recent years have largely been writing about traditional philosophical concerns rather than about applied, practical, or interdisciplinary problems. Anthony Appiah's Cosmopolitanism won the Arthur Ross Book Award from the highly influential Council on Foreign Relations. Most strikingly of all is Harry Frankfurt's On Bullshit, originally a critique of deconstruction delivered to a Yale seminar in the 1980s, which beginning in 2005 spent 26 weeks on the New York Times best seller list. It's enough to make you wonder what relevance is and whether it's really relevant.What is to be done? l examine three approaches to environmental ethics and illustrate them with examples from California. An egocentric ethic is grounded in the self and based on the assumption that what is good for the individual is good for society. Historically associated with laissez faire capitalism and a religious ethic of human dominion over nature, this approach is exemplified by the extraction of natural resources from the commons by private interests. A homocentric ethic is grounded in society and is based on (...) the assumption that policies should reflect the greatest good for the greatest number of people and that, as stewards of the natural world, humans should conserve and protect nature for human benefit. Historically associated with govemment regulation of the private sector, a homocentric approach can be illustrated by federal, state, and local environmental agencies charged with protecting the welfare of the general public. An ecocentric ethic is grounded in the cosmos, or whole environment, and isbased on the assignment of intrinsic value to nonhuman nature. Exemplified by ecologically based sciences and process-oriented philosophies, an ecocentric approach often underlies the political positions of environmentalists. This threefold taxonomy may be useful in identifying underlying ethical assumptions in cases where ethical dilemmas and conflicts of interest develop among entrepreneurs, govemment agencies, and environmentalists. This paper addresses the conflicting environmental interests of a firm and the community, an important stakeholder. The short-term profit maximization objective of a firm may stand in contrast with what the community wants – a "safe and clean environment". This paper argues that the information regarding the environmental impact of a firm's products, processes, and waste may be asymmetrically distributed between the firm and the community. The resultant information asymmetry may influence the probability of a firm acting opportunistically, (...) and ultimately, a firm's ethical behavior. The paper identifies information asymmetry between a firm and community, as well as that within the community. The perceived information asymmetry across various community segments may perhaps be a determinant of environmental discrimination. The paper further contends that information asymmetry may diminish in the long run. Finally it examines the implications of information asymmetry for firms and government policy. (shrink)

Three groups of claims frame this article. First, the Nigerian State is largely enmeshed in environmental deficit, given the substantial oil pollution in the Niger-delta area, the problem of erosion in the Southeast, the filthy status of the Southwest, and the incessantly worrying perturbation of the ecological stability in the Northern part of Nigeria. Second, the political leadership in Nigeria for years has not really given genuine policy priority to, and, on this model, developed a credible framework that (...) the citizenry could buy into to sustainably address the causes and the consequences of the environmental deficit. Third, given the foregoing, this work suggests a re-thinking/re-discussion of approach to the environmental deficit. Drawing on and integrating some relevant ideas, values, and virtues in African metaphysics, epistemology, and ethics, the article develops a framework, prescribing how the democratic leadership and the citizenry ought to act in sustainably addressing the environmental deficit. Beyond the philosophic foundations, the framework is also teleologically political: (i) it emphasizes that the moral legitimacy of democratic leadership in Nigeria partly derives from its commitment to the good of the built and the natural environment, and (ii) it also stresses that the citizenry could only be good moral agents, as eco-citizens, if they develop the virtues of environmental responsibility and responsiveness, by theoretically and practically supporting the good of the built and the natural environment. The research methods of critical analysis of empirical data and reflective argumentation are adopted to pursue the goals of the work. (shrink)
