Air temperature prediction can play a significant role in studies related to climate change, radiation and heat flux estimation, and weather forecasting. This study applied and compared the outcomes of three advanced fuzzy inference models, i.e., dynamic evolving neural-fuzzy inference system, hybrid neural-fuzzy inference system, and adaptive neurofuzzy inference system for AT prediction. Modelling was done for three stations in North Dakota, USA, i.e., Robinson, Ada, and Hillsboro. The results reveal that FIS type models are well suited when handling highly (...) variable data, such as AT, which shows a high positive correlation with average daily dew point, total solar radiation, and negative correlation with average wind speed. At the Robinson station, DENFIS performed the best with a coefficient of determination of 0.96 and a modified index of agreement of 0.92, followed by ANFIS with R2 of 0.94 and md of 0.89, and HyFIS with R2 of 0.90 and md of 0.84. A similar result was observed for the other two stations, i.e., Ada and Hillsboro stations where DENFIS performed the best with R2: 0.953/0.960, md: 0.903/0.912, then ANFIS with R2: 0.943/0.942, md: 0.888/0.890, and HyFIS with R2: 0.908/0.905, md: 0.845/0.821, respectively. It can be concluded that all three models are capable of predicting AT with high efficiency by only using DP, TSR, and WS as input variables. This makes the application of these models more reliable for a meteorological variable with the need for the least number of input variables. The study can be valuable for the areas where the climatological and seasonal variations are studied and will allow providing excellent prediction results with the least error margin and without a huge expenditure. Phenomenological approaches to space have consistently made a distinction between a plurality of inhabited spaces and the single homogenous extendedness of Euclidean space. Martin Heidegger and Maurice Merleau-Ponty postulate unique spatial wholes pertaining to human life that pose a counterpoint to objective space and provide the necessary context for understanding all our spatial relations. However, the spatial wholes that are posited to clarify these relations are themselves far from univocal. Specifically, differences exist regarding what precisely unites various entities into a (...) meaningful spatial whole and how any such whole relates to others. Showing how Heidegger’s idea of Ort and Merleau-Ponty’s notion of espace vécu rely on multiple senses of nearness, this paper argues that the privileged sense of nearness in each case fails to delimit the spatial context, thereby putting into question the very possibility of a unified and distinct spatial whole. After completing a post graduate course in Ancient Indian History and Culture at Culcutta University, he wrote his first book, Folk Art of Bengal. He then went to England for further studies at the University of London, where he received his M.A in History of Art. India's IT industry sudden rise from a minuscule level in the 1990's to the present dominance in the emerging world knowledge economy with annual exports exceeding US $45bn surprised many. This article examines the series of historical events and government policy action that led to its emergence, the social implications of this growth and the challenges that India's education system faces in providing the manpower the IT industry needs to address the immense opportunities that lie ahead.

Interpretations of Heidegger’s discussion of space in Being and Time have predominantly focused on two related themes: Heidegger’s attempt to ground spatiality in temporality and the problem of embodiment. Little direct attention, however, has been given to the role Heidegger’s discussion of spatiality plays in his analysis of Dasein’s Being-in-the-world. This paper pursues the thesis that Heidegger’s account of Being-in-the-world, which is meant to avoid a subject-object dichotomy by representing a unitary phenomenon, falls prey to a charge of subjectivism lacking (...) an adequate account of spatiality. I support this claim in three steps. In the first section, I show how Heidegger’s discussion of spatiality is aimed at deflecting a charge of subjectivism. The second section argues that Heidegger’s account of spatiality fails to go beyond the system of relations that defines worldhood and Being-in. In the final section, I will define what I consider to be a necessary condition for a non-subjectivist system of relations: an encounter between Dasein and entities in which the latter are not determined entirely according to the system of relations. I discuss the two instances where Heidegger discusses the idea of encounter, arguing that his account falls short of the criterion I propose. (shrink)

The intersection of philosophies of space and technology is a fecund area of inquiry that has received surprisingly little attention in the philosophical literature. While the major accounts of space and place have not considered complexities introduced by recent technological developments, scholarship on the human-technology relationship has virtually ignored the spatial dimensions of this interaction. Place and Digital Space takes a step in addressing this gap in literature by offering an original, phenomenological account of place and using this framework to (...) analyze digitally mediated spaces. I argue that places are continually evolving, internally heterogenous, and spatially distinct meaningful wholes with indeterminate boundaries. I then show how spaces mediated by digital technologies, particularly augmented reality (AR), are fundamentally different from ordinary places. The increasing use of AR, I argue, poses an unprecedented challenge to the way we interpret, engage with, and have collective experiences of everyday places. Finally, I identify ethical questions raised by the interpretation of spaces by artificial intelligence, by the unauthorized augmentation of places, and by the possibility of a few companies with big data dominating the virtual modifications of public places. Wisdom is almost always associated with doing the right thing in the right way under right circumstances in order to achieve the common good. In this paper, however, we propose that wisdom is more associated with deciding between better and worse wrongs; a winless situation we define as tragic. We suggest that addressing the tragic question is something that leaders and managers generally avoid when focusing on business decisions and choices. Yet, raising and confronting the tragic question is important for (...) three main reasons. Firstly, it emphasises that wisdom is about recognising that doing the ethically responsible thing can sometimes lead to acting in ways that violate different ethical norms and values. Secondly, it foregrounds the issue of emotional perception in ethical decision-making. We argue that emotions are salient in directing attention to the tragic question and recognising morally ambiguous situations. Thirdly, the tragic question has important consequences for moral learning, accepting moral culpability for wrongdoing and organisational commitment to righting the wrong. We illustrate our arguments by drawing on three mini-cases: Arjuna’s dilemma in the Mahabharata, Gioia’s deliberations about his role in the Ford Pinto fires and the production of the abortion pill by French company Roussel-Uclaf. 25 years ago, when AI & Society was launched, the emphasis was, and still is, on dehumanisation and the effects of technology on human life, including reliance on technology. What we forgot to take into account was another very great danger to humans. The pervasiveness of computer technology, without appropriate security safeguards, dehumanises us by allowing criminals to steal not just our money but also our confidential and private data at will. Also, denial-of-service attacks prevent us from accessing the information (...) we need when we want it. We are being dehumanised not by the technology but by criminals who use the ubiquity of the technology and its lack of security to steal from us and prevent us from doing what we want. What is more interesting is that this malevolent use of the technology doesn’t come from monolithic corporate structures eager to control our lives but mainly from individuals keen to demonstrate their knowledge of the technology for social networking purposes. The aim of this paper is to turn the clock back 25 years and present an alternative perspective: the single, biggest threat of dehumanisation is not the pervasiveness and ubiquity of computers but the lack of ensuring that humans are provided with the basic security they need for using the technology safely and securely. Cyberspace is not a safe space to be. This was something that even far-sighted researcher colleagues in the 1970s and 1980s overlooked. The paper will explore where we went wrong 25 years ago in our predictions and concerns. We will also present a scenario that allows future generations to have a safer cyberworld. (shrink)

As courts become increasingly technologically sophisticated, it can be expected that the use of the latest visualisation techniques will also increase to make the most of this technology. In particular, the use of computer-generated animations can be expected to become more dominant. There is, however, very little research into the effects of animated evidence on jurors and other members of the judicial process. This paper investigates whether there is a difference in the quality and robustness of memories formed by either (...) hearing an oral testimony or seeing an animated version of it. Also, the paper investigates whether different opinions and attitudes are produced when testimony is presented as an animation as opposed to being verbally presented. Preliminary results reported here indicate that there is indeed a difference in attitude (and therefore potential bias) when animations are used instead of verbal testimony, but that this difference is only apparent in the long term (four weeks or more after the presentation of the animated evidence). The results point to the need for improved knowledge structures for mapping verbal testimony into animations, where issues of implicit knowledge and potential bias are explicitly referenced in the knowledge structure. The paper argues that, until and unless such issues are addressed, it is not safe to use animations in court except to present purely factual information. (shrink)

Psychiatric diagnosis depends, centrally, on the transmission of patients’ knowledge of their experiences and symptoms to clinicians by testimony. In the case of non-native speakers, the need for linguistic interpretation raises significant practical problems. But determining the best practical approach depends on determining the best underlying model of both testimony and knowledge itself. Internalist models of knowledge have been influential since Descartes. But they cannot account for testimony. Since knowledge by testimony is possible, and forms the basis of psychiatric diagnosis, (...) its very existence is a factor in support of an externalist model of knowledge in general. Internalist and externalist models of knowledge also suggest different ways of responding to the practical challenges of basing psychiatric diagnosis on testimony. Thus the argument in favour of externalism also supports a potentially empirically testable hypothesis about interpretation of non-native speakers for accurate psychiatric diagnosis: interpretation of non-English speakers should be as transparent and unhindered by specialised medical knowledge as possible. The anthropological approach to mental competence is very interesting. I shall reason that the issue of mental competence and the determination best interests in the decision making process has been integrated together in this anthropological approach. I use the relatively recent Mental Capacity Act 2005 (MCA) for England and Wales (Department of Constitutional Affairs 2005) to illustrate this line of reasoning. I have deliberately chosen the phrase decision-making capacity (DMC) in this commentary to separate it from the concept of determination (...) of best interests. The mental capacity Act 2005 (MCA; Department of Constitutional Affairs 2005) was partially implemented on April 1, 2007, and fully implemented on October 1, 2007, in England and Wales. The MCA provides a statutory framework for people who lack decision-making capacity (DMC) or who have capacity and want to plan for the future when they may lack DMC. Health care and social care providers need to be familiar with the MCA and the associated legal structures and processes. The MCA is (...) supported by a Code of Practice (Department of Constitutional Affairs 2007), which was developed after extensive consultation and includes case examples. This paper argues that Samuelson's criticisms of Sraffa mainly concentrated on Sraffa's claim that the propositions of his book (Sraffa 1960) did not depend on the assumption of constant returns to scale. Garegnani's defence of Sraffa against Samuelson's criticisms remained ineffective because Garegnani's own interpretation of Sraffa's prices as classical 'centre of gravitation' or 'long term' prices requires constant returns to scale assumption. The paper goes on to critique Garegnani's interpretation of Sraffa and the classical economics to show that Garegnani's (...) interpretation of Sraffa and the classical economics is highly problematic and that Samuelson's criticism of Sraffa does not hit the target because Sraffa's prices are not necessarily 'equilibrium' prices and therefore there is no need of returns to scale assumption in his theory. Corporate governance has come to be recognised as a cornerstone of economic reforms seeking to promote stability and growth in developing countries. The Asian crisis of the 1997 was viewed as having roots in poor governance and hence national governments as well as international organisations have sought to promote a strengthening of governance mechanisms. This article investigates governance reforms in India over the last decade. The paper reviews changes in Indian governance codes that indicate a preference of adoption of Anglo-American (...) governance models. A survey of ownership structures of Indian listed companies reveals a mixture of governance mechanisms and a persistence of the "business house model" of governance. The paper concludes that despite external pressures towards an "Anglo-Americanisation" of governance practice, the outcomes thus far reveal the emergence of a diversity of governance mechanisms arising in a path-dependent fashion. In the wake of the chimpanzee genome publication, Pascal Gagneux, James J. Moore and Ajit Varki consider the ethical and scientific challenges for scientists who work on captive great apes.

Freivalds defined an acceptable programming system independent criterion for learning programs for functions in which the final programs were required to be both correct and "nearly" minimal size, i.e., within a computable function of being purely minimal size. Kinber showed that this parsimony requirement on final programs limits learning power. However, in scientific inference, parsimony is considered highly desirable. A lim-computablefunction is (by definition) one calculable by a total procedure allowed to change its mind finitely many times about its output. (...) Investigated is the possibility of assuaging somewhat the limitation on learning power resulting from requiring parsimonious final programs by use of criteria which require the final, correct programs to be "not-so-nearly" minimal size, e.g., to be within a lim-computable function of actual minimal size. It is shown that some parsimony in the final program is thereby retained, yet learning power strictly increases. Considered, then, are lim-computable functions as above but for which notations for constructive ordinals are used to bound the number of mind changes allowed regarding the output. This is a variant of an idea introduced by Freivalds and Smith. For this ordinal notation complexity bounded version of lim-computability, the power of the resultant learning criteria form finely graded, infinitely ramifying, infinite hierarchies intermediate between the computable and the lim-computable cases. Some of these hierarchies, for the natural notations determining them, are shown to be optimally tight. (shrink)

Significant technological advancements over the last two decades have led to enhanced accessibility to computing devices and the Internet. Our society is experiencing an ever-growing integration of the Internet into everyday lives, and this has transformed the way we obtain and exchange information, communicate and interact with one another as well as conduct business. However, the term ‘Internet addiction’ has emerged from problematic and excessive Internet usage which leads to the development of addictive cyber-behaviours, causing health and social problems. The (...) most commonly used intervention treatments such as motivational interviewing, cognitive-behavioural therapy, and retreat or inpatient care mix a variety of psychotherapy theories to treat such addictive behaviour and try to address underlying psychosocial issues that are often coexistent with IA, but the efficacy of these approaches is not yet proved. The aim of this paper is to address the question of whether it is possible to cure IA with the Internet. After detailing the current state-of-the-art including various IA definitions, risk factors, assessment methods and IA treatments, we outline the main research challenges that need to be solved. Moreover, we propose an Internet-based IA Recovery Framework which uses AI to closely observe, visualize and analyse patient’s Internet usage behaviour for possible staged intervention. The proposal to use smart Internet-based systems to control IA can be expected to be controversial.
