This essay offers an account of the truth conditions of sentences involving deontic modals like ‘ought’, designed to capture the difference between objective and subjective kinds of ‘ought’ This account resembles the classical semantics for deontic logic: according to this account, these truths conditions involve a function from the world of evaluation to a domain of worlds (equivalent to a so-called “modal base”), and an ordering of the worlds in such domains; this ordering of the worlds itself arises from two (...) further elements – a probability function and a value function – since this ordering ranks the worlds in accordance with the expected value of certain propositions that are true at those worlds. Thus, a proposition of the form ‘Ought (p)’ is true at a world of evaluation w if and only if p is true at all the top-ranked worlds in the domain assigned to w. This domain of worlds consists of metaphysically possible worlds, while the probability function is defined over a space of epistemically possible worlds (which may include metaphysically impossible worlds, such as worlds where Hesperus is not Phosphorus). Evidence is given that this account assigns the correct truth conditions to a wide range of sentences involving ‘ought’. Since these truth conditions involve both a domain of metaphysically possible worlds and a space of epistemically possible worlds, there are two corresponding kinds of conditional involving ‘ought’, depending on which space of worlds is restricted by the conditional. Intuitively, it seems that some belief-forming practices have the following three properties: 1. They are rational practices, and the beliefs that we form by means of these practices are themselves rational or justified beliefs. 2. Even if in most cases these practices reliably lead to correct beliefs (i.e., beliefs in true propositions), they are not infallible: it is possible for beliefs that are formed by means of these practices to be incorrect (i.e., to be beliefs in false propositions). 3. The (...) rationality of these practices is basic or primitive. That is, the rationality of these practices is not due simply to the availability, by means of some process of reasoning that relies purely on other practices, of a rational or justified belief in the reliability of these practices. -/- How can there be such practices? Is there any distinctive aspect of rationality that deserves the label of “instrumental rationality”? Recently, Joseph Raz (2005) has argued that instrumental rationality is a “myth”. In this essay, I shall give some qualified support to Raz’s position: as I shall argue, many philosophers have indeed been seduced by certain myths about instrumental rationality. Nonetheless, Raz’s conclusion is too strong. Instrumental rationality is not itself a myth: there really is a distinctive aspect of rationality that deserves the label of “instrumental (...) rationality”. -/- In the first two sections of this essay, I shall start by giving a rough intuitive description of the phenomenon that seems to me the best candidate for the label “instrumental rationality”. As we shall see, this rough description gives us reason to reject some of the myths that surround instrumental rationality. Then in the rest of this essay, I shall try to give a more precise general specification of this phenomenon. In Sections 3 and 4, I shall consider what has been said about instrumental rationality by several other philosophers. Identifying what is missing in these other philosophers’ accounts will help me to develop my own positive specification, which I shall present in Sections 5 and 6. (shrink)

While a large body of literature on pejorative language has emerged recently, derogatory communication is a broader phenomenon that need not constitutively involve the use of words. This paper delineates the class of non-verbal pejoratives and sketches an account of the derogatory power of a subset of NVPs, namely those whose effectiveness crucially relies on iconicity. Along the way, I point out some ways in which iconic NVPs differ from wholly arbitrary NVPs and ritualized threat signals in the animal kingdom, (...) such as the wolf’s snarl, which do not threaten or demean targets by virtue of any kind of iconographic depiction. An iconic portrayal such as a racist caricature disparages its target by inviting recipients to entertain an unflattering image of the target. “Blackface” performers in the nineteenth-century, for example, promulgated an unflattering image of African-Americans by means of make-up, costumes, and vocal impersonations. According to normative judgment internalism (NJI), normative judgments -- that is, judgments of the form 'I ought to F' and the like -- are "essentially practical", in the sense that they are in some way essentially connected to practical reasoning, or to motivation for action. Many metaethicists believe that if NJI is true, then it would cast grave doubts on any robustly realist (RR) conception of normative judgments. These metaethicists are mistaken. This mistake about the relations between NJI and RR (...) seems to be due to hasty and undefended assumptions about the nature of belief. Any philosophical conception of belief that has the resources to deal with Frege's Puzzle (how to explain the apparent failures of referential transparency in belief ascriptions) will also have the resources to reconcile NJI and RR with respect to normative judgments. What reasons for action do we have? What explains why we have these reasons? In this paper, I shall articulate some of the basic structural features of a theory that would provide answers to these questions. So my primary focus here is on the nature of reasons for action themselves, not on the meaning of the terms that can be used to talk about such reasons. However, it seems plausible that the term "reason for action" is in fact used in (...) many different ways, and can express many different concepts in different contexts. Hence, some prefatory remarks about the term "reason for action" are in order, to make it clear which of the many senses of the term I have in mind. (shrink)

The Search for the Legacy of the USPHS Syphilis Study at Tuskegee is a collection of essays from experts in a variety of fields seeking to redefine the legacy of the infamous Tuskegee Syphilis Study. The essayists place the legacy of the study within the evolution of racial and ethnic relations in the United States. Contributors include two leading historians on the study, two former United States Surgeons General, and other prominent scholars from a wide range of fields.

According to the "recognitional" view of practical reason, rational practical reasoning consists in trying to figure out which of the available options are good things to do, and then choosing accordingly. According to the rival "constructivist" view, rational practical reasoning consists in complying with certain conditions of purely formal coherence or procedural rationality. Christine Korsgaard objects that recognitional views cannot answer the "normative question". But constructivist views are vulnerable to the same objection. One version of the recognitional view is immune (...) to this objection, and can also be defended against David Velleman's charge that it is empty and without content. (shrink)

In this paper, I explore how to accommodate non-consequentialist constraints with a broadly value-based conception of reasons for action. It turns out that there are two grades of non-consequentialist constraints. The first grade involves attaching ethical importance to such distinctions as the doing/allowing distinction, and the distinction between intended and unintended consequences that is central to the Doctrine of Double Effect. However, at least within the value-based framework, this first grade is insufficient to explain rights, which ground weighty reasons against (...) infringing those rights that need not be outweighed even when infringing those rights is necessary for preventing a larger number of people from having their rights infringed in the same way. Such rights form a second grade of non-consequentialist constraints: within the value-based framework, this second grade is best explained in terms of the intrinsically relational values and disvalues of interpersonal interactions and relationships. In this paper, we consider the way that web documents seeking to persuade readers of certain science claims provide information about the sources of the arguments. Our quantitative analysis reveals that web documents in our sample include hundreds of examples in which the reader is provided information regarding the trustworthiness of sources. The web documents also contain a large number of examples in which the reader is provided with information about how many individuals hold a particular belief. We discuss ad (...) hominem, ad verecundiam, and ad populum arguments, and the way that the examples found in our sample of documents are related to these argumentation schemes. (shrink)

Any physical explanation of consciousness seems to leave unresolved the ‘explanatory gap': Isn't it conceivable that all the elements in that explanation could occur, with the same information processing outcomes as in a conscious process, but in the absence of consciousness? E.g. any digital computational process could occur in the absence of consciousness. To resolve this dilemma, we propose a biological-process-oriented physiological- phenomenological characterization of consciousness that addresses three ‘paradoxical’ qualities seemingly incompatible with the empirical realm: The dual location of (...) phenomenal properties ‘out there’ yet ‘in here’ in consciousness; the mysterious ‘thickness’ of the specious present; the feeling of ‘free agency', that we can voluntarily direct our actions, including the act of conscious attention, while at the same time attention and the emotions that direct it seem responsive to physiological substrates with physical causes. These paradoxes are then resolved by relating three elements of consciousness: organismically interested anticipation; sensory and proprioceptive imagery generated by the interested anticipation rather than by sensory input; resonating of these activities with activity stimulated by sensory data, where the interested anticipation precedes the processing of the input. Each of these elements is bridged to physiological processes such that, if they occur in a certain relation to each other, we can understand why they would inevitably be accompanied by the corresponding elements of conscious experience. In two recent studies we have examined the prose rhythms in the clausulae of late imperial Latin authors. We found two clausular systems to be prevalent, the cursus and the cursus mixtus. The cursus involves the use of accentual rhythms and consists of three basic cadences: planus, tardus, and velox. The cursus mixtus has been defined by modern scholars as a type of prose rhythm in which the clausula is structured along both accentual and metrical lines, that is by the (...) combination of one of the three forms of the cursus with one of the standard metrical forms derived from Cicero's system — cretic-spondee, dicretic, cretic-tribrach, or ditrochee. Reductionist explanations in biology generally assume that biological mechanisms are highly deterministic and basically similar between individuals. A contrasting view has emerged recently that takes into account the degeneracy of biological processes—the ability to arrive at a given endpoint by a variety of available paths, even within the same individual. This perspective casts significant doubt on the prospects for the ability to predict behavior accurately based on brain imaging or genotyping, and on the ability of neuroscience to stipulate ethics.

The United Nations (UN) Universal Declaration of Human Rights engenders important state commitments to respect, fulfill, and protect a broad range of socio-economic rights. In 2010, a milestone was reached when the UN General Assembly recognized the human right to safe and clean drinking water and sanitation. However, water plays an important role in realizing other human rights such as the right to food and livelihoods, and in realizing the Convention on the Elimination of All Forms of Discrimination against Women. (...) These broader water-related rights have been recognized but have not yet been operationalized. This paper unravels these broader water-related rights in a more holistic interpretation of existing international human rights law. By focusing on an emerging approach to water services provision—known as ‘domestic-plus’ services—the paper argues how this approach operationalizes a comprehensive range of socio-economic rights in rural and peri-urban areas. Domestic-plus services provide water for domestic and productive uses around homesteads, which challenges the widespread practice in the public sector of planning and designing water infrastructure for a single-use. Evidence is presented to show that people in rural communities are already using their water supplies planned for domestic uses to support a wide range of productive activities. Domestic-plus services recognize and plan for these multiple-uses, while respecting the priority for clean and safe drinking water. The paper concludes that domestic-plus services operationalize the obligation to progressively fulfill a comprehensive range of indivisible socio-economic rights in rural and peri-urban areas. As a student and collaborator of Louis Agassiz on the study of fishes, F. W. Putnam gave promise of becoming a leading ichthyologist with special interest in taxonomy generally and the Etheostomidae in particular. While he was noted briefly in these fields, contributed a number of minor papers, and aided in the posthumous publications of some of Agassiz's work on fishes, he neither reached his original goal nor completed his major projected works. For in 1874 he switched careers and was (...) appointed Curator of the Peabody Museum of American Archaeology and Ethnology at Harvard University, and is remembered today primarily as a founder of American archaeology rather than as a systematic ichthyologist.
