We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. In “Risk Based Passenger Screening in Aviation Security: Implications and Variants of a New Paradigm”, Sebastian Weydner-Volkmann describes the current paradigm shift from ‘traditional’ forms of screening to ‘risk based passenger screening’ (RBS) in aviation security. This paradigm shift is put in the context of the wider historical development of risk management approaches. Through a discussion of Michel Foucault, Herfried Münkler and Ulrich Beck, Weydner-Volkmann analyses the shortcomings of such approaches in public security policies, which become especially evident (...) in the aviation security context. As he shows, the turn towards methods of RBS can be seen as an attempt to address a trade-off ‘trilemma’ between the effective provision of security, the implied costs for industry and passengers, and the ethical, legal and societal implications of the screening procedures. In order to analyse foreseeable outcomes of embracing RBS, he differentiates three prototypical variants of the new paradigm on the basis of their main referent and rationale. For each variant, he then subsequently assesses the implications for the ‘trilemma’, after having unveiled the criteria of analysis that will necessarily have to be followed within a serious appraisal of RBS methods. Wonach hierbei im Einzelfall konkret gefragt wird, ist aber keinesfalls eindeutig. Vielmehr verweist der Sicherheitsbegriff immer auf ein komplexes Gefüge von Urteils- und Wertungszusammenhängen, die es im situativen Kontext von Mensch-Maschine-Interaktionen zu explizieren gilt.

Purpose The purpose of this paper is to defend the notion of “trust in technology” against the philosophical view that this concept is misled and unsuitable for ethical evaluation. In contrast, it is shown that “trustworthy technology” addresses a critical societal need in the digital age as it is inclusive of IT-security risks not only from a technical but also from a public layperson perspective. Design/methodology/approach From an interdisciplinary perspective between philosophy andIT-security, the authors discuss a potential instantiation of a (...) “trustworthy information and communication technology ”: a solution for privacy respecting video surveillance. Here, strong data protection measures address grave concerns such as the threat of bulk biometric tracking of citizens. In a logical argument, however, the authors show that this technical notion of “trust” needs to be complemented by interlocking trust relations to justify public trust. Findings Based on this argument, the authors demonstrate that the philosophical position considering “trust in technology” to denote either “reliability” or “interpersonal trust” is too limited as it fails to address critical aspects of IT-security. In a broader, socio-technical sense, however, it is shown that several distinct accounts of trust – technical, interpersonal and institutional – should meaningfully interlock, to address concerns with ICTs. Originality/value This conceptual study demonstrates the potential of “trust in technology” for a more comprehensive evaluation of ICTs within the context of operation. Furthermore, it adds to the discussion of trust in IT-security by highlighting the layperson’s challenge of judging a technology’s trustworthiness. Es ist nicht die Absicht dieses Buches, uber die Philosophie des Aristoteles in der Vollstandigkeit ihrer Aspekte doxographisch zu berichten. Sie unternimmt vielmehr den Versuch, im Mitdenken einiger Grundgedanken des Aristoteles sichtbar zu machen, wie die Metaphysik sich in ihre Gestalt aufstellt, wie sie selbst ihr Wesen zum Vorschein bringt, welche Notwendigkeiten in ihr walten und worin diese Notwendigkeiten zuletzt beruhen. Diese Arbeit (...) steht zuletzt im Dienst der Aufgabe, durch eine erneute Hinwendung zum geschichtlichen Beginn der Metaphysik etwas von der Aufgabe sichtbar zu machen, vor die sich das postmetaphysische Denken gestellt findet. Die gesellschaftspolitischen Konflikte um die Verschärfung von Fluggastkontrollen belegen, dass es bei Entscheidungen darüber, wie und mit welchen Techniken derartige Kontrollprozesse zu organisieren sind, einen Bedarf an ethischer Expertise gibt. Getroffen werden müssen solche Entscheidungen vor einem komplexen Horizont von Wertvorstellungen, der sich nicht auf den Gegensatz ‚entweder Sicherheit oder Freiheit‘ reduzieren lässt. Entsprechend muss eine informierte Entscheidungsfindung berücksichtigen, welche impliziten Wertvorstellungen uns bei der Forderung nach mehr Sicherheit durch Fluggastkontrollen leiten und welche Wertungskonflikte verschiedene Kontrolltechniken jeweils konkret implizieren. Über (...) eine hermeneutische Lesart von John Deweys Moralpragmatismus werden in dieser Arbeit jene Wertvorstellungen rekonstruiert, die uns bei der Forderung nach Sicherheit leiten, wie auch jene, die dabei auf dem Spiel stehen. Auf dieser Basis präsentiert die Arbeit eine Methode zur operationalisierten Technikbewertung, über die verschiedene Kontrollprozesse verglichen sowie Handlungsempfehlungen generiert werden können. This article explores what John Dewey’s political philosophy can offer in regard to the current crisis in digital democracy. It focuses on two digital mechanisms, the “filter bubble” and the “echo chamber”. While there is a prominent, Dewey-inspired debate on “digital publics” in the literature, a reconstruction of the Deweyan concepts of the public and of shared experience shows that it does not adequately reflect the aspect of situated and embodied experience. Based on this, it is shown that digital media (...) offerings must also be rooted in local contexts of experience in order to answer the challenge of those two problematic mechanisms. (shrink)

The principles of responsible bioentrepreneurship are a call for multiple stakeholders to engage in a manifold discourse driving a solution-oriented innovation process.

This article explores the potential for “trust in technology” to make a productive conceptual contribution to the ethical evaluation of technology, complementing the concepts of “acceptance” and “acceptability” already established in technology assessment. It shows that for digital technologies in particular, “trust” can better address aspects of security against attacks as it allows to integrate concepts of IT security. Furthermore, “trustworthy technology” allows for a better inclusion of lay perspectives, since rationally justified trust in the sense of risk expectations can (...) be mediated interpersonally by experts. Especially for the evaluation of digital technologies, “trust in technology” can thus bridge a conceptual gap between acceptance and acceptability. (shrink)

Smith's appropriation by neoliberal theorists as the progenitor of economic liberalism and capitalism has recently been challenged by a phalanx of counter-positions. In a concerted effort ‚to salvage the real Smith’, they rediscover the enlightenment philosopher who was very critical of ostentatious display of wealth and envisioned a society based on moral concerns rather than on the pursuit of self-interest. This article discusses recent developments in the battle over the economist's and philosopher's heritage.

In this empirical paper, we present a model of the dynamic legitimizing processes involved in the receiving and giving of compassion. We focus on the idea of being ‘worthy of compassion’ and show how ideas on giving and receiving compassion are highly contestable. Recognition of a worthy recipient or giver of compassion constitutes a socially recognized claim to privilege, which has ethical managerial and organizational implications. We offer a model that assists managers in fostering ethical strength in their performance by (...) encouraging reflection on the ethical complexity involved in compassion relations. The model emphasizes the dynamics of both the givers and receivers of compassion and so can also be used by organizations to both assess how others may view the legitimacy of their compassion relations and also to develop a positive organizational ethic of compassionate conduct. Der Beitrag geht davon aus, dass es die immer stärkere Ausweitung von Maßnahmen zur Gewährleistung öffentlicher Sicherheit durch den Staat notwendig macht, sich innerhalb der philosophischen Ethik dezidiert mit dem Feld der öffentlichen Sicherheit zu befassen. Von der Zielvorstellung her, wissenschaftliche Politikberatung leisten und gesellschaftliche Debatten strukturierend unterstützen zu können, entwickelt Volkmann dabei in seinem Aufsatz eine Reihe von bereichsbezogenen sowie anwendungsbezogenen Anforderungen, die eine solche angewandte Ethik für öffentliche Sicherheit inhaltlich und methodisch einlösen können muss.

Anhand der Mechanismen „Filterblase“ und „ Echokammer“ in digitalen Medien beleuchtet der Artikel, inwiefern Deweys funktionaler Öffentlichkeitsbegriff für die aktuelle Demokratiekrise mögliche Lösungsperspektiven erschließen lässt. Eine Rekonstruktion von Deweys Begriffen der Öffentlichkeit und der geteilten Erfahrung legt offen, dass der Aspekt der situativ-leiblich eingebundenen Erfahrung in der Forschungsdebatte zu digitalen Öffentlichkeiten nicht adäquat berücksichtigt wird. Darauf aufbauend lässt sich im Widerspruch zu einigen Debatten-Beiträgen zeigen, dass eine stärkere Rückbindung an lokale Lebenskontexte eine Voraussetzung dafür ist, diesen problematischen Mechanismen digitalisierter Medien (...) zu begegnen. Videoüberwachung ist heute allgegenwärtig. Sie dient dazu, Delikte im Nachhinein aufzuklären, zur Echtzeit-Überwachung oder zur Abschreckung. Darüber hinaus gibt es aber auch wirtschaftliche Interessen für eine Videoüberwachung und automatische Erfassung von Personen – z.B. zur Erstellung von Kundenprofilen und somit zur Analyse von Kaufverhalten. Dem gegenüber stehen Rechtsanspruche sowie ethische und gesellschaftliche Grundnormen, etwa dass Menschen nicht unter Generalverdacht gestellt oder ohne Zustimmung aufgezeichnet werden dürfen. In dieser Arbeit wird ein technischer Lösungsansatz behandelt, der eine flexible Handhabung der Videoüberwachung erlaubt. (...) Es werden in diesem Zusammenhang neben der technischen Umsetzung auch ökonomische, ethische und juristische Fragen betrachtet. Der Lösungsansatz besteht darin, Personen auf Videoaufnahmen durch ein kryptographisches Verfahren unkenntlich zu machen, noch bevor die Aufnahmen die Kamera-Elektronik verlassen. Nur mittels eines geheimen kryptographischen Schlüssels können einzelne Zeit- und Bildbereiche einer Aufnahme wieder deanonymisiert werden, wodurch rechtlichen wie ethischen Bedenken Rechnung getragen werden kann. In kommerziellen Szenarien erlaubt es diese digitale Tarnkappe, dass Kunden z.B. im Rahmen eines Prämien-Programms freiwillig auf Anonymisierung verzichten. Während in der Literatur der Informatik bereits seit längerem Technologien für solche System beschrieben werden, werden in dieser Arbeit Wege gezeigt, wie dessen Einbettung in die Gesellschaft wirklich realisiert werden könnte. Infolge der tiefgreifenden Durchdringung unserer Lebenswelt mit digitalen Systemen hat sich die gesamtgesellschaftliche Anforderung formiert, diese Systeme gegen immer neue Formen von Angriffen absichern zu können. In diesem Beitrag zeigen wir, inwiefern der IT-Sicherheitsforschung hierbei eine zentrale Rolle zukommt, aber auch, dass im Rahmen dieser Rolle eine besondere forschungsethische Problematik entsteht. Weil IT-Sicherheitsrisiken strukturell neuartige Probleme für die gesellschaftliche Gewährleistung von Sicherheit aufwerfen, treten Forschende systematisch auch in die Rolle der Angreifenden. Dabei erhöhen Forschende durch den notwendigen Schritt der Veröffentlichung (...) gefundener Lücken die Gefährdungslage von IT-Systemen. Zugleich zielt die Entwicklung von Angriffstechniken normativ auf eine Stärkung gesamtgesellschaftlicher Sicherheit: die Sicherheitslücken sollen geschlossen und die Robustheit von IT-Systemen vergrößert werden. Hier wird ein Konflikt im Umgang mit IT-Sicherheitsrisiken deutlich, der einen Bedarf an ethischer Orientierung erzeugt. Im Beitrag zeigen wir, inwiefern sich in der Forschungspraxis auch bereits Anfänge einer systematischen ethischen Reflexion als Antwort auf diesen Bedarf herausgebildet und institutionalisiert haben. Da die Problematik im Umgang mit Sicherheitslücken aber noch nicht adäquat adressiert wird, vertreten wir die These, dass in der IT-Sicherheitsforschung der Schritt hin zu einer Bereichsethik für IT-Sicherheitsforschung erforderlich ist, um so adäquatere Orientierungsangebote für Forschende entwickeln und um die breitere gesellschaftspolitische Rolle der Sicherheitsforschung reflektieren zu können. Despite common assumptions that capitalism and compassion are contradictory, we theorize that compassion can be compatible with capitalism, and may either manifest or be inhibited within capitalistic society through a range of organizational approaches. These, in turn, result in varying consequences for employees’ experiences, feelings, and behaviors. In this article, we examine the perceived support provided to employees by their organizations during the 2011 Brisbane flood. Analysis of interview data identifies a continuum of organizational responses: from neglect to ambiguity to (...) compassionate care, each of which engendered various employee experiences, feelings, and behaviors toward themselves, their organizations, and the community at large. The empirical findings lead to theorizing that the perceived organizational responses are consonant with a range of capitalistic tendencies. Perceived organizational neglect is most consonant with neoclassical capitalism, understood as having a primary focus on self-interest and profit maximization. Perceived ambiguity tends to fit with a supplemental capitalism that adds social responsibility to the baseline of classical capitalism. Organizational compassionate care fits with a transformed or conscious capitalism that considers value creation in society to be an organization’s primary purpose. (shrink)

Polarity is an inherent feature of almost all prokaryotic and eukaryotic cells. In most eukaryotic cells, growth polarity is due to the assembly of actin‐based growing domains at particular locations on the cell periphery. A contrasting scenario is that growth polarity results from the establishment of non‐growing domains, which are actively maintained at opposite end‐poles of the cell. This latter mode of growth is common in rod‐shaped bacteria and, surprisingly, also in the majority of plant cells, which elongate along the (...) apical–basal axes of plant organs. The available data indicate that the non‐growing end‐pole domains of plant cells are sites of intense endocytosis and recycling. These actin‐enriched end‐poles serve also as signaling platforms, allowing bidirectional exchange of diverse signals along the supracellular domains of longitudinal cell files. In the Transcendental Aesthetic (TA), Kant is typically held to make negative assertations about “things in themselves,” namely that they are not spatial or temporal. These negative assertions stand behind the “neglected alternative” problem for Kant’s transcendental idealism. According to this problem, Kant may be entitled to assert that spatio-temporality is a subjective element of our cognition, but he cannot rule out that it may also be a feature of the objective world. In this paper, I show in a new (...) way how Kant’s view (focusing on his conclusions about space) is not subject to this objection, by showing that he does not make the denial about mind-independent reality that he is typically held to make. The argument develops consequences of a new reading of Kant’s expression “an sich selbst” (‘in itself’; ‘in themselves’). I argue that “an sich selbst” or “per se” has a special, judgment-level role, so that this expression does not form new noun-terms adjectivally. It follows that the conceptual unit of Kant’s “Conclusions” in the TA is simply “things” (Dinge), since “things in themselves” is not a nominal expression; Kant adopts the Wolffian ontological use of “thing” as the basic kind-term for any existent. The arguments that things per se are not in space are arguments that space cannot be a necessary property or relations of things as a kind. I show that this does not involve the positive claim about mind-independent reality that inspires the neglected alternative objection. (shrink)

In this essay I suggest that we view design principles in systems biology as minimal models, for a design principle usually exhibits universal behaviors that are common to a whole range of heterogeneous (living and nonliving) systems with different underlying mechanisms. A well-known design principle in systems biology, integral feedback control, is discussed, showing that it satisfies all the conditions for a model to be a minimal model. This approach has significant philosophical implications: it not only accounts for how design (...) principles explain, but also helps clarify one dispute over design principles, e.g., whether design principles provide mechanistic explanations or a distinct kind of explanations called design explanations. Thomas Kuhn's shadow hangs over almost every field of intellectual inquiry. His book The Structure of Scientific Revolutions has become a modern classic. His influence on philosophy, social science, historiography, feminism, theology, and (of course) the natural sciences themselves is unparalleled. His epoch-making concepts of 'new paradigm' and 'scientific revolution' make him probably the most influential scholar of the twentieth century. Sharrock and Read take the reader through Kuhn's work in a careful and accessible way, emphasizing Kuhn's detailed studies of (...) the history of science, which often assist the understanding of his more abstract philosophical work. These historical studies provide vital insight into what Kuhn was actually trying to achieve in his The Structure of Scientific Revolutions: an endeavour far less extreme than either his 'foes' or his 'fans' claim. In the book's second half, Sharrock and Read provide excellent explications, defences and, where appropriate, criticisms of Kuhn's central concept of 'incommensurability', and tackle head on the crucial issue of whether Kuhn's insights concerning the natural sciences can be extrapolated to other disciplines, such as the social sciences. This is the first comprehensive introduction to the work of Kuhn and it will be of particular interest to students and scholars in philosophy, theory of science, management science and anthropology.
