Depuis plus de vingt ans, le développement de la vidéoprotection fait l'objet de nombreux débats, parfois passionnés, tant en ce qui concerne son utilité en vue de lutter contre la délinquance que pour ses éventuelles conséquences en matière d'atteintes aux libertés individuelles. En France, l'installation de systèmes de vidéoprotection sur la voie publique est encadrée par les dispositions de la loi du 21janvier 1995. La vidéoprotection n'est qu'un outil parmi d'autres au service de la prévention et de la lutte contre (...) la criminalité. Elle peut être efficace lorsque sa mise en oeuvre répond à des objectifs clairement définis. En revanche, certains problèmes demeurent lorsqu'elle est mal utilisée. L'usage des nouvelles technologies par l'État ne doit pas être systématiquement abordé sous l'angle symbolique ou du militantisme. La problématique n'est pas dans leur essor, car il est incontestable que les progrès technologiques contribuent à une meilleure sécurité des citoyens, tant à charge pour les criminels, qu'à décharge pour les personnes injustement poursuivies, mais dans les moyens et les procédures de contrôle de ces outils. Là est l'enjeu.The development of video-monitoring has been a subject of considerable and often heated debate for over twenty years, both as regards its effectiveness against crime and its potential for infringing civil liberties. In France, the installation of video-monitoring systems in public places is regulated by the Act of January 21st, 1995. Video-monitoring is one of a range of tools used in preventing and fighting crime. When implemented with clearly defined objectives, it can be effective. However, the misuse of video-monitoring raises a number of problems. The use of new technologies by the State should not be systematically viewed in symbolic terms or from the angle of political activism. The problem at issue is not the boom in video-monitoring in itself, as it cannot be denied that technological progress is contributing to better security for citizens, both against criminals and in the defence of persons unjustly charged, but rather the means and procedures for controlling its use. Twenty years ago, Alain Badiou's first Manifesto for Philosophy rose up against the all-pervasive proclamation of the "end" of philosophy. In lieu of this problematic of the end, he put forward the watchword: "one more step". The situation has considerably changed since then. Philosophy was threatened with obliteration at the time, whereas today it finds itself under threat for the diametrically opposed reason: it is endowed with an excessive, artificial existence. "Philosophy" is everywhere. It serves as a trademark for (...) various media pundits. It livens up cafés and health clubs. It has its magazines and its gurus. It is universally called upon, by everything from banks to major state commissions, to pronounce on ethics, law and duty. In essence, "philosophy" has now come to stand for nothing other than its most ancient enemy: conservative ethics. Badiou's second manifesto therefore seeks to demoralize philosophy and to separate it from all those "philosophies" that are as servile as they are ubiquitous. It demonstrates the power of certain eternal truths to illuminate action and, as such, to transport philosophy far beyond the figure of "the human" and its "rights". Policies and position statements regarding decision-making for extremely premature babies exist in many countries and are often directive, focusing on parental choice and expected outcomes. These recommendations often state survival and handicap as reasons for optional intervention. The fact that such outcome statistics would not justify such approaches in other populations suggests that some other powerful factors are at work. The value of neonatal intensive care has been scrutinized far more than intensive care for older patients and suggests that neonatal (...) care is held to a higher standard of justification. The relative value placed on the life of newborns, in particular the preterm, is less than expected by any objective medical data or any prevailing moral frameworks about the value of individual lives. Why do we feel less obligated to treat the premature baby? Do we put newborns in a special and lesser moral category? We explore this question from a legal and ethical perspective and offer several hypotheses pertaining to personhood, reproductive choices, “precious children,” and probable evolutionary and anthropological factors. Based on the same data set we presently investigate the effects of individual and social factors on the social attraction of dogs to their owners. Twenty-two male and female owners and their intact male dogs were observed during a “picture viewing” test, where we diverted the owner's attention away from their dog whilst it was permitted to move freely around the (...) room. Owner personality axis “neuroticism” and dog personality axis “vocal and aggressive” were, respectively, positively and negatively related to the time the dog stayed in proximity to the owner. Quality of relationship and attachment also had significant effects on this proximity. Imagine that only the state can meet the need for housing but decides not to do so. Unsurprisingly, participants in a vignette experiment deem this scenario unjust. Hence, justice ratings increase when the living situation improves. To a lesser extent, this also holds beyond the need threshold, understood as the minimum amount necessary for a decent life. Surprisingly, however, the justice evaluation function is highly convex below this point. The resulting S-shaped curve is akin to the value function in prospect (...) theory, with the need threshold providing the point of reference and inflection. A control treatment without needs-information supports this interpretation. Needs-information furthermore compresses the perceived injustice of arbitrary inequality. As in prospect theory, such reference dependency suggests biases in judgment and decision making. A consequence may be that the lot of the poorest in society does not receive the attention it would otherwise get. (shrink)

Image factorizations in regular categories are stable under pullbacks, so they model a natural modal operator in dependent type theory. This unary type constructor [A] has turned up previously in a syntactic form as a way of erasing computational content, and formalizing a notion of proof irrelevance. Indeed, semantically, the notion of a support is sometimes used as surrogate proposition asserting inhabitation of an indexed family. We give rules for bracket types in dependent type theory and provide complete semantics using (...) regular categories. We show that dependent type theory with the unit type, strong extensional equality types, strong dependent sums, and bracket types is the internal type theory of regular categories, in the same way that the usual dependent type theory with dependent sums and products is the internal type theory of locally Cartesian closed categories. We also show how to interpret first-order logic in type theory with brackets, and we make use of the translation to compare type theory with logic. Specifically, we show that the propositions-as-types interpretation is complete with respect to a certain fragment of intuitionistic first-order logic, in the sense that a formula from the fragment is derivable in intuitionistic first-order logic if, and only if, its interpretation in dependent type theory is inhabited. As a consequence, a modified double-negation translation into type theory (without bracket types) is complete, in the same sense, for all of classical first-order logic. (shrink)

In this age of globalization, societies and people across the world are asking themselves the same questions about modernity: where are we going ?

Since the 1980s, two different paradigms have reshaped industrial societies: the Neoliberal paradigm and a Research and Innovation paradigm. Both have been conceptualized and translated into strong policies with massive economic and social consequences. They provide divergent responses to the environmental transition. The Neoliberal paradigm is based on economic models and geopolitical solutions. The Research and Innovation paradigm's goal is to manage knowledge differently in order to reorient the evolution of society. Since the mid-1990s, a version of the Research and (...) Innovation paradigm has led to the design of large-scale research and innovation policies. This book examines how these policies have evolved and how they can be extended and reformed to respond to present and future environmental constraints. It studies the transformation of the conception, organization and role of science and technology in the evolution of industrial societies and explores the future of these developments. The book offers three unique lines of enquiry. The first is to focus not specifically on economics, sociology, political science or history, but on knowledge creation from an institutional and reflexive point of view. The second is to establish a convergence between the British school of science and technology studies and the research trends opened by the work of Michel Foucault. Both introduced trans-disciplinary and policy-oriented research associating case studies, long-term perspectives and theory. The third is to consider climate change as the overwhelming challenge of our time. In der aktuellen Diskussion um Verschwörungserzählungen dominieren psychologische, politische, kultur- und sozialwissenschaftliche Perspektiven. Philosophische Zugänge hingegen scheinen dabei unterrepräsentiert zu sein. Der hier vorliegende Schwerpunkt „Verschwörungserzählungen“ soll einen Beitrag dazu leisten, diesem Mangel abzuhelfen, und das Phänomen der Verschwörungserzählungen aus verschiedenen Perspektiven insbesondere der Praktischen Philosophie zu beleuchten.

In this letter to our German colleagues we describe the situation, mentality, and organization of academic philosophy in the Netherlands in comparison to Germany. We proceed in five acts. In the first act, A wide beach, we set the stage and introduce the two academic landscapes; in the second act, Between controversy and frontal teaching, we compare the Dutch and German academic temper and practices. In the third act, Flat land, flat hierarchies, we parallelize the geography of the Netherlands and (...) the organizational structure of Dutch universities. In the fourth act, Philosophers among merchants, we discuss the positive and negative sides of the liberal, transparent, competitive and progress-oriented spirit of Dutch academic philosophy. In the fifth and final act, Philosophy from the pragmatic point of view, we conclude what we can learn from our Dutch neighbours: We plea for a non-elitist, down to earth, straight-forward, and open-minded way of doing philosophy, where one is neither shying away from controversy nor too shy to come down from the ivory tower and mingle with the audience. Résumé La fascination pour la mesure, que représente l’évaluation quantitative dans le domaine écologique, occulte le fait que le choix des éléments à mesurer est subjectif et qu’en aucun cas la scientificité ne vient directement de l’observation de l’objet. J’en donnerai la preuve dans trois catégories qui regroupent l’ensemble du sophisme scientifique que constitue l’évaluation : le suivi d’un objet technique simple, avec l’exemple du progrès mesuré dans l’évolution du couteau et d’autres objets, l’histoire quantitative d’un fait naturel, le réchauffement (...) climatique, la chronique d’un indicateur qui est lui-même un concept, l’empreinte écologique. L’évaluation est bien un mode privilégié de connaissance de la technocratie « info-com ». Et la question environnementale a mis ce mode au centre du débat. Fondée sur la recherche obsessionnelle de la mesure, elle fait partie des instruments de connaissance qui nous enferment dans le monde techno-scientifique et participe à la fabrication de la modernité dans toute sa puissance aliénante, celle de l’hypersauvage contemporain. LLe terme ' évaluation ' est porteur d'une ambiguïté dès l'origine car son contenu sémantique est double : donner un prix, ou une mesure, mais aussi ' donner une valeur ' entendu d'un point de vue éthique, la valeur dont parle Weber. Or la fascination pour la mesure occulte le fait que le choix des éléments à mesurer est subjectif et qu'en aucun cas la scientificité ne vient directement de l'observation de l'objet. Cette caractéristique subjective est tout simplement ignorée dans (...) le domaine de l'évaluation des effets induits par le développement technologique. Le mode de fonctionnement de ce sophisme scientifique qu'est l'évaluation est très différent suivant la catégorie d'objets mesurés. Je vais donc dégager trois grandes catégories qui nous font passer du plus concret au plus abstrait, du plus simple au plus compliqué dans le sophisem: la description du ' progrès ' technique à parti de l'évolution d'objets simples, couteau et automobile, l'histoire quantitative d'un fait naturel, le réchauffement climatique, la chronique d'un indicateur qui est lui-même un concept, l'empreinte écologique. Chacune de ces catégories pose un problème d'interprétation spécifique. (shrink)

Résumé La notion de la « personne » est devenue aujourd’hui une notion très floue. D’une certaine manière, il s’agit d’une notion qui paraît n’avoir d’autre pertinence que l’usage qui en est fait pour légitimer, ou invalider, telle ou telle position concernant des problèmes éthiques contemporains. Mais un tel usage s’avère insatisfaisant, faute de pouvoir interroger vraiment la relation que cette notion entretient avec celle de « nature », que l’on précise au besoin comme étant humaine. Or, dans l’histoire du (...) monde, il existe un étant, Jésus de Nazareth, dont il est affirmé que, pour lui, le rapport entre nature et personne ne va pas de soi, comme cela semble être le cas pour les autre hommes. Ce rapport est posé d’une manière très singulière par la théologie catholique, plus précisément par le Concile tenu à Chalcédoine en 451. L’interrogation de ce texte conciliaire peut, dans un premier temps, inquiéter la philosophie en rendant délicat, voire incertain, le rapport entre « nature » et « personne ». Mais nous pensons qu’en se laissant inquiéter de la sorte, la philosophie peut trouver une voie nouvelle pour penser la « personne », au-delà des masques qui, traditionnellement, en tiennent lieu. Éric Weil, recommandé par Albert Einstein à Ernst Cassirer, on connaissait son doctorat sur Pomponazzi (1932), son essai sur Plotin et Ficin (1933) et son grand article sur l'intérêt pris à l'histoire (1935). Mais nous ignorions tout d'autres écrits précédents ou contemporains. Grâce au travail d'édition bilingue d'Alain Deligne, nous avons maintenant accès à ses exposés d'étudiant, conférences, articles, interventions radiophoniques ou ses travaux en vue de futures études (1922-1936). Nous pouvons ainsi mieux saisir ce qu'Éric Weil allait devenir : le fondateur d'un système ouvert de compréhension (Logique de la philosophie, 1950) et rester : un philosophe curieux de toutes les formes de savoir. À cette fin, il fallait, sur la base d'archives, restituer ses multiples intérêts en philosophie, sciences, histoire de l'art, germanistique, Renaissance italienne et occultisme. Technology assessment (TA) is a paradigmatic case for the manifold and, at times, ambiguous processes of identity formation of researchers in inter- and transdisciplinary settings. TA combines the natural, technical, and social sciences and follows the multiple missions of scientific analysis, public outreach, and policy advice. However, despite this diversity, it also constitutes a genuine community with its own discourses, conferences, and publications. To which extent “being a TA practitioner” also provides for a genuine scholarly identity is still unclear. Building (...) on interviews with technology assessment practitioners at an academic TA institute, we ask what inter/trans/disciplinary identification patterns emerge in this field. Our analysis shows that TA practitioners adopt multiple identities, from “enthusiastic TA practitioner” to “strong interdisciplinarian” or “disciplinarian” – with distinct identity troubles inherent in all these options. We find that generational affiliation plays a vital role in identity formation. It relates to different primary orientations (towards research or advisory practices), inter/disciplinary backgrounds, contracting modes, and lengths of time spent at the TA institute. We conclude firstly, that disciplinary categories figure strongly in transdisciplinary identities; secondly, that the relation of _chronos_ and identity warrants more substantial consideration: as time spent at a transdisciplinary institute as or as perceived options for “futuring one’s identity”; thirdly, that our understanding of academic generations could profit from a more sociological conception; and, fourthly, that TA’s multidisciplinary setup and threefold orientation towards science, society, and policy result in multiplying possible identities and thus making it difficult to form a stable community. The secure release of identity attributes is a key enabler for electronic business interactions. Users should have the maximum control possible over the release of their identity attributes and should state under which conditions these attributes can be disclosed. Moreover, users should disclose only the identity attributes that are actually required for the transactions at hand. In this paper we present an approach for the controlled release of identity attributes that addresses such requirements. The approach is based on the integration (...) of trust negotiation and minimal credential disclosure techniques. Trust negotiation supports selective and incremental disclosure of identity attributes, while minimal credential disclosure guarantees that only the attributes necessary to complete the on-line interactions are disclosed. Although it is often held that Aristotle endorses anthropocentric dominionism, Aristotle’s writings include an account of nonhuman value. The interpretation of Aristotle’s natural teleology which assumes that the claim that plants and animals are “for the sake of humans” entails an axiologically anthropocentric view of nature. However, a combination of aspects of Aristotle ethics and natural teleology shows that nature is valuable insofar as it is constituted by natural objects, things with natures. In virtue of having a nature, an object (...) has an end or good toward which it strives. Natural objects thus have morally relevant interests. Because having a nature is sufficient for intrinsic value, it is wrong to associate Aristotle with the dominion thesis. (shrink)

I reconsider Aristotle’s account of perception by way of an ‘organic’ reading of the sensitive mean. I argue that the mean serves as a homeostatic mechanism that allows for the replication of forms in the organs in the process of perceptual alteration. The mean, as a product of properly constituted organs, is that by which Aristotle separates animals from plants.

For Alain Badiou, films think, and it is the task of the philosopher to transcribe that thinking. What is the subject to which the film gives expressive form? This is the question that lies at the heart of Badiouʹs account of cinema. He contends that cinema is an art form that bears witness to the Other and renders human presence visible, thus testifying to the universal value of human existence and human freedom. Through the experience of viewing, the movement (...) of thought that constitutes the film is passed on to the viewer, who thereby encounters an aspect of the world and its exaltation and vitality as well as its difficulty and complexity. Cinema is an impure art cannibalizing its times, the other arts, and people -- a major art precisely because it is the locus of the indiscernibility between art and non-art. A un moment donné, nous avons pris cette question à bras-le-corps.0C'est venu, peut-être, d'une remarque à notre propos disant que, un (...) platonicien avec un(e) sophiste, cet attelage qui ne laissait rien échapper devenait pour de bon dangereux. Nous avons ri, et réfléchi. D'abord, nous avons échangé des lettres, jouant avec le plaisir d'une correspondance sporadique, parfois rauque, pendant trois ans. Au beau milieu de quoi nous avons décidé de faire un séminaire commun ailleurs, loin de nos bases : à Johns Hopkins.0On nous a obligés à répondre sans arrière-monde, Alain Badiou en mathématicien-platonicien, Barbara Cassin en philologue-sophiste. A bras-le-corps donc, mais encore latéralement comme on voit. Nous avons alors ressenti la nécessité d'exhiber les éléments clefs à quoi tiennent nos positions, ce qui philosophiquement nous tient. Puis nous avons déroulé les conséquences strictes de ces solidités quant à l'idée que nous nous faisons du rapport homme femme.0Au moment de conclure, nous nous sommes demandé ensemble pourquoi nous choisissions la Grèce. Dans la seconde partie, il confronte cette vision à celle des grands «anti-philosophes» (Pascal, Rousseau, Kierkegaard, Nietzsche, Wittgenstein, Lacan), auprès desquels la philosophie trouve la dose de scepticisme et de provocation nécessaire pour ne pas sombrer dans l’académisme. Dans la troisième partie, il affronte une autre forme de critique, celle qui objecterait que la philosophie ne sert à rien quand c’est le monde qu’il s’agit d’abord de changer (pour que les conditions du vrai bonheur y soit enfin accessibles à tous). Enfin, dans une quatrième partie, il revient sur les éléments de sa propre réponse à la question de la «vraie vie», celle que la philosophie nous promet. Reprenant les acquis de L’Etre et l’événement (1988) et de Logiques des mondes (2006), il dessine les contours des questions qu’il reste à aborder et qui feront la matière du troisième volet de ce magnum opus : L’immanence des vérités. Par là même, il est conduit à revenir à une question centrale et laissé de côté dans les précédents traités : celle des affects propres à la philosophie. (shrink)
