In 2014 the Essex Autonomy Project undertook a six month project, funded by the AHRC, to provide technical advice to the UK Ministry of Justice on the question of whether the Mental Capacity Act is compliant with the United Nations Convention on the Rights of Persons with Disabilities. Over the course of the project, the EAP research team organised a series of public policy roundtables, hosted by the Ministry of Justice, and which brought together leading experts to discuss and debate (...) the issues. Context: The enactive paradigm in the cognitive sciences is establishing itself as a strong and comprehensive alternative to the computationalist mainstream. However, its own particular historical roots have so far been largely ignored in the historical analyses of the cognitive sciences. Problem: In order to properly assess the enactive paradigm’s theoretical foundations in terms of their validity, novelty and potential future directions of development, it is essential for us to know more about the history of ideas that has led to (...) the current state of affairs. Method: The meaning of the disappearance of the field of cybernetics and the rise of second-order cybernetics is analyzed by taking a closer look at the work of representative figures for each of the phases: Rosenblueth, Wiener and Bigelow for the early wave of cybernetics, Ashby for its culmination, and von Foerster for the development of the second-order approach. Results: It is argued that the disintegration of cybernetics eventually resulted in two distinct scientific traditions, one going from symbolic AI to modern cognitive science on the one hand, and the other leading from second-order cybernetics to the current enactive paradigm. Implications: We can now understand that the extent to which the cognitive sciences have neglected their cybernetic parent is precisely the extent to which cybernetics had already carried the tendencies that would later find fuller expression in second-order cybernetics. This paper demonstrates the undecidability of a number of logics with quantification over public announcements: arbitrary public announcement logic, group announcement logic, and coalition announcement logic. In APAL we consider the informative consequences of any announcement, in GAL we consider the informative consequences of a group of agents all of which are simultaneously making known announcements. So this is more restrictive than APAL. Finally, CAL is as GAL except that we now quantify over anything the agents not in that group (...) may announce simultaneously as well. The logic CAL therefore has some features of game logic and of ATL. We show that when there are multiple agents in the language, the satisfiability problem is undecidable for APAL, GAL, and CAL. In the single agent case, the satisfiability problem is decidable for all three logics. (shrink)

Chalmers (2018) considers a wide range of possible responses to the meta-problem of consciousness. Among them is the ignorance hypothesis -- the view that there only appears to be a hard problem because of our inadequate conception of the physical. Although Chalmers quickly dismisses this view, I argue that it has much greater promise than he recognizes. The plausibility of the ignorance hypothesis depends on how exactly one frames the 'problem intuitions' that a solution to the meta-problem must explain. I (...) argue that problem intuitions are hybrid intuitions that encompass one's intuitive take on the phenomenal and one's intuitive take on the physical. The ignorance hypothesis undermines the second half of these hybrid intuitions. I show how the ignorance hypothesis is preferable to the alternatives and attempt to explain why there is such widespread resistance to this promising position. (shrink)

Human development is a matter of complex interactions between nutritional regimes, genes, educational regimes and other diverse developmental resources. I argue that there is no ethically salient difference between the contributions made to development by genes and the contributions made by these other resources. Since we think nutrition and schooling should be included in the calculus of distributive justice, we should include at least some genes in this calculus too. What is more, under the right circumstances genetic engineering may become (...) a useful tool for the distribution of developmental resources. This said, attention to the parity of genetic and environmental causation can also help to articulate the legitimate suspicions many groups have of genetic engineering. (shrink)

We welcome the proposal to use forward models to understand predictive processes in language processing. However, Pickering & Garrod (P&G) miss the opportunity to provide a strong framework for future work. Forward models need to be pursued in the context of learning. This naturally leads to questions about what prediction error these models aim to minimize.

Relations computed by finite-state transducers are applied to interpret temporal propositions in terms of strings representing finite contexts or situations. Carnap–Montague intensions mapping indices to extensions are reformulated as relations between strings that can serve as indices and extensions alike. Strings are related according to information content, temporal span and granularity, the bounds on which reflect the partiality of natural language statements. That partiality shapes not only strings-as-extensions (indicating what statements are about) but also strings-as-indices (underlying truth conditions).

Aristotle distinguishes friendships of pleasure or utility from more valuable ‘character friendships’ in which the friend cares for the other qua person for the other’s own sake. Aristotle and some neo-Aristotelians require such friends to be fairly strictly symmetrical in their separateness of identity from each other, in the degree to which they identify with each other, and in the degree to which they are virtuous. We argue that there is a neglected form of valuable friendship–neither of friendship nor utility–that (...) allows significant asymmetries. We know of no sustained discussion of such ‘asymmetrical’ friendships in the literature. (shrink)

It proposes new conjectures and revives several old ones. Throughout there are notes on punctuation, conjecture attribution and an analysis of the structure of Attis’ lament.
