Future population growth is uncertain and matters for climate policy: higher growth entails more emissions and means more people will be vulnerable to climate-related impacts. We show that how future population is valued importantly determines mitigation decisions. Using the Dynamic Integrated Climate-Economy model, we explore two approaches to valuing population: a discounted version of total utilitarianism (TU), which considers total wellbeing and is standard in social cost of carbon dioxide (SCC) models, and of average utilitarianism (AU), which ignores population size (...) and sums only each time period’s discounted average wellbeing. Under both approaches, as population increases the SCC increases, but optimal peak temperature decreases. The effect is larger under TU, because it responds to the fact that a larger population means climate change hurts more people: for example, in 2025, assuming the United Nations (UN)-high rather than UN-low population scenario entails an increase in the SCC of 85% under TU vs. 5% under AU. The difference in the SCC between the two population scenarios under TU is comparable to commonly debated decisions regarding time discounting. Additionally, we estimate the avoided mitigation costs implied by plausible reductions in population growth, finding that large near-term savings ($billions annually) occur under TU; savings under AU emerge in the more distant future. These savings are larger than spending shortfalls for human development policies that may lower fertility. Finally, we show that whether lowering population growth entails overall improvements in wellbeing—rather than merely cost savings—again depends on the ethical approach to valuing population. Integrated assessment models of climate and the economy provide estimates of the social cost of carbon and inform climate policy. We create a variant of the Regional Integrated model of Climate and the Economy (RICE)—a regionally disaggregated version of the Dynamic Integrated model of Climate and the Economy (DICE)—in which we introduce a more fine-grained representation of economic inequalities within the model’s regions. This allows us to model the common observation that climate change impacts are not evenly distributed within regions (...) and that poorer people are more vulnerable than the rest of the population. Our results suggest that this is important to the social cost of carbon—as significant, potentially, for the optimal carbon price as the debate between Stern and Nordhaus on discounting. (shrink)

How much should the present generations sacrifice to reduce emissions today, in order to reduce the future harms of climate change? Within climate economics, debate on this question has been focused on so-called “ethical parameters” of social time preference and inequality aversion. We show that optimal climate policy similarly importantly depends on the future of the developing world. In particular, although global poverty is falling and the economic lives of the poor are improving worldwide, leading models of climate economics may (...) be too optimistic about two central predictions: future population growth in poor countries, and future convergence in total factor productivity (TFP). We report results of small modifications to a standard model: under plausible scenarios for high future population growth (especially in sub-Saharan Africa) and for low future TFP convergence, we find that optimal near-term carbon taxes could be substantially larger. Integrated assessment models (IAMs) of climate and the economy provide estimates of the social cost of carbon and inform climate policy. With the Nested Inequalities Climate Economy model (NICE) (Dennig et al. PNAS 112:15,827–15,832, 2015), which is based on Nordhaus’s Regional Integrated Model of Climate and the Economy (RICE), but also includes inequalities within regions, we investigate the comparative importance of several factors—namely, time preference, inequality aversion, intraregional inequalities in the distribution of both damage and mitigation cost and the damage (...) function. We do so by computing optimal carbon price trajectories that arise from the wide variety of combinations that are possible given the prevailing range of disagreement over each factor. This provides answers to a number of questions, including Thomas Schelling’s conjecture that properly accounting for inequalities could lead the inequality aversion parameter to have an effect opposite to what is suggested by the Ramsey equation. This volume is about abstract objects and the ways we refer to them in natural language. Asher develops a semantical and metaphysical analysis of these entities in two stages. The first reflects the rich ontology of abstract objects necessitated by the forms of language in which we think and speak. A second level of analysis maps the ontology of natural language metaphysics onto a sparser domain--a more systematic realm of abstract objects that are fully analyzed. This second level reflects (...) the commitments of real metaphysics. The models for these commitments assign truth conditions to natural language discourse. Animal welfare science and ecology are both generally concerned with the lives of animals, however they differ in their objectives and scope; the former studies the welfare of animals considered ‘domestic’ and under the domain of humans, while the latter studies wild animals with respect to ecological processes. Each of these approaches addresses certain aspects of the lives of animals living in the world though neither, we argue, tells us important information about the welfare of wild animals. This paper argues (...) for the development of a new scientific discipline ‘welfare biology’ to address these issues and more, given the deficiencies of pre-existing life science disciplines to research the subject. Welfare biology is the study of the welfare of all living beings who have a welfare, with a value orientation toward promoting that welfare, regardless of the beings’ situation or relationship to humans and our activities. The relationship between metacognition and mindreading was investigated by comparing the monitoring of one’s own learning and another person’s learning . Previous studies indicated that in self-paced study judgments of learning for oneself are inversely related to the amount of study time invested in each item. This suggested reliance on the memorizing-effort heuristic that shorter ST is diagnostic of better recall. In this study although an inverse ST–JOL relationship was observed for Self, it was found for Other only when the (...) Other condition followed the Self condition. The results were interpreted in terms of the proposal that the processes underlying experience-based metacognitive judgments are largely unconscious. However, participants can derive insight from observing themselves as they monitor their own learning, and transfer that insight to Other, thus exhibiting a shift from experience-based to theory-based judgments. Although different processes mediate metacognition and mindreading, metacognition can inform mindreading. (shrink)

An imprecise measurement of a dynamical variable (such as a spin component) does not, in general, give the value of another dynamical variable (such as a spin component along a slightly different direction). The result of the measurement cannot be interpreted as the value of any observable that has a classical analogue.

Popper conceived an experiment whose analysis led to a result that he deemed absurd. Popper wrote that his reasoning was based on the Copenhagen interpretation and therefore invalidated it. Many authors who have examined Popper's analysis have found in it various technical flaws which are briefly summarized here. However, the aim of the present article is not technical. My concern is to redress logical flaws in Popper's argument: the terminology he uses is ambiguous, his analysis involves counterfactual hypotheses, and it (...) violates Bohr's complementarity principle. Therefore, the absurdity of Popper's result only confirms Bohr's approach. (shrink)

“Metapolitics” is an ambiguous term. Recent philosophers have claimed the concept for neo-conservative, even right-wing agendas, while others have employed it to signal radical discontent with politics altogether. Beginning with Peter Viereck’s characterization of Nazi ideology as “Meta-Politics,” this essay works its way back from an “irrational,” “volkish,” and supposedly “conservative” concept to another use of “Metapolitics” as found in Martin Buber and Hermann Cohen that was rooted in a liberal tradition of the Enlightenment—especially in August Schlözer and Saul Ascher. (...) Both, Buber and Cohen, linked “metapolitical politics” to prophetic and theopolitical sensibilities. As such, the prophetic motif of turning loomed large at the center of their respective philosophies of nationalism. But it was a theme that also connected a wide range of thinkers, including Hans Kohn and Leo Baeck, and which emerged as a Leitmotiv of cultural and spiritual Zionism as well as of the modern Renaissance of Jewish culture. Drawing on Moritz Lazarus, the essay argues that the recurring trope of turning helped establish a paradoxical nationalism founded not upon self-empowerment and political othering but on self-criticism. Concluding with a brief excursion on Abraham Joshua Heschel’s prophetic politics in the Civil Rights Movement, the essay gestures towards the possibility of nationalism as collective introspection and self-reformation. Franz Rosenzweig’s Star of Redemption culminates in an aesthetic configuration of simultaneous presences: world, man, God, creation, revelation, and redemption are viewed in a metahistorical side-by-side, connected by the “factualizing power of the And.” But the idea of simultaneity, which is central to Rosenzweig’s configurative thinking, belongs to the historical imagination as much as it belongs to the theological “breaking through the shackles of time.” Rosenzweig’s “and” belongs to both a tradition of cosmic-aesthetic historicism and the philosophical reconstitution of time (...) as a simultaneous perception. In the co-presence of all historical moments, history’s hidden Gestalt, which only a people that is at once old and young can envision, connects the “and” of history with what Hegel considered history’s end—its ultimate self-recognition. Eternity, then, means neither flight from, nor resistance to, history’s naked fact, but the recognition of history’s Gestalt as an image that “does not tolerate epochs.”. (shrink)

The study of the feeling of knowing may have implications for some of the metatheoretical issues concerning consciousness and control. Assuming a distinction between information-based and experience-based metacognitive judgments, it is argued that the sheer phenomenological experience of knowing (''noetic feeling'') occupies a unique role in mediating between implicit-automatic processes, on the one hand, and explicit-controlled processes, on the other. Rather than reflecting direct access to memory traces, noetic feelings are based on inferential heuristics that operate implicitly and unintentionally. Once (...) such heuristics give rise to a conscious feeling that feeling can then affect controlled action. Examination of the cues that affect noetic feelings suggest that not only do these feelings inform controlled action, but they are also informed by feedback from the outcome of that action. (shrink)

This paper draws upon Hannah Arendt's idea of the 'right to have rights' to critique the current protection gap faced by refugees today. While refugees are protected from refoulement once they make it to the jurisdiction or territory of a state, they face an ever-increasing array of non-entrée policies designed to stymie access to state territory. Without being able to enter a state capable of securing their claims to safety and dignity, refugees cannot achieve the rights which ought to be (...) afforded to them under international law. Drawing upon both legal theory and political philosophy, this paper argues that refugees today, just as the stateless in Arendt’s time, must be afforded the ‘right to have rights’, understood as a right to enter state territory. In this paper, we address several puzzles concerning speech acts,particularly indirect speech acts. We show how a formal semantictheory of discourse interpretation can be used to define speech actsand to avoid murky issues concerning the metaphysics of action. Weprovide a formally precise definition of indirect speech acts, includingthe subclass of so-called conventionalized indirect speech acts. Thisanalysis draws heavily on parallels between phenomena at the speechact level and the lexical level. First, we argue that, just as co-predicationshows that some words can (...) behave linguistically as if they're `simultaneously'of incompatible semantic types, certain speech acts behave this way too.Secondly, as Horn and Bayer (1984) and others have suggested, both thelexicon and speech acts are subject to a principle of blocking or ``preemptionby synonymy'': Conventionalized indirect speech acts can block their`paraphrases' from being interpreted as indirect speech acts, even ifthis interpretation is calculable from Gricean-style principles. Weprovide a formal model of this blocking, and compare it withexisting accounts of lexical blocking. (shrink)

The proof of Bell's inequality is based on the assumption that distant observers can freely and independently choose their experiments. As Bell's inequality isexperimentally violated, it appears that distant physical systems may behave as a single, nonlocal, indivisible entity. This apparent contradiction is resolved. As concerns the explication of the intuitive notion of truthmaking, Barry Smith has an insight that deserves more attention. Basically, in his view, an object x makes a proposition true iff (i) x necessitates and (ii) is representationally closely tied with x. To be more specific, he suggests that (ii) is fulfilled only if x is among ’s ontological commitments. I appreciate his basic insight but reject his specific suggestion. I argue that we can make a more attractive proposal from (...) his basic insight if we take into consideration that the close tie can also be realized by ’s being about x. (shrink)

In this paper, we offer a novel analysis of bridging, paying particular attention to definite descriptions. We argue that extant theories don't do justice to the way different knowledge resources interact. In line with Hobbs (1979), we claim that the rhetorical connections between the propositions introduced in the text play an important part. But our work is distinct from his in that we model how this source of information interacts with compositional and lexical semantics. We formalize bridging in a framework (...) known as SDRT (Asher 1993). We demonstrate that this provides a richer, more accurate interpretation of definite descriptions than has been offered so far. I hope I have convinced the reader that DR theory offers at least some exciting potential when applied to the semantics of belief reports. It differs considerably from other approaches, and it makes intuitively acceptable predictions that other theories do not. The theory also provides a novel approach to the semantics of other propsitional attitude reports. Further, DR theory enables one to approach the topic of anaphora within belief and other propositional attitude contexts in a novel way, thus combining the (...) semantics developed here with one of the theory's original motivations (Kamp, 1981a). However, these are unfortunately topics that I must reserve for another time. (shrink)

Supervaluational accounts of vagueness have come under assault from Timothy Williamson for failing to provide either a sufficiently classical logic or a disquotational notion of truth, and from Crispin Wright and others for incorporating a notion of higher-order vagueness, via the determinacy operator, which leads to contradiction when combined with intuitively appealing ‘gap principles’. We argue that these criticisms of supervaluation theory depend on giving supertruth an unnecessarily central role in that theory as the sole notion of truth, rather than (...) as one mode of truth. Allowing for the co-existence of supertruth and local truth, we define a notion of local entailment in supervaluation theory, and show that the resulting logic is fully classical and allows for the truth of the gap principles. Finally, we argue that both supertruth and local truth are disquotational, when disquotational principles are properly understood. (shrink)

The purpose of this paper is to review and clarify the quantum “measurement problem.” The latter originates in the ambivalent nature of the “observer”: Although the observer is not described by the Schrödinger equation, it should nevertheless be possible to “quantize” him and include him in the wave function if quantum theory is universally valid. The problem is to prove that no contradiction may arise in these two conflicting descriptions. The proof invokes the notion of irreversibility. The validity of the (...) latter is questionable, because the standard rationale for classical irreversibility, namely mixing and coarse graining, does not apply to quantum theory. There is no chaos in a closed, finite quantum system. However, when a system is large enough, it cannot be perfectly isolated from its “environment,” namely from external (or even internal) degrees of freedom which are not fully accounted for in the Hamiltonian of that system. As a consequence, the long-range evolution of such a quantum system is essentially unpredictable. It follows that the notion of irreversibility is a valid one in quantum theory and the “measurement problem” can be brought to a satisfactory solution. (shrink)

Im Vergleich zu anderen Philosophen der Frühen Neuzeit hat Hume bei der Beantwortung dieser Frage eine grössere Schwierigkeit: Humesche Ideen sind (anders als bei Descartes und Locke) rein phänomenaler Natur. Sie sind geistige "Bildchen" ohne begriffliche Struktur. Wie soll das begriffliche Denken mit Hilfe derartiger Ideen möglich sein? Hume reagierte auf diese Herausforderung mit (...) einem völlig neuartigen Ansatz und wurde zum Bahnbrecher einer moderneren Theorie des Denkens. Eine klare Einsicht in diesen Teil der Humeschen Philosophie ist zudem unentbehrlich für ein adäquates Verständnis seines Agnostizismus bezüglich der kausalen Kraft und seiner Metaphysik der Existenz. The general features of a picture theory of meaning (PTM) are stated. The PTM is then applied to a particular ontological perspective, and suggestions are made for generalizing the PTM to most ontological perspectives. Several ways around the classic problem for the PTM-that the language used to describe a situation must have at least one more component than the situation described-are offered.
