Little appears to have changed in the western imagining of the Pacific region since ancient times. While metaphors of redemption and condemnation, paradise and paradise lost, utopia and dystopia persist, Australia's place in the Pacific will remain elusive and insecure. The essay is in two parts. The first half discusses the metaphors implicit in the names given to the region, the South Seas, the Pacific and Oceania, and relates their imagining in the early European expeditions of Balboa and Magellan, (...) in Hodges' paintings done on Cook's second voyage in the 18th century, and in conceptualizations of Australian identity from the colonial period to the mid-20th century writing of historians such as Hancock, Barnard and Manning Clark. The second half of the essay traces the repetition of the same metaphors in the theories of de Certeau and Baudrillard, and in the writings of contemporary Australian critics, including McKenzie Wark, Ross Gibson and Paul Carter. Oceania is a diverse region consisting of 29 countries, all of which are islands; its total population is approximately 379 million people. Business Ethics is firmly established as an academic field in the region’s two OECD countries, Australia and New Zealand, and in Singapore, is still developing in a dozen other countries, but no development at all has been found in half of the region’s countries, including each of those that has no higher education institutions. A major task for (...) Business Ethics in this region is to seed the development of the field in countries in which development has not yet begun, and to assist development where it is nascent. The key change to the focus of academic business ethics in this region over the past 15 years has been a shift in focus from the organisation and its employees, to business’ impact on the natural environment and external stakeholders. Much human adaptation depends on the gradual accumulation of culturally transmitted knowledge and technology. Recent models of this process predict that large, well-connected populations will have more diverse and complex tool kits than small, isolated populations. While several examples of the loss of technology in small populations are consistent with this prediction, it found no support in two systematic quantitative tests. Both studies were based on data from continental populations in which contact rates were not available, and therefore these studies (...) do not provide a test of the models. Here, we show that in Oceania, around the time of early European contact, islands with small populations had less complicated marine foraging technology. This finding suggests that explanations of existing cultural variation based on optimality models alone are incomplete because demography plays an important role in generating cumulative cultural adaptation. It also indicates that hominin populations with similar cognitive abilities may leave very different archaeological records, a conclusion that has important implications for our understanding of the origin of anatomically modern humans and their evolved psychology. This article engages weaving as a model of feminist decolonial climate justice methodology in Oceania. In particular, it looks to three weaver-activists who use their practices to reclaim the matrixial power of the ocean (as maternal womb and network of relation) in the face of ongoing US occupation in the Pacific: Marshallese poet and climate activist Kathy Jetn̄il-Kijiner; Hawai‘i-based settler-ally weaver and installation artist Mary Babcock; and Kānaka Maoli sculptor Kaili Chun, also based in Hawai‘i. Each artist begins from (...) a particular positionality in the ongoing open weave of the ocean and uses specific cultural ontologies of weaving and netting to address knots and gaps in climate change imaginaries. These weavers help to articulate important nuances in recent calls for working in solidarity networks at the cultural interface of climate justice activism. Their processes directly address the need for greater emotional and relational capacity across cultural and national divides, across Indigenous and non-Indigenous feminist critiques of colonial-capitalist systems and through inter-connected waters. In this text, written in relation to my book The Black Pacific, I introduce the connections of the Black Pacific, especially those by which Māori and Pasifika struggles against land dispossession, settler colonialism and racism connect with the struggles of African peoples against slavery, colonialism and racism. Sociologically, historically and geographically speaking, these connections between colonized and postcolonized peoples appear to be extremely thin, almost ephemeral. But those who critically cultivate these connections know otherwise. Psychologists from nineteen countries in Asia and Oceania report on the expansion of western psychology in the region at both the academic and the professional levels. With its own network of associations, conferences, and journals, the comminity of psychologists in the East has braved new frontiers for the discipline.

This volume provides a unique overview of methodologies that are conducive to a successful legal transplant in East Asia and Oceania. Each chapter is drafted by a scholar who holds direct professional experience on the legal transplant considered and has a distinctive insight into the pragmatic difficulties related to grafting an alien institution into a legal tradition. The range of transplants includes the implementation of contractual obligations, the regulation of commercial investments and the protection of the environment. The majority (...) of recent legal reforms in these geographical areas have aimed at improving national economic performance and fostering trade and have been directly inspired by European and North American institutional experiences. Background Many indigenous people have died or been harmed because of inadequately monitored research. Strong regulations in Human Research Ethics (HRE) are required to address these injustices and to ensure that peoples’ participation in health research is safe. Indigenous peoples advocate that research that respects indigenous principles can contribute to addressing their health inequities. This scoping literature review aims to analyze existing peer reviewed and grey literature to explore how indigenous values and principles from countries of Oceania are incorporated (...) into HRE and the governance of research involving human participants. Methods A scoping literature review framework was used for this study. A search for peer reviewed and grey literature from Google, bibliographies, and electronic databases such as SCOPUS, SPRINGER, Medline (Ovid) and JBI Database of Systematic Reviews was conducted, limited to the years 2002–2020. Sixty (60) documents that focused on indigenous knowledge from Oceania region and HRE were included, from which key findings and themes were synthesized. Results Charting the data showed that more than half the eligible documents were peer-reviewed journal articles (54%). Other sources included: International Declarations on Human Research (8%); book chapters (8%); government documents (8%); HRE Guidelines or protocols (13%); news articles (7%) and PhD thesis (2%). The literature was from Australia, Cook Islands, Guam, New Zealand, Fiji, Samoa, Tonga and Vanuatu, some of which focused specifically on HREs in the Pacific Region. Issues emerging from the literature were grouped into five themes (i) indigenous and cultural principles of HRE; (ii) informed consent in indigenous settings in Oceania; (iii) vulnerability and minority status of indigenous populations exploited for research; (iv) research ethics governance for Oceania indigenous peoples; and (v) research ethics committees in Oceania. Respect, relationship building, and trust were priority indigenous HRE principles that encompass the principles of partnership, capacity building, reciprocity, and equality. Relationship building and trust imply the equal distribution of benefits for indigenous population and researchers. Conclusion Indigenous principles of HRE identified were interconnected and interdependent. Recommendations were to incorporate indigenous principles of research in HRE regulations and processes of all countries with indigenous populations. This is especially pertinent for emerging national research committees in LMIC countries, including Fiji and Tonga. Relationship building among researchers and indigenous populations is key to successful research with indigenous populations. HRE principles important for relationship building include respect that is reciprocal among researchers and indigenous people. Elements of the principle of respect highlighted are empathy, collaboration, sharing of benefits, reciprocity, appreciation, empowerment, protection, safety and awareness of culture and languages. Indigenous ontology from the Oceania region involves spirituality, connectedness to land, religious beliefs and a participatory approach to HRE and should be respected in research. An ethical governance mechanism of HRE is one that incorporates indigenous principles and applications for the purpose of maximizing the protection of the dignity and rights of indigenous peoples of Oceania. A distinctive feature of the study of religion in Australia and Oceania concerns the influence of European culture. While often associated with private interiority, the European concept of religion was deeply reliant upon the materiality of printed publication practices. Prominent historians of religion have called for a more detailed evaluation of the impact of religious book forms, but little research has explored this aspect of the Australian case. Settler publications include their early Bible importation, pocket English language hymns and (...) psalters, and Indigenous language Bible translations. As elsewhere in Europe, Australian settlers relied on print to publicize their understanding of religion in their new context. Recovering this legacy not only enriches the cultural history of Australian settler religion, it can also foster new avenues through which to appreciate Australia’s multireligious and Indigenous heritage. BackgroundGenome-wide association studies (GWAS) provide a powerful means of identifying genetic variants that play a role in common diseases. Such studies present important ethical challenges. An increasing number of GWAS is taking place in lower income countries and there is a pressing need to identify the particular ethical challenges arising in such contexts. In this paper, we draw upon the experiences of the MalariaGEN Consortium to identify specific ethical issues raised by such research in Africa, Asia and Oceania.DiscussionWe explore (...) ethical issues in three key areas: protecting the interests of research participants, regulation of international collaborative genomics research and protecting the interests of scientists in low income countries. With regard to participants, important challenges are raised about community consultation and consent. Genomics research raises ethical and governance issues about sample export and ownership, about the use of archived samples and about the complexity of reviewing such large international projects. In the context of protecting the interests of researchers in low income countries, we discuss aspects of data sharing and capacity building that need to be considered for sustainable and mutually beneficial collaborations.SummaryMany ethical issues are raised when genomics research is conducted on populations that are characterised by lower average income and literacy levels, such as the populations included in MalariaGEN. It is important that such issues are appropriately addressed in such research. Our experience suggests that the ethical issues in genomics research can best be identified, analysed and addressed where ethics is embedded in the design and implementation of such research projects. Mangarevan traditionally contained two numeration systems: a general one, which was highly regular, decimal, and extraordinarily extensive; and a specific one, which was restricted to specific objects, based on diverging counting units, and interspersed with binary steps. While most of these characteristics are shared by numeration systems in related languages in Oceania, the binary steps are unique. To account for these characteristics, this article draws on—and tries to integrate—insights from anthropology, archeology, linguistics, psychology, and cognitive science more generally. The (...) analysis of mental arithmetic with these systems reveals that both types of systems entailed cognitive advantages and served important functions in the cultural context of their application. Every language has a way of talking about seeing, hearing, smelling, tasting and touching. This can be done through lexical means, and through grammatical evidentials. The studies presented here focus on the experssions of perception and cognition in languages of Africa, Oceania, and South America.

By its nature, comparative education values diversity. Respectfully studying how different groups pursue education provides opportunities to learn about the variety of human experience, expand the boundaries of the field, and ultimately re-understand ourselves. At its core, the field leverages the dynamic space between life as culturally located and being human. This chapter contributes value to comparative education from an Oceanic viewpoint. Oceania is the world region with more water and languages than any other. Because of its diversity and (...) colonial histories, Oceania is a site of creative tension between regionalism and self-determination. Unsurprisingly, conflict exists in the region. However, a key need in our ‘sea of islands’ for sustainability is to live well together. Faced with the uncertainties of the future such as climate change, mutual understanding and support is at a premium. The collaboration of writers; Solomon Islander, Tongan, and Anglo-Welsh, embodies this, as does the chapter’s woven mat-based structure. The thrust of this chapter is that through walking backwards into the future and embracing solidarity through diversity, we can promote a sustainable educational journey that offers the hope of continuity in the face of the challenges ahead. The article examines the theories of decolonization that have originated in the north of the Americas and Oceania and Latin America. It compares settler colonial theories developed by Australian historians Patrick Wolfe and Lorenzo Veracini with the theory of the coloniality of power of the Peruvian sociologist Aníbal Quijano. The author argues that Wolfe’s and Veracini’s theory of settler colonialism creates a conceptual distancing from what they call exploitation colonialism that is not only theoretically unsound, but also historically inaccurate. (...) The land/labor binary that they build in their theory of settler colonialism holds up only if it excludes Latin America from the analysis. This becomes evident in their analyses of the state, race, and miscegenation. Both theories, however, largely ignore gender in the description of colonization, a gap that Latin American decolonial theorists and feminist indigenous theorists of the north must fill. As European colonies in Asia and Africa became independent nations, as the United States engaged in war in Southeast Asia and in covert operations in South America, anthropologists questioned their interactions with their subjects and worried about the political consequences of government-supported research. By 1970, some spoke of anthropology as “the child of Western imperialism” and as “scientific colonialism.” Ironically, as the link between anthropology and colonialism became more widely accepted within the discipline, serious interest in examining the history of (...) anthropology in colonial contexts diminished. This volume is an effort to initiate a critical historical consideration of the varying “colonial situations” in which (and out of which) ethnographic knowledge essential to anthropology has been produced. The essays comment on ethnographic work from the middle of the nineteenth century to nearly the end of the twentieth, in regions from Oceania through southeast Asia, the Andaman Islands, and southern Africa to North and South America. Is it a private matter or a largely social one? Could it sometimes be right, or a "noble duty," or even a fundamental human right? Whether it is called "suicide" or not, what role may a person play in the end of his or her own life? This article concludes this special issue of the Journal of Business Ethics that focussed on the Global Survey of Business Ethics as field of Training, Teaching and Research. The article provides a comparative global analysis of the findings in the eight world regions that participated in this global survey viz. Central Asia, East Asia, Europe, Latin America, North America, Oceania, South and South-East Asia, and Sub-Saharan Africa. The eight regions are compared with regard to their findings on the terminology (...) used to refer to Business and Economic Ethics, the prevalence of Business and Economic Ethics, themes covered in training and teaching programs on Business and Economic Ethics, themes covered in Business and Economic Ethics research, and major business ethical issues that are foreseen over the next 5 years. Broad patterns, continuities and discontinuities that emerged in a comparison across the eight regions are identified and discussed. Abstractabstract:This article examines the connections between social perfectibility and individual identity through George Orwell's famous non-place "Oceania" in 1984 (1949). It is argued that "Ingsoc" Party members see reality filtered through "collective solipsism," which is a mirage that is superimposed upon the material state of affairs in individual perception by the augmentation of every individual's environment with constant feedback from the social superstructure. Thus, perceptions, memories, and possibly even personalities are constructed situationally as fit for the superstructure. Due to (...) the constantly intensifying regress of cognitive and material enabling factors, this "collective delusion" will detach itself from the material realm completely in 2050 when individual consciousness fully dissolves into Big Brother's super-mind. 1984 thus depicts a dystopian-utopian, "blackwhite" society on the "event horizon" to a "singularity," which will emerge when the state or collective becomes an absolute and no traces of private life remain. The idea of culture has been subject to critical debate in anthropology during the past decade as the result of a shift in emphasis from the bounded local culture to transnational cultural flows. But at the very same time that cultural mobility is being emphasized by anthropologists, the people they study are recasting culture as a place of belonging as they construct local identities. Siting Culture argues that it is only through rich ethnographic studies that anthropologists may explore the significance (...) of place in the global space of relations which mold the lives of people throughout the world. It is worth beginning any discussion of the trends of universalization and particularization of value-normative systems with some refl ections on theory. Theories about values, norms, and morality are themselves closely related to the moralities they explain and to the moral outlook of those doing the explaining. A choice of a value is an act of faith, which echoes the Lutheran salvation doctrine of “justifi cation by faith alone.” The distance between these concepts and the “moral” ideas of Oceania, (...) such as the idea of tabu, whose violation produces a mechanical consequence of harm to the violator, is obviously large. All detailed knowledge of the use of knotted (...) cords in china has been entirely lost, but we can easily understand that it was a mnemo-technic method of remembering data of various kinds and communicating ideas. The same practice prevailed in ancient Peru as well as among the islanders of Oceania, and seems to have been common all over the globe among the peoples of a primitive civilisation. In South America the knotted cords are called "quippu" and some that are still preserved in ethnological collections were used to indicate the tribute to be paid to the Incas by the several tribes. They consist of woolen threads, the different colors of which represent different kinds if produce: corn, wheat, fruits, furs, etc., while the number of knots register the amount or measure. La communauté francophone de l'Océanie insulaire se limite à quatre membres, la Nouvelle-Calédonie, la Polynésie française, le Vanuatu et Wallis-et-Futuna, dispersés entre la Mélanésie et la Polynésie. La langue française ne joue pas un rôle de lingua franca puisque ce sont plusieurs dizaines de langues autochtones mélanésiennes et polynésiennes, auxquelles on peut ajouter les langues des minorités asiatiques ainsi que l'anglais et le bichlamar , qui assurent la communication orale entre les différents groupes, clans et royaumes. Les solidarités et les (...) dynamiques endogènes de ce groupe francophone sont finalement très limitées. Le Vanuatu, avec son développement humain moyen, est là pour le rappeler. The French language does not play the role of a lingua franca, since the different groups, clans and kingdoms communicate orally in several dozens of indigenous Melanesian and Polynesian languages along with the languages of the Asian minorities, English and Bichlamar . The endogenous dynamics and solidarities of this French-Speaking unit are very limited. Vanuatu, with its rather mediocre human development, is a good example. If the existence of an Oceanian French-Speaking Community is due more to a coincidence of history and geography, does it nonetheless reveal a true aspiration of its inhabitants to share a common colonial heritage? Visual cultures are being increasingly discussed in the history of science literature, although relatively very little of that work concerns the nuclear age. In addition, within the discrete yet bourgeoning literature on global nuclear art and culture, Oceania is often overlooked despite its central role in the development of the American, British, and French nuclear weapon capabilities, as well as their associated colonial legacies. This article serves to redress both concerns by examining the visual politics of Maralinga in relation (...) to settler-colonial and Aboriginal experiences, vulnerabilities and presentations. I do so by surveying artworks with a connection to the Australian experience of nuclear colonialism and find that the figure of biological life has been conspicuously left absent from contemporary non-Indigenous Australian depictions of British nuclear testing in Australia. While the many efforts to decolonize or dismantle the vestiges of colonialism that remain are laudable, they can also reinforce what they seek to end. For decolonization to be impactful, it must be done with epistemic and cultural humility, requiring decolonial scholars, project leaders, and well-meaning people to be more sensitive to those impacted by colonization and not regularly included in the discourse. (...) INTRODUCTION Decolonization is complex. To successfully achieve decolonization, projects should incorporate the voices of those subjugated or silenced. Including such voices requires sincerely exploring who has been affected by colonialism or neocolonialism and how, as well as cultural sensitivity. In its basic use, decolonization refers to countries under colonial rule gaining independence or freedom from forms of subjugation. Additionally, scholars use the term to refer to efforts to dismantle neocolonialism and vestiges of colonialism. The process includes de-silencing subjugated voices.[1] I use decolonization in the latter way to refer to countries with technical independence. While arguably colonization ended formally with independence from colonizing powers, neocolonialism is the indirect, informal, and sometimes subtle control of the people, their economy, and political life despite formal independence from colonizing authorities. I conceptualize neocolonialism as a system that involves direct and involuntary control of another’s political, economic, or social life, impacting their worldview and ways of encountering the world. Decolonization may target actions, places, or systems like health care or AI to overcome the ills of colonialism and neocolonialism. It also may target knowledge and require rethinking how people develop their knowledge base. For example, if people grew up seeing an outside colonizer as superior, they would need to change their knowledge of superiority. Decolonization may target power, for example, changing who owns and distributes COVID-19 vaccines and who distributors exclude in the distribution of vaccines. Decolonization could require looking at those disempowered in the distribution process. Additionally, decolonization may target autonomy of persons by freeing people, ensuring human and individual rights, and respecting cultural traditions. Decolonization projects that try to de-silence by including the voices of those affected by colonialism and neocolonialism must examine inclusiveness in the context of the culture of the subrogated individuals. Examples of decolonization projects include making datasets inclusive of diverse peoples and places, returning to traditional food and eating practices, making sure hospitals in developing countries are led by locals and respectful of cultural traditions, returning unethically obtained artefacts or objects. Another project would be laying the groundwork for equality in formerly colonized countries to ensure that business ownership, education, and financial success will flow fairly to those previously victimized by colonization. Summarily, there are many strategies for decolonizing. However, it is worth asking whether the strategies have risks that undermine the goal of decolonization. I. Understanding Decolonization Discourses Many fields, from AI to politics, economics, health care, aviation, and academia, discuss decolonization. The content of the discourse on decolonization depends on the region and field discussing it. Rather than just reporting on decolonization, the discussions may be calls to action. For example, decolonization discourses reflect activism for cognitive justice, such as equal consideration of Indian or African knowledge systems in global health discourses.[2] In politics and political science, some scholars frame decolonization as an anti-western, anti-colonial movement by Africans to emancipate Africa/ns from subjugation or shift the continent to postcolonialism and post-neo-colonialism. This framing walls off non-African participants and may undermine their capacity to benefit the conversation.[3] There are other political scientists who actively support decolonization and see it as a field of activism in support of anyone and countries where colonization harmed people and development.[4] The point is that two ways of conceptualizing decolonization in politics and political science are discernible. One conceptualization is less inclusive since it alienates scholars and professionals from Western, high-income, or developed countries. The other is more inclusive. In humanitarian studies, including philosophy, some decolonization articles and conversations are efforts to end the destructive force of colonization. They focus on either the form, such as ecocide, genocide, and many others, or the geographic location, such as Africa, Asia, Latin America, and Oceania.[5] Finally, the feelings one brings into this conversation can adversely impact how one engages in them and who they listen to or are willing to hear from. For example, anger, rage, bitterness, and hatred are emotions that are not uncommon in spaces of decolonization conversations. Decolonization conversations that originate from a place of negativity risk deepening the psychological state of victimhood and prevent people from disrupting constructively or critically engaging in the conversation.[6] II. Understanding Decolonization Strategies Decolonization strategies mainly aim to de-silence victims of domination or subjugation. People have proposed many strategies for decolonizing. These strategies may be informed by what the target is for decolonization. Decolonization can target power relations in global health. For example, during the COVID-19 pandemic, public health organizations noted the power imbalance in vaccine distribution. Decolonization could involve de-silencing those affected by neocolonialism to bring about a more balanced distribution of power and a more fair distribution of the vaccine. By analyzing who was adversely impacted by the distribution and who ought to wield power, those engaged in decolonizing advocated for positive change and equitable power relations. Equally, when being is the target of decolonization, the language of unlearning or relearning and mental decolonization take centre stage in the decolonization discourse. For example, the quest to decolonize colonized minds aims to demythologize African inferiority and Western superiority. Demythologizing African inferiority enables those engaged in the decolonization discourse to cultivate and foster African agency.[7] Finally, when knowledge production is the target of decolonization, scholars use inclusion and cognitive justice. For example, they try to alter the knowledge that underlies global health ethics.[8] “[D]decolonizing researchers aim to respectfully understand and integrate theory from Other(ed) perspectives, while also critically examining the underlying assumptions that inform their Western research framework.”[9] One common strategy that scholars use in decolonization is inclusion. It is worth asking, does including people who have been subrogated foster decolonization? Whether that is effective depends on whether included people are more heard or whether the strategies to include them create new forms of silencing. III. Inclusion and the Quest to Decolonize Evaluating how effective inclusion is in the quest to de-silence subjugated voices is important. First, inclusive strategies are not neutral. They are epistemically situated. This situatedness constrains meaning-making in different ways: how and what questions are asked, how social roles are constructed, organized or assigned, and who is admitted to the room where these conversations occur.[10] Inclusion strategies may reinforce (unchallenged) assumptions. For example, to address prejudices and stereotypes in global health images, Arsenii Alenichev and his colleagues[11] successfully inverted “one stereotypical global health image” by prompting a generative AI to produce “an image of a traditional Indian or African healer healing a White Child.” Although there were some problems with the image of the White child, this innovation is a significant, useful effort to de-embed or strip global health images of problematic pictures that mythologize White superiority and Black inferiority. Yet it is possible that using categories like traditional Indian or African reinforces unchallenged assumptions, raising key questions regarding how language and words create new stereotypes. It is common to define traditional as non-conventional, unorthodox, and informal. Yet studies continue to reveal that non-scientifically appraised healing approaches in India or Africa are not only effective but also real, meaningful, fundamental, and primary care-seeking behaviours in many communities in these regions.[12] Suppose inclusive strategies are not un-situated. These conversations may be had within the structures, language, and spaces built by or connected to colonialism. The spaces, language, places, and structures in which these conversations occur can limit who can participate and how they participate. Importantly, some conditions are not conducive to participation as equals. The allocated time for the discussion could also constrain how individuals express themselves. It is unclear who is ultimately heard. Furthermore, epistemic situatedness of inclusion can impact decolonization conversations when participants are beneficiaries of, products of, and trained by structures and systems they seek to dismantle. To enhance the decolonization project and its goals, a pressing task is to unveil and question how the circumstances may inhibit activism. If the vestiges of colonialism continue to structure the decolonization discourse invisibly, the vestiges may undermine decolonization. For example, a public health discussion that includes white Western doctors and Western pharmaceutical executives in Africa may have many local Africans at the table but could still effectively devalue their input based on built-in assumptions and biases that are vestiges of colonialism. Second, exclusion and inclusion are also not binary. Individuals may experience exclusion, even while included (the phenomenon called internal exclusion). In other words, inclusion can fail to be substantial or become a means of enhancing optics, “a way of (un)consciously weakening the radical claims being pursued.”[13] For example, in South Africa, many institutions have made significant efforts to diversify their faculties due to the promulgation of the Employment Equity Act 55.[14] The act requires South African institutions to implement employment equity that redresses the history of harmful discrimination in the country. The act further requires transforming departments and institutional administrations. Although many recognize and support the need to transform departments in South Africa, the rhetoric of transformation departs sharply from the lived experiences.[15] This misalignment between the plan and practice is evident in the underrepresentation of black people and females in senior management teams, professorships in many universities and health departments, and positions of power in some South African institutions. Those selected in the transformation of the departments have also complained of being overworked. The burden of extra work undermines their ability to develop agency and voice in the space they now occupy or fulfil key requirements that have implications for their career trajectory.[16] This is called the minority tax. Notably, "the minority tax… is the burden of extra responsibilities [placed] on faculty of colour to achieve diversity and inclusion and contributes to attrition and impedes academic promotion."[17] One challenge for decolonializing projects will be for decolonial scholars and those selected for decolonization objectives to have the humility to decline invitations, requests, roles, and platforms for which they are either unqualified or lack the capacity to fulfil. At its heart, decolonization strategies must empower those included rather than weaken them. Finally, inclusion can lead to a phenomenon known as elite capture.[18] Elite capture occurs when socially advantaged individuals in a group monopolize or exploit activism to their own benefit at the expense of the larger, struggling group. Elite capture weakens decolonization efforts from within, revealing that those likely to benefit from global inclusive efforts are those who fulfil globally constructed standards, those “already present in the room.” There is no better strategy to weaken decolonial movements than weakening the project from within by strategically positioning individuals who share physical properties with the victims of exclusion and silencing but intellectually, behaviourally, psychologically, and emotionally share more common ground with the colonizer. Such insiders may be unaware they are furthering neocolonial conditions rather than decolonizing. In relation to decolonization, particularly in global health, elite capture reveals that those whose voices are loudest in the room are not necessarily those more impacted by colonialism. They may benefit more from reinforcing colonialism. Opportunism weakens meaningful activism from within, preventing good initiatives and strategies from having their intended impact or taking substantive root.[19] This paper cannot do justice to elite capture, but it is worth noting its negative impacts. IV. Improving the Impact of Decolonization To end neo-colonialism, it is important to understand how it manifests and what to do at each level. Beyond the academic discourse, many tangible efforts exist to decolonize through de-silencing. Examples of these efforts include the ME2 movement that seeks to centre the concerns and experiences of sexually abused or harassed victims in the public discourse. At the funding level, many grant-awarding agencies like Wellcome Trust have dedicated huge budgets to studies that help them understand how they may have perpetrated colonialism or neocolonialism and what they can do differently going forward.[20] In South Africa, promulgating the Employment Equity Act 55 was a tangible attempt to entrench decolonization concerns in a country's regulatory framework. Yet, these decolonization efforts could fail to be substantive if they do not reflect cultural sensitivity. Two key components of cultural sensitivity are worth highlighting here: epistemic and cultural humility. Epistemic humility is an intellectual virtue described as knowing one’s limitations and the limitations of the learning methods employed. At its simplest, it is the ability to admit when one is wrong. Cultural humility includes genuine attempts to learn about and embrace other cultures. Epistemic and cultural humility are signs of academic excellence and strength. Epistemic and cultural humility seriously acknowledge how the state of our knowledge, cognitive limitations, experiences, and backgrounds, while constraining us, also invite us to listen, learn, grow, and change. The limitations-owing account of epistemic and cultural humility suggests that “a person who is aware of her cognitive limitations and owns them is much better positioned to achieve such epistemic goods as true beliefs and understanding than someone who… simply has insight into the epistemic status of her beliefs.”[21] Epistemic and cultural humility may help prevent decolonization projects that unintentionally reinforce what they seek to dismantle. Epistemic humility calls on decolonizers to defer tasks for which they are not qualified to suitably qualified persons. Beyond this, humility supports brave scholarship that imagines and reimagines how featuring the same voices, faces, and perspectives possibly introduces new forms of domination or silencing. Cultural knowledge can lead to a more intentional way of seeking out the right people or a more diverse group than those frequently featured in decolonization conversations. This would give others more opportunities to navigate these spaces and should do so in ways that are familiar to them. One ought to be more sensitive to those who would ordinarily not be included in these conversations. Unless we radically and boldly reimagine these discussions, we risk alienating those most negatively impacted by neocolonialism. CONCLUSION Decolonization conversations are complex and the subject of academic debate. The strategies employed to decolonize can harm or help the victims of neo-colonialism. Inclusion of previously silenced individuals may not be enough to overcome the vestiges of colonialism, leading to a false inclusion, where those included feel excluded or contribute in ways reflecting their own biases and circumstances. Inclusion of an elite or people who do not truly represent the subjugated can lead to elite capture. For decolonization strategies to be impactful, for example, in the context of global health, project leaders and participants must engage in conversations employing epistemic and cultural humility. Este artigo toma o tema do humanismo como questão central no pensamento que Francisco vem formulando em seu magistério, cujo pontificado iniciou-se em 2013, no contexto da renúncia do papa Bento XVI. John W. O’Malley diz que “ninguém esperava que o novo papa acendesse um entusiasmo quase maníaco e que o fizesse não apenas entre os católicos, mas também entre pessoas de outras tradições religiosas e, ainda mais surpreendente, em pessoas sem qualquer crença religiosa. De repente, uma longa era parecia (...) ter acabado e uma nova parecia ter começado”. No humanismo de Francisco não se encontram separados natureza, cultura, história e mistério. Portanto, pode-se dizer que nele encontra-se uma cosmologia articulada com uma filosofia e teologia da cultura e da história cujo acabamento está no ápice de uma mística. Assim, três direções tomam este artigo enquanto perguntas investigativas. Primeira: como se apresenta o humanismo formulado por Francisco no contexto dos humanismos? Segundo: o humanismo formulado por Francisco e que se insere na Doutrina Social da Igreja é factível à construção de uma fraternidade universal? Terceiro: Quais condições teóricas e práticas podem ser encontradas na formulação de Francisco para a consecução e realização do projeto de uma fraternidade universal? Estas questões buscam e acenam na totalidade da Laudato Si’ uma proposição de uma arquitetônica de saberes, novidade ímpar na história das encíclicas desde Leão XIII no século XIX. A hipótese que atravessa esta reflexão é a de que Francisco formula um humanismo libertador, portanto, há um giro no interior da própria Doutrina Social da Igreja fazendo com que sua leitura eurocêntrica até o pontificado de Bento XVI se dê, doravante, em perspectiva desde as periferias do mundo globalizado, ou seja, desde a América Latina Caribenha, a África, a Ásia e a Oceania, subsumindo a opção preferencial e solidária pelos mais pobres. Many actors use the norm of climate justice to fight climate change and to struggle against global inequities internationally and domestically. Despite the enormous diversity of ways in which actors have deployed ideas of climate justice, many of the policies framed within this norm sustain oppressive, silencing, and/or assimilating tendencies. Hence, this paper looks at the biases that were introduced from ideas of “sustainable development” into the discourse of climate justice. Through the cases of India and Oceania, the paper (...) illustrates the ways in which colonial legacies of single-axis thinking and development emphasize a particular struggle at the expense of other experiences and ways of life. This work, an initiative of the University of French Polynesia, Tahiti, showcases research collaboration between small island universities in the Pacific. It addresses a number of 'big issues' for Oceania which are also big issues for the world, concerning the biosphere and human society, sustainable development and well-being. The authors seek to create an ecosystem of knowledge through a dialogue, in English and French, between the natural sciences, the social sciences and the humanities. The work also brings into perspective (...) academic and traditional knowledge, with a view to enhancing cultural and agricultural practices and the development of public policy. Climate change, environmental degradation and food security are key questions for survival. How can the preservation of cultural heritage, the transmission of native languages and the integration of traditional knowledge into formal education contribute to a harmonious future? How is the phenomenon of violence relevant to an understanding of history, interpersonal relations and social inclusiveness, including for women in the political sphere? The Tongan-Fijian writer Epeli Hau'ofa described Oceania imaginatively as a 'Sea of Islands'. This volume sees Pacific islands as being interconnected in ways beyond imagining, in which nowhere is remote, where the peripheral has become a decentred centre. (shrink)

Tribal art , also termed ethnographic art or, in an expression seldom used today, primitive art , is the art of small-scale nonliterate societies. Some of the traditional artifacts to which the term refers may not be art in any obvious European sense, and many of the cultures where they occur may not strictly-speaking be tribal in social structure. The rubric nevertheless persists because the arts produced by small-scale cultures share significant elements in common. The tribal arts which have gained (...) the greatest attention in the West come from the Americas (such as the Inuit, Southwest and Plains Indians, and isolated areas of Central and South America), Oceania (including Melanesia and Australia, Polynesia and New Zealand), and Subsaharan Africa. The characteristics which define a small-scale, traditional society are (1) isolation, politically and economically, from civilizations of Europe, North Africa, or Asia, (2) oral traditions in the absence of literacy, (3) small, independent population groupings, usually in villages of no more than a few hundred souls who live a life of face-to-face social interaction and informal social control, (4) a low level of labor/craft specialization, (5) subsistence by hunting, fishing, and gathering and/or small-scale agriculture, (6) little technology beyond hand tools, and that often of stone rather than metal, and (7) slow rates of cultural change prior to European contact. Of this list, small size, lack of written language, and isolation from large civilizations are the essential features of societies whose art is discussed here. (shrink)
