Background Record linkage is a useful tool for health research. Potential benefits aside, its use raises discussions on privacy issues, such as whether a written informed consent for access to health records and linkage should be obtained. The authors aim to systematically review studies that assess consent proportions to record linkage. Methods 8 databases were searched up to June 2011 to find articles which presented consent proportions to record linkage. The screening, eligibility and inclusion of articles were conducted by two (...) independent reviewers. The authors carried out meta-regression, subgroup and sensitivity analyses to assess heterogeneity. Results Of the 141 studies identified, only 11 presented empirical consent proportions and were included in the systematic review. The consent proportion varied widely from 39% to 97%. Seven studies presented consent proportions of 88% or higher, one of 72%, and only three presented consented proportion equal to or lower than 53%. None of the studies' characteristics evaluated explained heterogeneity. Conclusion The results of this review show that, in general, individuals tend to consent to the use of their data for record linkage, with exceptions in specific populations or minorities. The authors believe that this, as well as the cited literature, lends support to policies that, while keeping relevant ethical controls in place, do not require individual informed consent for each and every study that relies on secondary data. Resumo: Este artigo tem como objeto a centralidade da riqueza no mundo moderno, como fato dominante e como norma, ou seja, como o que orienta e regula as atividades social e individual. Iniciaremos com a consideração de que a criação de riqueza material como meta da vida humana a envolver toda a sociedade – esse modo de viver centrado na economia – é condição que pertence apenas às sociedades modernas e à sua forma econômica, o capitalismo, tendo-se expandido por todas (...) as regiões do planeta. Para abordarmos este tema, tomaremos como apoio e ponto de partida as instigantes reflexões de Eric Weil, desenvolvidas especialmente em sua obra Filosofia Política, o que não significará adotá-las in- condicionalmente. Em seguida, examinaremos a relação entre o desenvolvimento dessa forma de existência social e o surgimento de uma ciência da economia, que figurará como dimensão decisiva de seu universo simbólico. À guisa de conclusão, buscaremos levantar algumas questões: pôde sustentar-se, por séculos, essa exaltação da riqueza apenas pela coerção? Ou será esta uma forma de vida que, em alguma medida, adotamos, por com ela nos identificarmos? Mas se a vida humana não é apenas realidade econômica, e se as suas questões fundamentais, necessariamente, vão muito além da economia, tomá-la como a sua dimensão principal, fazendo da riqueza a finalidade última da atividade coletiva, não será um enorme equívoco histórico? E se a bem-aventurança econômica prometida não se puder concretizar, não estaremos também diante de um impasse essencial? A resposta positiva a estas questões nos levará à conclusão de que, embora ainda não saibamos como, faz-se imperativo restabelecermos a economia da riqueza como meio, e não como fim da vida humana. This book is dedicated to clarify ambiguous concepts from the world of creativity and innovation. One of the initial triggers for the development of the book was the perceived ambiguity of the binomials Design vs. Design Thinking and Innovation vs. Invention. Frequently, designers and innovation consultants are questioned by their clients about the relationships between these kind of concepts. Has the second emerged through the first, or vice-verse? Is one part of the other? Where are the similarities and which are (...) the differences? This conceptual incomprehension makes itself noticeable between many ambiguous concepts in the world of innovation and creativity. What is the difference between Radical and Disruptive Innovation? Or is Social Innovation the same as Social Intervention? And regarding Creativity, are Creativity and Creative Thinking the same? Inicialmente, o texto indaga sobre o significado do exercício do filósofo social; pretende também localizar as origens do debate moderno sobre ‘subjetividade’ no pensamento filosófico e social. As idéias norteadoras de Kant, se situam na confluência e na disjunção entre razão (conhecimento) e subjetividade (moral). A partir dessa referência, o debate entre alguns pensadores considerados como pós-modernos (Badiou e Zizek), por um lado, e por outro Castoriadis que recusa esta nomenclatura, vão derivando idéias novas sobre ‘sujeito’ e ‘verdade’. Esse debate (...) não é sem conseqüências para a teoria sociológica que assume para si o desafio de introduzir a categoria de ‘sujeito’ em seus cânones (Touraine). As reflexões de Stengers servem também para questionar e aproximar as práticas da produção do conhecimento e dos discursos científicos. Finalmente, restam desafios para se pensar teorias e práticas sócio-ambientais à luz desses conceitos apresentados ao longo do texto. (shrink)

Resumo: Com o auxílio do acadêmico e filósofo Julio Ramon Cabrera, o presente artigo desenvolve o estudo sobre uma filosofia desde o Brasil, dividindo-se em três momentos: primeiro, a denúncia contra os efeitos paralisantes causados a partir da colonização europeia, tendo assim obstaculizado há bastante tempo a atividade filosófica, nos países latino-americanos; segundo, a exposição dos elementos teóricos capazes de desconstruir a visão eurocêntrica da Filosofia e, por último, a apresentação da “ética negativa” cabreriana enquanto modelo de um pensar (...) para além do regionalismo. O objetivo dessa investigação é corroborar a viabilidade de produções autóctones, cuja qualidade das pesquisas acadêmicas brasileiras garanta, sem qualquer margem de dúvidas, uma profícua interlocução junto aos filósofos já consagrados na tradição ocidental.: With the help of the academic Julio Ramon Cabrera, this article develops the study of a Philosophy from Brazil, dividing into three moments: first, the denounce it against the paralyzing effects caused starting by European colonization, having thus hampered philosophical activity for a long time in Latin American countries; second, the exposure of theoretical elements which are able to deconstruct the Eurocentric vision of Philosophy and the last one, the presentation of Cabrera’s “negative ethics” as a model of a thinking beyond regionalism. The purpose of this investigation is to corroborate the feasibility of autochthonous productions, whose quality of Brazilian academic research guarantees, without any doubts, a fruitful dialogue with philosophers already consecrated in the western tradition. Conscious experiences in infants remain poorly understood. In this NeuroView, Passos-Ferreira discusses recent evidence for and against consciousness in newborn babies. She argues that the weight of evidence from neuroimaging and behavioral studies supports the thesis that newborn infants are conscious.

Neste artigo apresentamos uma tradução e discussão de uma carta do filósofo Leibniz (1646-1716), na qual ele discute ações para o aperfeiçoamento da medicina. A importância e atualidade desta carta consiste em propor ações públicas de controle de epidemias pelo estado, como também, discute o uso de medicação pela medicina para controle das epidemias. No primeiro momento, explicamos a importância da publicação desta carta, destinada a Germain Brice, no Journal des Savants. No segundo momento apresentamos a tradução do texto, onde (...) ele sugere a coleta de informações para ajudar na contenção da disseminação das doenças epidemiológicas. Essa é uma sugestão da qual alguns governos modernos poderiam se beneficiar. No mesmo texto, Leibniz também faz referência ao tratamento de uma pandemia com uma substância considerada estranha. Soren Kierkegaard's Works of Love, a series of deliberations on the commandment to love one's neighbor, has often been condemned by critics. Here, Ferreira seeks to rehabilitate Works of Love as one of Kierkegaard's most important works. He shows that Kierkegaard's deliberations on love are highly relevant to some important themes in contemporary ethics, including impartiality, duty, equality, mutuality, reciprocity, self-love, sympathy, and sacrifice. Ferreira also argues that Works of Love bears on issues peculiar to a religious ethic, (...) such as the role of God as "middle term," and the possibility of preserving the aesthetic dimensions of love in a religious ethic of relation. Arguments analogous to those found in the late medieval theory of the king’s two bodies, popularized by Ernst Kantorowicz, were resurrected in early nineteenth-century constitutional theories of the moderating powers of monarchy. Post-revolutionary French liberal thought, echoed by its Portuguese counterpart, rediscovered the virtues of the institution of royalty, notably the immaterial and immortal body of the king. This rediscovery was prompted by the uncertainties of different national political contexts which made many contemporaries believe it desirable to integrate restored monarchies (...) within modern constitutional models for state stability. This first occurred with the Bourbons’ return to post-Napoleonic France and the restoration of the monarchy in 1814, and then with the Braganza royal family’s return to Portugal in 1821 after thirteen years of rule from Brazil. Using arguments similar to those previously made in late medieval European political and legal thought, French and Portuguese liberals developed a theory of the king’s two powers, according to which the monarch at once exercised a moderating power, defined by the abstract institutional nature of the king’s person, and an executive power, embodied within his physical person. This conceptualization of royal duality was intended to make it possible to delegate executive power to ministers, leaving the king only the attributes of a largely symbolic power. Liberals thereby hoped to confine the monarch to his purely institutional body in a de-politicized constitutional role. (shrink)

This book examines the significantly similar, yet finally different, thinking of two nineteenth-century existentialist thinkers, Soren Kierkegaard and Friedrich Nietzsche. Its focus is on the different ways each envisioned a joyful acceptance of life - a concern they shared. Each strove to give a place to this acceptance in his picture of life, but their conceptions of it are far apart.

This article explores the metaphor of Science as provider of sharp images of our environment, using the epistemological framework of Objective Cognitive Constructivism. These sharp images are conveyed by precise scientific hypotheses that, in turn, are encoded by mathematical equations. Furthermore, this article describes how such knowledge is pro-duced by a cyclic and recursive development, perfection and reinforcement process, leading to the emergence of eigen-solutions characterized by the four essential properties of precision, stability, separability and composability. Finally, this article discusses (...) the role played by ontology and metaphysics in the scientific production process, and in which sense the resulting knowledge can be considered objective. Empirical reports on scientific competition show that scientists can be depicted as self-interested, strategically behaving agents. Nevertheless, we argue that recognition-seeking scientists will have an interest in establishing methodological norms which tend to select theories of a high epistemic value, and that these norms will be still more stringent if the epistemic value of theories appears in the utility function of scientists, either directly or instrumentally. Although logical consistency is desirable in scientific research, standard statistical hypothesis tests are typically logically inconsistent. To address this issue, previous work introduced agnostic hypothesis tests and proved that they can be logically consistent while retaining statistical optimality properties. This article characterizes the credal modalities in agnostic hypothesis tests and uses the hexagon of oppositions to explain the logical relations between these modalities. Geometric solids that are composed of hexagons of oppositions illustrate the conditions for these modalities to be logically (...) consistent. Prisms composed of hexagons of oppositions show how the credal modalities obtained from two agnostic tests vary according to their threshold values. Nested hexagons of oppositions summarize logical relations between the credal modalities in these tests and prove new relations. (shrink)

The present paper draws a contrast between the notions of τὸ παρ’ ἡμᾶς and τὸ ἐφ’ ἡμῖν to the effect that, according to Chrysippus, each has a different role to play and different requirements to meet, the former being especially tailored to suit the exigencies of praise and blame taken as exhortations, the latter those of desert and justice in praising and blaming as well as honoring and punishing.

The full Bayesian signi/cance test (FBST) for precise hypotheses is presented, with some illustrative applications. In the FBST we compute the evidence against the precise hypothesis. We discuss some of the theoretical properties of the FBST, and provide an invariant formulation for coordinate transformations, provided a reference density has been established. This evidence is the probability of the highest relative surprise set, “tangential” to the sub-manifold (of the parameter space) that defines the null hypothesis.

We also examine good reasons for having an ambivalent attitude concerning the later permanence in life of these archaic forms of association, and the coexistence of such intuitive but informal thinking with logical and rigorous reasoning. At the one hand, magical thinking seems to serve the creative mind, working as a natural vehicle for new ideas and innovative insights, (...) and giving form to heuristic arguments. At the other hand, it is inherently difficult to control, lacking effective mechanisms needed for rigorous manipulation. Resumen La educación superior se ha constituido en un objeto de creciente interés en la literatura especializada. A pesar de lo anterior, la mayor parte de la investigación disponible se concentra en estudios de corte descriptivo y evaluativo, sin conectar sus desarrollos con las reflexiones de la teoría sociológica. El presente ensayo identifica las principales posibilidades teóricas y epistemológicas de la teoría de sistemas sociales para el análisis de la educación superior, examinando los rendimientos de la noción de diferenciación de (...) planos de formación sistémica (interacción, organización y sociedad) y la idea de diferenciación de sistemas parciales especializados. Abstract Higher education has become an object of growing interest in the specialized literature. Despite this, most of the available research concentrates on descriptive and evaluative studies, without connecting its developments with the reflections of general sociological theory. This essay identifies the main theoretical and epistemological possibilities of social systems theory for the analysis of higher education, examining the uses of the notion of differentiation of systemic formation planes (interaction, organization, and society) and the idea of differentiation of specialized partial systems. JAMIE FERREIRA HUME'S BOLDLYSIMPLESTATEMENTof the genesis of religion--that "the anxious concern for happiness, the dread of future misery, the terror of death, the thirst for revenge, the appetite for food and other necessaries" led humankind to see "the first obscure traces of divinity"--is supported by appeals to what he considers plain common sense.' For example, given that at "the first origin (...) of society" (e4) our ancestors were obviously "ignorant and barbarous" (23), anxiously helpless in the face of threatening natural events--hence, obviously with neither the leisure nor the impulse nor the aptitude for serious reflection--it was obviously passionate fears and hopes, not reason, which motivated their beliefs. Given that the mind obviously "rises from inferior to superior," and that humankind obviouslyhasn't "inhabited palaces before huts and cottages or studied geometry before agriculture" (~4), polytheism obviously antedated monotheism. In the course of detailing his commonsensical account of the origin and development of religion, Hume highlights a wide variety of natural tendencies, principles, and propensities which are operative. Palace of the End is a dense triptych of monologues exploring alternative narratives - albeit based in real facts - behind the events and the headlines surrounding the war in Iraq. Borrowing its title from the former royal palace where Saddam Hussein’s torture chamber was located, Thompson’s docudrama is structured as a chain of monologues telling three real-life stories set in the context of the war in Iraq. The play conveys three unconventional interpretations of the realities of war: that of (...) a young American soldier convicted for her misconduct at Abu Ghraib, the prison that stands as one of the most controversial symbols of the American-led Iraq invasion; a British scientist and weapons inspector who denounces what he understands as the false arguments given by his country’s leaders for engaging in a distant war; and an Iraqi mother whose life was shattered firstly by Saddam Hussein’s authoritarian regime, and later by the American first Gulf War. Each story is an enthralling and gut-wrenching reflection of one of the contemporary world’s most studied and controversial conflicts. Sortition, i.e. random appointment for public duty, has been employed by societies throughout the years as a firewall designated to prevent illegitimate interference between parties in a legal case and agents of the legal system. In judicial systems of modern western countries, random procedures are mainly employed to select the jury, the court and/or the judge in charge of judging a legal case. Therefore, these random procedures play an important role in the course of a case, and should comply with (...) some principles, such as transparency and complete auditability. Nevertheless, these principles are neglected by random procedures in some judicial systems, which are performed in secrecy and are not auditable by the involved parties. The assignment of cases in the Brazilian Supreme Court is an example of such a procedure, for it is performed using procedures unknown to the parties involved in the judicial cases. This article presents a review of how sortition has been historically employed by societies and discusses how Mathematical Statistics may be applied to random procedures of the judicial system, as it has been applied for almost a century on clinical trials, for example. A statistical model for assessing randomness in case assignment is proposed and applied to the Brazilian Supreme Court. As final remarks, guidelines for the development of good randomization procedures are outlined. (shrink)

For example, given that at "the first origin (...) of society" (e4) our ancestors were obviously "ignorant and barbarous" (23), anxiously helpless in the face of threatening natural events--hence, obviously with neither the leisure nor the impulse nor the aptitude for serious reflection--it was obviously passionate fears and hopes, not reason, which motivated their beliefs. Given that the mind obviously "rises from inferior to superior," and that humankind obviouslyhasn't "inhabited palaces before huts and cottages or studied geometry before agriculture" (~4), polytheism obviously antedated monotheism. In the course of detailing his commonsensical account of the origin and development of religion, Hume highlights a wide variety of natural tendencies, principles, and propensities which are operative. Keith Yandell offers a recent reading of one such propensity at work in the origin of religion--namely, what Hume calls the "propensity of human nature, which leads into a system, that gives them some satisfaction" (29)--and Yandell explicitly takes it to be a propensity to an "explanatory" system.2 I want to argue in what follows that any reading of Hume's account of religion which highlights an explanatory motivation can be significantly misleading insofar as it obscures the way in which Hume's account differs markedly from other classical genetic accounts which emphasize explanation. [5931 594 JOURNAL OF THE HISTORY OF PHILOSOPHY 33:4 OCTOBER 1995 In his account of the "propensity of human nature, which leads into a system, that gives them some satisfaction," Yandell admits that "no explanation is given of exactly what sort of satisfaction is in question," yet he goes on without a pause to speak of how "people accept different and various explanatory systems"; referring to a natural "propensity to understand," he concludes that "for Hume, we need not accept a religious system of explanation, but most of us in fact do so."s I suggest that Yandell's shift from "system" to "explanatory system," which is unheralded, is of crucial significance because the emphasis on explanation tends to call to a reader's mind just the sort of appeal which Hume decisively rejects. I shall argue that Hume draws our attention to and decisively excludes from his account a concept of explanation which actually does play an important role in other parallel accounts--namely, a concept which focuses on the integrity of a broad picture and an ultimate accounting; Hume points to such a concept in his references to the "frame of the universe," "final causes," and the "first rise of the visible system." Such a role might seem to elaborate Hume's appeal to common sense--after all, isn't the natural response to "unknown causes" to try to understand them, and isn't the attempt to understand them the same as looking for an "ultimate" explanation, however crude it might be at the outset? Although this might seem commonsensical to others (as we shall see), I want to argue that what Hume sees at work in the origin of religion is not a search for such an explanation, even a crude one. Rather, on Hume's view the only curiosity at work is a curiosity about how to cope: the propensity to a system is the propensity to the kind of determinacy which is expedient for control, and the only satisfaction the system provides is one in terms of a coping which is independent of truth-seeking...
