Background Community advisory boards have expanded beyond high-income countries and play an increasing role in low- and middle-income country research. Much research has examined CABs in HICs, but less is known about CABs in LMICs. The purposes of this scoping review are to examine the creation and implementation of CABs in LMICs, including identifying frequently reported challenges, and to discuss implications for research ethics. Methods We searched five databases for publications describing or evaluating CABs in LMICs. Two researchers independently reviewed (...) articles for inclusion. Data related to the following aspects of CABs were extracted from included publications: time, country, financial support, research focus, responsibilities, and challenges. Thematic analyses were used to summarize textual data describing challenges. Results Our search yielded 2005 citations, 83 of which were deemed eligible for inclusion. Most studies were published between 2010 and 2017. Upper-middle-income countries were more likely to have studies describing CABs, with South Africa, China, and Thailand having the greatest numbers. The United States National Institutes of Health was the main source of financial support for CABs. Many CABs focused on HIV research. Thirty-four studies reported how CABs influenced the informed consent process for clinical trials or other aspects of research ethics. CAB responsibilities were related to clinical trials, including reviewing study protocols, educating local communities about research activities, and promoting the ethical conduct of research. Challenges faced by CABs included the following: incomplete ethical regulations and guidance; limited knowledge of science among members of communities and CABs; unstable and unbalanced power relationships between researchers and local communities; poor CAB management, including lack of formal participation structures and absence of CAB leadership; competing demands for time that limited participation in CAB activities; and language barriers between research staff and community members. Several challenges reflected shortcomings within the research team. Conclusions Our findings examine the formation and implementation of CABs in LMICs and identify several ethical challenges. These findings suggest the need for further ethics training among CAB members and researchers in LMICs. (shrink)

In recent decades, there has been widespread debate in the human and social sciences regarding the compatibility and the relative merits of quantitative and qualitative approaches in research. In psychiatry, depending on disciplines and traditions, objects of study can be represented either in words or using two types of mathematization. In the latter case, the use of mathematics in psychiatry is most often only local, as opposed to global as in the case of classical mechanics. Relationships between these objects of (...) study can in turn be explored in three different ways: 1/ by a hermeneutic process, 2/ using statistics, the most frequent method in psychiatric research today, 3/ using equations, i.e. using mathematical relationships that are formal and deterministic. The 3 ways of representing entities (with language, locally with mathematics or globally with mathematics) and the 3 ways of expressing the relationships between entities (using hermeneutics, statistics or equations) can be combined in a cross-tabulation, and nearly all nine combinations can be described using examples. A typology of this nature may be useful in assessing which epistemological perspectives are currently dominant in a constantly evolving field such as psychiatry, and which other perspectives still need to be developed. It also contributes to undermining the overly simplistic and counterproductive beliefs that accompany the assumption of a Manichean “quantitative/qualitative” dichotomy. Systematic examination of this set of typologies could be useful in indicating new directions for future research beyond the quantitative/qualitative divide. (shrink)

For synchronization of a class of chaotic systems in the presence of nonvanishing uncertainties, a novel time-varying gain observer-based sliding mode control is proposed. First, a novel time-varying gain disturbance observer is developed to estimate the uncertainties. Then, by using the output of TVGDO to modify sliding mode control, a new TVGDO-based SMC scheme is developed. Although the observation and control precision of conventional fixed gain disturbance observer-based control for chaotic systems can be guaranteed by a high observer gain, the (...) undesirable spike problem may be caused by the high gain if the initial values of estimate and true states are not equal. The most attractive feature of this work is that the newly proposed TVGDO can eliminate the spike problem by developing a time-varying gain scheme. Finally, the effectiveness of the proposed method is demonstrated by the numerical simulation. (shrink)

Chinese philosophy of religion is a less discussed and less clearly formed area in the study of Chinese philosophy. It is true that there is virtually no discussion in Chinese philosophy about rationality or justification of religious beliefs comparable to the discussion of the same issues in Western philosophy of religion. The inquiry about rationality and justification of religious beliefs has shaped Western philosophy of religion. However, the scope of philosophy of religion in the Western context has been widened since (...) Hume and Kant. When the West began to be exposed to non-Western religions, philosophical reflection on non-Western religions is also brought into the scope of philosophy of Religion. We can expect that the concept of religion will become much broader, the scope of philosophy of religion will expand and new issues, especially, issues concerning specific and non-Western religions, will be framed. When we look at philosophy of religion in a broad sense, the field of Chinese philosophy of religion begins to emerge. In this survey paper, I will focus on several issues which, in a broad sense of philosophy of religion, can be construed as the issues of Chinese philosophy of religion. One of the issues is about the religiosity of Confucianism. The second issue is about the concept of Tian. The third is the issue regarding the origin and nature of Chinese state religion and its characteristics which also have caught the attention of scholars, especially, in China. Is Confucianism a religion? How should we construe the religiosity of Confucianism if it does have a religious dimension? Is Tian a theological term? How does Tian differ from Western God? Is the sacrifice to Tian religious and a form of monotheism? What is the nature of state religion in traditional China? What is the relation between the state religion and Confucianism in traditional China? The debates on the issues addressing these questions will be introduced and discussed in this paper. (shrink)

How children go about learning the general regularities that govern language, as well as keeping track of the exceptions to them, remains one of the challenging open questions in the cognitive science of language. Computational modeling is an important methodology in research aimed at addressing this issue. We must determine appropriate learning mechanisms that can grasp generalizations from examples of specific usages, and that exhibit patterns of behavior over the course of learning similar to those in children. Early learning of (...) verb argument structure is an area of language acquisition that provides an interesting testbed for such approaches due to the complexity of verb usages. A range of linguistic factors interact in determining the felicitous use of a verb in various constructions—associations between syntactic forms and properties of meaning that form the basis for a number of linguistic and psycholinguistic theories of language. This article presents a computational model for the representation, acquisition, and use of verbs and constructions. The Bayesian framework is founded on a novel view of constructions as a probabilistic association between syntactic and semantic features. The computational experiments reported here demonstrate the feasibility of learning general constructions, and their exceptions, from individual usages of verbs. The behavior of the model over the timecourse of acquisition mimics, in relevant aspects, the stages of learning exhibited by children. Therefore, this proposal sheds light on the possible mechanisms at work in forming linguistic generalizations and maintaining knowledge of exceptions. (shrink)

This paper proposes a novel robust fixed-time control for the robot manipulator system with uncertainties. Based on the uniform robust exact differentiator algorithm, a robust control term is constructed. Then, a robust fixed-time inverse dynamics control is proposed. For the proposed control method, the fixed-time stability of a closed-loop system with uncertainties is strictly proved. The newly proposed method exhibits the following two attractive features. First, the proposed control scheme extends the existing fixed-time IDC for the robot manipulator system to (...) the robust control scheme. Second, the proposed method is strictly nonsingular rather than the commonly used approximate approach. Simulation result demonstrates the effectiveness of the proposed control scheme. (shrink)

The event-triggered consensus control for leader-following multiagent systems subjected to external disturbances is investigated, by using the output feedback. In particular, a novel distributed event-triggered protocol is proposed by adopting dynamic observers to estimate the internal state information based on the measurable output signal. It is shown that under the developed observer-based event-triggered protocol, multiple agents will reach consensus with the desired disturbance attenuation ability and meanwhile exhibit no Zeno behaviors. Finally, a simulation is presented to verify the obtained results.

Increasing globalization of the nursing workforce and the desire for migrants to realize their full potential in their host country is an important public policy and management issue. Several studies have examined the challenges migrant nurses face as they seek licensure and access to international work. However, fewer studies examine the barriers and challenges internationally educated nurses (IEN) experience transitioning into the workforces after they achieve initial registration in their adopted country. In this article, the authors report findings from an (...) empirically grounded study that examines the experience of IENs who entered Ontario’s workforce between 2003 and 2005. We found that migrant nurses unanimously described nursing as ‘different’ from that in their country of origin. Specifically, IENs reported differences in the expectations of professional nursing practice and the role of patients and families in decision‐making. In addition, problems with English language fluency cause work‐related stress and cognitive fatigue. Finally, the experience of being the outsider is a reality for many IENs. This study provides important insights as policy and management decision‐makers balance the tension between increasing the IEN workforce and the delivery of safe patient care. (shrink)

Recently, infrared human action recognition has attracted increasing attention for it has many advantages over visible light, that is, being robust to illumination change and shadows. However, the infrared action data is limited until now, which degrades the performance of infrared action recognition. Motivated by the idea of transfer learning, an infrared human action recognition framework using auxiliary data from visible light is proposed to solve the problem of limited infrared action data. In the proposed framework, we first construct a (...) novel Cross-Dataset Feature Alignment and Generalization framework to map the infrared data and visible light data into a common feature space, where Kernel Manifold Alignment and a dual aligned-to-generalized encoders model are employed to represent the feature. Then, a support vector machine is trained, using both the infrared data and visible light data, and can classify the features derived from infrared data. The proposed method is evaluated on InfAR, which is a publicly available infrared human action dataset. To build up auxiliary data, we set up a novel visible light action dataset XD145. Experimental results show that the proposed method can achieve state-of-the-art performance compared with several transfer learning and domain adaptation methods. (shrink)

This is undoubtedly because any truly forceful mind is also a mind (...) so obsessed and fascinated by its own way of apprehending the world that it can admit no other system of reference, no other range of values than its own. From this point of view, “A New Mysticism,” the article that Sartre devoted in some bad faith to Bataille’s Inner Experience when the book was published in 1943, should be accorded a prime place in the annals of great literary misunderstandings. There is no doubt that the brilliant philosopher of Being and Nothingness commits a strange blunder—strange, at least, for an intellectual of his stature—with respect to the conceptual sacrifice by which Bataille seeks to reveal and, at the same time, cast out modern man’s nostalgia for the sacred. But is “blunder” the right word? Because everything in the book proceeds not as though Sartre had not understood, or badly understood, but rather as though he had pretended not to understand the true stakes that in turn are revealed and consumed by this impossible book. The harshness of his critiques, the vehemence of tone—poorly tempered by a forced irony—instead prove that Inner Experience had hit home, at a level unusual for intellectual polemics. Struck to the core, Sartre reacted. This explains why “A New Mysticism” is a “boomerang” text, or a revealing one, in the photographic sense, being more valuable for what it tells us about its author than for what it teaches about the object being criticized. It is a text in which the reader has to read what is not said, “between the lines,” seeking the cause for the text’s often flagrantly unjust and indeed petty and truistic assertions, in its defense system, or, to borrow a term from the field of psychoanalysis which Sartre so abhorred, in the author’s “denials.” To put it clearly, is not the presence of the sacred, this unknowable and virulent sacred, which seeps out of every part of Bataille’s book, through the cracks and tears in its “form” and the paradoxical gaps in its “content,” also the presence that ceaselessly haunts, with its shadow and disturbing light, the thinking of the last great philosopher-monster?In his didactic concern to be convincing, Sartre divided his article into three parts, the first two dealing respectively with “form” and “content,” the third functioning as a verdict. It points, however, to the seriousness being accorded in Sartre’s text to knowledge as organized within the academy and to the institutional function of the academy. From one end of the text to the other, Sartre acts as censor and judge, pitilessly pointing out, with the derisive scorn of the specialist, the philosophical naiveté of “Mr. Bataille,” particularly his rapid and unprofessional reading of Jaspers and Heidegger, which Bataille knew only in translation [see “NM” 194]. Orienting biases for speech may provide a foundation for language development. Although human infants show a bias for listening to speech from birth, the relation of a speech bias to later language development has not been established. Here, we examine whether infants' attention to speech directly predicts expressive vocabulary. Infants listened to speech or non-speech in a preferential listening procedure. Results show that infants' attention to speech at 12 months significantly predicted expressive vocabulary at 18 months, while indices of general (...) development did not. No predictive relationships were found for infants' attention to non-speech, or overall attention to sounds, suggesting that the relationship between speech and expressive vocabulary was not a function of infants' general attentiveness. Potentially ancient evolutionary perceptual capacities such as biases for conspecific vocalizations may provide a foundation for proficiency in formal systems such language, much like the approximate number sense may provide a foundation for formal mathematics. Adolescent smartphone addiction has increasingly attracted the attention of scholars because of the widespread use of internet technology in educational environments. In addition, previous studies have found that there is a complex relationship between smartphone addiction and self-consistency congruence, and subjective well-being. This research was conducted to examine whether subjective well-being would mediate the relation between self-consistency congruence and adolescent smartphone addiction, and whether gender would moderate the mediating process. A total of 1,011 Chinese adolescents completed self-report questionnaires measuring self-consistency (...) congruence, subjective well-being, and smartphone addiction. Self-consistency congruence was shown to be a significant predictor of smartphone addiction. Furthermore, subjective well-being partially mediated the association between self-consistency congruence and adolescent smartphone addiction. Gender could moderate the mediating process; as compared with boys, girls’ self-consistency congruence and subjective well-being are more easily mediated. We envision the findings as being helpful in guiding scholars who are developing interventions to minimize smartphone addiction and its disrupting effects in adolescents. (shrink)

To realize the coordinated and sustainable development of hydropower projects and regional society, comprehensively evaluating hydropower projects’ influence is critical. Usually, hydropower project development has an impact on environmental geology and social and regional cultural development. Based on comprehensive consideration of complicated geological conditions, fragile ecological environment, resettlement of reservoir area, and other factors of future hydropower development in each country, we have constructed a comprehensive evaluation index system of hydropower projects, including 4 first-level indicators of social economy, environment, safety, (...) and fairness, which contain 26 second-level indicators. To solve the problem that existing models cannot evaluate dynamic nonlinear optimization, a projection pursuit model is constructed by using rough set reduction theory to simplify the index. Then, an accelerated genetic algorithm based on real number coding is used to solve the model and empirical study is carried out with the Y hydropower station as a sample. The evaluation results show that the evaluation index system and assessment model constructed in our paper effectively reduce the subjectivity of index weight. Applying our model to the social impact assessment of related international hydropower projects can not only comprehensively analyze the social impact of hydropower projects but also identify important social influencing factors and effectively analyze the social impact level of each dimension. Furthermore, SIA assessment can be conducive to project decision-making, avoiding social risks and social stability. (shrink)

In an interview setting, 21 6th‐graders from four public schools in south Taiwan were asked a series of questions, related to whole and decimal numbers, designed to assess their number sense. Eight students were randomly selected from both low and middle performance levels, and five were selected from a high‐performance level, according to their mathematical capabilities. Results indicated that, regardless of performance level, very few number sense strategies were used. The evidence also revealed that Taiwanese students tended to apply rule‐based (...) methods and standard written algorithms to explain their reasoning. Their inclination to use paper‐and‐pencil procedures narrowed their thinking and reasoning powers: this heavy reliance on written algorithms seemed to be a major impediment to the development of number sense. In many facets of Western culture, including archaeology, there remains a legacy of perceiving gender divisions as natural, innate, and biological in origin. This belief follows that men are naturally pre-disposed to public, intellectual pursuits, while women are innately designed to care for the home and take care of children. In the interpretation of material culture, accepted notions of gender roles are often applied to new findings: the dichotomy between the domestic sphere of women and the public sphere of men (...) can color interpretations of new materials. In this innovative volume, the contributors focus explicitly on analyzing the materiality of historic changes in the domestic sphere around the world. Combining a global scope with great temporal depth, chapters in the volume explore how gender ideologies, identities, relationships, power dynamics, and practices were materially changed in the past, thus showing how they could be changed in the future. Adherence to ethical principles in clinical research and practice is becoming topical issue in China, where the prevalence of mental illness is rising, but treatment facilities remain underdeveloped. This paper reports on a study aiming to understand the ethical knowledge and attitudes of Chinese mental health professionals in relation to the process of diagnosis and treatment, informed consent, and privacy protection in clinical trials.

This paper begins with a discussion of the translations of the term “ontology” in Chinese language, and argues that its translation as “bentilun”(in Chinese PinYinorthography) can be supported by ample evidence from the history of doctrine and the tradition of Chinese culture. Therefore, It is necessary to keep this translation on condition that one distinguish strictly “ontology” as a branch of philosophy from “bentilun” as a special morphology of philosophical theory. Examining the history of metaphysics, this thesis draws a clear (...) line of demarcation between “traditional ontology” and “modern ontology”, and reveals themain characteristics of traditional ontology. It holds that although the reformation of Marx’s Philosophy was realized through criticizing traditional ontology, his Philosophy did not abolish the concept of ontology as a branch of the discipline. The ontology of Marx’s philosophy is a theory that considers natural being, social being and human being as a unity. This theory emphasizes understanding the meaning of being from the perspective of a pattern. The main idea of ontology of Marx’s philosophy is that of a practical outlook and practical model of thinking. First, the concept of ontology and its translations would be reviewed. As regards itsderivation, we could find that Ontologie in German and in French both came from the word of Ontologia in Latin, which originated from the Greek. In the literal meaning of Greek,this word means the “logos” of “on”. In Greek, “on” corresponds to “being” in English. As to its signification, according to Heidegger, “on” has a twofold meaning that can signify both “being in general” and “the ground of being”. The former is close to essence while the latter to origin. From the angle ofhistory, Goclenius was the first one who used the term “Ontologia” in philosophy in 17th century. Since then this word was used and developed by subsequent philosophers. Although this term appeared in 17th century, yet its correlative questions had been studied from ancient Greece. The sticking point here is to pay attention to the demarcation between subject and theory. As a branch subject or as a universal noun, “Ontology” is counted in the historical tradition of western philosophy. Here all the problems discussed are public, but the concrete solutions and viewpoints are different. The former corresponds to the level of subject and the latter to the level of theory. These two levels must not be confused or substituted from one and other. That is, different ideas, schools and opinions could bebrought under the same problem. So it could be said that traditional ontology and modern ontology are two branches. Of course these two branches are very different in dealing with the problem of Ontology. This difference could be illustrated as following: (1) What to be→beings→substance —traditional ontology; (2) How to be→the mode of being→relation—modern ontology. Obviously both begin with the problem of being and end with Ontology, while their approaches are very different. The essential characteristic of traditional ontology is to seek the eternal substance, pursue the transcendent nature, establish the base of knowledge, and take the absolute truth as the ultimate telos. Traditional ontology ended with the critique of modern philosophy, Marxmade the crucial critique of traditional ontology in his remarks on Hegel’s philosophy. His critique of Hegel’s speculative method is actually the critique of traditional ontology although Marx himself never used the term of ontology explicitly in his new philosophy. Being in Marx’s philosophy is the real world of real beings. Concretely speaking, it is sensible world, objective world or human world that is integrated on the base of human praxis. The keystones here are natural being, social being and human being. There are some important similarities between Marx’s ontological approach and Heidegger’s ontology, that is, to understand the meaning of being through the mode and relation of being. In any case, the standpoint and thinking mode of praxis characterize the ontology of Marx’s philosophy. (shrink)
