For decades, health information has been collected and shared for health care delivery and public health purposes. While the “primary use” of patient data for providing direct health care services is the cornerstone of health care practice, health departments rely on data sharing for research and analysis to support disease prevention and health promotion in the population. As the U.S. health system undergoes a digital revolution, health information that was previously captured in paper form now can be captured electronically. Electronic (...) health information has transformed the efficiency, capacity, and functions of the U.S. health system. For this reason, there is increased attention to the “secondary use” of electronic patient data for public health uses, including disease reporting and investigation, syndromic surveillance, and patient-specific or population-level communications about health conditions and their associated risk factors. Context: Although ethics consultation is commonplace in United States (U.S.) hospitals, descriptive data about this health service are lacking. Objective: To describe the prevalence, practitioners, and processes of ethics consultation in U.S. hospitals. Design: A 56-item phone or questionnaire survey of the "best informant" within each hospital. Participants: Random sample of 600 U.S. general hospitals, stratified by bed size. Results: The response rate was 87.4%. Ethics consultation services (ECSs) were found in 81% of all general hospitals in the U.S., and (...) in 100% of hospitals with more than 400 beds. The median number of consults performed by ECSs in the year prior to survey was 3. Most individuals performing ethics consultation were physicians (34%), nurses (31%), social workers (11%), or chaplains (10%). Only 41% had formal supervised training in ethics consultation. Consultation practices varied widely both within and between ECSs. For example, 65% of ECSs always made recommendations, whereas 6% never did. These findings highlight a need to clarify standards for ethics consultation practices. (shrink)

Drawing on everyday telephone and video interactions, this book surveys how English speakers use grammar to formulate responses in ordinary conversation. The authors show that speakers build their responses in a variety of ways: the responses can be longer or shorter, repetitive or not, and can be uttered with different intonational 'melodies'. Focusing on four sequence types: responses to questions, responses to informings, responses to assessments, and responses to requests, they argue that an interactional approach holds the key to explaining (...) why some types of utterances in English conversation seem to have something 'missing' and others seem overly wordy. This paper argues that “covert” operations like Quantifier Raising (QR) can precede “overt” operations. Specifically we argue that there are overt operations that must take the output of QR as their input. If this argument is successful there are two interesting consequences for the theory of grammar. First, there cannot be a “covert” (i.e. post-spellout) component of the grammar. That is, what distinguishes operations that affect phonology from those that do not cannot be an arbitrary point in the derivation (“spellout”) (...) before which the former apply and after which the latter do; all syntactic operations apply in the same component (henceforth ‘single component grammar’). Second, there must be some alternative means for distinguishing “overt” from “covert” operations. One such alternative, which we can call the ‘phonological theory of QR’, was suggested by Bobaljik (1995), Pesetsky (1998), Groat and O’Neil (1994). These authors proposed that the distinguishing property has to do with principles of the syntax-phonology interface. Assume that movement is a copying operation with phonology targeting one copy in a chain for pronunciation. The distinction between “overt” and “covert” movement, these authors suggest, is this: “overt” movements are the result of phonology targeting the head of a chain for.. (shrink)

This paper argues in favor of two claims: (a) that Scope Shifting Operations (Quantifier Raising and Quantifier Lowering) are restricted by economy considerations, and (b) that the relevant economy considerations compare syntactic derivations that end up interpretively identical. These ideas are shown to solve several puzzles having to do with the interaction of scope with VP ellipsis, coordination, and the interpretation of bare plurals. Further, the paper suggests a way of dealing with the otherwise puzzling clause-boundedness of Quantifier Raising.

The author discusses the ways in which she finds the University of Pittsburgh Medical Center protocol for procuring organs from "non-heart-beating cadaver donors" medically and morally questionable and irreverent. She also identifies some of the factors that contributed to the composition of this troubling protocol, and to its institutional approval.

Peter singer and tom regan claim that the only characteristic humans possess universally and which is relevant to the question of assigning moral rights is the capacity to enjoy and suffer. Since animals also have this capacity, There is no justification for denying that they also have rights. I try to show, By a critical examination of their views, That it makes no sense to ascribe rights to animals because rights exist only within the context of our moral community, And (...) animals lack certain crucial capacities required for membership therein. Animals' capacity to enjoy and suffer, I conclude, Provides a ground for humans' obligation to treat them humanely; but this is an obligation without a correlated right. (shrink)

Scholarly open-access publishing has made it easier for researchers to discover and report academic misconduct such as plagiarism. However, as the website Retraction Watch shows, plagiarism is by no means limited to open-access journals. Moreover, various web-based services provide plagiarism detection software, facilitating one’s ability to detect pirated content. Upon discovering plagiarism, some are compelled to report it, but being a plagiarism whistleblower is inherently stressful and can leave one vulnerable to criticism and retaliation by colleagues and others. Reporting plagiarism (...) can also draw the threat of legal action. This article draws upon our experiences as plagiarism whistleblowers with several goals in mind: to help would-be whistleblowers be better prepared for making well-founded allegations, to give whistleblowers some idea of what they can expect when reporting plagiarism, and to give suggestions for reducing whistleblowers’ vulnerability to threats and stress. : Puritanism and Confucianism have little in common in terms of their substantive teachings, but they do share an emphasis on bounded, authoritative, localized human arrangements, and this profoundly challenges the dominant presumptions of contemporary globalization. It is not enough to say that these worldviews are ‘‘communitarian’’ alternatives to globalism, for that defines away what needs to be explained. This article compares the ontology of certain elements of the Puritan and Confucian worldviews, and, by focusing on the role of both (...) authority and activity in these systems, assesses (with the assistance of Max Weber) the theories of harmony that each invoke. It concludes by identifying the distinct options that these two modes of human existence suggest for those who wish to defend the relevance of boundedness and authority, and thus the very possibility of a human-scaled politics, in today’s world. It is well known that in certain environments the scope of a moved quantifier phrase can be determined at either its pre-movement position (“scope reconstruction”) or its postmovement position (“surface scope”). Thus the familiar ambiguity of (1) results from two choices for the scope of the moved QP. Under scope reconstruction, the scope of the moved existential QP is the sister of the pre-movement position (i.e. the sister of t, [to win the lottery]), while under surface scope it is the (...) sister of the post-movement position (i.e. [is likely t to win the lottery]). In this paper we address an important issue in the development of an adequate formal theory of underspecified semantics. The tension between expressive power and computational tractability poses an acute problem for any such theory. Generating the full set of resolved scope readings from an underspecified representation produces a combinatorial explosion that undermines the efficiency of these representations. Moreover, Ebert (2005) shows that most current theories of underspecified semantic representation suffer from expressive incompleteness. In previous work we present an account (...) of underspecified scope representations within Property Theory with Curry Typing (PTCT), an intensional first-order theory for natural language semantics. We review this account, and we show that filters applied to the underspecified-scope terms of PTCT permit expressive completeness. While they do not solve the general complexity problem, they do significantly reduce the search space for computing the full set of resolved scope readings in non-worst cases. We explore the role of filters in achieving expressive completeness, and their relationship to the complexity involved in producing full interpretations from underspecified representations. Since 1984, the philosophy for children (p4c) Hawai‘i movement, a partnership between the University of Hawai‘i at Mānoa (UHM) and Hawai‘i’s public schools, has experienced success in creating a more philosophical schooling experience. UHM’s Uehiro Academy for Philosophy and Ethics in Education supports this movement by offering a ‘Philosopher in Residence’ who aids teachers in bringing philosophical inquiry into practice (Lukey 2013). Philosophers in Residence continue to support p4c Hawai‘i at Kailua High School, Waimānalo Intermediate and Elementary School, and Waikīkī, (...) Ka‘elepulu, and Sunset Beach Elementary Schools. As the movement grows, we continually ask, how can we support teachers in making p4c a ‘living and reliable educational option’ (Lipman 1988, p. vii) with limited resources? One solution is the philoSURFER Internship Project, where pre-college students intern with university Philosophers in Residence and assist kindergarten through to ninth grade teachers in ‘doing’ philosophy with students. Kailua High School started their first philoSURFERS cohort in the fall of 2015, and Sunset Beach Elementary School adapted the model and had their first cohort of philoSURFERS in the fall of 2021. Since 2015, 151 philoSURFERS have supported over 65 teachers and thousands of students at eight schools to engage in philosophical inquiry. The aim of this academic reflection is to share the lessons the five authors and project coordinators have learned over the last eight years of this school-university partnership for other organisations interested in utilising pre-collegiate students as catalysts for making philosophy an integral aspect of our schools. Schopenhauer had important things to say about ethics in both normative and meta-ethical senses, but his impact on the evolution of moral theory has been minimized by the unfortunate neglect of his philosophy in general. A contemporary assessment of his ethical views reveals that they are both imaginative and interesting, not least because they challenge assumptions held by more canonical figures in the history of philosophy, both before and after his time. Since the roots of ethics are currently being vigorously (...) re-examined, it is regrettable that Schopenhauer's ideas have been omitted from mainstream discussion in the field. I attempt to remedy this lack by investigating how his ethics of compassion contributes to the following areas: reconciling ethics with strict determinism; naturalizing ethics; developing the philosophy of education; seeking inner peace and world peace; re-visioning our relationship with non-human animals and the environment. As this list indicates, Schopenhauer's moral theory has relevance for a much wider audience, beyond the limited sphere of professional philosophy. And because the world is in dire need of moral rejuvenation, any inspiration provided by a major thinker such as Schopenhauer should be heartily welcomed. While certain internal problems are posed by his metaphysical and epistemological doctrines, we can see past these in order to appropriate the living insights still to be found in Schopenhauer's ethical thought. Mercier and Sperber (M&S) suggest that human reasoning is reflective and has evolved to support social interaction. Cognitive agents benefit from being able to reflect on their beliefs whether they are acting alone or socially. A formal framework for argumentation that has emerged from research on artificial cognitive systems that parallels M&S's proposals may shed light on mental processes that underpin social interactions.
