The nation’s nuclear power industry is in trouble. The number of operating reactors continues to decline, while only one new plant is scheduled to open and it is well behind schedule and 50% over budget. The article will investigate the possibility of a nuclear revival in this country by first analyzing the troubled history of the light water reactor, a technology that dates back to the 1950s, and one the federal government choose to pursue to ensure America’s technological leadership, and (...) one the nuclear manufactures heavily promoted to ensure profitability. All of this resulted in a rush to nuclear power in the 1960s, but abruptly ended a little more than a decade later, due largely to the exorbitant costs of constructing a nuclear plant. The article then discusses the chances of a nuclear comeback, focusing on new reactor designs, which are less complex and cheaper to construct but will be dependent upon how seriously global warming is viewed by the public and elected officials. Hydraulic fracturing used to remove natural gas from the Marcellus Shale has raised environmental concerns in the region both in terms of air and water pollution. This article will examine those concerns and how the natural gas industry has responded to them. After discussing the issues related to groundwater contamination and air quality. I discuss industry responses and how the costs and harm associated with fracking could be reduced, with the knowledge that despite opposition from environmental groups, fracking will continue. (...) The hope is that more drillers will begin to operate in a socially responsible manner that will allow companies to be profitable while limiting harm to the environment and to individuals living near drilling sites. The construction of the Philippine''s first nuclear power plant by Westinghouse has come to symbolize the corruption and cronyism of the Marcos'' years. The plant has created so much controversy that it has yet to operate, in a country that desperately needs electrical power. The entire affair suggests that American multinationals cannot simply adopt the business practices of the host country, but instead must carefully analyze the political and business environments of their foreign based operations, and then take into account (...) the long-term ethical implications of their decisions. The case also suggests that government needs to play a more active role in regulating multinationals, especially when sophisticated and potentially dangerous technologies are involved. (shrink)

ABSTRACTNothing in the music industry has been more controversial than so‐called gangsta rap. This article examines the behavior of the major recording labels involved with rap music, and how they have responded to calls from the minority community and various politicians to clean up the offensive lyrics associated with the genre. In large part, the companies have basically ignored their critics and continued to market gangsta rap because for years it had been so highly profitable. Their basic tactic has been (...) to diffuse responsibility and distance themselves from rap by allowing subsidiaries to handle that part of the business. The industry's behavior is certainly troubling. I argue that, at the very least, the companies should have met the “moral minimum” to avoid harm and correct social injuries by censoring certain lyrics. Unfortunately this never occurred, and, in the end, only declining sales appear to have had any mitigating effects on gangsta rap. (shrink)

As one of the Sloan Foundation's original New Liberal Arts grantees, Williams College has developed a variety of approaches to improve quantitative reasoning and technological literacy, including creating interdisciplinary courses, computer and mathematical workshops, and an STS program. Further development, however, depends critically on what technological literacy may mean in a liberal arts context. This book puts forward a revisionist view of Japanese wartime thinking. It seeks to explore why Japanese intellectuals, historians and philosophers of the time insisted that Japan had to turn its back on the West and attack the United States and the British Empire. Based on a close reading of the texts written by members of the highly influential Kyoto School, and revisiting the dialogue between the Kyoto School and the German philosopher Heidegger, it argues that the work of Kyoto (...) thinkers cannot be dismissed as mere fascist propaganda, and that this work, in which race is a key theme, constitutes a reasoned case for a post-White world. The author also argues that this theme is increasingly relevant at present, as demographic changes are set to transform the political and social landscape of North America and Western Europe over the next fifty years. This article examines how the historian deals with ‘information’ broadly conceived, especially its acquisition, retention and loss. Ammianus details a complex interplay between those who control information and those who must work with an information deficit. Just as this dialogue plays out within the text, however, so too does it with respect to the author's methodology, which dances between the poles of incomplete and complete information depending on circumstance. Ammianus thus becomes an author as hard to pin down as many (...) of his characters, by turns the omniscient narrator and the dumbfounded participant. (shrink)

We tend to suppose that the ancient Greeks had primitive ideas of the self, of responsibility, freedom, and shame, and that now humanity has advanced from these to a more refined moral consciousness. Liberal thinkers of the eighteenth and nineteenth centuries were alert to the political costs and human cruelties involved in European colonialism, but they also thought that European expansion held out progressive possibilities. In Progress, Pluralism, and Politics David Williams examines the colonial and anti-colonial arguments of Adam Smith, Immanuel Kant, Jeremy Bentham, and L.T. Hobhouse. Williams locates their ambivalent attitude towards European conquest and colonial rule in a set of tensions between the impact of colonialism on European states, the possibilities (...) of progress in distant and diverse places, and the relationship between universalism and cultural pluralism. In so doing he reveals some of the central ambiguities that characterize the ways that liberal thought has dealt with the reality of an illiberal world. Of particular importance are appeals to various forms of universal history, attempts to mediate between the claims of identity and the reality of difference, and the different ways of thinking about the achievement of liberal goods in other places. Drawing on a passage from Ramsey's Truth and Probability, we formulate a simple, plausible constraint on evaluating the accuracy of credences: the Calibration Test. We show that any additive, continuous accuracy measure that passes the Calibration Test will be strictly proper. Strictly proper accuracy measures are known to support the touchstone results of accuracy-first epistemology, for example vindications of probabilism and conditionalization. We show that our use of Calibration is an improvement on previous such appeals by showing how it answers (...) or sidesteps problems that have been raised for previous work in this area. (shrink)

Information can be public among a group. Whether or not information is public matters, for example, for accounts of interdependent rational choice, of communication, and of joint intention. A standard analysis of public information identifies it with (some variant of) common belief. The latter notion is stipulatively defined as an infinite conjunction: for p to be commonly believed is for it to believed by all members of a group, for all members to believe that all members believe it, and so (...) forth. This analysis is often presupposed without much argument in philosophy. Theoretical entrenchment or intuitions about cases might give some traction on the question, but give little insight about why the identification holds, if it does. The strategy of this paper is to characterize a practical-normative role for information being public, and show that the only things that play that role are (variants of) common belief as stipulatively characterized. In more detail: a functional role for “taking a proposition for granted” in non-isolated decision making is characterized. I then present some minimal conditions under which such an attitude is correctly held. The key assumption links this attitude to beliefs about what is public. From minimal a priori principles, we can argue that a proposition being public among a group entails common commitment to believe among that group. Later sections explore partial converses to this result, the factivity of publicity and publicity from the perspective of outsiders to the group, and objections to the aprioricity of the result deriving from a posteriori existential presuppositions. The Phenomenological Mind, by Shaun Gallagher and Dan Zahavi, is part of a recent initiative to show that phenomenology, classically conceived as the tradition inaugurated by Edmund Husserl and not as mere introspection, contributes something important to cognitive science. (For other examples, see “References” below.) Phenomenology, of course, has been a part of cognitive science for a long time. It implicitly informs the works of Andy Clark (e.g. 1997) and John Haugeland (e.g. 1998), and Hubert Dreyfus explicitly uses it (e.g. (...) 1992). But where the former use phenomenology in the background as broad context and Dreyfus uses it primarily (though not exclusively) as a critique of conventional AI, Gallagher and Zahavi wish to indicate a positive and constructive place for it within cognitive science. They do not recommend that we simply accept pronouncements of thinkers like Husserl, Heidegger, Sartre and Merleau‐Ponty and apply them to questions of cognition, but that we use revised forms of phenomenology to illuminate dimensions of cognitive experience that are missing in current research. The book is presented as an “introduction to philosophy of mind and cognitive science” written from a phenomenological perspective. It seeks to justify the use of phenomenology in cognitive science by showing what kinds of questions it asks and answers, the variety of uses to which it has recently been put and the fruitfulness of some of its findings. The catalog of topics, for the most part, matches other introductions to the philosophy of mind, such as questions of method, consciousness, perception, intentionality, embodiment, action, agency and other minds. One issue presented here that is not generally dealt with in existing philosophy of mind and cognitive science texts is temporality, a mainstay of the continental tradition. After an introductory chapter that places phenomenology in the context of other approaches, the book lays out the main tenets of phenomenological method. Here, one encounters expected components of phenomenology: the epoché (described below), phenomenological reduction, eidetic variation, and so on. This traditional fare is soon followed by some potential surprises, namely, attempts to “naturalize” phenomenology, a few attempts to formalize it, and the emergence of ‘neurophenomenology’. Each of these is a bit surprising because Husserl was a vocal critic of naturalism, seeing transcendental phenomenology as an alternative to the empirical study of consciousness. He was also skeptical about the possibilities of mathematizing phenomenology. Gallagher and Zahavi acknowledge these points, but since they are not repeating history or undertaking exegesis, strict adherence to canonical phenomenology is not required. Naturalizing phenomenology means recognizing that “the phenomena it studies are part of nature and are therefore also open to empirical investigation” (p.. (shrink)

The empirical phenomenon at the center of this paper is projection, which we define (uncontroversially) as follows: (1) Definition of projection An implication projects if and only if it survives as an utterance implication when the expression that triggers the implication occurs under the syntactic scope of an entailment-cancelling operator. Projection is observed, for example, with utterances containing aspectual verbs like stop, as shown in (2) and (3) with examples from English and Paraguayan Guaraní (Paraguay, Tupí-Guaraní).1 The Guaraní example in (...) (2) and its English translation have at least the following implications: (i) Carla has previously smoked, and (ii) Carla stopped smoking. The first but not the second of these implications is also conveyed by the question version of sentence (2), as in (3a), or when (2) is embedded under entailment-cancelling sentential operators, such as negation, as in (3b), the antecedent of a conditional, as in (3c), or an epistemic modal, as in (3d). Projective contents, which include presuppositional inferences and Potts's conventional implicatures, are contents that may project when a construction is embedded, as standardly identified by the FAMILY-OF-SENTENCES diagnostic. This article establishes distinctions among projective contents on the basis of a series of diagnostics, including a variant of the family-of-sentences diagnostic, that can be applied with linguistically untrained consultants in the field and the laboratory. These diagnostics are intended to serve as part of a toolkit for exploring projective contents across languages, thus (...) allowing generalizations to be examined and validated crosslinguistically. We apply the diagnostics in two languages, focusing on Paraguayan Guaraní, and comparing the results to those for English. Our study of Paraguayan Guaraní is the first systematic exploration of projective content in a language other than English. Based on the application of our diagnostics to a wide range of constructions, four subclasses of projective contents emerge. The resulting taxonomy of projective content has strong implications for contemporary theories of projection, which were developed for the projective properties of particular subclasses and fail to generalize to the full set of projective contents. It is difficult for prioritarians to explain the degree to which justice requires redress for misfortune in a way that avoids imposing unreasonably high costs on more advantaged individuals whilst also economising on intuitionist appeals to judgment. An appeal to hypothetical insurance may be able to solve the problems of cost and judgment more successfully, and can also be defended from critics who claim that resource egalitarianism is best understood to favour the ex post elimination of envy over individual endowments.u.

Discusses what is involved in describing a person as responsible: she has responsibilities that she is duty-bound to undertake, and may be held responsible when she fails to fulfill these. Considers why societies and organizations divide responsibilities between persons. Also considers how questions of responsibility arise in the spheres of morality, law, organizational life and politics, and how different modes of holding responsible may be appropriate in each. Below, I discuss each theoretical perspective relative to the articles assigned, and, thereafter conclude with some observations on the three articles and theoretical frameworks.
