Then newly elected Labor Prime Minister, Kevin Rudd, made a historic statement of “Sorry” for past injustices to Australian Indigenous peoples at the opening of the 2008 federal parliament. In the long-standing absence of a constitutional ‘foundational principle’ to shape positive federal initiatives in this context, there has been speculation that the emphatic Sorry Statement may presage formal constitutional recognition. The debate is long overdue in a nation that only overturned the legal fiction of terra nullius and recognised native title (...) to lan with the High Court’s decision in Mabo in 1992. This article explores the implications of the Sorry Statement in the context of reparations for the generations removed from their families under assimilation policies (known since the Bringing Them Home Inquiry as the Stolen Generations). We draw out the utility of recent human rights statutes—such as the Human Rights Act 2004 (ACT)—as a mechanism for facilitating justice, including compensation for past wrongs. Our primary concern here is whether existing legal processes in Australia hold further capacity to provide reparation for Australian Indigenous peoples or whether their potential in that regard is already exhausted. We compare common law and statutory developments in other international jurisdictions, such as Canada, as an indication of what can be achieved by the law to facilitate better legal, economic and social outcomes for Indigenous peoples. The year 2008 also saw Canadian Prime Minister Stephen Harper express his apology to residential school victims in the Canadian Parliament, providing thematic and symbolic echoes across these two former colonies, which, despite remaining under the British monarchy, both forge their own path into the future, while confronting their own unique colonial past. We suggest that the momentum provided by the recent public apology and statement of “Sorry” by the newly elected Australian Prime Minister must not be lost. This symbolic utterance as a first act of the 2008 parliamentary year stood in stark contrast to the long-standing recalcitrance of the former Prime Minister John Howard on the matter of a formal apology. Rather than a return to a law enforcement-inspired “three strikes and you’re out” approach, Australia stands poised for an overdue constitutional and human rights-inspired “three ‘sorries’ and you’re in”. The present study investigated whether lexical access is affected by a regular phonological variation in connected speech: voice assimilation in French. Two associative priming experiments were conducted to determine whether strongly assimilated, potentially ambiguous word forms activate the conceptual representation of the underlying word. Would the ambiguous word form [sud] (either assimilated soute 'hold' or soude 'soda') facilitate 'bagage' 'luggage', which is semantically related to soute but not to soude? In Experiment 1, words in either canonical or strongly (...) assimilated form were presented as primes. Both forms primed their related target to the same extent. Potential lexical ambiguity did not modulate priming effects. In Experiment 2, the primes such as assimilated soute pronounced [sud] used in Experiment 1 were replaced with primes such as soude canonically pronounced [sud]. No semantic priming effect was obtained with these primes. Therefore, the effect observed for assimilated forms in Experiment 1 cannot be due to overall phonological proximity between canonical and assimilated forms. We propose that listeners must recover the intended words behind the assimilated forms through the exploitation of the remaining traces of the underlying form, however subtle these traces may be. Bulgaria brought its assimilation policies against the Turkish minority up to an extreme level in the winter of 1984-1985. Weightlifter Naim Süleymanoğlu's asylum in Turkey in 1986 further strained the relations between Bulgaria and Turkey. The Turkish Radio and Television Corporation (TRT) began broadcasting the TV series Yeniden Doğmak in 1987, which is about Bulgaria's assimilation policies. Bringing to the fore the story of a broken family who immigrated to Turkey by leaving their daughters behind, the series stimulated (...) the nationalist feelings among the Turkish people, which caused a diplomatic crisis between the two countries. As a result of the negotiations with Bulgaria, the series was cancelled in exchange for the release of Aysel Özgür, who is an inspiration to the story. The emotional atmosphere created through the TV series Yeniden Doğmak enabled the assimilation policies of Bulgaria against the Turkish minority to be discussed on both national and international scale. This project realized by using the power of television and drama is actually a political activity that manipulates the emotions of the masses. The Prime Minister of the time, Turgut Özal tried to maintain his power with the politics of affect throughout his political career just like his contemporaries Ronald Reagan and Margaret Thatcher. The aim of this study is to examine Özal's policy of affect regarding the Turkish minority in Bulgaria in the axis of the TV series Yeniden Doğmak. In the study carried out from a qualitative perspective, the narrative analysis of the series was realized. In this framework; the arguments of Brian Massumi, who emphasized the affective media power and the fact that affect plays a much more important role than ideology, are the starting point of view. This article continues the themes developed in a previous paper looking at reparations for past wrongs in post-colonial Australia. It narrows the focus to examine the scope of the law of tort to provide reparations suffered as a result of colonisation and dispossession, with particular emphasis on the assimilation policies whose legacy is now known emphatically, although it ought not be exclusively, as the Stolen Generations. The search for more than just words is particularly topical in light of the (...) Australian Prime Minister's formal apology in early 2008. This highly symbolic step must not lose momentum. That momentum could be both political and legal. In the latter context, we explore here the concept of alien tort, in the light of current Australian tort jurisprudence, which has thus far proved inadequate to achieve compensation for the harms suffered. Taking a comparative approach, procedural and substantive developments are to better deliver justice consistent with community values. In particular, the greater acceptance of psychological harm as actionable tortious conduct in Canada and the United States is examined. The article further examines the scope for stolen children to bring suit under the US Alien Tort Claims Act 1789. While the Australian government enjoys sovereign immunity in the courts of the United States, non-state organisations such as churches that were complicit in the forcible removals may be subject to United States jurisdiction wherever they have a presence in that country. The procedural and substantive elements of such a claim are discussed. In particular, the relevant cause of action, the issue of forum non conveniens and the statute of limitations will be analysed to map out whether a claim could be developed and successfully prosecuted. © Springer Science + Business Media B.V. 2009. In 1944, American Polonia consisted of two separate social groups. The first one was the so-called “old Polonia”. This group was significantly assimilated into America’s culture and way of life, and had strong self-help organizations. The second group, “new Polonia”, was formed of wartime émigrés, mainly with intellectual backgrounds. They experienced at first hand the anti-human policies of the Nazi and Soviet systems.In the Polish American Congress, founded in 1944 by representatives of both groups, there was great concern about the (...) policies of President Franklin D. Roosevelt. The fear was that these policies would allow Stalin, by a method of fait accompli, to introduce the Soviet system in all countries “liberated” by the Red Army. Old Polonia was under the influence of the US Administration and, despite reservations, supported the approach of Polish Prime Minister Stanisław Mikołajczyk who was committed to finding a Polish-Soviet compromise. Such a compromise turned out to be impossible because of Stalin’s demands. Firstly, nearly 50% of the pre-war territory of Poland was to be ceded to the Soviet Union. Secondly, fundamental changes were to be made in the government leadership of the Polish satellite state.New Polonia, which in 1942 formed the National Committee of Americans of Polish Descent, had a strong intellectual group. They warned the Polish American Congress and the US Administration against conceding to Stalin’s demands. From the perspective of the Sixtieth Anniversary of the Warsaw Uprising, their evaluation of Stalin’s policy has turned out to be correct.There was also a small group of Polish American activists centered around Professor Oskar Lange and the eminent poet Julian Tuwim, who belonged to the so-called Kościuszko League. During the Warsaw Uprising they were willing to accept Stalin’s demands and in connection with this supported the policies of the Polish Committee for National Liberation (a pro-communist coalition).The overwhelming majority of American Polonia was involved in unmasking false information about the Warsaw Uprising in the American press. They signed petitions to the President and Secretary of State. They collected money. They organized religious and patriotic meetings at which true information about the Warsaw Uprising was presented. Malaysia has developed its own distinct value system that is accommodative to the country’s rich tapestry of different ethnicities and religions. It is no coincidence that previous Malaysian premiers have actively promoted such system. Leading the way is Mahathir Mohamad, the country’s fourth Prime Minister, who was a vocal advocate of “Asian values,” followed by his successor, Abdullah Ahmad Badawi, who championed the idea of Islam Hadhari. These two sets of values are not entirely incompatible to each other but rather (...) share some similarities. The concepts of “Asian values” and Islam Hadhari are premised on several fundamental tenets, which include: promoting Islamic values, championing the Malay agenda, protecting cultural values, and challenging Western cultural imperialism. Their origin can be traced from the aggressive attempt by the ruling power – the United Malays National Organisation (UMNO) – Barisan Nasional (BN) to strengthen and consolidate the political supremacy of the alliance. Inevitably, both of these value systems have been subjected to many criticisms, predominantly under the pretext of misguided and ill-properly constructed values by the ruling regime to justify its autocratic rule. The very nature of such value systems has often triggered political debates in terms of defining Malaysia as a nation. The espoused agenda of Islamisation and possibly assimilation have stirred profound uneasiness among the country’s significantly large population of non-Muslims. The value system brought by “Asian values” and IslamHadhari can lead to one understanding of Mahathir’s and Abdullah’s leadership and administration in governing Islam and politics in Malaysia. The movement for ‘military preparedness’ in America and Britain gained tremendous momentum at the turn of the century. It assimilated the cult of manliness — the key public virtue, which allowed a person to claim possession of himself and a nation to reclaim possession of itself. An army was the means of marshalling a mass of people for regeneration. The symbol of a nation's preparedness to take control of its own soul was the readiness to bear arms. Although this movement (...) originated in the middle-class, Protestant cultures of the USA and England, its core ideas were adopted by many political movements. Affected by these ideas, as well as the formation of the Protestant Ulster Volunteers in 1913, a movement to reclaim Irish independence through the mass bearing of arms began in South and West Ireland in autumn 1914. Women were excluded from these Volunteer companies, but set up their own organization, Cumann na mBan, as an auxiliary to the men's. The Easter Rising in 1916 owed as much to older ideas of the coup d'état as new ideas of mass mobilization, but subsequent history recreated that Rising as the ‘founding’ moment of the Irish republic. It was not until mass conscription was threatened two years later that the mass of people were absorbed into the idea of an armed campaign against British rule. From 1919 to 1923, the reality of guerrilla-style war pressed people into a frame demanding discipline, secrecy, loyalty and a readiness to act as the prime nationalist virtues. The ideal form of relationship in war is the brotherhood, both as actuality and potent myth. The mythology of brotherhood creates its own myths of women (as not being there, and men not needing them) as well as creating the fear and the myth that rape is the inevitable expression of brotherhoods in action. Despite explicit anxiety at the time about the rape of Irish women by British soldiers, no evidence was found of mass rape, and that fear has disappeared into oblivion, throwing up important questions as to when rape is a weapon of war. The decade of war worsened the relationship of women to the political realm. Despite active involvement as ‘auxiliaries’ women's political status was permanently damaged by their exclusion as warriors and brothers, so much so that they disappear into the status of wives and mothers in the 1937 Irish Constitution. The northern frontiers of the Ottoman Empire lay across a swathe of lands between Hungary and Iran, arcing through the principalities of Wallachia and Moldavia, then north of the Black Sea through the steppes of southern Ukraine, and finally proceeding further east along the Caucasus Mountains as far as the Caspian Sea. In a frontier region such as the one on the northern Black Sea, where environment, human geography and historical traditions made the steppe an alien place that did not (...) readily yield to control and assimilation, the fortress was indispensable for maintaining the centre's presence. As imperial presence in such an area was anchored at and emanated from the fortress, the fortress can be seen as a prime target of a strategy aimed at learning about this frontier of the Ottoman world. In his book, Romaphobia: The Last Acceptable form of Racism, Aidan McGarry gives a powerful analysis of anti-Roma racism in Europe. His aims in the book are to highlight the plight of European Roma and to anal- yse the underlying causes of their persecution. The quandary, as McGarry sees it, is that Roma persecution in Europe has persisted unabated for over six hundred years. As soon as Roma appeared in Europe in the late fourteenth century they were traded as slaves, (...) or targeted by laws calling for assimilation or death. Roma were targeted for mass extermination during the Holocaust, and even now, they face widespread persecution across Europe. Italian interior minister Matteo Salvini, for instance, insists on compiling a “Gypsy Registry” and cleansing Italian neighbour- hoods of Roma camps. The French government targets Roma settlements for demolition and, in defiance of European laws, deports around twenty thousand Roma to other countries every year. Targeted murders of Roma in Hungary, Slovakia, and the Ukraine are encouraged, and ignored. Tabloid newspapers in the UK drum up anti-Roma sentiment. Indeed, the Daily Mail even cite former UK opposition leader Jeremy Corbin’s past attempts to protect Roma from eviction in London as a reason for his unsuitability to become Prime Minister—in modern Britain, compassion for Gypsies is a sign of questionable character. For McGarry, then, this persistence is central to the puzzle of Romaphobia—why does this form of racism remain unchallenged and acceptable? (shrink)

This book presents a critical discussion of the development of quantum physics in the early part of the second quarter of the twentieth century. The opening statement of the (...) first chapter, a quotation attributed to Werner Heisenberg--"Science is rooted in conversations"--sets the tone for the whole book.The book is divided into two parts: "Dialogical Emergence" and "Rhetorical Consolidation." An introductory chapter, "Novelty and Dogma," outlines what is new for quantum theory as compared with what is already accepted in physics. Another six chapters build upon the various relationships between the people and ideas that led ultimately to the acceptance of a number of principles to explain a large variety of physical phenomena at the atomic level. The next six chapters generally show how a vocal group of scientists put forward the "Copenhagen Interpretation"; these scientists used the rhetorical skills of Niels Bohr and often unjustly criticized other views significant to the development of quantum mechanics. The final two chapters relate to later philosophical and historical implications of the development of quantum theory as discussed by the scientists themselves, as well as philosophers and historians of science, including the author.Mara Beller carries out a rather unique discussion of the scientific ideas and the social relationships among the scientists. She has carefully studied many of the original letters between the leading scientists at the time--Niels Bohr, Max Born, Paul Dirac, Albert Einstein, Werner Heisenberg, Wolfgang Pauli, Erwin Schrodinger--and numerous others who were not so well known. In particular, she discusses how these scientists influenced each other. A prime example is carefully developed in the early chapters of the book, where Beller discusses Heisenberg's work on matrix mechanics. After Heisenberg learned of Schrodinger's wave mechanics, he strongly denied the use of this rival method. As a result of discussions with [End Page 177] Bohr, Pauli, and others, however, many elements of wave mechanics began to appear in matrix mechanics in somewhat hidden forms. As quantum theory evolved in the following years, aspects of both wave mechanics and matrix mechanics came together in complementarity, due largely to the influence of Bohr. Yet, Beller questions, in the second part of the book, whether much of the process of assimilation by Bohr was one sided, so that the Copenhagen interpretation always came out the stronger.This book has scientific merit for both students and professionals in the physical sciences. During the intervening three quarters of a century since the founding years of quantum mechanics, many fundamental ideas have come to be accepted as basic concepts in chemistry, physics, material science, and related fields in engineering. In fact, the acceptance of the usefulness of quantum mechanics is so strong that many of ideas are seen as an integral part of the field itself, to the point that the proceeding concepts in early quantum theory are often neglected. This situation is rather unfortunate. It arises in part from the contemporary educational system, in which only the most immediate examples relevant to a particular field are used. The discussions in this book bring forward a completely different side of the development of quantum theory, which in many ways continues right up to the present. Here, the philosophical and social sides are stressed over the practical applications. Above and beyond this strength, the presentation could be understood by many people outside the physical sciences even though many of the scientific objectives may not be so very apparent. The COVID-19 pandemic has negatively impacted the psychosocial functioning of children and families. It is important to consider adversity in relation to processes of positive adaptation. To date, there are no empirically validated multi-item scales measuring COVID-related positive adaptation within families. The aim of the current study was to develop and validate a new measure: the Family Positive Adaptation during COVID-19 Scale. The sample included 372 female and 158 male caregivers of children ages 5–18 years old from the United Kingdom, (...) the United States, Canada, and Australia, who completed measures in May 2020. Participants responded to a 14-item survey indexing a range of perceived coping and adaptation behaviors at the beginning of the pandemic. An exploratory factor analysis yielded an optimal one-factor solution comprised of seven items related to family cohesion, flexibility, routines, and meaning-making. Multigroup confirmatory factor analysis demonstrated measurement invariance across female and male caregivers, demonstrating that the factor structure, loadings, and thresholds did not vary by caregiver sex. There was evidence for concurrent validity with significant bivariate correlations between the Family PACS scores and measures of caregiver positive coping, parenting practices, couple satisfaction, and family functioning, but not negatively-valenced constructs. Findings inform our conceptualization of how families have adapted to adverse pandemic-related conditions. Further, we provide preliminary support for the Family PACS as a practical tool for evaluating positive family adaptation during this global crisis, with implications for future widespread crises. Medieval interpretations of hylomorphism, in which substances are conceived as metaphysical composites of prime matter and substantial form, are receiving attention in contemporary philosophy. It has even been suggested that a recovery of Aquinas's conception of prime matter as a ‘pure potentiality’, lacking any actuality apart from substantial form, may be expedient in hylomorphic interpretations of quantum mechanics. In this paper, we consider a recent hylomorphic interpretation of non-relativistic quantum mechanics, the theory of Cosmic Hylomorphism, which does not explicitly invoke (...) any notion of prime matter in its original formulation. We argue that prime matter does in fact play a role in constituting and individuating particles in this theory. However, we demonstrate that the notion of prime matter which features in the extended version of Cosmic Hylomorphism that we propose here is distinct from Aquinas's conception of prime matter, inasmuch as it has discrete metaphysical parts. Distinct from nominal metaphors, predicate metaphors entail metaphorical abstraction from concrete verbs, which generally involve more action and stronger motor simulation than nouns. It remains unclear whether and how the concrete, embodied aspects of verbs are connected with abstract, disembodied thinking in the brains of L2 learners. Since English predicate metaphors are unfamiliar to Chinese L2 learners, the study of embodiment effect on English predicate metaphor processing may provide new evidence for embodied cognition and categorization models that remain controversial, and (...) offer practical insights into L2 metaphor processing and pedagogy. Hence, we aim to investigate whether the embodiment of verbs, via the activation of sensorimotor information, influences two groups of L2 learners during their comprehension of conventional and novel predicate metaphors. The results show a significant effect of embodiment: a stronger facilitation for novel predicate metaphors in both higher-level and lower-level groups, and a weaker facilitation for conventional predicate metaphors in the lower-level group. The findings demonstrate preliminary evidence for a graded effect of embodiment on predicate metaphors processing, modulated by L2 proficiency and metaphor novelty. The study supports a hybrid view of embodied cognition and reveals that sensorimotor aspects of verbs may be the intermediate entity involved in the indirect categorization. (shrink)
