Edward Harold Fulcher Swain (1883?1970) developed a unique idea about the importance of forests, advocating the creation of a new society based upon forests, and he pursued policies to implement his unique vision of forestry when he served as the Director of Queensland's Forestry Board from 1918 to 1924 and the Forestry Commissioner for New South Wales from 1935 to 1948. Swain's beliefs developed out of a combination of his Australian experiences and connections with foresters in the British Empire and (...) America. When he could not convince Australian elites about the need to create a forest-based society, he asked foresters at the 1947 Empire Forestry Conference in London to assert the primacy of forestry in land management in the British Empire. Many foresters positively received parts of Swain's argument, but his ideas could never be fully implemented in the British Empire because of the dominance of agrarian doctrines of development in post-Second World War colonial planning and the rapid process of decolonization. Swain's life sheds light onto current debates among historians about the origin and legacy of forestry in Australia and the British Empire. His ideas, many that parallel the basic tenets of modern environmentalism, require historians to rethink the relationship between Empire forestry and environmentalism. (shrink)

We offer a sceptical examination of a thesis recently advanced in a monograph published by Princeton University Press, entitled Greek Buddha: Pyrrho’s Encounter with Early Buddhism in Central Asia. In this dense and probing work, Christopher I. Beckwith, a professor of Central Eurasian studies at Indiana University, Bloomington, argues that Pyrrho of Elis adopted a form of early Buddhism during his years in Bactria and Gandhāra, and that early Pyrrhonism must be understood as a sect of early Buddhism. In making (...) his case Beckwith claims that virtually all scholars of Greek, Indian, and Chinese philosophy have been operating under flawed assumptions and with flawed methodologies, and so have failed to notice obvious and undeniable correspondences between the philosophical views of the Buddha and of Pyrrho. In this study we take Beckwith’s proposal and challenge seriously, and we examine his textual basis and techniques of translation, his methods of examining passages, his construal of problems and his reconstruction of arguments. We find that his presuppositions are contentious and doubtful, his own methods are extremely flawed, and that he draws unreasonable conclusions. Although the result of our study is almost entirely negative, we think it illustrates some important general points about the methodology of comparative philosophy. (shrink)

Despite concerns about the relationships between health professionals and the medical device industry, the issue has received relatively little attention. Prevalence data are lacking; however, qualitative and survey research suggest device industry representatives, who are commonly present in clinical settings, play a key role in these relationships. Representatives, who are technical product specialists and not necessarily medically trained, may attend surgeries on a daily basis and be available to health professionals 24 hours a day, 7 days a week, to provide (...) advice. However, device representatives have a dual role: functioning as commissioned sales representatives at the same time as providing advice on approaches to treatment. This duality raises the concern that clinical decision-making may be unduly influenced by commercial imperatives. In this paper, we identify three key ethical concerns raised by the relationship between device representatives and health professionals: impacts on healthcare costs, the outsourcing of expertise and issues of accountability and informed consent. These ethical concerns can be addressed in part through clarifying the boundary between the support and sales aspects of the roles of device representatives and developing clear guidelines for device representatives providing support in clinical spaces. We suggest several policy options including hospital provision of expert support, formalising clinician conduct to eschew receipt of meals and payments from industry and establishing device registries. Explanations of how psychological capacities are carried out often invoke functional brain areas. I argue that such explanations cannot succeed. Psychological capacities are carried out by identifiable entities and their activities in the brain, but functional brain areas are not the relevant entities. I proceed by assuming that if functional brain areas did carry out psychological capacities, then these brain areas could be included in descriptions of mechanisms. And if functional brain areas participate in mechanisms, then they must engage in (...) activities. A number of ways in which we might understand the claim that functional brain areas engage in activities are examined. None are successful, and so one conclusion is that functional brain areas do not participate in mechanisms. Consequently, they are not the entities that carry out psychological capacities. (shrink)

JOHNSON and DAVID RASMUSSEN argue that Rand's defense of abortion on demand is inconsistent with her own fundamental metaphysical, epistemological, and moral principles, namely that everything that exists has a determinate identity, that the concept of man refers to all of man's characteristics, not just his essential characteristics, and that there is no gap between what an organism truly is and what it ought to be.

The primary way that explanations are constructed in cognitive psychology is by methodological functionalism: in short, functionally defined components are proposed in order to explain how inputs are turned into behavior. But despite its close association with cognitive psychology, methodological functionalism is a technique that can be used to describe any natural system. I look at how methodological functionalism has fared when used by other special sciences and what lessons can be learned from these cases. Three explanations of chemical and (...) biological systems that were developed using methodological functionalism are examined: Willis’s explanation of fermentation, Farr’s explanation of cholera, and Mendel’s explanation of inheritance. _Dreams of a Spirit-Seer_, Immanuel Kant's book on Emanuel Swedenborg, has mystified readers since its publication in 1766 during Swedenborg's lifetime. The unusual style and content of _Dreams_ have given rise to two opposing interpretations. Most Kant scholars regard the work as a skeptical attack on Swedenborg's mysticism. Other critics, however, believe that Kant regarded Swedenborg as a serious philosopher and visionary, and that _Dreams_ both reveals Kant's profound debt to Swedenborg and coneals that debt behind the mask of irony. (...) In addition, Dr. Gregory R. Johnson provides selections from other Kantian writings that mention Swedenborg and also contemporary reviews of _Dreams_, showing that Kant himself was ambivalent about Swedenborg's claims and that readers of his day questioned his position. This paper addresses the relationship between psychological capacities, as they are understood within cognitive psychology, and neurobiological activities. First, Lycan’s (1987) account of this relationship is examined and certain problems with his account are explained. According to Lycan, psychological capacities occupy a higher level than neurobiological activities in a hierarchy of levels of nature, and psychological entities can be decomposed into neurobiological entities. After discussing some problems with Lycan’s account, a similar, more recent account built around levels of mechanisms is (...) examined (Craver 2007). In the second half of this paper, an alternative is laid out. This new account uses levels of organization and levels of explanation to create a two-dimensional model. Psychological capacities occupy a high level of explanation relative to the cellular and molecular levels of organization. As a result, according to this model, psychological capacities are a particular way of describing the activities that occur at the cellular and molecular levels of organization. (shrink)

In this paper we study abstract elementary classes with Löwenheim-Skolem number $\kappa$ , where $\kappa$ is cofinal with $\omega$ , which have finite character. We generalize results obtained by Kueker for $\kappa=\omega$ . In particular, we show that $\mathbb{K}$ is closed under $L_{\infty,\kappa}$ -elementary equivalence and obtain sufficient conditions for $\mathbb{K}$ to be $L_{\infty,\kappa}$ -axiomatizable. In addition, we provide an example to illustrate that if $\kappa$ is uncountable regular then $\mathbb{K}$ is not closed under $L_{\infty,\kappa}$ -elementary equivalence.

This essay surveys and assesses J. G. Merquior's principal English?language contributions to liberal social and political theory. The greatest strength of Merquior's work is his recognition that one can neither understand nor defend liberalism without first understanding and defending modernity. The greatest weakness of Merquior's work is his overly oppositional conception of the relationship between modernity and its postmodern critics, particularly his failure to recognize that both the positive and negative features of postmodernism are simply radicalizations of the positive and (...) negative features of modernity itself. It is argued that the strengths of Merquior's work are best affirmed and its weaknesses best overcome by appropriating it within the context of a ?critical modernist? approach to understanding and legitimizing the institutions and practices characteristic of modernity and liberalism. The summa of a distinguished philosopher's career, and full treatment of the temporal in philosophical terms, this volume shows us that by taking time seriously we can discover something essential to almost every question of human concern. Are we IN time? Charles Sherover asks, and in pursuing this question he considers time in conjunction with cognition, morality, action, physical nature, being, God, freedom, and politics. His essays, while drawing upon Royce, Heidegger, Kant, Leibniz, and even Hartshorne and Bergson, defy categorization (...) by method or school; instead, they reveal the diversity and divergence of thinking about time as well as the myriad features and values within the omnipresence of time and change. The volume begins with an overview of the history of thought on time and a clarification of some fundamental conceptual distinctions in temporal ideas. Sherover then offers a critique of Kant, the first thinker to recognize that all human experience has a temporal form. In a series of essays on metaphysics--a valuable corrective to the dominant metaphysical tradition of talking about being as if time does not matter--he pursues temporal responses to such problems as being, internal relations, individuation, mind, and free will. Finally, in essays on time, freedom, and the common good, Sherover argues that these three phenomena are intrinsically related to one another, the fulfillment of each involving the other two. Throughout, these essays brilliantly depict human life and thought thoroughly steeped in time and argue for the significance of the future for human activity. Portraying the openness of the future as the basis for purposiveness and freedom, knowledge and moral action, social life and religious hope, Sherover's work conveys a hopeful message of human finitude that nonetheless allows us a measure of control over events in our own time. On what basis do we attribute phenomenal states to others? One answer, defended by John Stuart Mill, appeals to an analogy between ourselves and the similar bodies and actions of others (1865, p. 208). Despite its intuitive plausibility, this position is often rejected (Arico et al., 2011; Buckwalter & Phelan, 2014; Knobe & Prinz, 2008). In line with Mill’s account, we propose that the primary factors used when making phenomenal state ascriptions are the appropriate display of functional and behavioral cues (...) and having bodies with the right kind of physical composition. To test this account, we gave five groups of participants a vignette followed by three to six questions. For four of the groups, the vignette described an alien-human encounter and the participants had to judge the likelihood (on a 7-point scale) that the alien had a non-phenomenal state (a belief) and the likelihood that it could have a phenomenal state (pain). The fifth group, as a control, read a vignette about a similar interaction between two humans. We found that, as appropriate functional and behavioral cues and then humanoid features are added to the alien, people are more willing to attribute a phenomenal state to it. Attributions of the non-phenomenal state are primarily dependent on the appropriate functional and behavioral cues, not on having humanoid features. (shrink)

LeDoux (1996) has identified a sub-cortical neural circuit that mediates fear responses in rats. The existence of this neural circuit has been used to support the claim that emotion is a non-cognitive process. In this paper I argue that this sub-cortical circuit cannot have a role in the explanation of emotions in humans. This worry is raised by looking at the properties of this neural pathway, which does not have the capacity to respond to the types of stimuli that are (...) generally taken to trigger emotion responses. In particular, the neurons in this pathway cannot represent the stimulus as a complete object or event, rather they represent the simple information that is encoded at the periphery. If it is assumed that an object or event in the world is what, even in simple cases, causes an emotion, then this sub-cortical pathway has limited use in a theory of emotion. (shrink)

The development and deployment of medical devices, along with most areas of healthcare, has been significantly impacted by the COVID-19 pandemic. This has had variable ethical implications, two of which we will focus on here. First, medical device regulations have been rapidly amended to expedite approvals of devices ranging from face masks to ventilators. Although some regulators have issued cessation dates, there is inadequate discussion of triggers for exiting these crisis standards, and evidence that this may not be feasible. Given (...) the relatively low evidence standards currently required for regulatory approval of devices, this further indefinite reduction in standards raises serious ethical issues. Second, the pandemic has disrupted the usual operations of device representatives in hospitals, providing an opportunity to examine and refine this potentially ethically problematic practice. In this paper we explain and critically analyse the ethical implications of these two pandemic-related impacts on medical devices and propose suggestions for their management. These include an endpoint for pandemic-related adjustments to device regulation or a mechanism for continued refinement over time, together with a review of device research conducted under crisis conditions, support for the removal and replacement of emergency approved devices, and a review of device representative credentialling. Roger Sullivan's earlier book, Immanuel Kant's Moral Theory, has done for Kant's moral philosophy what Henry Allison's Kant's Transcendental Idealism: An Interpretation and Defense has done for Kant's metaphysics: it offers a comprehensive and plausible account of Kant's thought and defends it from common objections and misunderstandings. Sullivan's new book draws upon his earlier one, distilling its insights into an ideal introduction to Kant's ethics that will be both useful to undergraduate and graduate students and also interesting to Kant specialists.

In this book the author lays bare and illuminates the systematic connections between Heidegger's philosophy, his accounts of modernity and technology, and his political views. This is by far the best of the more than a dozen books and anthologies washed up by the latest wave of the Heidegger-Nazism controversy.

According to Carl Page, the ambition of first philosophy is "to get to the bottom of things," to render lucid the ultimate principles of self and world by means of reason. Philosophical historicism is the thesis that human reason is constituted by historically contingent and mutable horizons. These horizons comprehend reason and are therefore incomprehensible to it. History lies behind reason, thus reason cannot get behind history. Therefore, if historicism is true, reason cannot get to the bottom of things. Page (...) seeks to demonstrate the self-refuting character of philosophical historicism, thereby defeating its contention that first philosophy is impossible. Page does not, however, offer positive reasons for believing first philosophy to be possible, much less an indication of what really lies at the bottom of things. (shrink)

This book's subtitle, as well as its inclusion in Yale University Press's philosophy catalog, creates the expectation of a philosophical match between, in one corner, the ideas of Michael Oakeshott and Leo Strauss and, in the other, the ideas of such "postmodernist" thinkers as Michel Foucault, Jean-Francois Lyotard, Jacques Derrida, and Richard Rorty, and behind them such gray eminences as Heidegger and Kojève. One soon discovers, however, that Devigne deals not with philosophical responses to postmodernism, but with political responses to (...) postmodernity--a sociological category described only in the most superficial terms. Devigne's account of these political responses is further constricted by his method of treating Strauss's ideas in the context of American conservatism and Oakeshott's ideas in the context of British conservatism. Thus, instead of illuminating the meaning of Strauss's work in the light of Plato, Farabi, and Maimonides, Devigne places him in the company of such writers as Daniel Bell, James Q. Wilson, and Michael Novak. In his chapter on Oakeshott, Devigne only superficially connects Oakeshott to Hobbes, Hegel, and Bradley, while failing to mention Augustine and Montaigne, but he does manage to devote a third of a page to the arcana of the British budget between 1971 and 1977. Recasting Conservatism is, in short, less a work of political philosophy than a work of political science or sociology. (shrink)

This is a book that should cause Kant scholars to miss their daily walks. It is remarkable on at least four counts. First, Shell displays the unity of Kant's thought through both his "critical" and "pre-critical" writings. Second, with a deft deployment of biographical data, she demonstrates the unity of Kant's life and thought. Third, Shell demonstrates the importance of Kantian texts that are ignored by most commentators: the pre-critical corpus, the correspondence, unpublished notes and reflections, book reviews, student notes, (...) biographical anecdotes, and so forth. Fourth, Shell argues that Kant's emphasis on both human finitude and human dignity moderates the progressivism of his philosophy of history, constituting a critique of, and alternative to, such totalizing historicisms as those of Marx and Heidegger and the sundry postmodernisms of their frustrated and disillusioned followers. In this way, she hopes to contribute to the ongoing revival of an older and nobler form of liberalism that treats human dignity as an absolute. (shrink)

We report the identification of a recurrent, 520-kb 16p12.1 microdeletion associated with childhood developmental delay. The microdeletion was detected in 20 of 11,873 cases compared with 2 of 8,540 controls and replicated in a second series of 22 of 9,254 cases compared with 6 of 6,299 controls. Most deletions were inherited, with carrier parents likely to manifest neuropsychiatric phenotypes compared to non-carrier parents. Probands were more likely to carry an additional large copy-number variant when compared to matched controls. The clinical (...) features of individuals with two mutations were distinct from and/or more severe than those of individuals carrying only the co-occurring mutation. Our data support a two-hit model in which the 16p12.1 microdeletion both predisposes to neuropsychiatric phenotypes as a single event and exacerbates neurodevelopmental phenotypes in association with other large deletions or duplications. Analysis of other microdeletions with variable expressivity indicates that this two-hit model might be more generally applicable to neuropsychiatric disease. © 2010 Nature America, Inc.
