Digital Earth applications provide a common ground for visualizing, simulating, and modeling real-world situations. The potential of Digital Earth applications has increased significantly with the evolution of artificial intelligence systems and the capacity to collect and process complex amounts of geospatial data. Yet, the widespread techno-optimism at the root of Digital Earth must now confront concerns over high-risk artificial intelligence systems and power asymmetries of a datafied society. In this commentary, we claim that not only can current debates about data (...) governance and ethical artificial intelligence inform development in the field of Digital Earth, but that the specificities of geospatial data, together with the expectations surrounding Digital Earth applications, offer a fruitful lens through which to examine current debates on data governance and artificial intelligence ethics. In particular, we argue that for the implementation of ethical artificial intelligence and inclusive approaches to data governance, Digital Earth initiatives need to involve stakeholders and communities at the local level and be sensitive to social, legal, cultural, and institutional contexts, including conflicts that might arise within those contexts. Zusammenfassung Die vorliegende Studie beantwortet die Frage, ob sportliche Betätigung - wie es soziologische Ungleichheitsansätze nahe legen - in einem sozialstrukturellen Determinationszusammenhang steht. Die Untersuchung basiert auf einem bis dato in den Sozialwissenschaften noch vergleichsweise wenig beachteten bundesweit repräsentativen Querschnitt-Datensatz: dem Bundes-Gesundheitssurvey 1998. Zusammenhänge zwischen sozialstrukturellen Merkmalen und Sportaktivität der bundesdeutschen erwerbstätigen Bevölkerung wurden mittels bivariater Methoden und multipler OLS-Regressionsverfahren anhand einer repräsentativen Nettostichprobe von 3 349 Personen im Alter von 18 bis 69 Jahren analysiert: 39.20 % aller erwerbstätigen Deutschen (...) treiben überhaupt keinen Sport. Im Einzelnen pflegen insbesondere Frauen, Ältere sowie Angehörige unterer sozialer Schichten und Personen aus der ehemaligen DDR einen eher inaktiven Lebensstil. Die vorliegende Arbeit liefert erstmalig seit der Vereinigung der beiden deutschen Staaten repräsentative Daten zu Korrelaten der Sportbeteiligung in der Population der Erwerbstätigen. Dabei wird evident, dass Strukturen sozialer Ungleichheit auch für die Sportaktivität fortbestehen. (shrink)

Existing research on developing countries emphasizes the decisive power of teacher unions in education politics. Yet that power varies, and a full understanding of the roots of union power and the sources of cross-national variation requires deeper analysis of organizational dynamics within unions. This analysis supports four arguments. First, teachers have a range of advantages in overcoming obstacles to collective action. Second, unions are not all alike; they vary widely, from interest groups to powerful political machines. Third, the source of (...) this variation lies in factors that shift power within unions from members to leaders in political-machine unions. Fourth, analyzing the dimensions of variation helps explain the different outcomes of recent reforms to teacher careers in Latin America, especially in highlighting the staunch opposition from political-machine unions. Kernel contraction is a natural nonrelational generalization of safe contraction. All partial meet contractions are kernel contractions, but the converse relationship does not hold. Kernel contraction is axiomatically characterized. It is shown to be better suited than partial meet contraction for formal treatments of iterated belief change.

The paper introduces ten open problems in belief revision theory, related to the representation of the belief state, to different notions of degrees of belief, and to the nature of change operations. It is argued that these problems are all issues in philosopical logic, in the strong sense of requiring inputs from both logic and philosophy for their solution.

One way to construct a contraction operator for a theory (belief set) is to assign to it a base (belief base) and an operator of partial meet contraction for that base. Axiomatic characterizations are given of the theory contractions that are generated in this way by (various types of) partial meet base contractions.

In order to explore public views on nanobiotechnology (NBT), convergence seminars were held in four places in Europe; namely in Visby (Sweden), Sheffield (UK), Lublin (Poland), and Porto (Portugal). A convergence seminar is a new form of public participatory activity that can be used to deal systematically with the uncertainty associated for instance with the development of an emerging technology like nanobiotechnology. In its first phase, the participants are divided into three “scenario groups” that discuss different future scenarios. In the (...) second phase, the participants are regrouped into three “convergence groups”, each of which contains representatives from each of the three groups from the first phase. In the final third phase, all participants meet for a summary discussion. This pilot project had two aims: (1) to develop and assess the new methodology and (2) to gather advice and recommendations from the public that may be useful for future decisions on nanobiotechnology (NBT). Participants emphasized that they wanted the technology to focus on solutions to environmental and medical problems and to meet the needs of developing countries. The need for further public participation and deliberation on NBT issues seemed to be acknowledged by all participants. Many of them also raised equality concerns. Views on the means by which NBT should be steered into socially useful directions were more divided. In particular, different views were expressed on how much regulation of company activities is needed to curb unwanted developments. The participants’ responses in a questionnaire indicate that the methodology of the convergence seminars was successful for decision-making under uncertainty. In particular, the participants stated that their advice was influenced both by access to different possible future developments and by the points of view of their co-participants, which is what the method is specifically intended to achieve. In the most common approaches to belief dynamics, states of belief are represented by sets that are closed under logical consequence. In an alternative approach, they are represented by non-closed belief bases. This representation has attractive properties not shared by closed representations. Most importantly, it can account for repeated belief changes that have not yet been satisfactorily accounted for in the closed approach.

Different similarity relations on sets are introduced, and their logical properties are investigated. Close relationships are shown to hold between similarity relations that are based on symmetrical difference and operators of belief contraction that are based on relational selection functions. Two new rationality criteria for minimal belief contraction, the maximizing property and the reducing property, are proposed.

Practical methods are introduced for the construction of definitions, both for philosophical purposes and for uses in other disciplines. The structural and contentual requirements on definitions are clarified. It is emphasized that the development of a definition should begin with careful choice of a primary definiendum, followed by the selection of appropriate variables for the definition. Two methods are proposed for the construction of the definiens, the case list method and the method of successive improvements. Four classes of concepts are (...) discussed that are particularly difficult to define: vague concepts, value-laden concepts, controversial concepts, and inconsistent concepts. (shrink)

Available methods such as technology assessment and risk analysis have failed to predict the effects of technological choices. We need to give up the futile predictive ambitions of previous approaches and instead base decisions on systematic studies of alternative future developments. It will then be necessary to cope with mere possibility arguments, i.e., arguments in which a conclusion is drawn from a mere possibility that a course of action may have certain consequences. A five-step procedure is proposed for the assessment (...) of such arguments. It includes a search for mere possibility arguments pointing in different directions, a scientific evaluation that may lead to the specification or refutation of some of these arguments, two symmetry tests, evaluation of the seriousness of the arguments in terms of novelty, spatio-temporal unlimitedness and interference with complex systems, and hypothetical retrospection that aims at finding a course of action that will be defensible in retrospect. This text is a non-technical overview of modern decision theory. It is intended for university students with no previous acquaintance with the subject, and was primarily written for the participants of a course on risk analysis at Uppsala University in 1994.

The outcome set of a belief change operator is the set of outcomes that can be obtained with it. Axiomatic characterizations are reported for the outcome sets of the standard AGM contraction operators and eight types of base-generated contraction. These results throw new light on the properties of some of these operators.

discussions of risk contain logical and argumentative fallacies that are specific to the subject-matter. Ten such fallacies are identified, that can commonly be found in public debates on risk. They are named as follows: the sheer size fallacy, the converse sheer size fallacy, the fallacy of naturalness, the ostrich's fallacy, the proof-seeking fallacy, the delay fallacy, the technocratic fallacy, the consensus fallacy, the fallacy of pricing, and the infallability fallacy.

In the last half century, decision theory has had a deep influence on moral theory. Its impact has largely been beneficial. However, it has also given rise to some problems, two of which are discussed here. First, issues such as risk-taking and risk imposition have been left out of ethics since they are believed to belong to decision theory, and consequently the ethical aspects of these issues have not been treated in either discipline. Secondly, ethics has adopted the decision-theoretical idea (...) that action-guidance has to be based on cause–effect or means–ends relationships between an individual action and its possible outcomes. This is problematic since the morally relevant connections between an action and future events are not fully covered by such relationships. In response to the first problem it is proposed that moral theory should deal directly and extensively with issues such as risk-taking and risk imposition, thereby intruding unabashedly into the traditional territory of decision theory. As a partial response to the second problem it is proposed that moral theorizing should release itself from the decision-theoretical requirement that the moral status of an action has to be derivable from the consequences (or other properties) that are assignable to that action alone. In particular, the effects that an action can have in combination with other actions by the same or other agents are valid arguments in an action-guiding moral discourse, even if its contribution to these combined consequences cannot be isolated and evaluated separately. In The Mind Doesn’t Work that Way, Jerry Fodor argues that mental representations have context sensitive features relevant to cognition, and that, therefore, the Classical Computational Theory of Mind (CTM) is mistaken. We call this the Globality Argument. This is an in principle argument against CTM. We argue that it is self-defeating. We consider an alternative argument constructed from materials in the discussion, which avoids the pitfalls of the official argument. We argue that it is also unsound and that, while (...) it is an empirical issue whether context sensitive features of mental representations are relevant to cognition, it is empirically implausible. Generalizations of partial meet contraction are introduced that start out from the observation that only some of the logically closed subsets of the original belief set are at all viable as contraction outcomes. Belief contraction should proceed by selection among these viable options. Several contraction operators that are based on such selection mechanisms are introduced and then axiomatically characterized. These constructions are more general than the belief base approach. It is shown that partial meet contraction is exactly characterized by adding (...) to one of these constructions the condition that all logically closed subsets of the belief set can be obtained as the outcome of a single (multiple) contraction. Examples are provided showing the counter-intuitive consequences of that condition, thus confirming the credibility of the proposed generalization of the AGM framework. (shrink)

Research is subject to more stringent ethical requirements than most other human activities, and a procedure that is otherwise allowed may be forbidden in research. Hence, risk-taking is more restricted in scientific research than in most non-research contexts, and privacy is better protected in scientific questionnaires than in marketing surveys. Potential arguments for this difference are scrutinized. The case in its favour appears to be weak. A stronger case can be made in favour of a difference in the opposite direction: (...) If perilous or otherwise problematic activities have to be performed it is usually better to perform them in a research context where they are properly evaluated so that guidance is obtained for the future. However, retreating from current ethical demands on research is not a desirable direction to go. Instead, research ethics can serve to inspire the introduction of more stringent ethical principles in other social sectors. (shrink)

Eleven organic and two conventionalSwedish livestock farmers and two initiators(non-farmers who took part in shaping earlyorganic livestock production in Sweden) wereinterviewed, using a semi-structured method.Respondents were selected through purposive andheterogeneous sampling with regard toconversion year, type of production, and sizeof farm. Conversion of the animal husbandrytook place between 1974 and 2000. All but twohad positive attitudes towards organiclivestock production and saw it as a wayforward for Swedish livestock production,although especially the latecomers did notperceive it as the only alternative. There wasa (...) distinct difference in values between thepioneers, who converted their farms early, andthose converting later. Pioneer farmers sharedthe values of the initiators. They expressed amore ecocentric view emphasizing a systemicapproach, and displayed a more holisticapproach to questions, interpreting them inlarger frameworks. They also had a moreecocentric understanding of animal welfare. Thelater the conversion, the more important theeconomic reason for conversion appeared to be.Those converting later also tended to have amore superficial relationship to organicprinciples. However, the farmers also tended tobe more influenced by organic values the longerthey worked with organic farming. (shrink)

Mainstream risk analysis deviates in at least two important respects from the rationality ideal of mainstream economics. First, expected utility maximization is not applied in a consistent way. It is applied to endodoxastic uncertainty, i.e. the uncertainty (or risk) expressed in a risk assessment, but in many cases not to metadoxastic uncertainty, i.e. uncertainty about which of several competing assessments is correct. Instead, a common approach to metadoxastic uncertainty is to only take the most plausible assessment into account. This will (...) typically lead to risk-prone deviations from risk-neutrality. Secondly, risks and benefits for different persons are added to form a total value of risk. Such calculations are used to support the view that one should accept being exposed to a risk if it brings greater benefits for others. This is in stark contrast to modern Paretian welfare economics, that refrains from interindividual comparisons and does not require people to accept a disadvantage because it brings a larger advantage for others. Two recent defences of the recovery postulate for contraction of belief sets are analyzed. It is concluded that recovery is defensible as a by-product of a formalization that is idealized in the sense of being simplified for the sake of clarity. However, recovery does not seem to be a required feature of the doxastic behaviour of ideal (perfectly rational) agents. It is reasonable to expect that there should be epistemic residues (remnants of rejected beliefs), but not that these should always (...) suffice to recover all the original beliefs if the discarded belief is reinstated. Contrary to the received view, decision theory is not primarily devoted to instrumental (ends-to-means) reasoning. Instead, its major preoccupation is the derivation of ends from other ends. Given preferences over basic alternatives, it constructs preferences over alternatives that have been modified through the addition of value object modifiers (modes) that specify probability, uncertainty, distance in time etc. A typology of the decision-theoretical modes is offered. The modes do not have (even extrinsic) value, but they transform the value of objects to (...) which they are applied. A rational agent's total set of preferences should be coherent, but from this it does not follow that her preferences over mode-containing objects have to be derivable from her preferences over mode-free objects. Safety is an essential ethical requirement in engineering design. Strategies for safe design are used not only to reduce estimated probabilities of injuries but also to cope with hazards and eventualities that cannot be assigned meaningful probabilities. The notion of safe design has important ethical dimensions, such as that of determining the responsibility that a designer has for future uses (and misuses) of the designed object.

We can often specify how we would contract by a certain sentence by saying that this contraction would coincide with some other contraction that we know how to perform. We can for instance clarify that our contraction by p&q would coincide with our contraction by p, or by q, or by {p, q}. In a framework where the set of potential outcomes is known, some contractions are “self-evident” in the sense that there is only one serious candidate that can be (...) the outcome of such a contraction. Contraction by a specific contractee (sentence or set of sentences to be contracted) is bootstrapped if it is specified by saying that it coincides with some such self-evident contraction. For a wide range of (multiple) contraction operators, contractions by any contractee can be bootstrapped. This means that the selection mechanism (selection function, incision function, etc.) can be replaced by a function called a bootstrapping selector that assigns to each contractee some “self-evident” contractee that yields the same outcome. With bootstrapping we can eliminate traditional extralogical components in contraction (e.g., selection functions) and replace them by bootstrapping selectors that reflect more closely the ways in which we actually reason and argue about belief contraction. The basic assumption of repertoire contraction is that only some of the logically closed subsets of the original belief set are viable as contraction outcomes. Contraction takes the form of choosing directly among these viable outcomes, rather than among cognitively more far-fetched objects such as possible worlds or maximal consistent subsets of the original belief set. In this first investigation of repertoire contraction, postulates for various variants of the operation are introduced. Necessary and sufficient conditions are given for when repertoire (...) contraction coincides with AGM contraction or with operations generated by AGM-style contraction on a belief base. A close connection is shown to hold between repertoire contraction and specified meet contraction. (shrink)

Situationist deontic logic is a model of that fraction of normative discourse which refers to only one situation and one set of alternatives. As we can see from a whole series of well-known paradoxes, standard deontic logic (SDL) is seriously mistaken even at the situationist level. In this paper it is shown how a more realistic deontic logic can be based on the assumption that prescriptive predicates satisfy the property of contranegativity. A satisfactory account of situation-specific norms is a necessary (...) prerequisite for a successful treatment of more complex normative structures. (shrink)

The remainder set A⟂B of a set of sentences A modulo a set of sentences B is the set of all maximal subsets of A not implying any element of B. A remainder equation is an expression containing remainder sets, such as {A} = B⟂X, in which at least one set is unknown. Solutions to some classes of remainder equations are reported, and some unsolved problems are listed.

Analytical tools that give precision to the concept of "independence of syntax" are developed in the form of a series of substitutivity principles. These principles are applied in a study of the rôle of language in belief revision theory. It is shown that sets of sentences can be used in models of belief revision to convey more information than what is conveyed by the combined propositional contents of the respective sets. It is argued that it would be unwise to programmatically (...) restrain the use of sets of sentences to that of representing propositional contents. Instead, the expressive power of language should be used as fully as possible. Therefore, syntax-independence should not be seen as a criterion of adequacy for language-based models of information-processing, but rather as a property that emerges from some but not all the idealization processes through which such models are constructed. Contractions on belief sets that have no finite representation cannot be finite in the sense that only a finite number of sentences is removed. However, such contractions can be delimited so that the actual change takes place in a logically isolated, finite-based part of the belief set. A construction that answers to this principle is introduced, and is axiomatically characterized. It turns out to coincide with specified meet contraction.
