In this article I try to refute the so-called "libertarian" theory of free will, and to examine how our conclusion ought to modify our common attitudes of praise and blame. In attacking the libertarian view, I shall try to show that it cannot be consistently stated. That is, my dscussion will be an "analytic-philosophic" one. I shall neglect what I think is in practice an equally powerful method of attack on the libertarian: a challenge to state his theory in such (...) a way that it will fit in the modern biology and psychology, which are becoming increasingly physicalistic. In the case of Michel Foucault the impact (...) of his work is felt in a wide range of disciplinary fields, including philosophy and history, disciplines to which he explicitly directed his attention, as well as other areas of intellectual endeavor, notably, sociology, criminology, political science, cultural studies, feminism, architecture, and literary analysis. Indeed, there are now few disciplinary fields that have not experienced the Foucault effect.Writing an introduction to Foucault's work is not an easy task. There are so many interpretations and issues to address, and there are already a large number of texts published on his work. Undaunted by the magnitude of the task, Philip Barker has produced a fine text, one that simultaneously manages to offer a clear introduction to the key elements of Foucault's work as well as provide food for thought for those already relatively familiar with the Foucaultian legacy. In an impressively wide-ranging text, Barker opens his discussion with a consideration of the question of how we are to read Foucault. Reflecting on Foucault's discussion of the author function, discourse, the circulation and meaning of texts, as well as the difficulties of commentary, Barker introduces the reader to the features of a "Foucauldian style of textual criticism." From here the text proceeds to cover such key substantive concerns in Foucault's work as the articulation of power, truth and strategy (Chapter 2) and discipline, subjectivities and selves (Chapters 3 and 4), before turning to a discussion of Foucault's "archaeological strategy," conception of historical analysis, and critical interrogation of the sovereign subject (Chapter 5). In the two final chapters of the book Barker seeks to encourage the reader to be more than a passive consumer of Foucault and to develop a "critical interaction" with Foucault's work. Through a series of brief reflections on philosophy, the politics of theory, and the notion of "thinking against," Barker, drawing on a text by Longinus, attempts, with a good deal of success, to put into practice Foucault's idea of "thinking differently" (Chapter 6). The book ends on a more personal and somewhat self-indulgent note, but one hopefully that will still encourage introductory readers to get to grips with Foucault's work for themselves.Barker has succeeded in producing a concise and generally stimulating introduction to Foucault's work, and it should encourage readers to try to make sense of Foucault's work for themselves. ABSTRACT L. J. MacFarlane has contended that the right to strike is a keystone of democratic society. The right to strike is a right to free expression, association, assembly and power. And the right to strike is dependent upon the right to employment. MacFarlane denies that the right to employment is a universal right. I argue that unless the right to work is indeed universal MacFarlane's main contention is false. Forced unemployment is, amongst other things, the denial of full citizen (...) status, for the range of liberties that constitutes the right to strike is essential to full participation in democracy. It is only when the traditional liberty‐rights of free expression and striking are seen as being based upon such recipient rights as rights to media space and time and upon the right to work, that they can play their proper democratic role. Background: Nurses and midwives have a professional obligation to promote health and prevent disease, and therefore they have an essential role to play in vaccination. Despite this, some nurses and midwives have been found to take an anti-vaccination stance and promulgate misinformation about vaccines, often using Facebook as a platform to do so. Research question: This article reports on one component and dataset from a larger study – ‘the positives, perils and pitfalls of Facebook for nurses’. It explores the specific (...) issue of nurses and midwives who take an anti-vaccination stance, deemed to be unprofessional by crossing professional boundaries and by providing medical information on Facebook that is not within their scope of practice. Participants: Data were collected via an online worldwide survey from nurse and midwife participants, distributed and ‘snowballed’ through relevant nursing and midwifery groups on Facebook. In total, 1644 Registered Nurses and Midwives, and Enrolled Nurses worldwide attempted the online survey. There were 1100 completed surveys and 54 partially completed surveys. Semi-structured interviews were also conducted online using Skype® with 17 participants in Australia. Ethical considerations: Ethical processes and procedures have been adhered to relating to privacy, confidentiality and anonymity of the participants. Findings/results: A mixed-methods approach was used, including descriptive and content analysis of the quantitative survey data and thematic analysis of the qualitative interview data. The main theme ‘blurred boundaries’ was generated, which comprised three sub-themes: ‘follow the science, ‘abuse of power and erosion of trust’ and ‘the moral and ethical responsibility to safeguard public health’. The results offer an important and unique understanding of how nurses and midwives interpret the conduct of fellow health professionals as unprofessional and crossing the professional boundary if they used Facebook to promulgate anti-vaccination messages and/or give medical advice online. Conclusion: There are many positives and negatives for nurses and midwives associated with using Facebook for personal and professional communication, which is in keeping with the results of the larger study from which this article is taken. Professional behaviour is a key theme in the larger research as is the ethical construct of ‘every act has a consequence’; however, in this article, the theme ‘blurred boundaries’ offers an overall understanding of how nurses and midwives interpret the behaviour of their colleagues who espouse anti-vaccination sentiment and/or give medical advice online that is outside their scope of practice and education. Over the last few years, smart cities have been a focus of scholarly attention. Most of these critical studies concentrated on the multinational corporations’ discourses and their implications on urban policies. Besides these factors, however, the data-driven city develops within a complex web of entanglements whereby data-driven technologies modulate the urban infrastructure in a multitude of ways contingent upon the social, political, material and technical aspects. As such, this article attends to the infrastructural implications of a smart city product, Citymapper, (...) which is a transport app built on open data available as part of London’s smart city planning. In order to establish the relationship between data and infrastructure, I use Gilbert Simondon’s notions of ‘transduction’, ‘individuation’ and ‘technicity’ to explore this relationship in a processual and relational way. In constructing this relationship as co-generative, whereby infrastructure and data transindividuate, I subsequently posit the term data/infrastructure. Against this theoretical background, I study the ways in which Citymapper individuates and thereby gains infrastructural power through technicity of data by studying the ways in which the users’ contribute to data generation that feed back into the app. Specifically, by following the transformation of the app from initially mediating the bus timetable to transducing users into environmental sensing nodes through which the app collects behavioural data, I foreground the epistemological, infrastructural and social consequences of Citymapper’s infrastructural power for the data-driven city. In order to manage the electricity consumption information of microgrid users, the reliability of electricity information collection is studied in this paper. The normal communication between the acquisition terminal and the smart meter is a key factor affecting the accurate collection of power information; it is the basis for ensuring the operation of the microgrid as well. In order to improve the reliability of the low power line communication between the acquisition terminal and smart meters, this article first uses the (...) static networking method to layer the smart meters and select relays from them and then select the optimal communication path based on integrating communication quality and relay forwarding number dynamically, which could avoid the signal conflict problem caused by simultaneous communication. Finally, by analyzing the influence of the time-varying power line channel on the smart meter communication, a method based on the integrated communication quality and the relay number to consider the time variability of low power line communication is proposed. Choosing the optimal path of the smart meters when the communication path is abnormal can not only establish a new communication path for communication in time, but also avoid communication failures caused by the time-varying channel. Through MATLAB simulation, the time-varying dynamic network of the power line channel is introduced in this paper, which improves the reliability of the smart meter communication and has certain guiding significance for the actual smart meter network construction in microgrid. The contribution describes the legal phenomenon as a playing field characterized by a progressive regression of the law, understood as a sovereign will from top to bottom, both in the vision of formalist legal positivisms in continental Europe and in realist terms, in the United States. Soft law represents the main strategy to subordinate the law to the interests of the economy, elasticizing environmental law, making it favorable to the market, reducing ecology to the simplistic metric of CO2 emissions. The (...) consequence is a retreat of the statist vertical normativity of law which is not replaced by a de facto power granted to those who control the technology, built by design to close spaces for pluralism and democratic action, in the interest of surveillance and concentrated power in private and government oligopolies. The author concludes by advocating the urgency for genuinely innovative categories, particularly in the legal education, such as the commons, capable of including sustainability into a “new ecological jurisprudence committed to inclusion and solidarity rather than exclusion and struggle”. The area of smart power grids needs to constantly improve its efficiency and resilience, to provide high quality electrical power in a resilient grid, while managing faults and avoiding failures. Achieving this requires high component reliability, adequate maintenance, and a studied failure occurrence. Correct system operation involves those activities and novel methodologies to detect, classify, and isolate faults and failures and model and simulate processes with predictive algorithms and analytics. In this paper, we showcase the application of a complex-adaptive, self-organizing (...) modeling method, and Probabilistic Boolean Networks, as a way towards the understanding of the dynamics of smart grid devices, and to model and characterize their behavior. This work demonstrates that PBNs are equivalent to the standard Reinforcement Learning Cycle, in which the agent/model has an interaction with its environment and receives feedback from it in the form of a reward signal. Different reward structures were created to characterize preferred behavior. This information can be used to guide the PBN to avoid fault conditions and failures. (shrink)

Smart grids are rolling out internationally, with the United States nearing completion of a significant USD4-plus-billion federal program funded under the American Recovery and Reinvestment Act. The emergence of smart grids is widespread across developed countries. Multiple approaches to analyzing the benefits of smart grids have emerged. The goals of this white paper are to review these approaches and analyze examples of each to highlight their differences, advantages, and disadvantages. This work was conducted under the auspices of a joint U.S.-China (...) research effort, the Climate Change Working Group Implementation Plan, Smart Grid. We present comparative benefits assessments of smart grid demonstrations in the U.S. and China along with a BA of a pilot project in Europe. In the U.S., we assess projects at two sites: the University of California, Irvine campus, which consists of two distinct demonstrations: Southern California Edison’s Irvine Smart Grid Demonstration Project and the UCI campus itself; and the Navy Yard area in Philadelphia, which has been repurposed as a mixed commercial-industrial, and possibly residential, development. In China, we cover several smart-grid aspects of the Sino-Singapore Tianjin Eco-city and the Shenzhen Bay Technology and Ecology City. In Europe, we look at a BA of a pilot smart grid project in the Malagrotta area west of Rome, Italy, contributed by the Joint Research Centre of the European Commission. The Irvine sub-project BAs use the U.S. Department of Energy Smart Grid Computational Tool, which is built on methods developed by the Electric Power Research Institute. The TEC sub-project BAs apply Smart Grid Multi-Criteria Analysis developed by the State Grid Corporation of China based on the analytic hierarchy process with fuzzy logic. The B-TEC and TNY sub-project BAs are evaluated using new approaches developed by those project teams. JRC has adopted an approach similar to EPRI’s but tailored to the Malagrotta distribution grid. Data about the accessibility of United States municipalities is infrastructure in the smart city. What is counted and how, reflects the sociotechnical imaginary of a time or place. In this paper we focus on features identified by people with disabilities as promoting or hindering safe pedestrian travel. We use a regionally stratified sample of 178 cities across the United States. The municipalities were scored on two factors: their open data practices, and the degree to which they cataloged the environmental features (...) that persons with disabilities deemed critical for safe movement through urban spaces. In contradiction to the dominating narrative of too much data and not enough analyses, we find that when it comes to data points that might be useful to persons with disabilities, data are lacking. This data gap has consequences both politically and materially—on one hand data could help enforce compliance with the Americans with Disabilities Act, on the other they would allow for safe route planning. We find that reading these data formats and collection patterns from the perspective of critical disability studies—particularly those whose work disrupts notions of “normal” —helps answer questions about potential benefits and harms of data practices. This lens has the potential to promote analysis that is as disruptive to injustices as it is practical. (shrink)

The objective of this study is to provide an overview over the ethical issues relevant to the assessment, implementation, and use of smart-glasses. The purpose of the overview is to facilitate deliberation, decision making, and the formation of knowledge and norms for this emerging technology. An axiological question-based method for human cognitive enhancement including an extensive literature search on smart-glasses is used to identify relevant ethical issues. The search is supplemented with relevant ethical issues identified in the literature on human (...) cognitive enhancement and in the study of the technical aspects of smart-glasses. Identified papers were subject to traditional content analysis: 739 references were identified of which 247 were regarded as relevant for full text examinations, and 155 were included in the study. A wide variety of ethical issues with smart-glasses have been identified, such as issues related to privacy, safety, justice, change in human agency, accountability, responsibility, social interaction, power and ideology. Smart-glasses are envisioned to change individual human identity and behavior as well as social interaction. Taking these issues into account appears to be relevant when developing, deliberating, deciding on, implementing, and using smart-glasses. (shrink)

A large number of modern communication technologies and sensing technologies are incorporated into the smart grid, which makes its structure unique. The centralized optimized dispatch method of traditional power grids is difficult to achieve effective dispatch of smart grids. Based on the analysis of power generation plan and maintenance plan optimization model, this paper establishes a smart grid power generation and maintenance collaborative optimization model with distributed renewable energy. The objective function of this collaborative optimization problem is the operating cost (...) of conventional units, the cost of wind power generation, and the cost of overhauling units; the constraints considered mainly include system constraints and overhaul constraints. The solution method of combinatorial optimization is analyzed, and the genetic optimization algorithm adopted in this paper is selected and discussed. According to the characteristics of the system, various loads are modeled, and power supply constraints are considered. By establishing an effective objective function, the adjustable load scheduling problem is transformed into a solvable optimal control problem. Taking into account the uncertain factors in the system, the advantage of the real-time control system is that it can realize the dynamic update scheduling of the load, so it is more in line with the requirements of the actual system. The real-time algorithm proposed in the paper is based on a distributed control strategy, which can not only realize dynamic compensation for random fluctuations in renewable energy power generation but also satisfy the load curve optimization under the premise of making full use of power supply resources. In addition, simulation experiments compare the load dispatching capabilities of the proposed algorithm with the existing algorithms, thereby verifying the performance of the proposed method. Recent years have seen the advent of two feminist judgment-writing projects, the Women’s Court of Canada, and the Feminist Judgments Project in England. This article analyses these projects in light of Carol Smart’s feminist critique of law and legal reform and her proposed feminist strategies in Feminism and the Power of Law (1989). At the same time, it reflects on Smart’s arguments 20 years after their first publication and considers the extent to which feminist judgment-writing projects may reinforce or trouble (...) her conclusions. It argues that both of these results are discernible—that while some of Smart’s contentions have proved to be unsustainable, others remain salient and have both inspired and hold important cautions for feminist judgment-writing projects. Traditional models of unbounded rationality and optimization in cognitive science, economics, and animal behavior have tended to view decision-makers as possessing supernatural powers of reason, limitless knowledge, and endless time. But understanding decisions in the real world requires a more psychologically plausible notion of bounded rationality. In Simple heuristics that make us smart (Gigerenzer et al. 1999), we (...) explore fast and frugal heuristics – simple rules in the mind's adaptive toolbox for making decisions with realistic mental resources. These heuristics can enable both living organisms and artificial systems to make smart choices quickly and with a minimum of information by exploiting the way that information is structured in particular environments. In this précis, we show how simple building blocks that control information search, stop search, and make decisions can be put together to form classes of heuristics, including: ignorance-based and one-reason decision making for choice, elimination models for categorization, and satisficing heuristics for sequential search. These simple heuristics perform comparably to more complex algorithms, particularly when generalizing to new data – that is, simplicity leads to robustness. We present evidence regarding when people use simple heuristics and describe the challenges to be addressed by this research program. Coordination of a power system with the phasor measurement devices in real time on the load and generation sides is carried out within the context of smart grid studies. Power systems equipped with information systems in a smart grid pace with external security threats. Developing a smart grid which can resist against cyber threats is considered indispensable for the uninterrupted operation. In this study, a two-way secure communication methodology underpinned by a chaos-based encryption algorithm for PMU devices is proposed. The (...) proposed system uses the IEEE-14 busbar system on which the optimum PMU placement has been installed. The proposed hyperchaotic system-based encryption method is applied as a new security methodology among PMU devices. The success of results is evaluated by the completeness of data exchange, durations, the complexity of encryption-decryption processes, and strength of cryptography using a microcomputer-based implementation. The results show that the proposed microcomputer-based encryption algorithms can be directly embedded as encryption hardware units into PMU and PDC devices which have very fast signal processing capabilities taking into considerations the acceptable delay time for power system protection and measuring applications and quality metering applications which is 2 ms and 10 ms, respectively. While proposed algorithms can be used in TCP or UDP over IP-based IEEE C37.118, IEC 61850, and IEC 61850-90-5 communication frameworks, they can also be embedded into electronic cards, smartcards, or smart tokens which are utilized for authentication among smart grid components. The 2003 blackout in the northern and eastern U.S. and Canada which caused a $6 billion loss in economic revenue is one of many indicators that the current electrical grid is outdated. Not only must the grid become more reliable, it must also become more efficient, reduce its impact on the environment, incorporate alternative energy sources, allow for more consumer choices, and ensure cyber security. In effect, it must become smart. Significant investments in the billions of dollars are being made (...) to lay the infrastructure of the future Smart Grid. However, the authors argue that we must take great care not to sacrifice consumer privacy amidst an atmosphere of unbridled enthusiasm for electricity reform. Information proliferation, lax controls and insufficient oversight of this information could lead to unprecedented invasions of consumer privacy. Smart meters and smart appliances will constitute a data explosion of intimate details of daily life, and it is not yet clear who will have access to this information beyond a person’s utility provider. The authors of this paper urge the adoption of Dr. Ann Cavoukian’s conceptual model ‘SmartPrivacy’ to prevent potential invasions of privacy while ensuring full functionality of the Smart Grid. SmartPrivacy represents a broad arsenal of protections, encapsulating everything necessary to ensure that all of the personal information held by an organization is appropriately managed. These include: Privacy by Design; law, regulation and independent oversight; accountability and transparency; market forces, education and awareness; audit and control; data security; and fair information practices. Each of these elements is important, but the concept of Privacy by Design represents its sine qua non. When applying SmartPrivacy to the Smart Grid, not only will the grid be able to, for example, become increasingly resistant to attack and natural disasters—it will be able to do so while also becoming increasingly resistant to data leakage and breaches of personal information. The authors conclude that SmartPrivacy must be built into the Smart Grid during its current nascent stage, allowing for both consumer control of electricity consumption and consumer control of their personal information, which must go hand in hand. Doing so will ensure that consumer confidence and trust is gained, and that their participation in the Smart Grid contributes to the vision of creating a more efficient and environmentally friendly electrical grid, as well as one that is protective of privacy. Within both philosophy and psychology, a new pro-emotion consensus is replacing the old dogmas that emotions disrupt practical rationality, that they are at best arational, if not outright irrational, and that we can understand what is really central to human cognition without studying them. Emotions are now commonly viewed as evolved capacities that are integral to our practical rationality. An infinite mind, unencumbered by a body, might get along just fine without emotions; but we finite embodied creatures need them if (...) we are to be capable of responding appropriately to our reasons and navigating in a risky world with poor information, limited attention, and restricted computational power. Emotions are clever design solutions to the problem of making fast decisions in response to significant practical problems posed by the natural and social worlds: we perceive a danger and fear immediately primes us to take protective action. On this view, the theory of emotions is an essential part of a theory of ecologically situated and constrained rationality - that is to say, of human rationality. (shrink)

In Feminism and the Power of Law Carol Smart argued that feminists should use non-legal strategies rather than looking to law to bring about women’s liberation. This article seeks to demonstrate that, as far as marriage is concerned, she was right. Statistics and contemporary commentary show how marriage, once the ultimate and only acceptable status for women, has declined in social significance to such an extent that today it is a mere lifestyle choice. This is due to many factors, including (...) the ‘sexual revolution’ of the 1960s, improved education and job opportunities for women, and divorce law reform, but the catalyst for change was the feminist critique that called for the abandonment (rather than the reform) of the institution and made the unmarried state possible for women. I conclude that this loss of significance has been more beneficial to British women in terms of the possibility of ‘liberation’ than appeals for legal change and recognition, and that we should continue to be wary of looking to law to solve women’s problems. The stability of the power grid is concernment due to the high demand and supply to smart cities, homes, factories, and so on. Different machine learning and deep learning models can be used to tackle the problem of stability prediction for the energy grid. This study elaborates on the necessity of IoT technology to make energy grid networks smart. Different prediction models, namely, logistic regression, naïve Bayes, decision tree, support vector machine, random forest, XGBoost, k-nearest neighbor, and optimized artificial neural (...) network, have been applied on openly available smart energy grid datasets to predict their stability. The present article uses metrics such as accuracy, precision, recall, f1-score, and ROC curve to compare different predictive models. Data augmentation and feature scaling have been applied to the dataset to get better results. The augmented dataset provides better results as compared with the normal dataset. This study concludes that the deep learning predictive model ANN optimized with Adam optimizer provides better results than other predictive models. The ANN model provides 97.27% accuracy, 96.79% precision, 95.67% recall, and 96.22% F1 score. (shrink)

The recent development of information and communication technologies, which had a great impact on many areas, also had a damaging effect on the environment and human health. Therefore, societies are moving toward a greener future by reducing the consumption of nonrenewable materials, raw materials, and resources while at the same time (...) decreasing energy pollution and consumption. Since information technology is considered a tool for solving ecological difficulties, the green Internet of things is playing a vital role in creating a sustainable home. Extensive data analysis is required to obtain a valuable overview of the large and diverse data generated by the G-IoT. The gathered information will facilitate forecasting, decision-making, and other activities related to smart urban services and then contribute to the incessant development of G-IoT technology. Therefore, even if sustainable and smart cities become an actuality, the G-IoT approach and the knowledge gained through big data analysis will make cities more sustainable, safer, and smarter. The goal of this article is to combine innovation in technological development with the main focus on resource sharing in creating cities that improve the quality of life while reducing pollution and realizing more efficient use of the raw materials. In the practice of big data science, it is always of interest to provide the best description of the data under consideration. Recent studies have pointed out the applicability of the statistical distributions in modeling data in applied sciences. In this article, we introduce a new family of statistical models to provide the best description of the life span of the wireless sensors network’s data. Based on the proposed approach, a special submodel called new exponent power-Weibull distribution is studied in detail. It is estimated that one in three women experience intimate partner violence (IPV) across the course of their life. The popular uptake of “smart speakers” powered by sophisticated AI means that surveillance of the domestic environment is increasingly possible. Correspondingly, there are various proposals to use smart speakers to detect or report IPV. In this paper, we clarify what might be possible when it comes to combatting IPV using existing or near-term technology and also begin the project of evaluating this (...) project both ethically and politically. We argue that the ethical landscape looks different depending on whether one is considering the decision to develop the technology or the decision to use it once it has been developed. If activists and governments wish to avoid the privatisation of responses to IPV, ubiquitous surveillance of domestic spaces, increasing the risk posed to members of minority communities by police responses to IPV, and the danger that more powerful smart speakers will be co-opted by men to control and abuse women, then they should resist the development of this technology rather than wait until these systems are developed. If it is judged that the moral urgency of IPV justifies exploring what might be possible by developing this technology, even in the face of these risks, then it will be imperative that victim-survivors from a range of demographics, as well as government and non-government stakeholders, are engaged in shaping this technology and the legislation and policies needed to regulate it. The power grid is an important connection between power sources and users, responsible for supplying and distributing electric energy to users. Modern power grids are widely distributed and large in scale, and their security faces new problems and challenges. Information entropy theory is an objective weighting method that compares the information order of each evaluation index to judge the weight value. With the wide application of entropy theory in various disciplines, the subject of introducing entropy into the power system has (...) been gradually concerned. This article aims to study the smart terminal security technology of the power grid perception layer based on information entropy data mining. This article analyzes its related methods and designs a smart terminal for the power grid. On this basis, a data analysis platform is built and a safety plan is designed. The result is that the average absolute error, root mean square error, average absolute percentage error, and mean square error of the platform's power load forecast are 1.58, 1.96, 8.2%, and 3.93, respectively. These error values are within the ideal range, and the data processing ability is strong. The packet loss rate of the adversary's eavesdropping was tested, and the average packet loss rates at locations a, b, c, and d were 1.05, 1.2, 1.81, and 2.2%, respectively. Data packets will be definitely lost, so the platform is highly secure. (shrink)

At present, the Chinese government is trying to resolve various social contradictions, such as people’s ever-growing need for a better life and unbalanced and inadequate development. To do so, urban governance practices including holistic governance, decentralized and interconnected governance, multiple participatory governance, and smart governance have been developed in China. Urban smart governance supported by mobile Internet, the Internet of Things, quantum computing, big data, artificial intelligence, and other information technologies has also entered the field of vision of academics and (...) administrators. However, the research and practice on the integration of organizational structure and smart governance technology for urban governance in China are still insufficient. Hence, this paper proposes the design of the organizational structure of an urban smart governance platform and presents the “1 + N” integrated smart information platform and the “power-sharing linkage, one-center and dual-track” platform construction command system. In this system, the functional module of the information platform for smart urban governance is elaborated. This paper contributes to promoting the modernization of China’s urban governance capacity, which can enhance social equity and social order, promote social democracy and rule of law, and enhance the efficiency of urban governance. This paper investigates the substation inspection problems of multimobile robots for large power stations in smart microgrids. Most multirobot inspection robots generally face the challenge of path planning, while the current widely used biological excitation neural network methods often have the defect of the neuronal active field near boundaries and obstacles. To end this, we propose an improved biological excitation neural network method for path planning based on a detailed architecture and ontology framework, through which the single-point inspection, multipoint inspection, (...) and full-area inspection tasks of substations in smart microgrids can be well completed. Simulation results show that the designed IBENN-based multirobot collaboration inspection system can effectively shorten the path as well as the number of turns and then show better performance than most existing results when implementing various substation inspection tasks. In this article we offer analysis of the intersection between what is theorized as the knowledge economy, US schools, and identity politics through our examination of a sample of print media advertisements. The thematic thread we use to tie these pieces together is the concept of smartness, which we frame as a metanarrative of truth reflected in schooling and society. In sum, 156 advertisements are examined and discourses of smartness, race/ethnicity, and gender analyzed. Human activities are being increasingly regulated by means of technologies. Smart borders regulating human movement are no exception. I argue that the process of digitization – including through AI, Big Data and algorithmic processing – falls short of respecting (fundamental) rights to the extent to which it ignores what I term to be the problem of indeterminacy. While adopting a data feminist approach in this paper, assuming that data is the ‘new oil’, that is power, I begin theorizing indeterminacy from (...) the imminent risks of datafication as a new instrument of oppression perpetuating injustice and widening inequality gaps. I conclude that technologies regulating human activities must stand ethical scrutiny, especially if they can and do result in (human) rights violations. Unlike the oil being extracted from the ground, data is de facto extracted from people endowed with agency, autonomy, rights and contexts – all which ought to be respected and protected. (shrink)

Simple heuristics are clearly powerful tools for making near optimal decisions, but evidence for their use in specific situations is weak. Gigerenzer et al. (1999) suggest a range of heuristics, but fail to address the question of which environmental or task cues might prompt the use of any specific heuristic. This failure compromises the falsifiability of the fast and frugal approach.
