This thesis is concerned with two interrelated sets of problems: How can we have knowledge in a universe of processes? How can knowledge be improved, and how is scientific progress possible? ;To address the epistemological question in conjunction with the ontological is not a common approach in contemporary philosophy of science. I therefore begin the dissertation by arguing that these two areas of philosophy are intimately interrelated, and that the one-sided concentration on epistemological issues has led to an unsatisfactory account (...) of the nature of knowledge. In particular it has led to a conflation of epistemology with methodology. I argue that methodologies carry with themselves certain presuppositions concerning the nature of the world and of human beings. ;I suggest that we should attempt to construct a philosophical system within which epistemology and ontology mutually support one another. Insights derived from modern science provide us with a basis for the construction of such a system. ;I begin this task by arguing that scientific knowledge can be viewed as an extension of perception. Relying on insights derived from Gregory and Piaget I emphasize the constructive characteristics of our perceptual system and argue that they find their counterpart in the constructive nature of modern science. ;Having outlined a constructivist view of knowledge I turn to the discussion of the ontological issues. ;I propose as an alternative the adoption of a metaphysics of processes. I outline such an ontology, basing my model upon ideas derived from Prigogine's research on dissipative structures and Pattee's investigation of hierarchical organization. I explain how dissipative structures create stability in an instable world and link this insight to the constructive features of our perceptual and conceptual systems. ;The resulting model shows how knowledge is possible in the strange world of processes which we probably inhabit. It further shows how knowledge can be improved and what progress through evolution means. This issue is pursued in greater detail in the last part of the dissertation. There I expound Waddington's cybernetic model of evolutionary change and show how it finds its counterpart in cognitive evolution. (shrink)

In 1941 Konrad Lorenz published a paper with the title “Kant’s Doctrine of the A Priori in the light of Contemporary Biology”. This essay stands as the foundation of the Austro-German School of Evolutionary Epistemology. As indicated by the title of the paper, the Lorenzians attempt to interpret Kantian transcendentalism along biological lines.Lorenz was, however, by no means the first who attempted to biologise Kant. Philosophers and scientists such as Ernst Mach, Henri Poincare, Ludwig Boltzmann and Jean Piaget had made (...) similar points previously. Nevertheless, it remains Lorenz’s achievement to have formulated his thesis explicitly and provided ample empirical evidence in favour of it.Lorenz’s seminal paper remained largely unknown, and even his book on evolutionary epistemology published in 1973 raised little interest among philosophers, particularly in the English-speaking world. Meanwhile several other biologists and philosophers have joined Lorenz in his endeavour to elucidate epistemological issues through biological research. (shrink)

In this paper, I develop a naturalistic conception of evolutionary progress. I argue that the Waddingtonian notion of adaptability can be embedded meaningfully into a framework which views living things as nonequilibrium structures. This thermodynamic interpretation places great emphasis on the dynamics of environmental change, whereas the classical conceptions are based on equilibrium conceptions of the evolutionary process. What improves in evolution is the ability of living things to stay alive in increasingly heterogeneous environments.

This paper expounds the central tenets of the Austro-German school of evolutionary epistemology and points out that it conflicts in important aspects with Popper's. The conflict arises because some of the members of the above-mentioned school consider induction to be an absolutely central feature of any evolutionary epistemology. Thus the question arises if Poppers 'method of trial-and-error' is still to be considered to be the evolutionary method. The present author suggests that what is being selected for during scientific evolution is (...) our capacity to apply induction appropriately. We learn when to use induction reliably and when to resort to the most elementary of all methods, the method of trial-and-error. (shrink)

It was C.H. Waddington's contention that the Neo-Darwinian Theory of Evolution ought to be amended by imbedding it in a broader theoretical framework which takes the role of the phenotype into account. Waddington's theory alleges the existence of two interlocking feedback circuits between environment and phenotype on the one hand and genotype and phenotype on the other. The resulting dynamical model of evolutionary change gives new meaning to the notion of progress in evolution. In this model natural selection acts directly (...) on the phenotype, thereby influencing the feedback relationships. Better tuning of the feedback relations, however, leads to progress in adaptability which in Waddington's theory replaces the cumbersome concept of progress in adaptation.This paper expounds Waddington's theory and places it into a broader philosophical perspective. Jury theorems are mathematical theorems about the ability of collectives to make correct decisions. Several jury theorems carry the optimistic message that, in suitable circumstances, ‘crowds are wise’: many individuals together (using, for instance, majority voting) tend to make good decisions, outperforming fewer or just one individual. Jury theorems form the technical core of epistemic arguments for democracy, and provide probabilistic tools for reasoning about the epistemic quality of collective decisions. The popularity of jury theorems spans across various disciplines such (...) as economics, political science, philosophy, and computer science. This entry reviews and critically assesses a variety of jury theorems. It first discusses Condorcet's initial jury theorem, and then progressively introduces jury theorems with more appropriate premises and conclusions. It explains the philosophical foundations, and relates jury theorems to diversity, deliberation, shared evidence, shared perspectives, and other phenomena. It finally connects jury theorems to their historical background and to democratic theory, social epistemology, and social choice theory. (shrink)

In this essay, I argue for a historical-critical perspective on rationality. In our global age, we in the West need to come to terms with the fact that non-Western traditions have developed complex forms of practical rationality. I will first give an overview of what I call the “Confucian standards of reasoning.” Secondly, I will explain how the Neo-Confucian thinker Zhu Xi 朱熹 has rearticulated the earlier understanding of practical reasoning. Thirdly, I will demonstrate why a comparative perspective may enrich (...) our reasoned engagement with individuals in the Chinese-speaking world. In developing forms of global reasoning, we should make sure that these are neither parochial nor difference-blind. (shrink)

Until recently, most humanities scholars in North America and Europe lived in a world where China was notable for its absence. In the great debates of the 1990s and early 2000s on postmodernism, the end of history, the legacy of Marxism, and the future of liberalism, no Chinese contributions were heard, nor were they in the more recent debates on the relationship between Islam and the West, the post-secular age, genetic engineering, the digital age, or Speculative Realism. We give a review and critique of jury theorems from a social-epistemology perspective, covering Condorcet’s (1785) classic theorem and several later refinements and departures. We assess the plausibility of the conclusions and premises featuring in jury theorems and evaluate the potential of such theorems to serve as formal arguments for the ‘wisdom of crowds’. In particular, we argue (i) that there is a fundamental tension between voters’ independence and voters’ competence, hence between the two premises of most jury theorems; (ii) (...) that the (asymptotic) conclusion that ‘huge groups are infallible’, reached by many jury theorems, is an artifact of unjustified premises; and (iii) that the (nonasymptotic) conclusion that ‘larger groups are more reliable’, also reached by many jury theorems, is not an artifact and should be regarded as the more adequate formal rendition of the ‘wisdom of crowds’. The Federalist, justifying the Electoral College to elect the president, claimed that a small group of more informed individuals would make a better decision than the general mass. But the Condorcet Jury Theorem tells us that the more independent, better-than-random voters there are, the more likely it will be that the majority among them will be correct. The question thus arises as to how much better, on average, members of the smaller group would have to be to compensate for the (...) epistemic costs of making decisions on the basis of that many fewer votes. This question is explored in the contexts of referendum democracy, delegate-style representative democracy, and trustee-style representative democracy. (shrink)

This study investigates switching costs in landmark-based wayfinding using olfactory and visual landmark information. It has already been demonstrated that there seem to be no switching costs, in terms of correct route decisions, when switching between acoustically and visually presented landmarks. Olfaction, on the other hand, is not extensively focused on in landmark-based wayfinding thus far, especially with respect to modality switching. The goal of this work is to empirically test and compare visual and olfactory landmark information with regard to (...) their suitability for wayfinding including a modality switch. To investigate this, an experiment within a virtual environment was conducted in which participants were walked along a virtual route of 12 intersections. At each intersection, landmark information together with directional information was presented, which was to be memorized and recalled in the following phase, either in the same or in the other modality. The results of the study show that, in contrast to the no-switching costs between auditory and visual landmarks in previous studies, switching costs occur when switching modality from visual to olfactory and vice versa. This is indicated by both longer decision times and fewer correct decisions. This means that a modality switch involving olfactory landmark information is possible but could lead to poorer performance. Therefore, olfaction may still be valuable for landmark-based-wayfinding. We argue that the poorer performance in the switching-condition is possibly due to higher cognitive load and the separate initial processing of odors and images in different cognitive systems. Rorty propose à la fois une version unifiée, pénétrante et raisonnée du pragmatisme, et une métaphilosophie originale et stimulante, imprégnée de la tradition analytique et qui, tout en lui adressant un défi de taille, lui reste néanmoins tout à fait accessible. Tel (...) est mon propos principal. Kurt Baier, in a series of important articles, defends the position that there is a necessary connection between rationality and morality. The immoralist, Baier would have it, no matter how well informed, clever, prudent, self-controlled, psychologically perceptive, or philosophically sophisticated, must, in acting immorally, exhibit some failure of rationality. Immoralists need not be irrational but they cannot be up to par rationally. Morality is in accordance with reason, immorality contrary to it. A personal policy of immoralism is contrary to reason.

The traditional ways in which philosophy is conceived are in retreat. Classical foundationalism, in both its epistemological and its semantical phrasing, not only rests on a mistake, its very self-image of philosophy is both presumptuous and unsound. Richard Rorty's work has done much to establish these things. Most of his critics have accepted his critique of classical foundationalism while continuing to espouse either some form of modest foundationalism or a coherentist naturalized epistemology. But in doing so they have, either explicitly (...) or in effect, given up the claim — a claim that gave philosophy a clear rationale — that philosophy could be the arbiter of culture by telling us what genuine knowledge or significant discourse really are. This transformation is so deep as to make it thoroughly problematic whether there is anything viable left in the tradition. (shrink)

The target article develops a computational connectionist model for analogy-making from a developmental perspective and evaluates this model using simple analogies. Our commentary critically reviews the advantages and limits of this approach, in particular with respect to its expressive power, its capability to generalize across analogous structure and analyze systematicity in analogies.

Public satisfaction with policy process influences the legitimacy and acceptance of policies, and conditions the future political process, especially when contending ethical value judgments are involved. On the other hand, public involvement is required if effective policy is to be developed and accepted.

In 1997, after long social debates, the Japanese government enacted a law on organ transplantation from brain-dead bodies. Since 1993, on gene therapy, administrative agencies have issued a series of guidelines. This study seeks to elucidate when people became aware of the issues and when they formed their opinions on organ transplant and gene therapy. At the same time, it aims to examine at which point in time experts, those in university ethical committees and in academic societies, consider these technologies (...) became accepted among the public. A self-administered questionnaire was sent by mail to a stratified random sampling of 3000 people nationwide in Japan. Another questionnaire was sent both to the member societies of the Japanese Association of Medical Sciences and to the ethical committees of all the medical schools in Japan. Results of the surveys indicated that many of the public remained undecided on the desirability of organ transplant or gene therapy at the time of enactment of official guidelines. A substantial part of them formed their opinions in subsequent periods, especially around the time of first implementation and thereafter. Experts of the academic societies and of the university ethical committees regarded the time of implementation as an important factor in the acceptance of the technologies in society. Since many people formed their opinion during the period of technological implementation, communications efforts to facilitate public understanding of science and technology, as well as to advance practical discussion on policy alternatives in this period can play a key role in determining the fate of technological innovation and ethical debates in medicine.
