These three papers are exceptionally rich and varied and I will be selective in responding. My aim is to relate the psychological research they discuss to the broader context of current philosophical debates about free will.

Four Views on Free Will is a robust and careful debate about free will, how it interacts with determinism and indeterminism, and whether we have it or not. Providing the most up-to-date account of four major positions in the free will debate, the second edition of this classic text presents the opposing perspectives of renowned philosophers John Martin Fischer, Robert Kane, Derk Pereboom, and Manuel Vargas. -/- Substantially revised throughout, this new volume contains eight in-depth chapters, almost entirely (...) rewritten for the new edition, in which the authors state their different positions on the debate, offer insights into how their views have evolved over the past fifteen years, respond to recent critical literature in the field, and interact and engage with each other in dialogue. This book defends a libertarian theory of freedom of will, requiring the incompatibility of free decisions and neurophysiological determinism. A revised version of a doctoral thesis presented at Oxford in 1976, it is written with uncommon fluency and contains more than a few ingenious arguments advancing the libertarian cause. In the end, the author must rely on a theory of agency, or agent causality, that is a trifle too obscure to convince most compatibilists. But this is a common problem among (...) libertarians and it may be a limitation in the theory they are defending, rather than a limitation in them. :In this essay, I distinguish two dimensions of responsibility: responsibility for expressing the will one has in action and responsibility for having the will one expresses in action. I argue that taking both of these dimensions into account is necessary to do full justice to our understanding of moral responsibility and our ordinary practices of holding persons responsible in moral and legal contexts. I further argue that the distinction between these dimensions of responsibility is importantly related to understanding age-old debates (...) about the freedom of the will. For the first dimension of responsibility is historically related to the freedom of action—the power to freely express the will one already has in action. While the second dimension is historically related to the freedom of the will—the power to freely form or shape that will one may later express in action. And I argue that while the freedom of action so defined may be compatible with determinism, the freedom of will, and the deeper responsibility associated with it for forming one’s own will, which I call “ultimate responsibility,” are not compatible with a thoroughgoing determinism. In arguing throughout the essay for these claims and for the need to take into account both of these dimensions to do full justice to our understanding of moral responsibility, I consider ordinary practices of holding persons responsible in a variety of moral and legal contexts, discussing in the process H. L. A. Hart’s “fair opportunity to avoid wrongdoing” criterion for assessing responsibility and blame in legal and criminal contexts, the relevance of recent experimental studies about folk intuitions concerning assessments of responsibility and blame, Harry Frankfurt’s critique of the “principle of alternative possibilities,” the distinction between “will-settled” and “will-setting” actions, and contemporary critiques of the very possibility and intelligibility of an ultimate responsibility for forming one’s own will that would be incompatible with determinism. This paper articulates and responds to a challenge to contemporary compatibilist views of free will. Despite the popularity and appeal of compatibilist theories, many are left with lingering doubts about compatibilism. This paper explains this doubt in terms of the absurdity challenge: because a compatibilist accepts that they do not have causal access to all the actual sufficient causal sources of their own agency, the compatibilist can find their own agency absurd. By taking a cue from political philosophy, this paper (...) argues that a non-ideal construction of the problem of free will allows compatibilists to overcome this existential-metaphysical challenge, and by doing so, perhaps adopt a metaphysically progressive picture of human agency. In this book, I make use of an idea from economics to suggest how noble human tendencies might not only have survived the ruthless pressures of the material world, but actually have been nurtured by them.

Tocqueville pessimistically predicted that liberty and equality would be incompatible ideas. Robert Dahl, author of the classic _A Preface to Democratic Theory,_ explores this alleged conflict, particularly in modern American society where differences in ownership and control of corporate enterprises create inequalities in resources among Americans that in turn generate inequality among them as citizens. Arguing that Americans have misconceived the relation between democracy, private property, and the economic order, the author contends that we can achieve a society of (...) real democracy and political equality without sacrificing liberty by extending democratic principles into the economic order. Although enterprise control by workers violates many conventional political and ideological assumptions of corporate capitalism as well as of state socialism. Dahl presents an empirically informed and philosophically acute defense of "workplace democracy." He argues, in the light of experiences here and abroad, that an economic system of worker-owned and worker-controlled enterprises could provide a much better foundation for democracy, political equality, and liberty than does our present system of corporate capitalism. Most jurisdictions require that a mental capacity assessment be conducted using a functional model whose definition includes several abilities. In England and Wales and in increasing number of countries, the law requires a person be able to understand, to retain, to use or weigh relevant information and to communicate one’s decision. But interpreting and applying broad and vague criteria, such as the ability ‘to use or weigh’ to a diverse range of presentations is challenging. By examining actual court judgements of (...) capacity, we previously developed a descriptive typology of justifications used in the application of the Mental Capacity Act criteria. We here critically optimise this typology by showing how clear definitions—and thus boundaries—between the criteria can be achieved if the ‘understanding’ criterion is used narrowly and the multiple rationales that fall under the ability to ‘use or weigh’ are specifically enumerated in practice. Such a typology-aided practice, in theory, could make functional capacity assessments more transparent, accountable, reliable and valid. It may also help to create targeted supports for decision making by the vulnerable. We also discuss how the typology could evolve legally and scientifically, and how it lays the groundwork for clinical research on the abilities enumerated by the MCA. No data are available. I develop an argument that key theses from Ayn Rand's ethics and political philosophy are incompatible with one another. Her ethical egoism is not compatible with her rights theory. Though Rand's version of rights theory is libertarian, the argument does not depend upon any claims peculiar to her theory, but would apply to the (in)compatibility of ethical egoism and almost any plausible rights theory.

This essay explores the ways in which economic policy might promote peace. It begins by considering what conditions are essential to a peaceful community. Here, I draw on the varied tradition that equates peace with human development. Such a conception is explicitly articulated in the writings collectively known as Catholic Social Thought (CST). It can also be clearly inferred from other quarters, for example, in the writings of the economist Amartya Sen (1999), the Dalai Lama (1999), and in various United (...) Nations Human Development Program reports. Do current economic arrangements support human development and, hence, peace? When discussing governance in Africa, one must be circumspect when applying the term "democracy." One reason for doing so is because the term is imprecise. However, while differing in the attributes they posit and the qualifications they impose, those who write of democracy join in emphasizing its essential property: that it is a form of government in which political power is employed to serve the interests of the public rather than of those who govern. And it is this attribute that (...) I take as defining good governance. In this essay, I argue that democracy, in this sense, has been reborn in Africa. The evidence, I argue, strongly suggests that its renaissance has been accompanied by changes in public policies and political practices-ones that generate benefit for the people. But the evidence also suggests that political dangers remain: incumbent parties strive to suborn the electoral process and incumbent executives seek to prolong their terms in office. As elsewhere, to retain their political liberties, Africa's citizens must "remain vigilant."Paraphrasing John Adams at the Constitutional, Africa today may enjoy better governance, but "can [she] keep it.". In "Egoism versus Rights," I argued that egoism is incompatible with rights. Here, I respond to two critics of that argument.

Even more so than in other areas of medicine, issues at the end of life elucidate the importance of religion and culture, as well as the role of the family and other social structures, in how these issues are framed. This article presents an overview of the variation in end-of-life treatment issues across 12 highly disparate countries. It finds that many assumptions held in the western bioethics literature are not easily transferred to other cultural settings.

As is evident from the other articles in this special issue, end-of-life treatment has engendered a vigorous dialogue in the United States over the past few decades because decision making at the end of life raises broad and difficult ethical issues that touch on health professionals, patients, and their families. This concern is exacerbated by the high cost related to the end of life in the U.S. Moreover, in light of demographic patterns, progressively scarce health care resources, and an expanding (...) array of life-saving technologies, decisions at the end of life are becoming problematic matters of public and, thus, scholarly concern in most countries. Issues at the end of life are central not only to bioethics but also raise important ancillary policy dimensions. (shrink)

The paper outlines the policy context and summarizes the numerous policy issues that AD raises from the more generic to the unique. It posits that strong public fears of AD and its future prevalence projections and costs, raise increasingly difficult policy dilemmas. After reviewing the costs in human lives and money and discussing the latest U.S. policy initiatives, the paper presents two policy areas as examples the demanding policy decisions we face. The first focuses on the basic regulatory function of (...) protecting the public from those who would exploit these fears. The second centers on the well-debated issues of advance directives and euthanasia that surround AD. Although more dialogue, education and research funding are needed to best serve the interests of AD patients and families as well as society at large, this will be challenging because of the strong feelings and divisions AD engenders. The use of role-playing (“active learning”) as a teaching tool has been reported in areas as diverse as social psychology, history and analytical chemistry. Its use as a tool in the teaching of engineering ethics and professionalism is also not new, but the approach develops new perspectives when used in a college class of exceptionally wide cultural diversity. York University is a large urban university (40,000 undergraduates) that draws its enrolment primarily from the Greater Toronto Area, arguably one of the (...) most culturally diverse cities in the world, embracing the largest percentage of Canada’s immigration. Among the area’s five million inhabitants, 50% identify themselves as a visible minority born outside Canada, while over 100 languages and dialects are spoken daily. Although students admitted from this international pool have usually been exposed to western attitudes during secondary education and are rapidly assimilated into Canadian culture, responses to specific ethical issues are strongly influenced by their prior culture. Two and three-part scripts for case studies based on NSF or original scenarios were written to illustrate issues such as gifts, attitudes towards women and ethnic minorities, conflict of interest, whistle-blowing, sexual harassment, individual rights, privacy, environment, intellectual property, and others. Following the presentation, the actors lead group discussion based on previously specified questions. Once the initial shyness and reluctance of some cultures has been overcome through the building of rapport, students have written original scripts based on hypothetical or prior personal situations. The method is now being adopted in a short course format to assist the professional integration of foreign trained engineers. (shrink)

A common compatibilist view says that we are free and morally responsible in virtue of the ability to respond aptly to reasons. Many hold a version of this view despite disagreement about whether free will requires the ability to do otherwise. The canonical version of this view is reductive. It reduces the pertinent ability to a set of modal properties that are more obviously compatible with determinism, like dispositions. I argue that this and any reductive view of abilities faces a (...) significant challenge: it cannot adequately explain the freedom-grounding element of this ability. The problem has the form of a dilemma. This leaves reasons-responsive compatibilists with two options: abandon theories of free will grounded in abilities or abandon reductive theories of abilities. According to many commentators, Davidson’s earlier work on philosophy of action and truth-theoretic semantics is the basis for his reputation, and his later forays into broader metaphysical and epistemological issues, and eventually into what became known as the triangulation argument, are much less successful. This book by two of his former students aims to change that perception. In Part One, Verheggen begins by providing an explanation and defense of the triangulation argument, then explores its implications for questions concerning semantic normativity (...) and reductionism, the social character of language and thought, and skepticism about the external world. In Part Two, Myers considers what the argument can tell us about reasons for action, and whether it can overcome skeptical worries based on claims about the nature of motivation, the sources of normativity and the demands of morality. The book reveals Davidson’s later writings to be full of innovative and important ideas that deserve much more attention than they are currently receiving. (shrink)
