This book presents a critical assessment of the political and social order in the post-revolutionary decade of the 1990s in both the transitional economies and Western welfare states confronting fiscal crises. As we enter the new post-socialist century, James M. Buchanan argues that we need to think and act on the premise that the future is uncertain. James M. Buchanan examines the political economy of the post-socialist era, analysing the events of 1989-91 and some of their predicted (...) consequences. In addition he reflects upon the influence of those revolutionary years and the reactions to the changes, as well as the role of economists in the new socio-political environment. The political economy of the post-socialist era will be determined by the forces of historical development, social and cultural evolution, directed political change and exogenous shocks. To a large extent, many of these forces cannot be planned for, except directed political change. In this article I discuss 'the transition' of Lithuanian health care. In order to illustrate the size of the difficulties the people of Lithuania presently face, I focus in particular on the problem of resource allocation. I believe my observations (both general and particular) reflect the experiences of other post-socialist countries, especially those nations which were directly incorporated within the former USSR. Certainly, the two other Baltic states -- Latvia and Estonia -- have a great deal in common with (...) Lithuania, both politically and culturally. The overwhelming majority of Albania’s urban population is located in Tirana, a city with a very dynamic socio-spatial reality, resulting as an entry point for people from various origins, including multicultural rural societies, and has significant concentrations of finance and other economic activities. Urban areas demonstrate the dynamics that impact society from many angles, including those related to technology, economics, demographics, and culture, via a diverse and changed perspective. Since 1991, there has been a growing separation between classes, genders, and (...) regions, as well as between individuals and vulnerable groups, due to a lack of social protection and governmental measures for these groups and individuals, and the unrestricted power of the free market. Today, there is a noticeable improvement in the real pattern of social group concentration. This paper focuses on various divisions of social groupings in Tirana, how they are reflected in the city’s everyday life, and how they trend to the fragmentation of contemporary urban regions. In order to comprehend the change over time and transition patterns of Tirana from sites of production to places of consumption, the process method is modified by concentrating on the main stakeholders. The background of enhancing cities’ mobility and competitiveness demonstrates the interaction between different social groups and different living patterns in Tirana. The study also shows the socio-spatial pattern of the new city. The significant level of social fragmentation in Tirana is evident from analysis that only investigated a certain percentage of the city’s social groupings. The new master plans predicted in the city will help to overcome the issue. (shrink)

This article analyzes a popular meme that has spread rapidly among Chinese internet users in the last few years, ‘garlic chives’ ( jiucai), as a self-mockery of the bio-economic subject in contemporary China. This metaphor refers to those ordinary Chinese people who are constantly lured to participate in all kinds of economic activities, but whose investments are destined to be consumed by the establishment. Through a close study of this popular meme and the social conditions from which it arises, this (...) article demonstrates two main features of the Chinese economic subject that supports the state’s economic sovereignty: the thriving of self-sufficient and rule-abiding individuals, and the quality of these individuals as hard working and capable of producing wealth on their own. This article offers a critique of PRC’s post-socialist governmentality, and it provides insights about the relation between the biological and the political in our complicated world order. (shrink)

The article explores the location of Central and Eastern Europe in transnational feminist studies. Despite the acknowledgement of the situatedness of knowledge, feminist theorising nevertheless seems to continue to be organised around a limited number of central axes and internalised progress narratives. The authors argue that there is a pressing need for theories which can approach the near absence of Central and Eastern European perspectives from transnational feminist theorising, and challenge the limited number of discursive tropes associated with post-socialist (...) Central and Eastern Europe – especially that of a ‘lag’, where difference is translated into a temporal distance. Instead, the authors suggest that a more inclusive vision of transnational feminist studies can be achieved by applying the decolonial framework to the post-socialist context, as explicated in the work of Madina Tlostanova. The paper outlines the debate on European state socialism as a social and political order. There are different attempts to obtain a better understanding of the core principles of this type of society and a continuing public debate on it. Following the end of the decade of the transition from “socialism to capitalism” we can observe a renewal in the debates on the “Ancient regime” and its heritage. There are different reasons for this phenomenon; these include new insights (...) from the archives and the recent politics on history in post-socialist societies. The new “zeitgeist” following the world financial crisis of 2008 might be an additional reason. The issues that developed are discussions on the nature of state socialism, some hypotheses on the role of reformers within the changes to late socialism from the perspective of political science, and some assumptions on the methods adopted by former reform socialists after 1989. The paper highlights the dependence of the level of organizational trust on work ethic and aims to show that development of trust in organizations can be␣stimulated by raising the level of work ethic with organizational practices. Based on the framework by Kanungo, R. N. and A. M. Jaeger (1990, ‘Introduction: The Need for Indigenous Management In Developing Countries’, in A. M. Jaeger and R. N. Kanungo (eds.), Management in Developing Countries (Routledge, London), pp. 1–23), historical–cultural analysis of the Lithuanian context (...) is carried out. The country is chosen as an example of a post-socialist context where work ethic and trust in the society tended to be rather low. The authors discuss organizational practices, particularly the ones related to people management, which can facilitate development of work ethic, and thus, trust in organizations operating in a post-socialist context. The importance of a processual approach to the development of organizational trust and the ethical content of organizational practices, which are aimed at developing organizational trust is highlighted. Population aging is becoming an inevitable phenomenon in Albanian post-socialist society, posing multi-faceted challenges to its individuals, families and society as a whole. Since 1991, the Albanian population has been exposed to intensive demographic changes caused by unintended aspects of socio-economic transition from a planned socialist economy to a market-oriented capitalist one. Ongoing processes of re-organization of social institutions increased its socio-economic insecurity leading to the application of various coping mechanisms. While adjusting themselves to other aspects of life, people (...) changed their decisions of having children and leaving the country. On the other hand, replacement of former traditional extended family forms with diverse living arrangements and family structures has been the outcome of the combination of three factors: falling fertility, increasing life expectancy and increasing migration. However, family remains the basic social unit that provides support, care and protection for its old members even though its capacities are diminishing. Family Life Cycle Theory views family development as a series of stages where family members deal with various developmental tasks and play different roles as they move from one stage to another. This paper examines population aging in Albanian post-socialist society. Based on Family Life Cycle Theory and Family Development Theory, it reviews literature and uses secondary data to discuss its implications for elderly care and family life. It concludes that population aging requires better understanding of this process in order to facilitate a series of family adaptations to respond to the changing needs of its elderly members. In former socialist countries, neoliberal reform promised to replace stagnation with growth and development. Many places, however, experienced a decade of economic decline, accompanied by rising poverty. Although even the worst performing economies managed positive growth rates by 1999-2000, this growth starts from levels as low as 36 percent of 1989 levels. Less recognized than the problem of rising poverty is the erosion of development gains in countries once characterized by high human development. This article distinguishes de-development from the widely (...) recognized issue of poverty. The authors find that transition outcomes are mixed but that de-development can be seen in parts of Central and Eastern Europe and most of the former Soviet Union. One important question is how to use renewed growth to prevent further erosion of development and to recapture lost gains. (shrink)

The aim of this paper is to analyze the political development of the Belarusian society in the years 1986–2006 in order to answer the following questions: (i) what was the impact of support the nomenclature of the Belarusian Communist Party gave to the Belarusian independence after August 1991 on the process of decrease in power regulation (or in other words – democratization), (ii) why initial period of decrease in power regulation was replaced by its growth and (iii) why this growth (...) of power regulation did not encounter efficient civil reaction like in the neighbouring republics (ex. Ukraine). Finally, I would like to consider further political development in Belarus, especially the perspective of civil revolutions. Presented analysis will not be a chronicler’s presentation of facts from the current history of this country but will be based on a social theory – non–Marxian historical materialism, which will serve as a basis for answering these questions and considering posed problems. The study draws attention to the transfer of management theories and practices from traditional capitalist countries such as the USA and UK to post-socialist countries that are currently experiencing radical change as they seek to introduce market reforms. It is highlighted that the efficacy of this transfer of management theories and practices is, in part, dependent upon the extent to which work-related attitudes and values vary between traditional capitalist and former socialist contexts. We highlight that practices such as Human (...) Resource Management (HRM) and Organization Development (OD) are inextricably associated with conceptions surrounding culture and society, as well as to variables such as job satisfaction and organisational commitment. The main aim of this study is to compare various attitudes and values of employees in traditional capitalist countries and post-socialist countries. On the basis of the findings of an attitudinal survey of (N = 5914) workers in 15 countries we conclude that certain aspects of the attitudes and values of workers in post-socialist countries and traditional capitalist countries differ significantly. Specifically, these differences were found in respect of context-related and job-related attitudes, and also in relation to the importance that the respondents attached to the subject of ethics more generally. The implications of the study are discussed particularly in relation to the transfer of management theory and practices between traditional capitalist and post-socialist contexts. (shrink)

In the third part he concludes that nationalism and fervent religiosity, which predominate in several ex-socialist countries, are main obstacles of the transformation of the former socialism because of their exclusion of the different. This tends to continue the societyless community, filled with again absolutized (national or religious) contents, namely with new forms of collective narcissism. (shrink)

This essay examines theoretical arguments surrounding the use of post-colonial theory as a way to fill in the epistemological lacuna in the studies of post-socialism. It reviews the various streams of this theoretical development and employs Edward Said’s notion of “traveling theory” to demonstrate that theoretical claims made by proponents and opponents of this particular comparative perspective are historically, socially, and geographically situated, although not fixed. Disciplinary, national, and institutional affiliations, instead of theoretical justifications, are identified as (...) important factors in the propensity to accept or resist the introduction of post-colonial perspective on Central and Eastern Europe and the former Soviet Union. The essay concludes by acknowledging the potential usefulness as well as the limits of post-colonialism in the conceptualization of the post- socialist space. (shrink)

In the past two decades academic and research literature on “corruption” has flourished. During the same period organizations and initiatives fighting against corruption have also significantly expanded, turning “anti-corruption” into a new research subject. However, despite a few exceptions there is a division of labor between scholars who study corruption itself and those who study the global anti-corruption industry. Juxtaposing corruption’s local discourses and anti-corruption international practices, this article is an attempt to bring together these two intertwined research dimensions and (...) explore how an ethnographic approach might contribute to framing them together. Firstly, it describes how corruption in Romania is often conceptualized and explained in terms of national heritage, something related to old and recent cultural history, including traditional folklore. Secondly, it explores how anti-corruption works in practice, focusing on international legal cooperation projects monitoring the progress and shortcomings both prior to and post Romania’s accession to the European Union. Finally, revealing the articulations of these two apparently unrelated research fields, the article argues that corruption’s local explanations and the circular logic of auditing observed within the anti-corruption industry share a common developmental ideology mirroring the crypto-colonialist structure of power relations and dependency among European nation-states emerging out of the Cold War. Györgi Pálfi’s Taxidermia is a landmark work of postsocialist cinema. The film is a study in violent contrasts. It is viscerallycharged and icily allegorical; intimately physical in its exploration ofmasculine desire and bodily disgust, and sardonically distanced in its satiricalportrayal of the successive social and political regimes that dominatedHungary over the course of the twentieth century. On the one hand,Taxidermia is a highly controlled, severely formalist film. In its nearlyinhuman detachment, and its rigorously schematic organization, it is assevere as anything (...) by Kubrick. Yet at the same time, it is filled withuncomfortable and unpredictable details; and it insistently focuses onexcesses of the flesh in a way that rivals early Cronenberg. The processes of post-socialist transformation, especially large-scale migration from Eastern Europe to the Western hemisphere, are creating an ‘expansion of space’ from the local to the supra-local. This process involves the expansion of personal-, familial- and friendship-based networking practices which acquire significance as transnational mobile livelihoods and as significant dimensions of urban dynamics in global cities like Chicago. What are the networks, attachments and social bonds of Eastern European migrants in Chicago? Ethnographic fieldwork conducted in Chicago in 2013 among (...) recent Lithuanian immigrants brought out the importance of a cultural identity of East European-ness involving contested loyalties and limited integration. While living locally, Lithuanian immigrants are expected both to be bound to the ethnic community and to be immersed in the multicultural life-style of the mega city. However the research has shown that livelihoods and social relations among ‘one’s own people’ are involved in trans-ethnic networks and that the bonds of intimacy and the alliances among ‘one’s own people’ run through homeland roots and patrimonial linkages rather than through the citizenship loyalties of the state (the United States and/or Lithuania). The circle of ‘one’s own people’ implies extensive reciprocity and social networking among ‘friends’ and co-workers based on ‘one’s own resourcefulness’ a kind of social capital. Thus, ‘sharing important acquaintances’ ought to involve ‘doing favours’ and livelihood experiences transplanted from oversees are practised in Chicago as ‘local’ life-styles and are used for transnational networking, securing in the process the social status of those involved. Some of the post-socialist countries of Europe experienced after the fall of communism what some called a religious revival. Anthropologists and sociologists alike were sure that they discovered serious evidence against the case of secularization theory. What unfortunately most of them failed to observe was the particular shape and form of this religious growth and the structural changes of the religious mentalities occurred in the process of transition from a closed, ideologically monopolized society, to a pluralistic one. After more (...) than half of a century of atheistic ideologization of the public sphere, Romania remains one of the most religious countries of both Eastern and Western Europe. The thesis of this article is that this fact is due to the lack of modernization of the Romanian social system both before and during the post-socialist period. (shrink)

The paper explores the possibility to develop organizational trust in companies operating in a post-socialist society where trust is rather low due to certain socio-historical processes. They determined a number of ethical problems which diminish trust both at the societal and the organizational levels. It is argued that trust can be advanced by organizational efforts, namely, ethical organizational practices. The interrelations among organizational trust, ethical problems and ethical organizational practices are empirically tested, the primary findings and directions for further (...) research are discussed. Food is becoming an increasingly important issue in the urban context. Urban food policies are a new phenomenon in Czechia, where urban food alternatives to the current food regime are promoted by food movements or take the form of traditional self-provisioning. This paper examines how urban food governance in Prague and Brno is constituted based on the municipalities’ relations with actors engaged in urban food alternatives. We argue that prioritizing aspects of local food system transformation compliant with the status quo (...) is non-systemic and implies a fragmentation of urban food alternatives based on different levels of social capital and radicality. We conceptualize urban food alternatives as values-based modes of production and consumption and focus on values that guide urban food governance in its participatory and territorial interplay with the actors of urban food alternatives. Our analysis reveals that the values underpinning the two cities’ progressive food policies do not match reality on the ground. We propose four types of relations between the two examined cities and aspects of the local food system transformation. Aspects compliant with the status quo, such as food waste reduction and community gardening are embraced, whereas those requiring more public intervention, such as public procurement, short supply chains, or the protection of cultivable land are disregarded, degraded, or, at most, subject to experimentation as part of biodiversity protection. Chances for a successful transformation of the local food system under such governance are low but can be increased by strengthening social capital and coalition work among urban food alternatives. Over the past 20 years the Polish town of Owicim, the site of the most infamous death camp, has seen a series of well-publicised disputes over land use around the Auschwitz Museum. Each of these disputes has featured certain groups making certain claims for the 'appropriate' use of land. The public's perception outside Poland of these disputes has been guided by Jewish groups prioritising their claims above all others. There has been a failure to recognise how far Polish claims are (...) rooted in other equally valid moral geographies, not least those shaped both by Polish Catholic and communist traditions. Business Ethics: A European Review, EarlyView.

This essay takes a critical and reflective look at two recently published books on contentious politics in the Balkans and Eastern Europe: Social Movements in the Balkans and Ideology and Social Protests in Eastern Europe. Focusing on regions somewhat neglected in scholarly analyses of the recent global upsurge of protests, these books aim to fill the gap by highlighting some contextual and regional specificities: a position of economic and geo-political periphery, weak or unconsolidated democratic institutions, post-socialist and transitional environments, (...) societal divisions, etc. By critically assessing both contributions, in a manner that looks for their complementarity, this essay: examines the characteristics of popular mobilizations and grievances in Southeast and Eastern Europe; questions dominant narratives of political and economic transition and EU integration; re-evaluates socialist heritage and post-socialist political trajectories; discusses the possibilities of articulating political alternatives to representative democracy and free market economy; and addresses the burden of conflicting memories and attitudes towards the region?s socialist past. Transition to the market economy in post-socialist Ukraine, followed by the destruction of the ‘working mother’ gender contract, has led to the emergence of new forms of women’s identities. But the formation of new identities in the transformational period appeared to be mediated by free market ideology, linked to the development of consumer capitalism and dissemination of western consumer standards and lifestyles. The seeming diversity of the new identities promised by the ‘free market’ turned out to be reduced to (...) two models: housewife and businesswoman. Imported along with western mass culture, they can easily be inscribed onto the Ukrainian cultural context. At the same time, the everyday practice of economic survival through informal business and the difficulties of adaptation to the market economy have a profound impact on women’s identity formation. Scholarly debates on sustainable consumption have generally overlooked alternative agro-food networks in the economies outside of Western Europe and North America. Building on practice-based theories, this article focuses on informal raw milk markets in post-socialist Lithuania to examine how such alternative systems emerge and operate in the changing political, social, and economic contexts. It makes two contributions to the scholarship on sustainable consumption. In considering semi-subsistence practices and poverty-driven consumption, this article argues for a richer, more critical, and inclusive (...) theory of sustainability that takes into consideration vernacular forms of exchange and approaches poor consumers as subjects of global history. Second, it revisits practice theories and infrastructures of consumption approaches to consider ruptures, discontinuities, and historical change in infrastructures as a way to account for inequalities and experiences of marginalization. From the 1990s, during and after the post-communist transitions in Eastern Europe, different self-help texts advancing spiritual or personal well-being continue to be a highly popular discourse in Slovenia. In this article we examine the appropriation of self-help discourse in one of Slovenia's most influential management magazines, Manager. On the basis of a critical discourse analysis of Manager's articles, we argue that the magazine predominantly uses spiritual self-help vocabulary and accordingly transforms definitions of basic business vocabulary. It offers a (...) spiritual self-growth discourse as a solution to any current management or social problems and in doing so supports the liberal capitalism. This discourse attempts to advise managers as to how to adapt to the new competitive business environment. It furthermore promotes the belief that solely spiritual self-growth will help managers and their business partners to resist political and economic barriers and assure the business success in times of global corporate `survival'.
