This volume takes on both issues and examines the relationship between organisms and artifacts from the perspective of functionality.

Much recent work on natural information has focused on probabilistic theories, which construe natural information as a matter of probabilistic relations between events or states. This paper assesses three variants of probabilistic theories (due to Millikan, Shea, and Scarantino and Piccinini). I distinguish between probabilistic theories as (1) attempts to reveal why probabilistic relations are important for human and non-human animals and as (2) explications of the information concept(s) employed in the sciences. I argue that the strength of probabilistic theories (...) lies in the first project. Probability-raising can enable organisms to draw specific inferences they otherwise could not entertain and I show how exactly they help to explain the behaviour of organisms. In addition, probability-raising warrants inferences by providing incremental inductive support. (shrink)

Systems biology is largely tributary to genomics and other “omic” disciplines that generate vast amounts of structural data. “Omics”, however, lack a theoretical framework that would allow using these data sets as such (rather than just tiny bits that are extracted by advanced data-mining techniques) to build explanatory models that help understand physiological processes. Systems biology provides such a framework by adding a dynamic dimension to merely structural “omics”. It makes use of bottom-up and top-down models. The former are based (...) on data about systems components, the latter on systems-level data. We trace back both modeling strategies (which are often used to delineate two branches of the field) to the modeling of metabolic and signaling pathways in the bottom-up case, and to biological cybernetics and systems theory in the top-down case. We then argue that three roots of systems biology must be discerned to account adequately for the structure of the field: pathway modeling, biological cybernetics, and “omics”. We regard systems biology as merging modeling strategies (supplemented by new mathematical procedures) from data-poor fields with data supply from a field that is quite deficient in explanatory modeling. After characterizing the structure of the field, we address some epistemological and ontological issues regarding concepts on which the top-down approach relies and that seem to us to require clarification. This includes the consequences of identifying modules in large networks without relying on functional considerations, the question of the “holism” of systems biology, and the epistemic value of the “systeome” project that aspires to become the cutting edge of the field. Looking for an adequate explication of the concept of a biological function, several authors have proposed to link function to design. Unfortunately, known explications of biological design in turn refer to functions. The concept of general design I will introduce here breaks up this circle. I specify design with respect to its ontogenetic role. This allows function to be based on design without making reference to the history of the design, or to the phylogeny of an organism, while retaining the (...) normative aspect of function ascriptions. The concept is applicable to the function and design of technical artifacts as well. Several problems well known with other definitions can be overcome by this approach. (shrink)

The concept of genetic information is controversial because it attributes semantic properties to what seem to be ordinary biochemical entities. I argue that nucleic acids contain information in a semantic sense, but only about a limited range of effects. In contrast to other recent proposals, however, I analyze genetic information not in terms of a naturalized account of biological functions, but instead in terms of the way in which molecules determine their products during processes known as template-directed syntheses. I argue (...) that determining an outcome in a certain way is constitutive for being an instruction. On this account, the content of genetic information is identified with the template's properties, which determine the product in the way constitutive for instructions. (shrink)

The genetic code has been regarded as arbitrary in the sense that the codon-amino acid assignments could be different than they actually are. This general idea has been spelled out differently by previous, often rather implicit accounts of arbitrariness. They have drawn on the frozen accident theory, on evolutionary contingency, on alternative causal pathways, and on the absence of direct stereochemical interactions between codons and amino acids. It has also been suggested that the arbitrariness of the genetic code justifies attributing (...) semantic information to macromolecules, notably to DNA. I argue that these accounts of arbitrariness are unsatisfactory. I propose that the code is arbitrary in the sense of Jacques Monod's concept of chemical arbitrariness: the genetic code is arbitrary in that any codon requires certain chemical and structural properties to specify a particular amino acid, but these properties are not required in virtue of a principle of chemistry. This notion of arbitrariness is compatible with several recent hypotheses about code evolution. I maintain that the code's chemical arbitrariness is neither sufficient nor necessary for attributing semantic information to nucleic acids. (shrink)

A central idea of developmental systems theory is ‘parity’ or ‘symmetry’ between genes and non-genetic factors of development. The precise content of this idea remains controversial, with different authors stressing different aspects and little explicit comparisons among the various interpretations. Here I characterise and assess several influential versions of parity.

One approach to assess the explanatory power of natural selection is to ask what type of facts it can explain. The standard list of explananda includes facts like trait frequencies or the survival of particular organisms. Here, I argue that this list is incomplete: natural selection can also explain a specific kind of individual-level fact that involves traits. The ability of selection to explain this sort of fact vindicates the explanatory commitments of empirical studies on microevolution. Trait facts must be (...) distinguished from a closely related kind of fact, that is, the fact that a particular individual x has one trait rather than another. Whether or not selection can explain the latter type of fact is highly controversial. According to the so-called ‘Negative View’ it cannot be explained by selection. I defend the Negative View against Nanay’s objection. (shrink)

I defend the Russellian view of motionagainst these attacks.

Scientists of many disciplines use theoretical models to explain and predict the dynamics of the world. They often have to rely on digital computer simulations to draw predictions fromthe model. But to deliver phenomenologically adequate results, simulations deviate from the assumptions of the theoretical model. Therefore the role of simulations in scientific explanation demands itself an explanation. This paper analyzes the relation between real-world system, theoretical model, and simulation. It is argued that simulations do not explain processes in the real (...) world directly. The way in which simulations help explaining real-world processes is conceived as indirect, mediated by the theoretical model. Simulacra are characterized further, and turn out to be a priori measurable. This gives a clue to a better understanding of the epistemic role of computer simulations in scientific research. This paper assesses Sarkar's ([2003]) deflationary account of genetic information. On Sarkar's account, genes carry information about proteins because protein synthesis exemplifies what Sarkar calls a ‘formal information system’. Furthermore, genes are informationally privileged over non-genetic factors of development because only genes enter into arbitrary relations to their products (in virtue of the alleged arbitrariness of the genetic code). I argue that the deflationary theory does not capture four essential features of the ordinary concept of genetic information: intentionality, exclusiveness, asymmetry, (...) and causal relevance. It is therefore further removed from what is customarily meant by genetic information than Sarkar admits. Moreover, I argue that it is questionable whether the account succeeds in demonstrating that information is theoretically useful in molecular genetics. A technical artefact is often described in two ways: by means of a physicalistic model of its structure and dynamics, and by a functional account of the contributions of the components of the artefact to its capacities. These models do not compete, as different models of the same phenomenon in physics usually do; they supplement each other and cohere. Coherence is shown to be the result of a mapping of role-contributions on physicalistic relations that is brought about by the concept (...) of function. It results a sandwich-like structure of the two models, which can be reconstructed as a two-sorted theory element. (shrink)

This paper explores John Maynard Smith’s conceptual work on animal signals. Maynard Smith defined animal signals as traits that (1) change another organism’s behaviour while benefiting the sender, that (2) are evolved for this function, and that (3) have their effects through the evolved response of the receiver. Like many ethologists, Maynard Smith assumed that animal signals convey semantic information. Yet his definition of animal signals remains silent on the nature of semantic information and on the conditions determining its content. (...) I therefore compare three ways to specify the semantic content of animal signals. The first suggestion models semantic content on Maynard Smith’s theory of genetic information. On the second proposal, semantic content is equated with a condition identified by conventional content ascriptions. The third suggestion is to explain semantic content in terms of consumer-based teleosemantics. I show how these accounts equate semantic content with distinct kinds of conditions and how they differ with respect to the kinds of traits that qualify as carrying semantic information. (shrink)

With this article we introduce a new article category in the journal, as announced in this issue's editorial--Viewpoints & Discussion. Articles under this category are intended to provide authentic and qualified opinions on topics relevant to the journal. These articles and follow-up discussions will pass through an accelerated, mainly editorial, review process. We invite readers to respond to such articles by sharing their personal thoughts and experiences, as well as to initiate new discussions. We hope these contributions will make the (...) journal a site for lively discussions on research practice. For this first "Viewpoint" we have selected a topic that should be of interest to many readers: What key research competencies will researchers and professionals need to have in the future? To introduce the topic, we look into a recent comparative study on this question that compares the situation in eight research-intensive countries. Reports on the study are available for free download, which can serve as a basis for discussion. In keeping with the idea of "Viewpoints & Discussion," no claim to offering a systematic and scholarly account of the topic is intended; the only aim is to throw a spotlight on a theme of current interest and to suggest a few pertinent conjectures and questions for discussion. In this paper, we present another case study in the general project of proof mining which means the logical analysis of prima facie non-effective proofs with the aim of extracting new computationally relevant data. We use techniques based on monotone functional interpretation developed in Kohlenbach , Oxford University Press, Oxford, 1996, pp. 225–260) to analyze Cheney's simplification 189) of Jackson's original proof 320) of the uniqueness of the best L1-approximation of continuous functions fC[0,1] by polynomials pPn of degree n. Cheney's (...) proof is non-effective in the sense that it is based on classical logic and on the non-computational principle WKL . The result of our analysis provides the first effective uniform modulus of uniqueness . Moreover, the extracted modulus has the optimal ε-dependency as follows from Kroó 331). The paper also describes how the uniform modulus of uniqueness can be used to compute the best L1-approximations of a fixed fC[0,1] with arbitrary precision. The second author uses this result to give a complexity upper bound on the computation of the best L1-approximation in Oliva 66–77). (shrink)

Technical artifacts are embedded in social systems and, to some extent, even shape them. This chapter inquires, then, whether designing artifacts may be regarded as a contribution to social design. I explicate a concept of general design that conceives design as the type fixation of a complex entity. This allows for an analysis of different contributions to the design of social systems without favoring the intended effects of artifacts on a system over those effects that actually show up. First, the (...) clear-cut case of socio-technical systems is considered. Here, functions of artifacts can be planned fairly precise. In societies, in contrast, the actual functions of an artifact can hardly be predicted, which is due to strong self-organizing processes. Nevertheless artifact design can be shown to contribute to the design of the system also in this case. (shrink)

I understand the claim that there is a right to work as the claim that involuntary unemployment is an injustice that requires of justice enforcement institutions to stop it. I argue that in present conditions of high productivity it is more consistent with the liberal tradition to proclaim a right to develop one’s capabilities than a right to work. The steps of my argument are: (1) An important though not the only reason for considering unemployment unjust has been what I (...) call the Promethean idea of society. (2) The Promethean idea is implied by the liberal idea of rights. (3) There are two conceptions of the Promethean idea, the centralist and the autonomous one. (4) Only the latter is acceptable. (5) Involuntary unemployment is unjust even if the dole is decently high. (6) The injustice of unemployment can be stopped only by institutions that enable everyone to use their capabilities in realizing the Promethean idea. (7) One such institution is basic income. (8) As employment is not necessary for survival, we should replace the right to work with a right to develop one’s capabilities. (shrink)

Recognition is an important function of labour, as Schlothfeld claims, but only under given capitalist conditions. It is the very point of the introduction of basic income, if embedded in a suitable education system, that it would allow people to receive recognition from all kinds of activities they regard as meaningful rather than from stultifying wage labour.

In his memorandum, “The Role of Applied Social Science in the Formation of Policy,” Professor Merton has stated that “… all applied social science involves advice.” While this statement obviously does not mean that the social scientist is limited solely to giving advice, it does imply a frame of reference in which the primary function of the social scientist appears to be obtaining information, analyzing it, and presenting the results to the policy-maker.

This editorial article reports on the progress that the Journal of Research Practice (JRP) has achieved in its ongoing development since November 2011, when a number of editorial initiatives were announced. Several new initiatives are also proposed. In addition, there are some current announcements, including a number of recent awards, distinctions, and nominations.
