We present a novel procedure to engage the public in ethical deliberations on the potential impacts of brain machine interface technology. We call this procedure a convergence seminar, a form of scenario-based group discussion that is founded on the idea of hypothetical retrospection. The theoretical background of this procedure and the results of five seminars are presented.

Four components of great uncertainty are distinguished: (1) the identity of the options is not well determined (uncertainty of demarcation) ; (2) the consequences of at least some option are unknown (uncertainty of consequences); (3) it is not clear whether information obtained from others, such as experts, can be relied on (uncertainty of reliance); and (4) (...) the values relevant for the decision are not determined with sufficient precision (uncertainty of values). In his paper ‘Changing the Theory of Theory Change: Reply to My Critics’, N. Tennant (1997b) reacts to the critical reception of an earlier article of his. The present note rectifies some of the most serious misrepresentations in Tennant's reply.

Clear-cut cases of decision-making under risk (known probabilities) are unusual in real life. The gambler’s decisions at the roulette table are as close as we can get to this type of decision-making. In contrast, decision-making under uncertainty (unknown probabilities) can be exemplified by a decision whether to enter a jungle that may contain unknown dangers. Life is usually more like an expedition into an unknown jungle than a visit to the casino. Nevertheless, it is common in decision-supporting disciplines to proceed (...) as if reasonably reliable probability estimates were available for all possible outcomes, i.e. as if the prevailing epistemic conditions were analogous to those of gambling at the roulette table. This mistake can be called the tuxedo fallacy. It is argued that traditional engineering practices such as safety factors and multiple safety barriers avoid this fallacy and that they therefore manage uncertainty better than probabilistic risk analysis (PRA). PRA is a useful tool, but it must be supplemented with other methods in order not to limit the analysis to dangers that can be assigned meaningful probability estimates. (shrink)

It is almost universally acknowledged that risks have to be weighed against benefits, but there are different ways to perform the weighing. In conventional risk analysis, collectivist risk-weighing is the standard. This means that an option is accepted if the sum of all individual benefits outweighs the sum of all individual risks. In practices originating in clinical medicine, such as ethical appraisals of clinical trials, individualist risk-weighing is the standard. This implies a much stricter criterion for risk acceptance, namely that (...) the risk to which each individual is exposed should be outweighed by benefits for that same individual. The different choices of risk-weighing methods in different policy areas seem to have emerged from traditional thought patterns and social relations, rather than from explicit deliberations on possible justifications for the alternative ways to weigh risks against benefits. It is not obvious how the prevalent differences in risk-weighing practices can be reconstructed in terms of consistent underlying principles of preventive health or social priority-setting. (shrink)

Systems of urban transportation are largely shaped through planning practices. In transport economics, the benefits of infrastructure investments consist mainly of travel time savings calculated using monetary values of time. The economic interpretation of the value of travel time has significantly shaped our urban environment and transportation schemes. However, there is often an underlying assumption of transferability between time and money, which arguably does not sufficiently take into account the specific features of time. In this paper, we analyze the various (...) properties of time as an economic resource using findings in behavioral economics and psychology. Due to limitations in the standard model, it is proposed that an alternative model value should be investigated in which time rather than money is the primary carrier of and the basic features of such a model are outlined. An improved understanding the nature of time as a source of utility puts us in a better position to determine what aspects of time matter. Additionally, the analysis can be applied to further develop modeling where value of time plays a significant role; such as new models for the planning of urban transport. (shrink)

As part of the conference commemorating Theoria's 75th anniversary, a round table discussion on philosophy publishing was held in Bergendal, Sollentuna, Sweden, on 1 October 2010. ​This book describes argumentative tools and strategies that can be used to guide policy decisions under conditions of great uncertainty. Contributing authors explore methods from philosophical analysis and in particular argumentation analysis, showing how it can be used to systematize discussions about policy issues involving great uncertainty. The first part of the work explores how to deal in a systematic way with decision-making when there may be plural perspectives on the decision problem, along with unknown consequences of what we do. Readers will see how argumentation tools can be used for prioritizing among uncertain dangers, for determining how decisions should be framed, for choosing a suitable time frame for a decision, and for systematically choosing among different decision options. Case studies are presented in the second part of the book, showing argumentation in practice in the areas of climate geoengineering, water governance, synthetic biology, nuclear waste, and financial markets. In one example, argumentation analysis is applied to proposals to solve the climate problem with various technological manipulations of the natural climate system, such as massive dispersion of reflective aerosols into the stratosphere. Even after a thorough investigation of such a proposal, doubt remains as to whether all the potential risks have been identified. In such discussions, conventional risk analysis does not have much to contribute since it presupposes that the risks have been identified, whereas the argumentative approach to uncertainty management can be used to systematize discussions. ABSTRACT Semi-revision is a mode of belief change that differs from revision in that the input sentence is not always accepted. A constructive approach to semi-revision is proposed. It requires an efficient treatment of local inconsistencies, which is more easily obtainable in belief base models than in belief set models. Axiomatic characterizations of two semi-revision operators are reported.

An agent can usually hold a very large number of beliefs. However, only a small part of these beliefs is used at a time. Efficient operations for belief change should affect the beliefs of the agent locally, that is, the changes should be performed only in the relevant part of the belief state. In this paper we define a local consequence operator that only considers the relevant part of a belief base. This operator is used to define local versions of (...) the operations for belief change. Five types of constructions are introduced for non-prioritized belief revision, i.e., belief revision in which the input sentence is not always accepted. These constructions include generalizations of entrenchment-based and sphere-based revision. Axiomatic characterizations are provided, and close interconnections are shown to hold between the different constructions.

Some of the major problems in radiation protection are closely connected to issues that have a long, independent tradition in moral philosophy. This contribution focuses on two of these issues. One is the relationship between the protection of individuals and optimisation on the collective level, and the other is the relative valuation of future versus immediate damage. Some of the intellectual tools that have been developed by philosophers can be useful in radiation protection. On the other hand, philosophers have much (...) to learn from radiation protectors, not least when it comes to finding pragmatic solutions to problems that may be intractable in principle. (shrink)

The logic of an ought operator O is contranegative with respect to an underlying preference relation if it satisfies the property Op & (¬p)(¬q) Oq. Here the condition that is interpolative ((p (pq) q) (q (pq) p)) is shown to be necessary and sufficient for all -contranegative preference relations to satisfy the plausible deontic postulates agglomeration (Op & OqO(p&q)) and disjunctive division (O(p&q) Op Oq).

The Ethics of Technology. Methods and Approaches avoids the overly simplistic and individualistic approach to the ethics of technology, which might otherwise mislead the reader into a superficial understanding of the discipline. Too often, the ethics of technology is reduced to an overt and over reliance on professional codes, ethical theories (spelled out in terms of the dichotomy between deontology and utilitarianism) and the application of a prescribed heuristic to what most often are black and white individualistic dilemmas described by (...) case studies. The collection of essays edited by Hansson is thus an important contribution to the growing body of literature on the ethics of technology, as it questions and brings to light the broader purpose of engineering and the conceptual tools required for the responsible practice of the profession if we are to enable engineers to address structural issues. Trois stratégies furent principalement adoptées par les philosophes pour résoudre le problème de la démarcation : 1° la recherche d’un critère de démarcation unique et anhistorique, 2° la recherche de listes à critères multiples, 3° la recherche d’une définition de la pseudoscience. En analysant la proposition de Sven Ove Hansson (2013), cet article est principalement focalisé sur la troisième stratégie. L’article poursuit un triple objectif : i) exposer chacun des critères qui composent la définition de la pseudoscience de Hansson (...) en 2013, et les difficultés que l’auteur tente de dépasser, ii) mettre en exergue les limites de cette définition, iii) dégager in fine des propositions permettant d’avancer sur la question de la pseudoscience. This comment on Sven Ove Hansson's article on the history of the journal Theoria elaborates and corrects Hansson's characterisation of the political standpoint of the Finnish philosopher Eino Kaila as "sympathetic towards the German regime". Although not an easy question, particularly considering Kaila's unfortunate publications during the Second World War, it is argued that the characterisation is plainly wrong if it refers to the mid-1930s.

This article discusses Sven Ove Hansson’s corpus model for the influence of values (in particular, non-epistemic ones) in the hypothesis acceptance/rejection phase of scientific inquiry. This corpus model is based on Hansson’s concepts of scientific corpus and science ‘in the large sense’. I first present Hansson’s corpus model of value influence with some introductory comments about its origins, a detailed presentation of the model with a new terminology, an analysis of its limits, and an appreciation of its handling of (...) controversial non-epistemic values. I conclude that it is a very good candidate for managing value influence, because contrary to other models in the literature it is fairly simple, it provides a universal and systematic procedure for dealing with values, and it syste- matically preserves the epistemic integrity of science. I then study some difficulties associated with the model’s central feature of taking the maximum level of evidence required by the applications of a claim in order for the latter to enter the scientific corpus: the difficulty to identify this maximum requirement; the non-optimality of this requirement with respect to other less demanding requirements; the potentially detrimental consequences of the preference for false negatives over false positives on which it relies; and the issue of whether there can nevertheless be requirements higher than this maximum. I show that these issues may potentially challenge the corpus model. Finally, I call for empirical work (in particular, an investigation of scientists’ and engineers’ own normative views) in order to better assess these issues. (shrink)

Though the authors of this commentary have deep felt doubts about the fruitfulness of Björkman and Hansson’s analysis of bodily rights, they do not doubt their capacity to develop both creative and provocative thoughtsIt is always welcoming to be confronted with thoughts that, even though one wholeheartedly disagrees with them, have the effect of stimulating one’s own reflections on matters, which without such confrontations, would have been less distinct, less critical—and we would gladly admit, less polemical. Thus it is thanks (...) to Barbro Björkman and Sven Ove Hansson’s article, “Bodily rights and property rights”, that we have been able to set our present course into these murky waters. The issue they want to address is by no means of a kind that lends itself easily to theoretical speculation. This has, perhaps, as much to do with the inherent intricacy of the issue itself as with the controversy it has managed to arouse. The issue is: is it possible to have ownership over one’s own body—that is, is it appropriate to treat the body and its components as property? What are the implications of conceptualising the body and its parts in terms of property? Should one, as a general rule, be able to sell and buy human biological material? If so, who should be allowed to buy and sell it? Does the sale or donation of one’s own bodily parts imply a transfer of ownership rights to the buyer or receiver, or is it rather that ownership of human bodily parts can only be acquired after the material has been, say, manipulated in a laboratory?Contrary to Björkman and Hansson, who see “the primary normative issue” to be “what combination of rights a person should have to a particular item of biological material”, we believe that their decision to construe …. They provided a completeness result for the simplest version of contraction that they call Levi-contraction but left open the problem of characterizing axiomatically the more complex operation of value-based contraction or saturatable contraction. In this paper we propose an axiomatization for this operation and prove a completeness result for it. In an earlier paper by the author, Åqvist , I presented an approach to the logic of historical necessity, or inevitability, in the sense of a “two-dimensional” combination of tense and modal logic for worlds, or histories, with the same time order, known as T × W logic. Distinctive features of that approach were, apart from its two-dimensionality, its being based on discrete and finite time, and its use of so-called systematic frame constants in order to enable us to indicate (...) longitudes and latitudes of any points in the co-ordinate systems under consideration. This led us to study and axiomatize an infinite hierarchy HTWxy of two-dimensional modal tense logics with the characteristic operators for historical necessity and possibility added to the original basic vocabulary. The main purpose of the present paper is then twofold: to extend the logics HTWxy to the interesting branch of philosophical logic constituted by deontic logic as combined with tense logic; and to deal with a curious puzzle known as the so-called epistemic obligation paradox – a well known stumbling-block in this area of research in philosophical logic. We argue for a solution to both these problems, which appeals to a new infinite hierarchy DHTWxym of extensions of the HTWxy in the sense of logics combining dyadic deontic modalities with temporal ones such as those for historical necessity and other two-dimensional modalities. I respond to Sven Ove Hansson’s [2020. "Disciplines, Doctrines, and Deviant Science." International Studies in the Philosophy of Science 33 (1): 43-52. doi:10.1080/02698595.2020.1831258] discussion note on my (Letrud 2019) critique of his (2013) pseudoscience definition. My critique addressed what I considered to be issues with his choice of definiendum, the efficiency of the definition for debunking pseudoscience, and a problematic extensional overlap with bad science. I attempted to solve these issues by proposing some modifications to his definition. I shall (...) address the four main points of the discussion: whether the primary definiendum ought to be ‘pseudoscience’ or ‘pseudoscientific statement’ (I make a moderate case for ‘pseudoscience’), whether ‘discipline’ is an apt category for the definiens (it is, extensionally), and how to go about debunking pseudoscience (it is complicated). And, perhaps most importantly, whether Hansson’s definition of pseudoscientific statement subsumes examples of bad science, and thus science. I present a case study of efforts at correcting unreliable models proliferating in the research literature. This case demonstrates how bad science can satisfy Hansson’s criteria for pseudoscientific statement, including the criterion of deviant doctrine. (shrink)

Straightening the current ‘value-laden turn’ (VLT) in the philosophical literature on values in science, and reviving the legacy of the value-free ideal of science (VFI), this paper argues that the influence of extra-scientific values should be minimised—not excluded—in the core phase of scientific inquiry where claims are accepted or rejected. Noting that the original arguments for the VFI (ensuring the truth of scientific knowledge, respecting the autonomy of science results users, preserving public trust in science) have not been satisfactorily addressed (...) by proponents of the VLT, it proposes four prerequisites which any model for values in the acceptance/rejection phase of scientific inquiry should respect, coming from the fundamental requirement to distinguish between facts and values: (1) the truth of scientific knowledge must be ensured; (2) the uncertainties associated with scientific claims must be stated clearly; (3) claims accepted into the scientific corpus must be distinguished from claims taken as a basis for action. An additional prerequisite of (4) simplicity and systematicity is desirable, if the model is to be applicable. Methodological documents from international institutions and regulation agencies are used to illustrate the prerequisites. A model combining Betz’s conception (stating uncertainties associated with scientific claims) and Hansson’s corpus model (ensuring the truth of the scientific corpus and distinguishing it from other claims taken as a basis for action) is proposed. Additional prerequisites are finally suggested for future research, stemming from the requirement for philosophy of science to self-reflect on its own values: (5) any model for values in science must be descriptively and normatively relevant; and (6) its consequences must be thoroughly assessed. Many healthcare practices expose people to risks of harmful outcomes. However, the major theories of moral philosophy struggle to assess whether, when and why it is ethically justifiable to expose individuals to risks, as opposed to actually harming them. Sven Ove Hansson has proposed an approach to the ethical assessment of risk imposition that encourages attention to factors including questions of justice in the distribution of advantage and risk, people’s acceptance or otherwise of risks, and the scope individuals have (...) to influence the practices that generate risk. This paper investigates the ethical justifiability of preventive healthcare practices that expose people to risks including overdiagnosis. We applied Hansson’s framework to three such practices: an ‘ideal’ breast screening service, a commercial personal genome testing service, and a guideline that lowers the diagnostic threshold for hypertension. The framework was challenging to apply, not least because healthcare has unclear boundaries and involves highly complex practices. Nonetheless, the framework encouraged attention to issues that would be widely recognised as morally pertinent. Our assessment supports the view that at least some preventive healthcare practices that impose risks including that of overdiagnosis are not ethically justifiable. Further work is however needed to develop and/or test refined assessment criteria and guidance for applying them. (shrink)

Wie sollen sich autonome Fahrzeuge verhalten, wenn ein Unfall nicht mehr abwendbar ist? Die Komplexität spezifischer moralischer Dilemmata, die in diesem Kontext auftreten können, lässt bewährte ethische Denktraditionen an ihre Grenzen stoßen. Dieser Aufsatz versteht sich als Versuch, neue Lösungsperspektiven mithilfe einer risikoethischen Sichtweise auf die Problematik zu eröffnen und auf diese Weise deren Relevanz für die Programmierung von ethischen Unfallalgorithmen aufzuzeigen. Im Zentrum steht dabei die Frage, welche Implikationen sich aus einer Auffassung von Dilemma-Situationen als risikoethische Verteilungsprobleme im Hinblick (...) auf die Zulässigkeit von entsprechenden Risikoübertragungen ergeben. Dabei wird zunächst eine risikoethische Interpretation des zugrundeliegenden Entscheidungsproblems skizziert, welches durch seine dilemmatische Struktur eine besondere Risikokonstellation begründet. Ausgehend von den Positionen von Sven Ove Hansson und Julian Nida-Rümelin wird für einen deontologisch-risikoethischen Ansatz argumentiert, der auf Individualrechten einerseits und einer interpersonell gerechten Verteilung der entstehenden Schadensrisiken anderseits basiert. Diese beiden Kriterien werden für den Anwendungskontext des autonomen Fahrens konkretisiert. Zum einen wird in Bezug auf das erste Kriterium argumentiert, dass individuelle Rechte genau dann als angemessen gewahrt gelten können, wenn die resultierenden Risikoübertragungen auf die Einzelnen in ihrer absoluten Höhe jeweils zumutbar sind. Zum anderen werden Schwierigkeiten skizziert, die sich hinsichtlich der konkreten Umsetzung des zweiten Kriteriums der Verteilungsgerechtigkeit ergeben. In diesem Zusammenhang werden beispielsweise ethische Herausforderungen in Bezug auf einen möglichen Vorteilsausgleich, das Prinzip der Schadensminimierung sowie individuell unterschiedliche Ausgangsbedingungen der persönlichen Schadensreduktion kritisch in den Blick genommen.
