The article covers such issues as the relevance of the theory of perception as a multi-level information processing, the methodological role of the concept of representation and the relation of neurodynamic structures to subjective experience. The author critically reviews the philosophical presumptions underlying the various concepts of “local rationality,” the core of which is constituted by the belief that large ethnic cultures generate or are based on their own rationality and their own logic. Three statements are successively considered: thinking is (...) based on the inherent rules of rationality, logic is an extract of rationality, and types of rationality are geographically consistent with large ethnocultural communities. Empirical arguments are presented that demonstrate equivocality of the first two theses. In particular, firstly, it is shown that the genuine rationality of thinking lies not in following the rules that are immanent to it, but in the development of thinking and, more broadly, cognitive operations towards optimization of certain indicators of the cognitive or motor system that are important for survival and adaptation. In addition, this rationality is multivariate, and the choice between variants is often weakly determined or even random. Thus, the first statement turns out to be refuted. Secondly, by reference to the well-known experiments, it is shown that most people do not explicitly follow some declared logical rules in solving even logical or mathematical problems, and yet there is reason to consider their behavior rational. The third thesis, as shown with some limited empirical material, appears to be partially confirmed. Nevertheless, the demonstration of the doubtfulness of the first two theses makes the conclusion that different nations have different logics insufficiently substantiated. (shrink)

The paper is dedicated to particular cases of interaction and mutual impact of philosophy and cognitive science. Thus, philosophical preconditions in the middle of the 20th century shaped the newly born cognitive science as mainly based on conceptual and propositional representations and syntactical inference. Further developments towards neural networks and statistical representations did not change the prejudice much: many still believe that network models must be complemented with some extra tools that would account for proper human cognitive traits. I address (...) some real implemented connectionist models that show how ‘new associationism ’ of the neural network approach may not only surpass Humean limitations, but, as well, realistically explain abstraction, inference and prediction. Then I stay on Predictive Processing theories in a little more detail to demonstrate that sophisticated statistical tools applied to a biologically realist ontology may not only provide solutions to scientific problems or integrate different cognitive paradigms but propose some philosophical insights either. To conclude, I touch on a certain parallelism of Predictive Processing and philosophical inferentialism as presented by Robert Brandom. (shrink)

Discussions on the alleged methodological specificity of social knowledge are fueled to not the least extent by a kind of retarded position of the latter against technological advancements of natural and information science based on exact methods and formal or quantitative languages. It is more or less obvious that applicability of exact scientific methods to social disciplines is highly dependent on a chosen conception of social reality, i. e., on social ontology. The article examines the content and process of forming the principles of a customer-oriented approach to the management of transport enterprises in the context of sustainable development. The author's definition of the concept of “principles of a customer-oriented approach to the management of transport enterprises” is given on the basis of its understanding as strategic and tactical areas of activity aimed at maximizing the satisfaction of customers' needs and expectations through the use of digital technologies and innovative approaches. The key (...) principles of a customer-oriented approach to managing transport enterprises in the context of sustainable development are developed, among which the following are highlighted: understanding customer needs; personalization of service; interaction at all stages; digital transformation of processes; data analysis and forecasting; creation of a digital environment; training and development of personnel; culture of service and open communication; continuous analysis and improvement; focus on the sustainability of relations, etc. The author's own model of digital transformation of transport enterprises using the principles of a customer-oriented approach is proposed. As it happened, I became acquainted with E.V. Il'enkov quite late, in the mid- or even the late 1960s. It was only a bit more than ten years before his death that I began to feel at home in his house, was able to visit without calling ahead, and was able to call him by his first name and the familiar "you"—that is, like many, many of not only his true friends but also like-minded thinkers, who became his close acquaintances, (...) most of whom justly considered themselves his pupils … The door would open wide, and Olia, Professor K.I. Salimova, Eval'd's wife and most devoted friend, not at all surprised by the unexpected guest and seemingly even quite happy at his arrival , would try first to draw him into the kitchen and feed him … which she more often than not succeeded in doing. I am not talking about myself: there were always many guests, and this is precisely how they arrived at the Il'enkovs' apartment. Recently, a critic in Literaturnaia gazeta recalled those whom he met in Eval'd's apartment in the 1960s: "This was a tight circle of like-minded thinkers," wrote the critic. "But some of them are no longer with us, while most are far away, beyond our borders." Obviously, he had not been in the house often or had forgotten things over the distance of years. There was no "circle," nor could there have been one—not with this host, not with his lifestyle and way of relating to people. I met a good hundred fine and various people in Eval'd's home: I.N. Korzhavin, V. Davydov, A. Meshcheriakov, S. Vinogradova, N. Dubinin, V. Zinchenko, A. Zinov'ev, Iu. Kamiakin, and … indeed, five pages would not be enough to list the quite famous and the not-quite-so-famous, simply ordinary people with no claim to fame. Nazym Khikmet, A.N. Leont'ev, and B.M. Kedrov were friends of the house … Ever new faces, figures, and words come to mind. I cannot forgive myself: once Eval'd Vasil'evich wanted to take me along to Iurii Liubimov's to read his play Neither God nor Tsar nor Hero … [Ni bog, ni tsar' i ni geroi], but I had some other business, something so important that I do not even remember now what it was, and it is probably not worth remembering. But most likely I was too timid to appear uninvited at the house of a person burning with creativity. The same thing happened with Galich … Eval'd liked especially his song about Zoshchenko. He did not sing it; he narrated it, but in such a way that tears always came to one's eyes. (shrink)

For over a century, Haeckel's Gastraea theory remained a dominant theory to explain the origin of multicellular animals. According to this theory, the animal ancestor was a blastula‐like colony of uniform cells that gradually evolved cell differentiation. Today, however, genes that typically control metazoan development, cell differentiation, cell‐to‐cell adhesion, and cell‐to‐matrix adhesion are found in various unicellular relatives of the Metazoa, which suggests the origin of the genetic programs of cell differentiation and adhesion in the root of the Opisthokonta. Multicellular (...) stages occurring in the complex life cycles of opisthokont protists (mesomycetozoeans and choanoflagellates) never resemble a blastula. Here, we discuss a more realistic scenario of transition to multicellularity through integration of pre‐existing transient cell types into the body of an early metazoon, which possessed a complex life cycle with a differentiated sedentary filter‐feeding trophic stage and a non‐feeding blastula‐like larva, the synzoospore. We focus here on the intercalary heterochromatin (IH) of Drosophila melanogaster and, in particular, its molecular properties. In the polytene chromosomes of Drosophila, IH is represented by a reproducible set of dense bands scattered along the euchromatic arms. IH contains mainly unique DNA sequences, and shares certain features with other heterochromatin types such as pericentric, telomeric, and PEV‐induced heterochromatin, the inactive mammalian X‐chromosome and the heterochromatized male chromosome set in coccids. These features are transcriptional silencing, chromatin compactness, late DNA replication, (...) underrreplication or elimination in somatic cells, and formation of the heterochromatin state in early embryogenesis. Post‐translational modification of histones and the specific nonhistone protein complexes are shown to participate in the establishment and maintenance of silencing for all heterochromatin types. Many IH regions contain binding sites for HP1 and/or Pc‐G proteins and all the regions are sites of heterochromatin‐associated SuUR protein. Some IH regions are known to contain homeotic genes. Natural language provides motivation for studying modal backwards-looking operators such as “now”, “then” and “actually” that evaluate their argument formula at some previously considered point instead of the current one. This paper investigates the expressive power over models of both propositional and first-order basic modal language enriched with such operators. Having defined an appropriate notion of bisimulation for first-order modal logic, I show that backwards-looking operators increase its expressive power quite mildly, contrary to beliefs widespread among philosophers of language and (...) formal semanticists. That in turn presents a strong argument for the use of operator-based systems in the semantics of natural language, instead of systems with explicit quantification over worlds and times that have become a de-facto standard for such applications. The popularity of such explicit-quantification systems is shown to be based on the misinterpretation of a claim by Cresswell, which led many philosophers and linguists to assume that introducing “now” and “then” is expressively equivalent to explicitly quantifying over worlds and times. This paper aims to contribute to our understanding of the notion of coherence by explicating in probabilistic terms, step by step, what seem to be our most basic intuitions about that notion, to wit, that coherence is a matter of hanging or fitting together, and that coherence is a matter of degree. A qualitative theory of coherence will serve as a stepping stone to formulate a set of quantitative measures of coherence, each of which seems to capture well the aforementioned (...) intuitions. Subsequently it will be argued that one of those measures does better than the others in light of some more specific intuitions about coherence. Van Fraassen (1989) argues that Inference to the Best Explanation is incoherent in the sense that adopting it as a rule for belief change will make one susceptible to a dynamic Dutch book. The present paper argues against this. A strategy is described that allows us to infer to the best explanation free of charge.

A number of philosophers and legal scholars have pointed out a fact about punishment that had not been sufficiently appreciated by many traditional accounts, utilitarian, retributive, or ‘mixed’: that evil inflicted on the person punished is not an evil simpliciter , but rather the expression of an important social message—that punishment is a kind of language. The message which it is seen to communicate can broadly be described as condemnation by society of the crime committed. In what is still the (...) only attempt at a general and critical discussion— Anthony Skillen's ‘How to say Things with Walls’—this way of understanding punishment is termed ‘expressionism’. In this paper I propose to sort out the main varieties of expressionism in the philosophy of punishment, and to discuss some of their pros and cons. (shrink)

It has been claimed that epistemic peers, upon discovering that they disagree on some issue, should give up their opposing views and ‘split the difference’. The present paper challenges this claim by showing, with the help of computer simulations, that what the rational response to the discovery of peer disagreement is—whether it is sticking to one’s belief or splitting the difference—depends on factors that are contingent and highly context-sensitive.Keywords: Peer disagreement; Computer simulations; Opinion dynamics; Hegselmann–Krause model; Social epistemology.

As cognitive enhancement research advances, important ethical questions regarding individual autonomy and freedom are raised. Advocates of cognitive enhancement frequently adopt a procedural approach to autonomy, arguing that enhancers improve an individual’s reasoning capabilities, which are quintessential to being an autonomous agent. On the other hand, critics adopt a more nuanced approach by considering matters of authenticity and self-identity, which go beyond the mere assessment of one’s reasoning capacities. Both positions, nevertheless, require further philosophical scrutiny. In this paper, we investigate (...) the ethics of cognitive enhancement through the lenses of political and philosophical arguments about autonomy and freedom. We give a negative solution to the problem, posed by A. Chagrov and M. Zakharyaschev, of whether every quasi-normal propositional modal logic can be axiomatized by an independent set of axioms, with the inference rules of Substitution and Modus Ponens.

The article analyzes the effectiveness of quantum theories of mental experience in relation to two ontological problems - the problem of the existence of consciousness in the material world and the problem of the interaction of consciousness and body. A critical analysis of the quantum theories of consciousness by Penrose-Hameroff, M. Tegmark, G. Stapp, M. Fischer and M.B. Mensky shows that they fail to fully explain how complex physical systems generate mental experience without violating the principle of causal closure of (...) the physical world and the principle of epistemological completeness of physics. Quantum mechanics provides specific processes that are the physical basis of the psyche, but do not explain the phenomenal aspect of subjective reality. Nevertheless, the Heisenberg uncertainty principle gives an understanding of how the interaction of consciousness and body within the scientific picture of the world can be carried out without violating the law of energy conservation. It is shown that the quantum theories of consciousness currently being developed have a predominantly panprotopsychic character, which faces a problem due to the fact that the protomental property of physical systems must be expressed quantitatively and correspond to the value included in the physical equations. As a result, it is concluded that in order to develop quantum theories of consciousness more effectively, it is necessary to give an emergent character, not jumping from the quantum level to the psychic, but explaining the mechanism of the emergence of systemic properties during the sequential transition between different ontological regions of existence, including physical, chemical, biological, neurophysiological and psychic. Various authors have recently argued that you cannot rationally stick to your belief in the face of known disagreement with an epistemic peer, that is, a person you take to have the same evidence and judgmental skills as you do. For, they claim, because there is but one rational response to any body of evidence, a disagreement with an epistemic peer indicates that at least one of you is not responding rationally to the evidence. Given that you take your peer (...) to have the same judgmental skills as you do, and thus regard her to be equally good at assessing the evidence as you are, you will have as much reason for thinking that it is you who is not responding rationally to the evidence as for thinking that it is her. You thus have reason for thinking that your belief on the disputed matter is not a rational response to the evidence. Hence, you cannot rationally stick to your belief. (shrink)

Bayesians have traditionally taken a dim view of the Inference to the Best Explanation, arguing that, if IBE is at variance with Bayes ' rule, then it runs afoul of the dynamic Dutch book argument. More recently, Bayes ' rule has been claimed to be superior on grounds of conduciveness to our epistemic goal. The present paper aims to show that neither of these arguments succeeds in undermining IBE.

Some of the information we receive comes to us in an explicitly conditional form. It is an open question how to model the accommodation of such information in a Bayesian framework. This paper presents data suggesting that there may be no strictly Bayesian account of updating on conditionals. Specifically, the data seem to indicate that such updating at least sometimes proceeds on the basis of explanatory considerations, which famously have no home in standard Bayesian epistemology. The paper also proposes a (...) still broadly Bayesian model of updating on conditionals that explicitly factors in explanation. The First World War exerted a great influence on the course of twentieth-century history and transformed people’s perception of the world. The collapse of empires and the shipwreck of illusions found their reflection in various spheres of culture and art, including music. Scholars are familiar with how the trauma of war was reflected in the history of the works, lives, and collaboration of two outstanding composers of the twentieth century, Igor Stravinsky and Maurice Ravel. In this article, we explore (...) how, from different perspectives, these composers expressed in music their perception of the war trauma as part of the wider common cultural and social tragedy known as “the collapse of empires”. At the center of our discussion is musical text as a reflection of social phenomena, and how these two composers presented the upheavals that took place in society and their spiritual reaction to them with the help of their musical expressivity. There has been a growing debate about the ethics of management buy-outs (MBOs). One possible criticism of the MBO is that it serves the interests of incumbent management at the expense of shareholders. In this paper we develop the general arguments concerning the ethical aspects of the MBO to include other forms of buy-out beyond going privates and apply the analysis to MBOs as a mode of privatisation in Central and Eastern Europe (CEE). MBOs are justified in this context postperestroika (...) as a means of incentivising economic activity by giving managers an ownership stake in former state enterprises. The actual mode of privatisation, though, raises issues of social justice and the criticism that MBOs are at the expense of the broader social good. The ethical problem for the CEE is to balance the economic gains of a move to markets with the ethical risks to the agents of these markets. (shrink)

In recent years, various computational models have been developed for studying the dynamics of belief formation in a population of epistemically interacting agents that try to determine the numerical value of a given parameter. Whereas in those models, agents’ belief states consist of single numerical beliefs, the present paper describes a model that equips agents with richer belief states containing many beliefs that, moreover, are logically interconnected. Correspondingly, the truth the agents are after is a theory (a set of sentences (...) of a given language) rather than a numerical value. The agents epistemically interact with each other and also receive evidence in varying degrees of informativeness about the truth. We use computer simulations to study how fast and accurately such populations as wholes are able to approach the truth under differing combinations of settings of the key parameters of the model, such as the degree of informativeness of the evidence and the weight the agents give to the evidence. The standard approach to the so-called paradoxes of identity has been to argue that these paradoxes do not essentially concern the notion of identity but rather betray misconceptions on our part regarding other metaphysical notions, like that of an object or a property. This paper proposes a different approach by pointing to an ambiguity in the identity predicate and arguing that the concept of identity that figures in many ordinary identity claims, including those that appear in the paradoxes, is not (...) the traditional philosophical concept but one that can be defined in terms of relevant similarity. This approach to the paradoxes will be argued to be superior to the standard one. (shrink)

ABSTRACT My aim in this paper is not to try to formulate the meaning the word ‘terrorism’has in ordinary use; the word is used in so many different, even incompatible ways, that such an enterprise would quickly prove futile. My aim is rather to try for a definition that captures the trait, or traits, of terrorism which cause most of us to view it with moral repugnance. I discuss the following questions: Is the historical connection of terrorism with terror to (...) be preserved on the conceptual level, or relegated to the psychology and sociology of terrorism? Does mere infliction of terror qualify as terrorism, so that we can speak of non‐violent terrorism? If terrorism is a type of violence, does it have to be against persons, or should violence against property also count? In what sense can terrorism be described as indiscriminate violence? Should we use the word only in a political context? In such a context, can we speak of ‘state terrorism’, or should the word be restricted to actions not sanctioned by law? Is the terrorist necessarily oblivious to moral considerations, as those who define terrorism in terms of antinomianism imply? My answers to these questions lead up to the following definition: terrorism is the deliberate use of violence, or threat of its use, against innocent people, with the aim of intimidating them, or other people, into a course of action they otherwise would not take. I also discuss the way inwhich this requirement both to criticize andprotect is represented in the dissertations inwhich the strong Marxist posture and loyalty tocommunist doctrine corresponded (...) to the authors'belief that Solov'ëv was a greatphilosopher who made mistakes, although hisphilosophy remains a part of Russia's culturalheritage. The main conclusion is that in spiteof their vision of the world as split into thecommunist and bourgeois camps, both authors tryto avoid straightforward Manichean assessmentsand, in 60s and 70s, were keen to find as manypositive elements in Solov'ëv's philosophyas possible. The builders of our new society will concentrate their primary efforts and energy on the improvement of the economic system of socialism, the growth of the productive forces, and the intensification of scientific-technological progress. To what extent it will be possible to accelerate the pace along this unbeaten path will depend on success in mobilizing the vast reserves of the socialist economy.

Biology's advance to leading positions in modern science and its growing significance in human self-awareness have sharpened the need for further analysis of the methodological problems of the science of life and for a philosophical interpretation of its positions and results. These two tasks are closely connected, though each has its independent role to play as well. Whereas a study of the logical and methodological foundations of biology deepens scientific notions about the means, possibilities, and directions of science, a philosophical (...) interpretation of its results, aspirations, and prospects contributes to our understanding of man as a whole, and to the clarification of his manifested attributes and forms of existence. Hence, there is not only an "academic," but also an ideological interest in the problems of biology. The scientific conception of the world today is in many respects determined by an evolutionary view of development. The revolutionary significance of Darwinism is today acknowledged by champions of practically all philosophical theories with a claim to scientific status and objectivity. In 2008 pharmaceutical companies spent over $12 billion on product promotion and detailing aimed at U.S. health care practitioners. Drug and device manufacturers rely on a workforce of detailers and physician speakers to reach health care practitioners and nudge their prescribing habits. To prevent undue influence and protect the public fisc, a number of states began regulating these marketing practices, requiring companies to disclose all gifts to practitioners, prohibiting the commercialized sale of prescription data, and prohibiting certain gifts altogether. The (...) 2010 enactment of the Physician Payment Sunshine Act marks the first Congressional involvement in the regulation of disclosure related to pharmaceutical marketing. Overall, the Act improves transparency in pharmaceutical marketing to physicians and expands the regulation of disclosure of pharmaceutical marketing activities in important substantive ways. The liberal view that valid consent is sufficient for a sex act to be morally legitimate is challenged by three major philosophies of sex: the Catholic view of sex as ordained for procreation and properly confined to marriage, the romantic view of sex as bound up with love, and the radical feminist analysis of sex in our society as part and parcel of the domination of women by men. I take a critical look at all three, focusing on Mary Geach''s (...) recent statement of the procreation view, Roger Scruton''s theory of sexual desire as naturally evolving into intimacy and love, and several radical feminist discussions of sex in sexist society which argue that the notion of consent is unhelpful and, indeed, irrelevant. I argue that none of these lines of argument is convincing, and that consent remains the touchstone of morally permissible sex – although, dmittedly, it may not be very helpful in discussing ideals of human sexuality.
