BackgroundTo prevent the planet from catastrophic global warming a reduction of greenhouse gas emissions to net zero is required. Thus, divestment from fossil fuels must be a strategic interest for health insurers. The aim of this study was to analyse the implementation of environmental, social and governance criteria in German private health insurers’ investments.MethodsIn 2019 a survey about ESG strategies was sent to German private health insurance companies. The survey evaluated investment strategies and thresholds for the exclusion of sectors and (...) business practices, as well as company strategies for sustainable business development.FindingsGiven their business reports, German private health insurers manage assets of more than €350 billion. 11 of 40 insurance companies provided quantitative data, 10 refused to answer. According to quantitative data, €66 billion of assets is managed according to any ESG criteria; this equals an average of 76% of each company’s bonds. None of these insurers excluded the production and sale of fossil fuels. All excluded coal mining but only at high thresholds. For €226 billion, no data were provided.InterpretationThe findings are in contrast to the expected intrinsic economic interest of the insurers to stop global warming and improve public health. The majority of assets are managed in a highly problematic manner, especially the absence of capital allocated in fields contrary to medical ethics cannot be presumed. Lack of transparency is a major problem that limits clients in choosing the insurer who has the most advanced ESG criteria. (shrink)

Representing and Reconstructing: A Hermeneutical Reply to Ian Hacking. Hacking published in 1983 Representing and Intervening which has provoked, particularly in the US, the so called realism/anti-realism debate which is still alive today. He lays claim to anti-realism for theory and to realism for the experiment. Following him, only that which can be used for manipulating something is realistic. H. Putnam is a severe critic of this dualism. In my paper I am going to take the Hacking -Putnam controversy as (...) a starting-point for the problem about the determination of the relation between theory and experiment in the natural sciences. I shall then follow M. Schlick's discussion of this problem and the current solution to the problem as offered by H. Pietschmann. The differing interpretation of Kant according to the three perspectives shall be the guideline for the argumentation. The goal of my argumentation is that theory and experiment do not live their own lives, that in experimenting one always continues traditional chains of action, and that natural science cannot be regarded independently of the life world it takes place in. This insight into the representing and reconstructing overturns in natural science, due to the necessity of human decisions, opens up their hermeneutical dimension. (shrink)

Karl Jaspers zählt zu den bedeutendsten Philosophen des 20. Jahrhunderts. Obwohl es bereits eine international etablierte Jaspersforschung gibt, haben die meisten seiner Werke jedoch noch keinen angemessenen Eingang in die historische und systematische Lehre der Philosophie gefunden. Diese Aufsatzsammlung gibt erstmals einen Einblick in die wichtigsten Begriffe seines philosophischen Denkens. Zu diesen Begriffen gehören Begriffe wie Grenzsituation, Freiheit, Menschenbild, Kommunikation, Philosophischer Glaube, Chiffre, Böses, Wahrheit, Vernunft, Gehäuse, Wissenschaft, Logik, Sprachphilosophie, Psychopathologie, Psychologie der Weltanschauung, Ethik, Einsamkeit, Erziehung, Politik, Universität, Achsenzeit, Philosophia (...) perennis und interkulturelle Philosophie. Einige dieser Begriffe wurden von Jaspers geprägt und gingen dauerhaft als neue Begriffe in die Philosophie, die Psychologie und die Psychopathologie ein. Die anderen Begriffe knüpfen zwar dem Wortlaut nach an die klassische Tradition der europäischen Philosophie an, wurden von Jaspers jedoch im Sinne einer Weltphilosophie umgestaltet und erweitert. Dieser Sammelband ist nicht nur ein einführendes Kompendium für Studierende der Philosophie, der verschiedenen Theologien der Weltreligionen sowie der Sozial- und Kulturwissenschaften. Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant (...) on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. Das System der Disponibilitätshierarchien versucht in der Rechtsphilosophie eine neue Perspektive zu eröffnen, indem speziell das Phänomen der Disponibilitätssetzung und seiner Auswirkungen auf die Umgangsmöglichkeiten und Urteilsmacht des Menschen in der Gesellschaft betrachtet wird. Die Disponibilitätshierarchie der Umgangsmöglichkeit und die Disponibilitätshierarchie der Urteilsmacht dienen dem Aufbau eines neuen Freiheitsbegriffes. Mit der Darstellung des Aufbaus der Statikexistenziale und der Dynamikexistenziale begründet das Werk einen neuen Freiheitsbegriff und überschreitet damit die Grenze der Rechtsphilosophie hin zur Allgemeinphilosophie. In der antiken und in der (...) klassischen Philosophie wurde Freiheit zumeist als Möglichkeit, in der absoluten Daseinsform aufzugehen, verstanden. Kant hat die Möglichkeit der absoluten Eigenursächlichkeit eines gedanklichen Ereignisses für den Folgegedankengang und Ereignisablauf als transzendentale Freiheit verstanden und als notwendige Bedingung der konkreten praktischen Freiheit, die er Selbstautonomie nannte, angesehen. Die moderne Philosophie sieht zumeist in der größtmöglichen materiellen und ideellen Ungebundenheit die Freiheit, die negative Freiheit als Freiheit von Zwängen ist. In diesem Buch wird herausgearbeitet, daß Freiheit ambivalent erstrebt wird durch den Aufbau von Statik- und Dynamikexistenzialen. Der Autor, geb. 1969, absolvierte ein Studium der Rechtswissenschaft an der Universität Freiburg im Breisgau und unternahm darüber hinaus Studien zur Allgemeinphilosophie. The present paper argues that, despite appearance to the contrary, Kierkegaard’s writings offer promising argumentational resources for addressing the problem of evil. According to Kierkegaard, however, in order to make use of these resources at all, one must necessarily be willing to shift the battleground, so to speak: from a third- to a genuine first-person perspective, namely the perspective of what Climacus dubs Religiousness A. All (yet also only) those who seek deliberate self-annihilation before God—a God in relation to whom (...) they perceive themselves always in the wrong—shall discover the ideal that an unwavering and in fact unconditional thankfulness (namely, for being forgiven) is to be considered the only appropriate attitude towards God and as such both necessary and sufficient for coming to terms with evil and suffering, at least in the life of someone making that discovery. I will argue that Kierkegaard’s (non-)pseudonymous writings provide reasons, at times unwittingly, for adopting the perspective of Religiousness A; however, I will also and ultimately argue that the principle of infinite thankfulness as a corollary of that perspective flounders when it comes to making sense of (the eschatological implications of) the suffering of others. Most epistemologists hold that knowledge entails belief. However, proponents of this claim rarely offer a positive argument in support of it. Rather, they tend to treat the view as obvious and assert that there are no convincing counterexamples. We find this strategy to be problematic. We do not find the standard view obvious, and moreover, we think there are cases in which it is intuitively plausible that a subject knows some proposition P without—or at least without determinately—believing that P. Accordingly, (...) we present five plausible examples of knowledge without (determinate) belief, and we present empirical evidence suggesting that our intuitions about these scenarios are not atypical. The integration of standardized biomedical terminologies into a single, unified knowledge representation system has formed a key area of applied informatics research in recent years. The Unified Medical Language System (UMLS) is the most advanced and most prominent effort in this direction, bringing together within its Metathesaurus a large number of distinct source-terminologies. The UMLS Semantic Network, which is designed to support the integration of these source-terminologies, has proved to be a highly successful combination of formal coherence and broad scope. (...) We argue here, however, that its organization manifests certain structural problems, and we describe revisions which we believe are needed if the network is to be maximally successful in realizing its goals of supporting terminology integration. Die gängige Unterscheidung zwischen 'Modellen von etwas' und 'Modellen für etwas' basiert weitgehend auf der Zuordnung der einen zu den Wissenschaften, der anderen zu den Künsten und den entwerfenden Disziplinen. Diese Aufteilung hält einer näheren Untersuchung nicht Stand. Zudem hat sie die Einsicht vereitelt, dass und wie Forschen und Entwerfen im Modell ineinander verflochten sind.

Measurement instruments assessing multiple emotions during epistemic activities are largely lacking. We describe the construction and validation of the Epistemically-Related Emotion Scales, which measure surprise, curiosity, enjoyment, confusion, anxiety, frustration, and boredom occurring during epistemic cognitive activities. The instrument was tested in a multinational study of emotions during learning from conflicting texts. The findings document the reliability, internal validity, and external validity of the instrument. A seven-factor model best fit the data, suggesting that epistemically-related emotions should be conceptualised in terms (...) of discrete emotion categories, and the scales showed metric invariance across the North American and German samples. Furthermore, emotion scores changed over time as a function of conflicting task information and related significantly to perceived task value and use of cognitive and metacognitive learning strategies. In the tradition of Denotational Semantics one usually lets program constructs take their denotations in reflexive domains, i.e. in domains where self-application is possible. For the bulk of programming constructs, however, working with reflexive domains is an unnecessary complication. In this paper we shall use the domains of ordinary classical type logic to provide the semantics of a simple programming language containing choice and recursion. We prove that the rule of {\em Scott Induction\/} holds in this new setting, prove soundness (...) of a Hoare calculus relative to our semantics, give a direct calculus ${\cal C}$ on programs, and prove that the denotation of any program $P$ in our semantics is equal to the union of the denotations of all those programs $L$ such that $P$ follows from $L$ in our calculus and $L$ does not contain recursion or choice. The debate on “Loss and Damage” (L&D) has gained traction over the last few years. Supported by growing scientific evidence of anthropogenic climate change amplifying frequency, intensity and duration of climate-related hazards as well as observed increases in climate-related impacts and risks in many regions, the “Warsaw International Mechanism for Loss and Damage” was established in 2013 and further supported through the Paris Agreement in 2015. Despite advances, the debate currently is broad, diffuse and somewhat confusing, while concepts, methods and (...) tools, as well as directions for policy remain vague and often contested. This book, a joint effort of the Loss and Damage Network—a partnership effort by scientists and practitioners from around the globe—provides evidence-based insight into the L&D discourse by highlighting state-of-the-art research conducted across multiple disciplines, by showcasing applications in practice and by providing insight into policy contexts and salient policy options. This introductory chapter summarises key findings of the twenty-two book chapters in terms of five propositions. These propositions, each building on relevant findings linked to forward-looking suggestions for research, policy and practice, reflect the architecture of the book, whose sections proceed from setting the stage to critical issues, followed by a section on methods and tools, to chapters that provide geographic perspectives, and finally to a section that identifies potential policy options. The propositions comprise (1) Risk management can be an effective entry point for aligning perspectives and debates, if framed comprehensively, coupled with climate justice considerations and linked to established risk management and adaptation practice; (2) Attribution science is advancing rapidly and fundamental to informing actions to minimise, avert, and address losses and damages; (3) Climate change research, in addition to identifying physical/hard limits to adaptation, needs to more systematically examine soft limits to adaptation, for which we find some evidence across several geographies globally; (4) Climate risk insurance mechanisms can serve the prevention and cure aspects emphasised in the L&D debate but solidarity and accountability aspects need further attention, for which we find tentative indication in applications around the world; (5) Policy deliberations may need to overcome the perception that L&D constitutes a win-lose negotiation “game” by developing a more inclusive narrative that highlights collective ambition for tackling risks, mutual benefits and the role of transformation.
