Videoüberwachung ist heute allgegenwärtig. Sie dient dazu, Delikte im Nachhinein aufzuklären, zur Echtzeit-Überwachung oder zur Abschreckung. Darüber hinaus gibt es aber auch wirtschaftliche Interessen für eine Videoüberwachung und automatische Erfassung von Personen – z.B. zur Erstellung von Kundenprofilen und somit zur Analyse von Kaufverhalten. Dem gegenüber stehen Rechtsanspruche sowie ethische und gesellschaftliche Grundnormen, etwa dass Menschen nicht unter Generalverdacht gestellt oder ohne Zustimmung aufgezeichnet werden dürfen. In dieser Arbeit wird ein technischer Lösungsansatz behandelt, der eine flexible Handhabung der Videoüberwachung erlaubt. (...) Es werden in diesem Zusammenhang neben der technischen Umsetzung auch ökonomische, ethische und juristische Fragen betrachtet. Der Lösungsansatz besteht darin, Personen auf Videoaufnahmen durch ein kryptographisches Verfahren unkenntlich zu machen, noch bevor die Aufnahmen die Kamera-Elektronik verlassen. Nur mittels eines geheimen kryptographischen Schlüssels können einzelne Zeit- und Bildbereiche einer Aufnahme wieder deanonymisiert werden, wodurch rechtlichen wie ethischen Bedenken Rechnung getragen werden kann. In kommerziellen Szenarien erlaubt es diese digitale Tarnkappe, dass Kunden z.B. im Rahmen eines Prämien-Programms freiwillig auf Anonymisierung verzichten. Während in der Literatur der Informatik bereits seit längerem Technologien für solche System beschrieben werden, werden in dieser Arbeit Wege gezeigt, wie dessen Einbettung in die Gesellschaft wirklich realisiert werden könnte. The increasing use of information and communication technologies (ICT) to help facilitate neuroscience adds a new level of complexity to the question of how ethical issues of such research can be identified and addressed. Current research ethics practice, based on ethics reviews by institutional review boards (IRB) and underpinned by ethical principalism, has been widely criticised and even called ‘imperialist’. In this paper, we develop an alternative way of approaching ethics in neuro-ICT research, based on discourse ethics, which implements responsible (...) research and innovation through dialogues. The question of specific properties of life compared to nonliving things accompanied biology throughout its history. At times this question generated major controversies with largely diverging opinions. Basically, mechanistic thinkers, who tried to understand organismic functions in terms of nonliving machines, were opposed by those who tried to describe specific properties or even special forces being active within living entities. As this question included the human body, these controversies always have been of special relevance to our self-image and also touched (...) practical issues of medicine. During the second half of the twentieth century, it seemed to be resolved that organisms are explainable basically as physicochemical machines. Especially from the perspective of molecular biology, it seemed to be clear that organisms need to be explained solely by the chemical functions of their component parts, although some resistance to this view never ceased. This research program has been working quite successfully, so that science today knows a lot about the physiological and chemical processes within organisms. However, again new doubts arise questioning whether the mere continuation of this analytical approach will finally generate a fundamental understanding of living entities. At the beginning of the twenty-first century the quest for a new synthesis actually comes from analytical empiricists themselves. The hypothesis of the present paper is that empirical research has been developed far enough today, that it reveals by itself the materials and the prerequisites to understand more of the specific properties of life. Without recourse to mysterious forces, it is possible to generate answers to this age-old question, just using recent, empirically generated knowledge. This view does not contradict the results of reductionistic research, but rather grants them meaning within the context of organismic systems and also may increase their practical usefulness. Although several of these properties have been discussed before, different authors usually concentrated on a single one or some of them. The paper describes ten specific properties of living entities as they can be deduced from contemporary science. The aim is to demonstrate that the results of empirical research show both the necessity as well as the possibility of the development of a new conception of life to build a coherent understanding of organismic functions. The ethics of artificial intelligence is a widely discussed topic. There are numerous initiatives that aim to develop the principles and guidance to ensure that the development, deployment and use of AI are ethically acceptable. What is generally unclear is how organisations that make use of AI understand and address these ethical issues in practice. While there is an abundance of conceptual work on AI ethics, empirical insights are rare and often anecdotal. This paper fills the gap in our current (...) understanding of how organisations deal with AI ethics by presenting empirical findings collected using a set of ten case studies and providing an account of the cross-case analysis. The paper reviews the discussion of ethical issues of AI as well as mitigation strategies that have been proposed in the literature. Using this background, the cross-case analysis categorises the organisational responses that were observed in practice. The discussion shows that organisations are highly aware of the AI ethics debate and keen to engage with ethical issues proactively. However, they make use of only a relatively small subsection of the mitigation strategies proposed in the literature. These insights are of importance to organisations deploying or using AI, to the academic AI ethics debate, but maybe most valuable to policymakers involved in the current debate about suitable policy developments to address the ethical issues raised by AI. This volume describes features of biological autonomy and integrates them into the recent discussion of factors in evolution. In recent years ideas about major transitions in evolution are undergoing a revolutionary change. They include questions about the origin of evolutionary innovation, their genetic and epigenetic background, the role of the phenotype, and of changes in ontogenetic pathways. In the present book, it is argued that it is likewise necessary to question the properties of these innovations and what was qualitatively generated (...) during the macroevolutionary transitions. The author states that a recurring central aspect of macroevolutionary innovations is an increase in individual organismal autonomy whereby it is emancipated from the environment with changes in its capacity for flexibility, self-regulation and self-control of behavior. The first chapters define the concept of autonomy and examine its history and its epistemological context. Later chapters demonstrate how changes in autonomy took place during the major evolutionary transitions and investigate the generation of organs and physiological systems. They synthesize material from various disciplines including zoology, comparative physiology, morphology, molecular biology, neurobiology and ethology. It is argued that the concept is also relevant for understanding the relation of the biological evolution of man to his cultural abilities. Finally the relation of autonomy to adaptation, niche construction, phenotypic plasticity and other factors and patterns in evolution is discussed. The text has a clear perspective from the context of systems biology, arguing that the generation of biological autonomy must be interpreted within an integrative systems approach. (shrink)

Kants Metaphysische Anfangsgründe der Rechtslehre galten seit ihrem Erscheinen 1797 als mehr oder weniger verunglücktes Alterswerk. Bernd Ludwigs Untersuchung beansprucht dagegen, in ihrem ersten Teil den Nachweis zu führen, daß der problematische Zustand der Schrift nicht etwa den nachlassen den Geisteskräften des Autors zuzuschreiben ist, sondern sich vielmehr einer verunglücken Drucklegung verdankt: Zum Druck gelangte ein Manuskript, in dem nicht nur einzelne Textpassagen falsch angeordnet waren, sondern das auch Vorarbeiten enthielt, die für den Druck gar nicht vorgesehen waren. Anhand (...) von philologischen Indikatoren läßt sich eine Version rekonstruieren, die der von Kant intendierten Textgestalt weitgehend entspricht, ihr zumindest aber wesentlich näher kommt als der Druck von 1797. Im zweiten Teil wird in Gestalt eines analytischen Kommentars feingliedrig die Kantische Argumentation rekonstruiert und auf diesem Wege aufgezeigt, daß das wiederhergestellte Werk tatsächlich die über dreißig Jahre währende Arbeit Kants an seiner Rechtsphilosophie erfolgreich zum Abschluß gebracht hat. Spuren nachlassender Geisteskräfte sind dabei nicht auszumachen. Vielmehr erweist sich Kant als Autor, der traditionelle Lehrstücke des Naturrechts souverän an seine kritische Grundlegung der praktischen Philosophie anschließt. (shrink)

Ethical issues of information and communication technologies (ICTs) are important because they can have significant effects on human liberty, happiness, their ability to lead a good life. They are also of functional interest because they can determine whether technologies are used and whether their positive potential can unfold. For these reasons policy makers are interested in finding out what these issues are and how they can be addressed. The best way of creating ICT policy that is sensitive to ethical issues (...) would be to be proactive and address such issues at early stages of the technology life cycle. The present paper uses this position as a starting point and discusses how knowledge of ethical aspects of emerging ICTs can be gained. It develops a methodology that goes beyond established futures methodologies to cater for the difficult nature of ethical issues. The paper goes on to outline some of the preliminary findings of a European research project that has applied this method. (shrink)

Zusammenfassung: Vor dem Hintergrund der wachsenden Bedeutung der Stadt als Lebensraum wird in der Humangeographie seit 50 Jahren diskutiert, wie sich dieser Raum gerecht gestalten und nutzen lässt. Einen klassischen Beitrag zu dieser Diskussion liefern Henri Lefebvres Überlegungen zum „Recht auf Stadt“. Anlass für unsere aktuelle Beschäftigung mit der Frage ist die zunehmende Digitalisierung städtischer Infrastrukturen und des städtischen Alltagslebens: Dazu gehören erstens die Smart-City-Strategien mit ihren digital gesteuerten Verkehrsleit- und Energieversorgungssystemen etc.; zweitens der sogenannte Plattformurbanismus, der Dienstleistungsaktivitäten plattformbasiert organisiert. In diesem interdisziplinär angelegten Beitrag fragen wir, welche Herausforderungen die in den letzten Jahren zunehmende Durchdringung der Stadt mit digitalen Infrastrukturen und plattformbasierten Ökonomien im Hinblick auf das Recht auf Stadt stellt. Wir argumentieren, dass diese Entwicklungen zu Ungerechtigkeiten führen, und nehmen dafür Nancy Frasers Theorie der Gerechtigkeit und ihr Grundprinzip gleicher Teilhabe zur Hilfe. Mit der Konzentration auf Frasers These, dass Ungerechtigkeiten der Verteilung und der Anerkennung gemeinsam auftreten, beleuchten wir die Smart City und den Plattformurbanismus. Dabei setzen wir uns kritisch mit bereits existierenden Arbeiten auseinander, um darüber hinausgehend zu zeigen, dass und wie Ungerechtigkeiten in der Dimension der Verteilung und der Anerkennung miteinander wechselwirken. While work in modern corporations tends to take place in groups or teams it is not quite clear which status these groups have. Are they genuine agents or are they simply collections of individuals? The question is important because the answer is often held to determine whether collectives can be viewed as subjects of responsibility. This paper raises the question of collective responsibility and focuses on the impact the use of information systems (IS) has on it. Starting with an analysis (...) of the concept of responsibility it argues that the ascription of responsibility is admissible if it achieves certain social goals and it reviews the arguments concerning responsibility and collective subjects. Turning to information systems, it argues that their use can affect the process of ascribing responsibility both negatively and positively. It proposes the idea of ‘reflective responsibility’ and employs the reflective approach as a basis for using IS to support and enable the ascription of collective responsibility. (shrink)

One of the most controversial episodes in early medieval hagiography was the legend of the Roman Emperor Trajan, who escaped hell by the intercession and the prayers of Pope Gregory. Was there a way out of hell? How could this legend be interpreted without disrupting core ideas of Western scholastic theology like the eternity of damnation? This paper takes this example and provides a diachronic overview of the gradual emergence of this new capacity for understanding hagiography from the early Middle (...) Ages to the Early Modern Period. It draws special attention to a group of lesser-known Early Modern theologians like Alonso Salmeron, Alonson Chacón, Caesar Baronius or Alexandre Noël, whose contributions to the debate over the fate of Trajan’s soul are illustrative of a process of negotiation wherein innovative scholarly methods were interwoven with an overarching drive to purify theology. The result was a situation in which a problematic authority that could not be demolished by way of rational arguments based on its own internal logic could at least be brought down by undermining the value and legitimacy of its genre. How does Christian ethics begin? This pioneering study explores the grammar of the Christian life as it is embodied and learned in worship as the formative experience of Christian communities. In a careful analysis of biblical and traditional conceptions of worship, Wannenwetsch demonstrates how worship challenges the deepest antagonisms in political thought and social practice. Particular worship practices are examined and their ethical and political significance is explored.

Modern biology is ambivalent about the notion of evolutionary progress. Although most evolutionists imply in their writings that they still understand large-scale macroevolution as a somewhat progressive process, the use of the term “progress” is increasingly criticized and avoided. The paper shows that this ambivalence has a long history and results mainly from three problems: (1) The term “progress” carries historical, theoretical and social implications which are not congruent with modern knowledge of the course of evolution; (2) An incongruence exists (...) between the notion of progress and Darwin’s theory of selection; (3) It is still not possible to give more than a rudimentary definition of the general patterns that were generated during the macroevolution of organisms. The paper consists of two parts: the first is a historical overview of the roots of the term “progress” in evolutionary biology, the second discusses epistemological, ontological and empirical problems. It is stated that the term has so far served as a metaphor for general patterns generated amongst organisms during evolution. It is proposed that a reformulation is needed to eliminate historically imported implications and that it is necessary to develop a concept for an appropriate empirical description of macroevolutionary patterns. This is the third way between, on the one hand, using the term indiscriminately and, on the other hand, ignoring the general patterns that evolution has produced. (shrink)

Another volume in the Bechers' lifelong project of documenting the architecture of industrial structures. Bernd and Hilla Becher's photography can be considered conceptual art, typological study, and topological documentation. Their work can be linked to the Neue Sachlichkeit movement of the 1920s and to such masters of German photography as Karl Blossfeldt, August Sander, and Albert Renger-Patzsch. Their photographs documenting the architecture of industrial structures, taken over the course of forty years, make up the most important body of work (...) to be found in independent objective photography. This volume adds cooling towers to a list of photographic projects that includes book-length studies of water towers, blast furnaces, gas tanks, mineheads, and frame houses.Since the end of the nineteenth century, cooling towers have formed a striking part of electricity and steel works. The first cooling towers were wood-clad structures at coal mines; more recent examples are the steel or concrete constructions seen at nuclear power stations. The simplicity of these forms and their hermetically sealed external skins create an impressive, monumental effect. The Bechers have been photographing cooling towers since the 1960s. This volume contains 236 photographs of cooling towers—in all their different shapes and structural forms—from Belgium, England, France, Germany, Holland, and the United States, and includes a short text by the Bechers. These photographs of grain elevators in America, Germany, Belgium, and France are a major addition to the Bechers' ongoing documentation of the vanishing buildings that once defined the industrial landscape of Europe and America. Bernd and Hilla Becher's almost fifty-year collaboration constitutes the most important project in objective and conceptual photography today. With this volume, grain elevators join the list of building types documented by the Bechers in their book-length studies: water towers, blast furnaces, gas tanks, oil tanks, mineheads, (...) frame houses, and cooling towers. Grain elevators are towering structures in the flat, vast landscape of the world's granaries. Providing a fast and efficient method of loading and unloading grain to keep pace with the industrial production methods of the nineteenth century, they made possible a tremendous increase in the trafficking and processing of grain. Scooping, pouring, and spitting, they both illustrated and inspired Le Corbusier's idea of buildings as functioning machines. Monumental, essential, and visually arresting, grain elevators belong as much to the American imagination and landscape as to the European. The photographs of grain elevators in this volume were taken in Germany, Belgium, France, and America. But the specificity of time and place is erased in these photographs; the monolithic structures evoke the agricultural prosperity of a vanished era and the vacancy that replaces it today. (shrink)

Information security can be of high moral value. It can equally be used for immoral purposes and have undesirable consequences. In this paper we suggest that critical theory can facilitate a better understanding of possible ethical issues and can provide support when finding ways of addressing them. The paper argues that critical theory has intrinsic links to ethics and that it is possible to identify concepts frequently used in critical theory to pinpoint ethical concerns. Using the example of UK electronic (...) medical records the paper demonstrates that a critical lens can highlight issues that traditional ethical theories tend to overlook. These are often linked to collective issues such as social and organisational structures, which philosophical ethics with its typical focus on the individual does not tend to emphasise. The paper suggests that this insight can help in developing ways of researching and innovating responsibly in the area of information security. (shrink)

Platon läßt in der Politeia seine Sokrates-Gestalt in Buch I und anderen früheren Büchern mit Voraussetzungen argumentieren, die für seine Beweisführung wesentlich sind, deren Berechtigung aber erst in einem späteren Zusammenhang erkennbar wird. Diese Antizipationen werden hier in Anlehnung an Ch.H. Kahn, der die von ihm beobachteten Bezüge zwischen früheren und späteren Büchern der Politeia "proleptic composition" genannt hat, als ‘proleptische Argumentation’ bezeichnet. Es läßt sich an der Konzeption der Gerechtigkeit erweisen, daß diese argumentativen Vorgriffe – so willkürlich sie an (...) Ort und Stelle erscheinen – Bestandteil eines planmäßigen Vorgehens sind, das im Rahmen des Dialogs an die Gesprächspartner angepaßt ist, aber durch seinen systematischen Aufbau einen über den Dialog hinausführenden Erkenntnisprozeß beim Leser anzustoßen vermag.
