The ageing society poses significant challenges to Europe’s economy and society. In coming to grips with these issues, we must be aware of their ethical dimensions. Values are the heart of the European Union, as Article 1a of the Lisbon Treaty makes clear: “The Union is founded on the values of respect for human dignity…”. The notion of Europe as a community of values has various important implications, including the development of inclusion policies. A special case of exclusion concerns the (...) gap between those people with effective access to digital and information technology and those without access to it, the “digital divide”, which in Europe is chiefly age-related. Policies to overcome the digital divide and, more generally speaking, e-inclusion policies addressing the ageing population raise some ethical problems. Among younger senior citizens, say those between 65 and 80 years old, the main issues are likely to be universal access to ICT and e-participation. Among the older senior citizens, say those more than 80 years old, the main issues are mental and physical deterioration and assistive technology. An approach geared towards the protection of human rights could match the different needs of senior citizens and provide concrete guidance to evaluate information technologies for them. (shrink)

Ethical questions about information and communications technologies have been debated since World War II. Western democracies have had more than 50 years of experience in addressing and organising the ethical, social and legal aspects of scientific and technological developments. However, this expertise, tradition and experience are not enough to manage the most urgent ethical and social issues and contemporary challenges involving ICT. A systematic and institutional organisation of social values in the context of modern ICT tools is needed.This paper focuses (...) on four major areas: developing a specific approach to ethical issues raised by ICT; describing in more detail the age-related digital divide in Europe; identifying technology trends and emerging challenges; and defining the legal framework for inclusion of senior citizens in the digital society. The paper then concludes with a summary of its key points on the basis of which it makes three proposals as a contribution to efforts aimed at overcoming the exclusion of senior citizens from today's Information Society. Overzicht van de hedendaagse ontwikkelingen in de wetenschapsfilosofie.

A single global authority is not sufficient to regulate heterogenous agents in multiagent systems based on distributed architectures, due to idiosyncratic local situations and to the need to regulate new issues as soon as they arise. On the one hand institutions should be structured as normative systems with a hierarchy of authorities able to cope with the dynamics of local situations, but on the other hand higher authorities should be able to delimit the autonomy of lower authorities to issue valid (...) norms. In this paper, we study the interplay of obligations and strong permissions in the context of hierarchies of authorities using input/output logic, because its explicit norm base facilitates reasoning about norm base maintenance, and it covers a variety of conditional obligations and permissions. We combine the logic with constraints, priorities and hierarchies of authorities. In this setting, we observe that Makinson and van der Torre’s notion of prohibition immunity for permissions is no longer sufficient, and we introduce a new notion of permission as exception and a new distinction between static and dynamic norms. We show how strong permissions can dynamically change an institution by adding exceptions to obligations, provide an explicit representation of what is permitted to the subjects of the normative system and allow higher level authorities to limit the power of lower level authorities to change the normative system. In this paper we address the problem of defining social roles in multi-agent systems. Social roles provide the basic structure of social institutions and organizations. We start from the properties attributed to roles both in the multi-agent systems and the Object Oriented community, and we use them in an ontological analysis of the notion of social role. We identify three main properties of social roles. First, they are definitionally dependent on the institution they belong to, i.e. the definition of a (...) role is given inside the definition of the institution. Second, they attribute powers to the agents playing them, like creating commitments for the institutions and the other roles. Third, they allow roles to play roles, in the same way as agents do. Using Input/Output logics, we propose a formalization of roles in multi-agent systems satisfying the three properties we identified. (shrink)

Experimental vaccines are being developed for the treatment of ‘unhealthy lifestyles’ and associated chronic illnesses. Policymakers and other stakeholders will have to deal with the ethical issues that this innovation path raises: are there morally justified reasons to integrate these innovative biotechnologies in future health policies? Should public money be invested in further research? Focusing on the case of an experimental nicotine vaccine, this article explores the ethical aspects of ‘lifestyle vaccines’ for public health. Based on findings from a qualitative (...) study into a vaccine for smoking cessation, the article articulates possible value conflicts related to nicotine vaccination as an intervention in tobacco control. The ‘vaccinization’ of lifestyle disease piggybacks on the achievements of classic vaccines. Contrary to expectations of simplicity and success, quitting smoking with a vaccine requires a complex supportive network. Social justice and public trust may become important ethical challenges when deciding whether to use further public funds for research or whether to implement these innovative vaccines in the future. This article seeks to address the problem of the ‘resource consumption bottleneck’ of creating legal semantic technologies manually. It describes a semantic role labeling based information extraction system to extract definitions and norms from legislation and represent them as structured norms in legal ontologies. The output is intended to help make laws more accessible, understandable, and searchable in a legal document management system.

Knowledge based privacy policies are more declarative than traditional action based ones, because they specify only what is permitted or forbidden to know, and leave the derivation of the permitted actions to a security monitor. This inference problem is already non trivial with a static privacy policy, and becomes challenging when privacy policies can change over time. We therefore introduce a dynamic modal logic that permits not only to reason about permitted and forbidden knowledge to derive the permitted actions, but (...) also to represent explicitly the declarative privacy policies together with their dynamics. The logic can be used to check both regulatory and behavioral compliance, respectively by checking that the permissions and obligations set up by the security monitor of an organization are not in conflict with the privacy policies, and by checking that these obligations are indeed enforced. Background Massively parallel sequencing techniques, such as whole exome sequencing (WES) and whole genome sequencing (WGS), may reveal unsolicited findings (UFs) unrelated to the diagnostic aim. Such techniques are frequently used for diagnostic purposes in pediatric cases of developmental delay (DD). Yet policy guidelines for informed consent and return of UFs are not well equipped to address specific moral challenges that may arise in these children’s situations. Discussion In previous empirical studies conducted by our research group, we found that it (...) is sometimes uncertain how children with a DD will develop and whether they could come to possess capacities for autonomous decision-making in the future. Parents sometimes felt this brought them into a Catch-22 like situation when confronted with choices about UFs before undergoing WES in trio-analysis (both the parents’ and child’s DNA are sequenced). An important reason for choosing to consent to WES was to gain more insight into how their child might develop. However, to make responsible choices about receiving or declining knowledge of UFs, some idea of their child’s future development of autonomous capacities is needed. This undesirable Catch-22 situation was created by the specific policy configuration in which parents were required to make choices about UFs before being sequencing (trio-analysis). We argue that this finding is relevant for reconfiguring current policies for return of UFs for WES/WGS and propose guidelines that encompass two features. First, the informed consent process ought to be staged. Second, differing guidelines are required for withholding/disclosing a UF in cases of DD appropriate to the level of confidence there is about the child’s future developmental of autonomous capacities. Conclusion When combined with a dynamic consent procedure, these two features of our guidelines could help overcome significant moral challenges that present themselves in the situations of children undergoing genomic sequencing for clarifying a DD. Modern medicine provides unprecedented opportunities in diagnostics and treatment. However, in some situations at the end of a patient’s life, many physicians refrain from using all possible measures to prolong life. We studied the incidence of different types of treatment withheld or withdrawn in 6 European countries and analyzed the main background characteristics.

We invite systematic consideration of the metaphors of cycles and circulation as a long-term theme in the history of the life and environmental sciences and medicine. Ubiquitous in ancient religious and philosophical traditions, especially in representing the seasons and the motions of celestial bodies, circles once symbolized perfection. Over the centuries cyclic images in western medicine, natural philosophy, natural history and eventually biology gained independence from cosmology and theology and came to depend less on strictly circular forms. As potent ‘canonical (...) icons’, cycles also interacted with representations of linear and irreversible change, including arrows, arcs, scales, series and trees, as in theories of the Earth and of evolution. In modern times life cycles and reproductive cycles have often been held to characterize life, in some cases especially female life, while human efforts selectively to foster and disrupt these cycles have harnessed their productivity in medicine and agriculture. But strong cyclic metaphors have continued to link physiology and climatology, medicine and economics, and biology and manufacturing, notably through the relations between land, food and population. From the grand nineteenth-century transformations of matter to systems ecology, the circulation of molecules through organic and inorganic compartments has posed the problem of maintaining identity in the face of flux and highlights the seductive ability of cyclic schemes to imply closure where no original state was in fact restored. More concerted attention to cycles and circulation will enrich analyses of the power of metaphors to naturalize understandings of life and their shaping by practical interests and political imaginations. In this paper, we examine how organizations’ impression management evolves in response to rising stakeholder pressures regarding organizations’ corporate responsibility initiatives. We conducted a comparative case study analysis over a period of 13 years for two organizations—Exxon and BP—that took extreme initial stances on climate change. We found that as stakeholder pressures rose, their IM tactics unfolded in four phases: advocating the initial stance, sensegiving to clarify the initial stance, image repairing, and adjusting the stance. Taken together, our analysis of (...) IM over these four phases provides three key insights about the evolution of IM in the face of rising pressures. First, when faced with stakeholder pressures, it seems that organizations do not immediately resort to conforming but tend to give in gradually when pressures increase and start to come from relatively powerful stakeholders. Second, evolution of IM seems to be characterized by path dependence, i.e., even as organizations’ positions evolve, they continue to show their conviction in their initial positions and try to convey that their subsequent positions flow logically from the previous ones. Finally, IM involves navigation between symbolism and substance, and companies tend to strive toward harmonizing their symbolic and substantive actions as stakeholder pressure increases. (shrink)

This paper describes the Eunomos software, an advanced legal document and knowledge management system, based on legislative XML and ontologies. We describe the challenges of legal research in an increasingly complex, multi-level and multi-lingual world and how the Eunomos software helps users cut through the information overload to get the legal information they need in an organized and structured way and keep track of the state of the relevant law on any given topic. Using NLP tools to semi-automate the lower-skill (...) tasks makes this ambitious project a realistic commercial prospect as it helps keep costs down while at the same time allowing greater coverage. We describe the core system from workflow and technical perspectives, and discuss applications of the system for various user groups. (shrink)

In this paper, we introduce the methodology and techniques of metaargumentation to model argumentation. The methodology of meta-argumentation instantiates Dung's abstract argumentation theory with an extended argumentation theory, and is thus based on a combination of the methodology of instantiating abstract arguments, and the methodology of extending Dung's basic argumentation frameworks with other relations among abstract arguments. The technique of meta-argumentation applies Dung's theory of abstract argumentation to itself, by instantiating Dung's abstract arguments with meta-arguments using a technique called flattening. (...) We characterize the domain of instantiation using a representation technique based on soundness and completeness. Finally, we distinguish among various instantiations using the technique of specification languages. (shrink)

We study access control policies based on the says operator by introducing a logical framework called Fibred Security Language (FSL) which is able to deal with features like joint responsibility between sets of principals and to identify them by means of first-order formulas. FSL is based on a multimodal logic methodology. We first discuss the main contributions from the expressiveness point of view, we give semantics for the language (both for classical and intuitionistic fragment), we then prove that in order (...) to express well-known properties like 'speaks-for' or 'hand- off', defined in terms of says, we do not need second-order logic (unlike previous approaches) but a decidable fragment of first-order logic suffices. We propose a model-driven study of the says axiomatization by constraining the Kripke models in order to respect desirable security properties, we study how existing access control logics can be translated into FSL and we give completeness for the logic. In this paper we consider the relation between beliefs and goals in agent theory. Beliefs play three roles in reasoning about goals: they play a role in the generation of unconditional desires from conditional ones, they play a role in adoption of desires as goals, and they play a role in the selection of plans to achieve goals. In this paper we consider the role of goals in reasoning about beliefs. Though we assume that goals do not play a role (...) in the belief generation problem, we argue that they play a role in the belief selection problem. We show the rationality of the use of goals in belief selection, in the sense that there are cases in which agents that take their goals into account in selecting a belief set from a set of alternatives outperform agents that do not do so. We also formally distinguish between the rational role of goals in belief selection and irrational wishful thinking. (shrink)

In this paper we study AGM contraction and revision of rules using input/output logical theories. We replace propositional formulas in the AGM framework of theory change by pairs of propositional formulas, representing the rule based character of theories, and we replace the classical consequence operator Cn by an input/output logic. The results in this paper suggest that, in general, results from belief base dynamics can be transferred to rule base dynamics, but that a similar transfer of AGM theory change to (...) rule change is much more problematic. First, we generalise belief base contraction to rule base contraction, and show that two representation results of Hansson still hold for rule base contraction. Second, we show that the six so-called basic postulates of AGM contraction are consistent only for some input/output logics, but not for others. In particular, we show that the notorious recovery postulate can be satisfied only by basic output, but not by simple-minded output. Third, we show how AGM rule revision can be defined in terms of AGM rule contraction using the Levi identity. We highlight various topics for further research. (shrink)

We introduce a reciprocity criterion for coalition formation among goal-directed agents, which we call the indecomposable do-ut-des property. It refines an older reciprocity property, called the do-ut-des or give-to-get property by considering the fact that agents prefer to form coalitions whose components cannot be formed independently. A formal description of this property is provided as well as an analysis of algorithms and their complexity. We provide an algorithm to decide whether a coalition has the desired property, and we show that (...) the problem to verify whether a single coalition satisfies the property is tractable. Moreover, we provide an algorithm to search all the sub-coalitions of a given coalition satisfying the new property. Even if this problem is not computationally tractable, we show that in several cases, also the complexity of this problem may decrease considerably. (shrink)

In this article we explore the ethical issues raised by permitting patients to pay for participation in clinical trials, and discuss whether there are any categorical objections to this practice. We address key considerations concerning payment for participation in trials, including patient autonomy, risk/benefit and justice, taking account of two previous critiques of the ethics of P4. We conclude that such trials could be ethical under certain strict conditions, but only if other potential sources of funding have first been explored (...) or are unavailable. (shrink)

Expanded universal carrier screening (EUCS) entails a population‐wide screening offer for multiple disease‐causing mutations simultaneously. Although there is much debate about the conditions under which EUCS can responsibly be introduced, there seems to be little discussion about its aim: providing carrier couples with options for autonomous reproductive choice. While this links in with current accounts of the aim of foetal anomaly screening, it is different from how the aim of ancestry‐based carrier screening has traditionally been understood: reducing the disease burden (...) in the population. The reasons why the aim of EUCS is presented in terms of ‘autonomy’ rather than ‘prevention’ have not been spelled out in the literature. This paper seeks to fill this gap by considering the morally relevant similarities and dissimilarities between foetal anomaly screening, ancestry‐based carrier screening and EUCS. When carrier screening is performed in the prenatal period, enhancing autonomy appears the most appropriate aim of EUCS, as the alternative of ‘prevention through selective abortion’ would urge women to terminate wanted pregnancies. However, when screening is conducted in the preconception period, carrier couples can avoid the birth of affected children by other means than selective abortion, for instance preimplantation genetic diagnosis. To the extent that this increased control over passing on a genetic disorder raises questions of parental responsibility, it seems necessary that the account of the aims of EUCS is wider than only in terms of enhancing reproductive autonomy. Human body material removed post mortem is a particularly valuable resource for research. Considering the efforts that are currently being made to study the biochemical processes and possible genetic causes that underlie cancer and cardiovascular and neurodegenerative diseases, it is likely that this type of research will continue to gain in importance. However, post mortem procurement of human body material for research raises specific ethical concerns, more in particular with regard to the consent of the research participant. In this paper, (...) we attempt to determine which consent regime should govern the post mortem procurement of body material for research. In order to do so, we assess the various arguments that could be put forward in support of a duty to make body material available for research purposes after death. We argue that this duty does in practice not support conscription but is sufficiently strong to defend a policy of presumed rather than explicit consent. (shrink)

“It is certainly no accident that precisely here, in this region of continual threats to, and continual defence of one's own identity — whether personal, cultural or national identity — there is such a long tradition of the idea of truth, a truth for which one must pay, the truth as a moral value. One constantly runs up against this tradition, from Cyril and Methodius to Hus and Masaryk, Stefanik and Patocka”. This citation from a lecture entitled “Morality and Politics” (...) provides a brief sketch of the background to the thought of the current Czech president, Vaclav Havel.Though lacking any academic training in philosophy, Havel was strongly influenced by the ideas of the philosophy professor from Prague, and founder of Charta 77, Jan Patocka. Inspired by some of Patocka's last writings, in 1978 Havel wrote an essay on Charta 77 which was dedicated to Patocka. The title of this essay was taken from one of Patocka's central statements: Attempt to Live in the Truth. Patocka's influence is also clearly evident in `Letters to Olga', in his speeches as president and in his thinking on Europe.Havel's thought, via the thought of Patocka, must be situated within a dual tradition. On the one hand it is rooted in Czech history. Patocka had already in his early writings thematized the ideas of Thomas Masaryk. The work of Masaryk, who became the first president of the new Czech republic after the fall of the Austro-Hungarian monarchy, is characterized by an awareness of the crisis of rationality, like in the later Husserl. On the other hand Havel's thought, again by way of Patocka, is rooted in a phenomenology that is primarily oriented toward Germany. Patocka is often regarded as the interpreter par excellence of the dialogue between Husserl and Heidegger.This article is based on a speech given by President Havel during the 50th anniversary commemoration of the Universal Declaration for Human Rights, in Geneva, March 16, 1998.
