El pasado 4 de marzo el Ayuntamiento de Madrid reunió a 1000 personas, organizadas en 100 mesas de 10 personas cada una, para discutir sobre propuestas donde destinar los 100 millones de euros de los presupuestos participativos. Estas 1000 personas, además, fueron seleccionadas al azar para componer una muestra representativa de la ciudad. ¿A qué paradigma democrático responde esta experiencia? ¿Para qué se utiliza la selección de ciudadanos al azar? ¿Este ejemplo puede suponer una sustitución de la democracia representativa? Este artigo aborda as questões de regulação de mercados com foco em dois países: China e Estados Unidos da América, ambos influentes na condução de cenários políticos, econômicos, tecnológicos e sociais. O objetivo da pesquisa é demonstrar, por meio da revisão dos dois maiores sistemas econômicos – capitalismo e socialismo – como os aplicativos chineses WeChat e TikTok suscitaram conflitos em prol da regulação de mercados que utilizam inovações tecnológicas. A pesquisa adotou o método dedutivo e bibliográfico, por meio de (...) documentação indireta. Conclui-se que os conflitos eram mais ideológicos-políticos do que jurídicos-normativos. (shrink)

O artigo tem como objetivo analisar a recíproca dependência dos direitos fundamentais, democracia e da paz, como três momentos integrantes do mesmo movimento histórico. Sem a devida proteção das liberdades fundamentais não se perfaz um governo democrático, pois, aludido regime sustenta-se na soberania popular, na separação de poderes e respeito pleno aos direitos humanos. Por outro lado, nota-se a paz como elemento intrínseco da ordem republicana, posto que fundada segundo os princípios cardeais da liberdade, igualdade e solidariedade. Ivana Costa, la argumentación que aquí se propone lleva a los lectores a descubrir en la teoría epicureísta de las pasiones el fundamento de la filosofía política epicúrea [...]. Pero el eje de esta teoría está, indudablemente, en la caracterización que hace Epicuro del placer; esto es, la determinación precisa de qué lugar le cabe [...] entre los bienes para la buena vida [y] qué credenciales tiene para ser considerado el bien supremo. Este fue uno (...) de los temas centrales del debate ético-político que plantearon las diferentes líneas filosóficas en Grecia entre fines del siglo V a.C. y comienzos del siglo IV a.C. [...] Epicuro intentaba demostrar [...] que la justicia, entendida como virtud individual, se identifica con el placer, a contracorriente de la communis opinio, que la concibe destinada al beneficio de los demás. Al identificar a la virtud de la justicia con la ataraxia, al concebirla como virtud que es también capaz de "tranquilizar" con eficacia a quien la posee y la practica (porque es precisamente su contrario, la injusticia, la que provoca la turbación del alma), la noción epicúrea de justicia queda unida también a su singular teoría del placer. Que no es mero disfrute personal sino actividad que extirpa las opiniones equivocadas y las sustituye por estados mentales verdaderos y adecuados. La investigación que da origen a este libro había mostrado, con sólidas herramientas de análisis de las fuentes y exhaustiva discusión de la literatura sobre el tema, que el concepto epicúreo de justicia no puede escindirse del entramado de la lógica, la física y la ética del maestro de Samos. [...] Se parte entonces de esa trama compleja y, con delicadeza y generosidad, la argumentación va deshilvanando los motivos que han llevado tradicionalmente a una interpretación convencionalista o naturalista de la filosofía epicúrea. BackgroundGenetic/genomic testing (GGT) are useful tools for improving health and preventing diseases. Still, since GGT deals with sensitive personal information that could significantly impact a patient’s life or that of their family, it becomes imperative to consider Ethical, Legal and Social Implications (ELSI). Thus, ELSI studies aim to identify and address concerns raised by genomic research that could affect individuals, their family, and society. However, there are quantitative and qualitative discrepancies in the literature to describe the elements that provide content (...) to the ELSI studies and such problems may result in patient misinformation and harmful choices.MethodsWe analyzed the major international documents published by international organizations to specify the parameters that define ELSI and the recognized criteria for GGT, which may prove useful for researchers, health professionals and policymakers. First, we defined the parameters of the ethical, legal and social fields in GGT to avoid ambiguities when using the acronym ELSI. Then, we selected nine documents from 44 relevant publications by international organizations related to genomic medicine.ResultsWe identified 29 ELSI sub-criteria concerning to GGT, which were organized and grouped within 10 minimum criteria: two from the ethical field, four from the legal field and four from the social field. An additional analysis of the number of appearances of these 29 sub-criteria in the analyzed documents allowed us to order them and to determine 7 priority criteria for starting to evaluate and propose national regulations for GGT.ConclusionsWe propose that the ELSI criteria identified herein could serve as a starting point to formulate national regulation on personalized genomic medicine, ensuring consistency with international bioethical requirements. La Cátedra de Historia Naval, impulsada por la Armada Española y la Universidad de Murcia, tiene entre sus objetivos investigar y difundir la Historia y el Patrimonio Naval y Marítimo. Con objeto acercar el conocimiento científico y la información divulgativa versada en esta materia al usuario, nuestra institución no se limita a utilizar los canales clásicos de comunicación como pueden ser los artículos y las monografías, entre otros, sino que, en su apuesta por las Humanidades Digitales, hace un uso pro-activo (...) de un blog y de unos perfiles en las redes sociales que, aparentemente, nos hacen contactar con el lector virtual de manera eficaz. Con el objetivo de seguir mejorando, a través del presente trabajo se analizan qué temas han suscitado un mayor interés entre los lectores de nuestras herramientas sociales, a través del estudio de las publicaciones de nuestra bitácora 2.0 y del reflejo de éstas en nuestra página en Facebook. La respuesta nos ayudará a conocer mejor los intereses y necesidades de información de los usuarios y, consecuentemente, podremos seguir perfeccionando los puentes digitales que hemos tendido entre ellos y la Historia y del Patrimonio Naval y Marítimo. A dilemma has stymied interpretations of the Stranger’s method of dividing kinds into subkinds in Plato’sSophistandStatesman. The dilemma assumes that the kinds are either extensions or intensions. Now kinds divide like extensions, not intensions. But extensions cannot explain the distinct identities of kinds that possess the very same members. We propose understanding a kind as like an animal body—the Stranger’s simile for division—possessing both an extension and an intension. First, although Nishida is one of the most widely translated Japanese philosophers into English, this is the first collection (...) of interpretative essays that attempts to cover the different aspects and stages of his work in a comprehensive manner.Second, this collection gives voice to several Japanese scholars who have long been working on Nishida's philosophy, but who are nevertheless little known outside Japan. Of course, as the editors explain in the introduction, the book intentionally seeks to incorporate perspectives that may dislocate the reader given the "fact that academic authors in countries other than the English-speaking Anglo-American regions write differently to express their ideas" (p. vii). This is a significant gesture, since Japanese philosophy has from its very beginnings been wracked by the problem of translation and counter-translation. It is an act of courage for the book to acknowledge that there are different "forms of expression" that, even if they may confuse the Anglo-American reader, serve to broaden the reader's philosophical sensibility (p. xiii–xiv).Third, rather than each chapter limiting itself to expounding Nishida's thought in a general way, each in turn problematizes specific aspects of the philosopher's work, connecting it with other authors and problems.As the editors explain, the book has a bipartite structure. This last statement leads to the recognition that any linguistic limitation of this primordial unity becomes an abstraction, since pure experience is the framework of the meaningful, where all meanings are dynamically generated and superimposed (p. 10).Itabashi Yūjin, in Chapter 2, establishes the transition from pure experience to "absolute free will" in the work, Intuition and Reflection in Self-Awareness, by comparing Nishida's text with the philosophies of Cohen and Schopenhauer. To understand this transition, we must not lose sight, as the author says, that when the self reflects itself in itself, it is self-producing and self-determining. This self-determination is not purely intellectual, but a total activity in which "thinking and sensation are one" (p. 20). Thus, the will is absolute because there is nothing prior to the self-productive activity of the will. For this reason, it is precisely in religious experience that "authentic life" (p. 22) emerges from the negation of the subjective self, that is, from the fiction of a foundation of absolute will.The person responsible for presenting the concept of "self-awareness" is Okada Katsuaki. Para ello pasa brevemente revista a la evolución histórica del concepto, y se presenta una selección de sus definiciones contemporáneas. Todas ellas manifiestan una cierta imposibilidad para contemplar la política si no es desde una polarización dualista Estado-Sociedad, que trata de superarse abriéndose el concepto de sociedad civil a una mayor interrelación entre estos dos polos. This paper studies time in Hegel’s thought according to the interpretation of the topic in Polo’s philosophy. Two senses of the Hegelian time are distinguished as well as it is explained the dialectic development from one to the other. The first sense is tiem understood as the empty form of become, and the second one is the time of the spirit, the pure negative variation which may be designated in modal terms as whole possibility.

By applying Erving Goffman’s expression games model, it is observed that the notion of naivety corresponds to a situation in which an observer assumes that the observed subject does not accommodate his behavior to the presence of the observer, in the assumption that the latter might take advantage from what he learns from it. This article explores this model’s explanatory power in reference to the diverse (...) forms in which the notion of naivety is used in contexts where transinteractive structures of the art world have to be taken into account. La noción de ingenuidad es una forma cotidiana de clasificación y explicación del mundo social. Usando el modelo de juegos de expresión de Erving Goffman, se observa que ella corresponde a la situación en que un actor asume que otro no modifica su comportamiento teniendo en cuenta lo que el primero aprende de él para alcanzar sus propios objetivos. This article analyzes the financial performance and managerial abilities of a sample of US and European socially responsible (SR) mutual funds. The period analyzed commences from January 1994 and concludes in January 2013 and yields 18 US and 89 European green funds. The results obtained for green fund managers are compared with those achieved for conventional and other forms of SR mutual fund managers. We control for the mutual fund investment objective (distinguishing between domestic and global portfolios) and for the (...) effect of crisis market periods. For US SR funds, partitioning the data into crisis and normal periods reveals that SR funds obtain statistically insignificant performance in crisis periods but underperform relative to the market in normal periods. Furthermore, the findings indicate that green funds do not perform worse than other forms of SR mutual funds. For European SR funds partitioning the data into crisis and normal periods reveals that SR funds obtain statistically insignificant performance irrespective of market conditions. Similar to the US findings, green Europe SR funds do not perform worse than other forms of SR mutual funds. Managerial abilities are not evident in the findings though unsuccessful timing of the market is revealed for both Europe and US global green funds. When analyzing managerial abilities in crisis and non-crisis market periods, US green fund managers achieve better results in crisis market periods and the opposite occurs for green fund managers in European market. Harris, and Jonathan A. SeitzThe Tenth Conference of the European Network of Buddhist-Christian Studies (ENBCS) brought together between sixty and seventy people at the Oude Abdij, Drongen, Belgium, between 27 June and 1 July 2013, to examine the theme “History as a Challenge to Buddhism and Christianity.” It was (...) a collaborative effort between the ENBCS and the Katholieke Universiteit Leuven. The 2011 ENBCS conference had focused on whether hope was a relevant concept for Buddhists and Christians. The choice of history as a theme complemented this. It also resonated with a research concern of both KU Leuven and the Network.Five key themes were chosen for examination: the traditional Christian and Buddhist conceptions of history; Jesus and the Buddha: fact and fiction; Buddhist and Christian historiography; dangerous memory in Christianity and Buddhism; and permitting historical consciousness in Buddhism and Christianity. Each was approached from a Buddhist and a Christian perspective. An opening lecture addressed the theme “Modern Historical Consciousness and the Challenge to Religion.” In addition, eighteen research papers on Buddhist-Christian relations were given in parallel sessions on Friday evening and Saturday morning. These covered topics as various as the writings of Edmund Pezet (Pierre Gillet), Paul Knitter’s understanding of Buddhist-Christian double belonging (Achim Riggert), Keiji Nishitani and the death of God (Jonatan Navarro Estrada), the encounter of Zen Buddhism and Christianity in the works of D. T. Suzuki (Mariusz Rucki), Buddhist-Christian encounters by Han Yong Woon (Seung Chul Kim), and “Liberating the Conflict from ‘History’ in Sri Lanka” (Jude Lal Fernando).Perry Schmidt-Leukel (Münster, Germany), in the opening lecture, discussed [End Page 189] seven challenges that modern historical consciousness was posing to religion: the challenge of falsification (when historical evidence, for example, showed some doctrines cherished by believers were not taught by the founder), the challenge of uncertainty or methodological doubt, the challenge of methodological naturalism (should a natural explanation be considered more probable than a supernatural one?), the challenge of the distance between past and present, the challenge of change (religions are not static), the challenge of demystification, and the challenge of relativity (the writing of history is perspectival, conditioned by context). He stressed that it would be a blessing to religion if these challenges were faced and, throughout the conference, encouraged other speakers to face them.The first theme was tackled by Mark Blum (Berkeley, USA) from a Buddhist perspective and Jan-Olav Henriksen (Norwegian School of Theology) from a Christian perspective. In a magisterial historical and geographical survey of the Buddhist tradition, Blum first noted that no one had unearthed a traditional notion of Buddhist history in the early texts. The theme of decline and reformation had been taken from Indian cosmology, but with a Buddhist twist and the conviction that it was pointless to talk about beginnings. And in the growth of the Mahāyāna tradition, a dehistoricization of the Buddha had occurred in the belief that the Buddha’s dharma-body was his only “real” body.Henriksen argued that Christian salvation history had its origin in the narrative of the Fall, an event for which there was no historical evidence, and developed into a history of God’s call (election) to all people that they should be brought together in community. It was a history that was linked with the divine logos, a force that Christian theology has seen as deeply interwoven into creation from the beginning of time and that was made human in Jesus.Terrence Merrigan (KU Leuven, Belgium), giving a Christian perspective on the second theme, distinguished three quests or attempts to reach the historical Jesus. The first, from 1774 to 1906, sought to uncover the Jesus that had been obscured by dogma. It imploded with the realization that separating “core” from “myth” was impossible, and conditioned a reactive “no-quest” in the first half of the twentieth century. We study the emergence of all references to modern mathematics in Difference and Repetition, and we explain how, using these mathematical approaches, Deleuze constructs an “ideal synthesis of difference” which goes well beyond the usual reductionist perspectives of his commentators.

Open science (OS) is considered the new paradigm for science and knowledge dissemination. OS fosters cooperative work and new ways of distributing knowledge by promoting effective data sharing (as early and broadly as possible) and a dynamic exchange of research outcomes, not only publications. On the other hand, intellectual property (IP) legislation seeks to balance the moral and economic rights of creators and inventors with the wider interests and needs of society. Managing knowledge outcomes in a new open research and (...) innovation ecosystem is challenging and should become part of the EU’s IP strategy, underpinning EU policies with the new open science–open innovation paradigm.
