The consequences of foreign direct investment (FDI) for human rights protection are poorly understood. We propose that the impact of FDI varies across industries. In particular, extractive firms in the oil and mining industries go where the resources are located and are bound to such investment, which creates a status quo bias among them when it comes to supporting repressive rulers (“location-bound effect”). The same is not true for nonextractive multinational corporations (MNCs) in manufacturing or services, which can, in comparison, (...) exit problematic countries more easily. We also propose that strong democratic institutions can alleviate negative impacts of extractive FDI on human rights (“democratic safeguard effect”). Using U.S. FDI broken up into extractive and nonextractive industries in 157 host countries (1999–2015), we find support for these propositions.1 Extractive FDI is associated with more human rights abuse, but nonextractive FDI is associated with less abuse, after controlling for other factors, including concerns about endogeneity. We find also that the negative human rights impact of extractive FDI vanishes in countries where democratic institutions are stronger. This chapter explores the debate between contemporary projectivists or expressivists, and the advocates of sensibility theory. Both positions are best viewed as forms of sentimentalism — the theory that evaluative concepts must be explicated by appeal to the sentiments. It argues that the sophisticated interpretation of such notions as “true” and “objective” that are offered by defenders of these competing views ultimately undermines the significance of their meta-ethical disputes over “cognitivism” and “realism” about value. I respond to Jonathan Chimakonam’s paper in which he presents an approach to dialogue in philosophical space, and raises questions about my own approach. I raise four questions to his understanding of conversation. First, I ask him for more details on his conception of conversation. Second, what happens if not everyone cares to enter into conversation? Third, is conversation a prerequisite to philosophy, or a part of philosophy? And fourth, how does wonder fit into conversation in and about place?

Independence of Conditionals (IC) has recently been proposed as a basic rule for causal structure learning. If a Bayesian network represents the causal structure, its Conditional Probability Distributions (CPDs) should be algorithmically independent. In this paper we compare IC with causal faithfulness (FF), stating that only those conditional independences that are implied by the causal Markov condition hold true. The latter is a basic postulate in common approaches to causal structure learning. The common spirit of FF and IC is to (...) reject causal graphs for which the joint distribution looks ‘non-generic’. The difference lies in the notion of genericity: FF sometimes rejects models just because one of the CPDs is simple, for instance if the CPD describes a deterministic relation. IC does not behave in this undesirable way. It only rejects a model when there is a non-generic relation between different CPDs although each CPD looks generic when considered separately. Moreover, it detects relations between CPDs that cannot be captured by conditional independences. IC therefore helps in distinguishing causal graphs that induce the same conditional independences (i.e., they belong to the same Markov equivalence class). The usual justification for FF implicitly assumes a prior that is a probability density on the parameter space. IC can be justified by Solomonoff’s universal prior, assigning non-zero probability to those points in parameter space that have a finite description. In this way, it favours simple CPDs, and therefore respects Occam’s razor. Since Kolmogorov complexity is uncomputable, IC is not directly applicable in practice. We argue that it is nevertheless helpful, since it has already served as inspiration and justification for novel causal inference algorithms. (shrink)

The title of Emmanuel Eze’s final, posthumously published book uses the words “reason” and “rationality” in a manner that might suggest they are interchangeable. I would like to suggest that we not treat them as the same, but rather tease out a difference in emphasis and reference between the two. In African philosophy, the problem of reason is really two separate problems, the first of which I will call the “problem of reason” (that is, the question of whether there are (...) diverse forms of reason or only one universal form) and the second the “problem of rationality” (that is, the question of whether everyone has the capacity to deploy reason past what mimicry or programming makes possible). Both of these problems are addressed by Eze’s schema for forms of reason. He identifies several forms, but focuses on “ordinary reason”, which allows all the other forms to operate. Ordinary reason also makes rationality possible, that is, the culturally specific yet emergent way of navigating forms of reason. Reason is necessarily diverse, because its multiple forms are deployed differently by different rationalities. (shrink)

Philosophy in an African Place shifts the central question of African philosophy from "Is there an African philosophy?" to "What is it to do philosophy in this place?" This book both opens up new questions within the field and also establishes "philosophy-in-place", a mode of philosophy which begins from the places in which concepts have currency and shows how a truly creative philosophy can emerge from focusing on questioning, listening, and attention to difference.

African philosophy has used the concept of the future in a wide range of ways, but these ways have not been surveyed. This chapter does that by considering five broad types of questions. The first is to ask about what African philosophy has said about the future. This will take us into a discussion of African theories of time, as well as into thinking about the places where African philosophy has contributed something to the question of Africa’s future, particularly in (...) early postindependence in various countries. The second question is about the concepts which necessitate some understanding of the future in African philosophy. These include divination, destiny, immortality, and the environment. The third question has to do with philosophy’s part in some proposals for Africa to move into the future. These include a brief look at Afropessimism, Afrofuturism and Africanfuturism, African Renaissance, and Ubuntu, inasmuch as they assume or advocate for a future. The fourth question has to do with proposals that philosophers have made for African philosophy’s own future as a discipline and as an intellectual component to African life. And finally, the fifth question has to do with how we might think of futurity as an integral component of philosophy itself, as part of “becoming-African.” How might the doing of philosophy be seen as facing the future, and how would that change the way it is engaged? We perceive smells as perduring complex entities within a distal array that might be conceived of as smellscapes. However, the philosophical orthodoxy of Odor Theories has been to deny that smells are perceived as having a distal location. Recent challenges have been mounted to Odor Theories’ veracity in handling the timescale of olfactory perception, how it individuates odors as a distal entities, and their claim that olfactory perception is not spatial. The paper does not aim to dispute these criticisms. Rather, (...) what will be shown is that Molecular Structure Theory, a refinement of Odor Theory, can be further developed to handle these challenges. The theory is further refined by focusing on distal perception that requires considering the perceptual object as mereologically complex persisting odor against a background scene conceived of as a smellscape. What will be offered is an expansion of Molecular Structure Theory to account for distal smell perception within natural environments. (shrink)

The principle of insufficient reason assigns equal probabilities to each alternative of a random experiment whenever there is no reason to prefer one over the other. The maximum entropy principle generalizes PIR to the case where statistical information like expectations are given. It is known that both principles result in paradoxical probability updates for joint distributions of cause and effect. This is because constraints on the conditional P P\left result in changes of P P\left that assign higher probability to those (...) values of the cause that offer more options for the effect, suggesting “intentional behavior.” Earlier work therefore suggested sequentially maximizing entropy according to the causal order, but without further justification apart from plausibility on toy examples. We justify causal modifications of PIR and MaxEnt by separating constraints into restrictions for the cause and restrictions for the mechanism that generates the effect from the cause. We further sketch why causal PIR also entails “Information Geometric Causal Inference.” We briefly discuss problems of generalizing the causal version of MaxEnt to arbitrary causal DAGs. (shrink)

This article presents an artistic and political experiment as an effort to advance democratic transactions in the life sciences. Artists built a ‘gender democratic labyrinth’ in Maastricht, in which scientists, women’s groups, people in general, artists, philosophers, politicians, journalists, clinical geneticists and many others interacted and negotiated on the creation of human embryos for medical-scientific research. By taking a gender perspective on the process of democratizing science, we aimed to create a space in which alterity and difference are constitutive elements (...) in the public exchanges on science and technology. The idea to build a labyrinth was theoretically based on the notion of agonistic democracy - in which pluralism is the result of contestations and divisions - and on a notion of science and technology as being contextualized and socialized.
