This open access book offers insights into the development of the ground-breaking Global Code of Conduct for Research in Resource-Poor Settings (GCC) and the San Code of Research Ethics. Using a new, intuitive moral framework predicated on fairness, respect, care and honesty, both codes target ethics dumping – the export of unethical research practices from a high-income setting to a lower- or middle-income setting. The book is a rich resource of information and argument for any research stakeholder who opposes double (...) standards in research. The 1992 Convention on Biological Diversity (CBD) and its 2010 Nagoya Protocol brought about a breakthrough in global policy making. They combined a concern for the environment with a commitment to resolving longstanding human injustices regarding access to, and use of biological resources. In particular, the traditional knowledge of indigenous communities was no longer going to be exploited without fair benefit sharing. Yet, for 25 years after the adoption of the CBD, there were no major benefit sharing agreements that led (...) to significant funding streams for indigenous communities. This changed with the signing of the Rooibos Benefit Sharing Agreement in South Africa, described in this paper. As the authors report, the Rooibos Agreement is a superlative in two respects. It is the biggest benefit sharing agreement between industry and indigenous peoples to date. It is also the first industry-wide agreement to be formed in accordance with biodiversity legislation. This article is a co-production between traditional knowledge holders, the lawyer who represented their interests, the Co-Chair of the Nagoya Protocol negotiations, and an ethicist who analyzed the major challenges of this historic agreement. With no precedent in the benefit sharing world, the agreement stands as a concrete example of the ‘art of the possible.’ Although the rooibos case is unique in a number of aspects, the experience offers many transferable insights, including: patience; incrementalism; honesty; trust; genuine dialogue; strong legal support; a shared recognition that a fair, win-win deal is possible; government leadership; and unity amongst indigenous peoples. Such ingredients of success can apply well beyond southern Africa. (shrink)

Open access. This open-access book discusses vulnerability and the protection-inclusion dilemma of including those who suffer from serious poverty, severe stigma, and structural violence in research. Co-written with representatives from indigenous peoples in South Africa and sex workers in Nairobi, the authors come down firmly on the side of inclusion. In the spirit of leaving no one behind in research, the team experimented with data collection methods that prioritize research participant needs over researcher needs. This involved foregoing the collection of (...) personal data and community researchers being involved in all stages of the research. In the process, the term ‘vulnerability’ was illuminated across significant language barriers as it was defined by indigenous peoples and sex workers themselves. The book describes a potential alternative to exclusion from research that moves away from traditional research methods. By ensuring that the research is led by vulnerable groups for vulnerable groups, it offers an approach that fosters trust and collaboration with benefits for the community researchers, the wider community as well as research academics. Those living in low-income settings, in dire situations that are summarized with the term ‘vulnerability’ know best what their problems are and which priorities they have. To exclude them from research for their own protection is a patronizing approach which insinuates that researchers and research ethics committees know best. The team from this book have shown that minimally risky and minimally burdensome research tailored towards the needs of highly marginalized and stigmatized communities can be scientifically valuable as well as inclusive and equitable. Indigenous Peoples, Consent and Benefit Sharing is the first in-depth account of the Hoodia bioprospecting case and use of San traditional knowledge, placing it in the global context of indigenous peoples’ rights, consent and benefit-sharing. The meeting focused on uses of ontologies, with a special focus on spatial ontologies, in addressing the ever increasing needs faced by biology and medicine to cope with ever expanding quantities of data. To provide effective solutions computers need to integrate data deriving from myriad heterogeneous sources by bringing the data together within a single framework. The meeting brought together leaders in the field of what are called "top-level ontologies" to address this issue, and to establish strategies among leaders in (...) the field of biomedical ontology for the creation of interoperable biomedical ontologies which will serve the goal of useful data integration. This book grew out of previously published papers of mine composed over a period of years; they have been reworked (sometimes beyond recognition) so as to form a reasonably coherent whole. Part One treats of informative inference. I argue (Chapter 2) that the traditional principle of induction in its clearest formulation (that laws are confirmed by their positive cases) is clearly false. Other formulations in terms of the 'uniformity of nature' or the 'resemblance of the future to the past' seem (...) to me hopelessly unclear. From a Bayesian point of view, 'learning from experience' goes by conditionalization (Bayes' rule). The traditional stum bling block for Bayesians has been to fmd objective probability inputs to conditionalize upon. Subjective Bayesians allow any probability inputs that do not violate the usual axioms of probability. Many subjectivists grant that this liberality seems prodigal but own themselves unable to think of additional constraints that might plausibly be imposed. To be sure, if we could agree on the correct probabilistic representation of 'ignorance' (or absence of pertinent data), then all probabilities obtained by applying Bayes' rule to an 'informationless' prior would be objective. But familiar contra dictions, like the Bertrand paradox, are thought to vitiate all attempts to objectify 'ignorance'. BuUding on the earlier work of Sir Harold Jeffreys, E. T. Jaynes, and the more recent work ofG. E. P. Box and G. E. Tiao, I have elected to bite this bullet. In Chapter 3, I develop and defend an objectivist Bayesian approach. (shrink)

More than 200 million children under the age of 5 years are affected by malnutrition worldwide according to the World Health Organization. The Barbados Nutrition Study (BNS) is a 55-year longitudinal study on a Barbadian cohort with histories of moderate to severe protein-energy malnutrition (PEM) limited to the first year of life and a healthy comparison group. Using quantitative electroencephalography (EEG), differences in brain function duringchildhood(lower alpha1 activity and higher theta, alpha2 and beta activity) have previously been highlighted between participants (...) who suffered from early PEM and controls. In order to determine whether similar differences persisted intoadulthood, our current study used recordings obtained during a Go-No-Go task in a subsample of the original BNS cohort [population size (N) = 53] at ages 45–51 years. We found that previously malnourished adults [sample size (n) = 24] had a higher rate of omission errors on the task relative to controls (n= 29). Evoked-Related Potentials (ERP) were significantly different in participants with histories of early PEM, who presented with lower N2 amplitudes. These findings are typically associated with impaired conflict monitoring and/or attention deficits and may therefore be linked to the attentional and executive function deficits that have been previously reported in this cohort in childhood and again in middle adulthood. In this paper we claim that pragmatist philosophical practice is incompatible with scientistic philosophy. The kind of pragmatism used for making this case follows the spirit and method of philosophical pragmatists such as William James, John Dewey, Richard Rorty, and a related pragmatic tradition, Confucian Philosophy. Pragmatism starts from immediate experience, and refuses to cleave off the reality and salience of what is found in such experience in the process of thinking. Pragmatism also concerns itself with social problems, broadly conceived. (...) In contrast to this focus on immediate experience, the influence of science in much philosophizing involves a kind of scientism through which the relevance, value, and even reality of experience is brought into question. It also concerns itself with a narrowly defined set of so-called philosophical problems. In this regard, pragmatist philosophical practice is fundamentally opposed to scientistic philosophical practice. We will start by modelling the kind of philosophical practice that stems from pragmatism, and the role of immediate experience in it. Subsequently, we will introduce two modes of philosophizing that diminish if not negate the role of experience. One is bald naturalist philosophizing, and the other is a priori scientific philosophizing. In the last section, we will show how main commitments of both of these traditions are incompatible with a pragmatist philosophy that remains committed to the original impulse of pragmatism. In her book Michel de Montaigne: Accidental Philosopher, Ann Hartle argues that Montaigne’s thought is dialectical in the Hegelian sense. Unlike Hegel’s progressive dialectic, however, Montaigne’s thought is, according to Hartle, circular in that the reconciliation of opposed terms comes not in the form of a newly emergent term, but in a return to the first term, where the meaning of the first is transformed as a result of its dialectical interaction with the second. This analysis motivates Hartle’s claim that (...) Montaigne is not a skeptic at all, let alone a Pyrrhonian skeptic. In this paper, I argue that Hartle’s circular-dialectical interpretation of Montaigne is not only compatible with Pyrrhonism, but is in fact an ideal model for understanding Sextus Empiricus’s skeptical therapy. The author explains that his previous philosophical arguments for compatibilism provide a robust basis for ethical and legal responsibility. He defends entity causation, arguing that no coherent model of the universe, including human action, can be formulated that rejects entities as the nexus of identity and causality. Finally, he contends, ontological compatibilism and ethical compatibilism are both best supported by a more fundamental methodological compatibilism of philosophical and scientific approaches to seeking truth.

The article traces the articulation of the principle of distributed authority, or sphere sovereignty, and its background in politics and theology. It considers the two Dutch national leaders who used and developed it most as well as noting some of its earlier sources. An account is given of the way the principle of distributed authority arose and what it meant to the thinkers and leaders of the Anti-Revolutionary Party in the Netherlands. The principle and its articulation is chronicled through the (...) long struggle for the distribution of educational, ecclesiastical, and political authority to those people active in various areas, each understood as sovereign spheres. The article shows the crucial role played by Kuyper in the step by step formulation of the principle, thereby laying to rest rival claims. Finally, the article suggests that the principle had great importance in Herman Dooyeweerd’s thought and in the development of his philosophy. (shrink)

From Peirce, a sign represents something other than itself, an object, for some third; from Deleuze, a sign can create and erase an object, for some third. He makes this claim in the cinema books, without detailed explication. It is a fleeting reference to the Peircean triad developed in his semiotics; moreover, references to “objects” in Deleuze’s discussions of signs in his other work are often generic. In this essay, I explain what it means in Deleuze’s semiotics for a sign (...) to create and erase its object. My method is to use the perspective of the object in the semiotic triad to compare Deleuze and Peirce’s semiotics. Deleuze’s sign that creates and erases its object marks a clear departure from Peirce’s semiotics. For Deleuze, like Peirce, an acquaintance with the object independent of the action of the sign is necessary for semiotics. Of most significance is that for Peirce, thinking with signs necessarily involves modifying prior knowledge of the object – meaning one’s conception of the object is a version of what was already known; while for Deleuze, thinking with signs can involve producing ideas at a second remove from the object – in turn, creating and erasing new object(s). Ultimately, this essay contributes to research on Deleuze’s cinema books by undertaking a detailed reading of a part of his discussion that has not been analyzed. Furthermore, in producing Deleuze’s concept of a sign that creates and erases its object, this essay reminds us how we think – andcouldthink – with signs, reaffirming the importance of semiotic analysis for discussion about thinking with signs. Finally, this essay contributes to scholarship on Deleuze’s and Peirce’s semiotics. (shrink)

This paper critiques the so-called “Green Revolution” as a political myth of averted famine. A “political myth,” among other functions, reflects a narrative structure that characterizes understandings of causality between policy action and outcome. As such, the details of a particular political myth elevate certain policy options over others. One important narrative strand of the political myths of the Green Revolution is a story of averted famine: in the 1950s and 1960s, scientists predicted a global crisis to emerge in the (...) 1970s and beyond, created by a rapidly growing global population that would cause global famine as food supplies would not keep up with demand. The narrative posits that an intense period of technological innovation in agricultural productivity led to increasing crop yields which led to more food being produced, and the predicted crisis thus being averted. The fact that the world did not experience a global famine in the 1970s is cited as evidence in support of the narrative. Political myths need not necessarily be supported by evidence, but to the extent that they shape understandings of cause and effect in policymaking, political myths which are not grounded in evidence risk misleading policymakers and the public. We argue a political myth of the Green Revolution focused on averted famine is not well grounded in evidence and thus has potential to mislead to the extent it guides thinking and action related to technological innovation. We recommend an alternative narrative: The Green Evolution, in which sustainable improvements in agricultural productivity did not necessarily avert a global famine, but nonetheless profoundly shaped the modern world. More broadly, we argue that one of the key functions of the practice of technology assessment is to critique and to help create the political myths that preserve an evidence-grounded basis for connecting the cause and effect of policy action and practical outcomes. A number of philosophers and theologians have recently challenged the common assumption that it would be impossible for God to cause humans actions which are free in the libertarian or incompatibilist sense. Perhaps the most sophisticated version of this challenge is due to W. Matthews Grant. By offering a detailed account of divine causation, Grant argues that divine universal causation does not preclude humans from being ultimately responsible for their actions, nor free according to typical libertarian accounts. Here, we argue (...) that the kind of divine universal causation that Grant proposes is incompatible with a plausible interpretation of Robert Kane’s influential conception of ultimate responsibility. This conclusion is significant since Grant seeks to harmonize his divine causal account with Kane’s articulation of ultimate responsibility. (shrink)

La réponse à ces deux questions suppose aujourd’hui d’examiner la différence entre philosophie « continentale » et philosophie « analytique ». Par bien des aspects, la seconde reprend les problèmes de la métaphysique classique et prétend leur apporter de nouvelles réponses ou, plus souvent, les mêmes réponses sous de nouvelles formes. La première entend tirer de certains événements philosophiques jugés décisifs, particulièrement « la fin de la métaphysique », une façon (...) très différente de parler de Dieu, si c’est jamais possible, et d’envisager l’expérience religieuse. Avons-nous alors affaire à deux domaines exclusifs, sans entre-deux ni dialogue possible, ou bien faut-il tenter une conciliation œcuménique des opposés?
