Democratic alternation in power involves uncontrolled policy experiments. One party is elected on one policy platform that it then implements. Things may go well or badly. When another party is elected in its place, it implements a different policy. In imposing policies on the whole community, parties in effect conduct non-randomized trials without control groups. In this paper, we endorse the general idea of policy experimentation but we also argue that it can be done better by deploying in policymaking randomized (...) controlled trials. We focus primarily on the democratic benefits of using randomized trials in policymaking and on how they can enhance the democratic legitimacy of policy. We argue that randomized trials resonate well with three key democratic principles: non-arbitrariness, revisability and public justification. Randomized trials’ contribution to non-arbitrariness and revisability is not unique; other types of evidence can advance these democratic principles as well. But through their peculiar democratic scrutability, randomized trials are well-equipped to contribute to the public justifiability of policy. (shrink)

This article deals with the relationship between economic inequality and health. It first reviews the most common hypotheses about how inequality might affect health and vice versa. It then turns to an assessment of the empirical evidence for a link between health and inequality. It emphasizes that the cross-sectional relationship between inequality and health is quite likely to provide biased estimates so use of panel data and appropriate techniques represents a significant advance in the literature to date. The evidence for (...) a relationship between inequality and health is found to be weak, and the field is characterized as one with too many theories for the number of available data points at this time. This article describes research to build an embodied conversational agent as an interface to a question-and-answer system about a National Science Foundation program. We call this ECA the LifeLike Avatar, and it can interact with its users in spoken natural language to answer general as well as specific questions about specific topics. In an idealized case, the LifeLike Avatar could conceivably provide a user with a level of interaction such that he or she would not be certain as to whether (...) he or she is talking to the actual person via video teleconference. This could be considered a extended version of the seminal Turing test. Although passing such a test is still far off, our work moves the science in that direction. The Uncanny Valley notwithstanding, applications of such lifelike interfaces could include those where specific instructors/caregivers could be represented as stand-ins for the actual person in situations where personal representation is important. Possible areas that come to mind that might benefit from these lifelike ECAs include health-care support for elderly/disabled patients in extended home care, education/training, and knowledge preservation. Another more personal application would be to posthumously preserve elements of the persona of a loved one by family members. We apply this approach to a Q/a system for knowledge preservation and dissemination, where the specific individual who had this knowledge was to retire from the US National Science Foundation. The system is described in detail, and evaluations were performed to determine how well the system was perceived by users. (shrink)

The chapter focuses on “The Bicentennial Man” for a discussion of Machine Metaethics. It argues that a good idea is to begin to make ethics computable by creating a program enabling a machine to act as an ethical advisor for human beings facing traditional ethical dilemmas. The ultimate goal of Machine Ethics, to create autonomous ethical machines, will be a far more difficult task. In particular, it will require that a judgment be made about the status of the machine itself, (...) which is difficult to make. The chapter considers whether a robot like Andrew possessed the characteristics philosophers have considered necessary for having moral standing and so whether it was wrong to force him to follow principles that expected him to be a slave for human being. It finally argues that Asimov's “Three Laws of Robotics” are an unsatisfactory basis for Machine Ethics, regardless of the status of the machine. (shrink)

Andrew Sayer undertakes a fundamental critique of social science's difficulties in acknowledging that people's relation to the world is one of concern. As sentient beings, capable of flourishing and suffering, and particularly vulnerable to how others treat us, our view of the world is substantially evaluative. Yet modernist ways of thinking encourage the common but extraordinary belief that values are beyond reason, and merely subjective or matters of convention, with little or nothing to do with the kind of beings (...) people are, the quality of their social relations, their material circumstances or well-being. The author shows how social theory and philosophy need to change to reflect the complexity of everyday ethical concerns and the importance people attach to dignity. He argues for a robustly critical social science that explains and evaluates social life from the standpoint of human flourishing. (shrink)

Empirical evidence suggests that a majority of people believe that time robustly passes, and that many also report that it seems to them, in experience, as though time robustly passes. Non-dynamists deny that time robustly passes, and many contemporary non-dynamists—deflationists—even deny that it seems to us as though time robustly passes. Non-dynamists, then, face the dual challenge of explaining why people have such beliefs and make such reports about their experiences. Several philosophers have suggested the stable-self explanation, according to which (...) what partly explains one or both of the explananda is that people believe themselves to have a stable persisting self which is imagined either as moving through time, or as being stationary, with time moving around it. This paper empirically investigates this explanation. We found, however, no evidential support for the stable-self explanation, leaving the non-dynamist but also, we will argue, the dynamist, with an extant explanatory challenge. (shrink)

This paper presents 59 new studies (N = 72,310) which focus primarily on the “bat and ball problem.” It documents our attempts to understand the determinants of the erroneous intuition, our exploration of ways to stimulate reflection, and our discovery that the erroneous intuition often survives whatever further reflection can be induced. Our investigation helps inform conceptions of dual process models, as “system 1” processes often appear to override or corrupt “system 2” processes. Many choose to uphold their intuition, even (...) when directly confronted with simple arithmetic that contradicts it – especially if the intuition is approximately correct. (shrink)

When we seek a fuller understanding of individual liberty including its relational character, we confront a conundrum. The evident advantages of a single individual possessing liberty cannot be simply transferred to a greater number of beneficiaries. This conundrum is confronted with the resources of Hohfeld's analytical framework, developed specifically to elucidate the practical outworkings of interpersonal relations within the law. Attention is also paid to concerns expressed by von Wright over a representation of liberty (permission) within the resources of standard (...) deontic logic which fails to address its social aspect. The aggregate level of the Hohfeldian scheme is employed to represent a complete picture of liberty, but one that cannot guarantee benefits for a plurality of holders. The conclusion is reached that in order to extend the advantages of individual liberty to all, something other than liberty is required. (shrink)

This article examines the anxiety expressed by von Wright over the status of the deontic permission, P, as an independent normative category, given the interdefinability between P and O at the foundation of deontic logic. Two concerns are noted: the reducibility of P to O, and the inadequacy of P to convey a full permission in a social setting. Drawing on resources from the Hohfeldian analytical framework, the relational and aggregate features of permission are explored, and an aggregate conception of (...) permission, P, is recognized. With the assistance of insights from Demey and Smessaert on duals, Hansson on formalization, and Soames on interdefinability, it is concluded that the interdefinability thesis can be defended without threatening the independent status of P. Additional grounds for reaching this conclusion are provided from a detailed analysis of the relationship between P and P. Some implications of the more expansive notion of permission, P, are considered with regard to the resources of deontic logic and their application. (shrink)

In this paper, I argue that David Lewis’s possible world semantics for counterfactual discourse and for fictional discourse are apparently inconsistent and in need of revision. The problem emerges for Lewis’s account once one considers how to evaluate ambifictional counterfactuals. Since this is likely not a concept familiar to most, and since it does not appear that the problem has been previously recognized in the critical literature, I will begin by rehearsing Lewis’s possible worlds semantics for counterfactuals and fiction. Then (...) I will explicate the distinction between intrafictional, extrafictional, interfictional, and ambifictional propositions. Next, I will state what an ambifictional counterfactual proposition is, and explain why this kind of discourse confounds Lewis’s system. I will conclude, finally, with a brief discussion of how the Lewisian would be best advised to resolve the paradox. (shrink)

Social learning has been shown to be an evolutionarily adaptive strategy, but it can be implemented via many different cognitive mechanisms. The adaptive advantage of social learning depends crucially on the ability of each learner to obtain relevant and accurate information from informants. The source of informants’ knowledge is a particularly important cue for evaluating advice from multiple informants; if the informants share the source of their information or have obtained their information from each other, then their testimony is statistically (...) dependent and may be less reliable than testimony from informants who do not share information. In this study, we use a Bayesian model to determine how rational learners should incorporate the effects of shared information when learning from other people, conducting three experiments that examine whether human learners behave similarly. We find that people are sensitive to a number of different patterns of dependency, supporting the use of a sophisticated strategy for social learning that goes beyond copying the majority, and broadening the situations in which social learning is likely to be an adaptive strategy. We further discuss the wisdom of replacing 'unpleasant' in the IASP definition with 'distress' as Williams and Craig propose. The idea that religious belief is ‘almost inevitable’ is so forcefully argued by Justin Barrett that it can warrant justifiable concern – especially since he claims atheism is an unnatural handicap. In this article, I argue that religious belief in Homo sapiens isn’t inevitable – and that Barrett does agree when pushed. I describe the role played by a Hyperactive Agency Detection Device in the generation of belief in God as necessary but insufficient in explaining religious culture – I distance (...) myself from some common conceptions of HADD and the view I take of it is unorthodox. I point out that the conclusion to Barrett’s book, ‘Why Would Anyone Believe in God?’ is a fine example of the very hyperactive agency detection Barrett himself describes, and is therefore highly suspect. In this essay I evaluate Larry Alan Busk’s critique of contemporary democratic theorists and contemporary “democratic” politics in Democracy in Spite of the Demos in the context of Carl Schmitt’s critique of modern democracy. I argue that Busk shares Schmitt’s general conception of democracy and of the dangers attending any appeal to it. Though Busk presents Herbert Marcuse and Theodor Adorno as alternatives to the current crop of democratic theorists, I demonstrate that Marcuse fell prey to the most significant of (...) the paradoxes and ambivalences that Schmitt prognosticated. Adorno, I argue, is less unsteady an ally, but one that stays further back from politics than Busk evidently wishes. In the end, Busk’s Schmittian critique of democracy and democratic theory extends further than he himself suggests and reveals, not to a solution to our problems, but a new way of understanding them and their severity. This article reviews the neuroscientific understanding of the self and personal identity, focusing on various elements of inclusivity and exclusivity as well as engaging religious and spiritual perspectives. We will also consider how the identity is comprised of biological, social, and ideological or spiritual aspects, and how they are interconnected. We will consider how the brain helps us to construct and maintain our representation of the self and what happens when we have self-transcendent experiences. Such an evaluation will have implications (...) for understanding the intersection between consciousness and the self. This information will be helpful from both the psychological and spiritual perspective for understanding human identity. (shrink)

Li Zehou’s work can be understood as an account of a Chinese modernity, a vision for Chinese society that seeks to integrate three distinct philosophical approaches. These are Chinese history and culture, which Li understands as largely Confucian; Marxism, which has exerted such influence on a modernizing China; and Western learning more generally, as expressed by figures such as Immanuel Kant and Sigmund Freud. Li also frequently expresses the hope that a Chinese modernity will be one in which the importance (...) of the individual is recognized, and rights and freedoms upheld (e.g., 2006, p. 182). But this stance raises an important question: how are individuality and freedom understood in Li’s philosophical system? In this paper, I want to examine what resources Li offers to help us conceptualize their place in a modernity with Chinese characteristics. Confucian culture is often regarded as authoritarian and hierarchical, less interested than more liberal traditions in an ideal such as freedom. So how does freedom relate to the Confucian root of Chinese culture, as construed by Li? In this paper I explore how Li Zehou’s study of Confucian aesthetics can deliver a novel conception of freedom, one grounded in Confucian thinking about personal cultivation, and aimed at the free creation of delight (樂). The usual way of discussing normativity and naturalism is by running through a standard range of issues: the relations of fact and value, objectivity, reason and emotion, is and ought, and the so-called ‘naturalistic fallacy’. This is a naturalism that is virtually silent on nature. I outline an alternative approach that relates normativity to our nature as living beings, for whom specific things are good or bad for us. Our nature as evaluative beings is shown to be rooted in and (...) emergent from this biological normativity. There is also significant downward causation, such that our brain-bodies are continually modified by our experience and thoughts. Cultures, as emergent from the affordances of our brain-bodies, create further extensive, irreducible sources of normativity, albeit ones which do not wholly escape biological normativity and can impact back on it. Scientific cognition is a hard-won achievement, both from a historical point of view and a developmental point of view. Here, I review seven facets of lay cognition that run counter to, and often impede, scientific cognition: incompatible folk theories, missing ontologies, tolerance for shallow explanations, tolerance for contradictory explanations, privileging explanation over empirical data, privileging testimony over empirical data, and misconceiving the nature of science itself. Most of these facets have been investigated independent of the others, and I propose directions (...) for future research that might integrate them so as to explore potential commonalities among seemingly disparate obstacles to science learning, as well as potential strategies for bridging lay cognition and scientific cognition in the context of science education. This article examines the disconnect between, on the one hand, the insistence on the part of multiple characters in Thucydides’ first book on the need for the Peloponnesians to invest in naval power to defeat Athens, and, on the other, the failure to act on this in the narrative of books 2–7. It then analyses the numismatic evidence for the way in which Sparta does then act upon this advice in the course of the Ionian War, and suggests that Thucydides’ (...) view that this was done primarily with Persian support may be missing a (brief) Spartan attempt to create a fiscally self-supporting empire. John Dewey’s conception of democracy as the political form devoted to the maximum individual self-realization of the citizenry, in the broadest sense of that term, promises to lift democracy above angry populism while avoiding untenable and contentious metaphysical commitments. The idea of self-realization is traditionally tied to a hierarchical and therefore unacceptable model of society. Dewey breaks this tie by stripping the idea of its metaphysical commitments. But Dewey requires supplementation. I argue that Dewey’s own insights can be best kept (...) alive by being read in light of Stanley Cavell’s understanding of Emersonian Perfectionism, in particular the latter’s focus on the failure of the self to realize itself and its ordinary resistance to doing so. Bringing this Romanticism to bear upon Dewey’s ideas would temper them in important ways, preserving and developing what is best in the rich conception of democratic citizenship he has left us. This paper develops some modal metatheory for quantified modal logic. In such a theory, the logic of a first-order modal object-language is made sensitive to the modal facts, stated in the metalanguage. This is radically different from possible worlds semantics, which reduces questions of validity to questions of nonmodal set theory. We consider theories which characterize a notion of truth under a second-order interpretation, where an operator for metaphysical necessity is treated homophonically. The form they take is crucially influenced by (...) whether the Barcan formulas are part of the metalogic. The main result is that, with the Barcan formulas, formulating a modal metatheory is easy; principles of classical semantics transfer over smoothly with natural adaptations to the modal setting. Without the Barcan formulas, it seems to be much harder. Several options are considered, but each involves commitments plausibly in tension with the underlying philosophical motivations for rejecting them. (shrink)

In this paper, I argue that independent governmental human rights bodies at the sub-national level now comprise a meaningful group that can be understood as a sub-national counterpart to National Human Rights Institutions. In accordance with the term’s growing usage among human rights practitioners, I label these bodies as “Sub-national Human Rights Institutions” (“SNHRIs”). So far, however, SNHRIs (as a general concept) have been the subject of very little academic attention, although there have been many studies of individual SNHRIs or (...) particular types of SNHRIs. With the objective of promoting coherent and generalizable research into this relatively new institutional concept, in this paper I therefore stipulate and justify a general SNHRI definition and a scientific typology of SNHRIs based on administrative level, institutional form, and breadth of mandate. The phenomenon of “Muslim Democracy” has been analyzed by scholars for a number of years, at least since the mid-1990s. The standard view about Muslim Democracy is that (perhaps like its European counterpart Christian Democracy) it represents a nonideological, or postideological, pragmatic approach to electoral politics. The purpose of this article is to advance two primary arguments. The first is that the turn to Muslim Democracy as an ideology and practice should first be understood as a way of thinking about (...) politics that breaks with the sovereigntist imaginary that dominated modern Islamic political thought. Second, Muslim Democrats do not forswear the use of democratic means to advance goals derived from religious commitment as part of their recognition of pluralism and constitutional democracy. Their attitude toward politics should thus be seen as a form of agonistic pluralism. This article thus proposes an interpretation of Muslim Democracy as post-sovereigntist agonistic political Islam. To understand the details of LI Zehou’s work, it is helpful to first locate it within the social and historical contexts to which Li was responding. Specifically, his work can be understood as a contribution to the struggle to establish the intellectual foundations of a Chinese modernity. As China transitioned away from the long-lived dynastic system that had ended early in the twentieth century, there was intense debate in China about what forms of social and political order should take its (...) place. Marxism emerged as the governing ideology after the Communist revolution, but this did not settle the outstanding social questions. In the period of liberalization that followed Mao’s death, intellectuals like LI Zehou emerged and found a new role. Instead of being tasked with providing justifications for state policy and the ruling ideology, they were free, to some extent, to explore new ideas that could inform policy and popular consciousness. LI Zehou duly became one of the most active and widely read of Chinese thinkers during the 1980s and 1990s, offering a humanistic vision of Chinese society. What made LI Zehou’s contribution distinctive was the willingness to draw from all these disparate frameworks, in an attempt to synthesize them into a unified system of thought. (shrink)
