The involvement of developing countries in international clinical trials is necessary for the development of appropriate medicines for local populations. However, the absence of appropriate structures for ethical review represents a barrier for certain countries. Currently there is very little information available on existing structures dedicated to ethics in western and central Africa. This article briefly describes historical milestones in the development of networks dedicated to capacity building in ethical review in these regions and outlines the major conclusions of two (...) workshops on this issue, which were held in September and October 2002 in Libreville, Gabon, and Paris, France. The workshops were the culmination of collaboration between the African Malaria Network Trust (AMANET) and the Pan African Bioethics Initiative (PABIN). They produced an update on ethics organizations with regard to mission, function, activities, members, and contact people, in eight countries within the regions discussed. As a result of the commitment of mandated delegates, a further prominent outcome followed these workshops: the creation of national structures, where none existed before, dedicated to the ethical review of clinical trials. This special issue aims to redress the balance and to open up Gaston Bachelard's work beyond a small in-crowd of experts and aficionado’s in France. It aims to stimulate the discovery of new and understudied aspects of Bachelard’s work, including aspects of the intellectual milieu he was working in. Fortunately, for this purpose we were able to rely both on renowned Bachelard specialists, such as Hans-Jörg Rheinberg-er, Cristina Chimisso and Dominique Lecourt, as well as on a number of younger (...) scholars who are discovering their work in a different intellectual context. At the same time we also want to reassess the value of this oeuvre, which also entails examining the reasons and causes of the relative neglect of Bachelard’s work in recent times. Has it exhausted its possibilities? Does it have intrinsic limitations that have contributed to the eclipse, as some influential, mainly French, philoso-phers have more or less explicitly suggested? [End Page 261]Aerial ImaginationPierre Jardin's geologic aspirations took inspiration from Gaston Bachelard's aerial imagination, as described in Air and Dreams. Accepting Bachelard's invitation to "listen to nothing but our own breathing…, to become as aerial as our breath…" (Bachelard, Air 241), Jardin set about inventing a regimen of contemplative breathing exercises. To do so, he took up what Bachelard terms the "search for a thought hidden under expressive sedimen,ts, [in which] a geology of silence is developed" (Bachelard Air, 251). The question was, what "expressive sediments" should Jardin mine in this quixotic quest? What materials and mental modalities would precipitate a "geology of silence"?In order to meld minds with Bachelard, Jardin placed a pebble on Robert Lapoujade's pencil portrait that graces the book's cover (fig. 2). The results were alchemical: the cobble transmuted into a philosopher's stone, opening Bachelard's third eye; the rock launched a basalt on Jardin's senses that produced an "intoxication of aerial imagination raised to its cosmic role" (Bachelard, Air 241). A gesture as simple as placing a rock on a book crystallized new quartz-veins of thought. Loyola stipulates that "for contemplation or meditation about visible things… the 'composition' will consist in seeing through the gaze of the imagination the material place where the object I want to contemplate is situated" (Ganss 47). Taking "Breathing with Mountains" as the "object" of contemplation stretches Jardin's imagination to a geologic scale; its "material place" is the Earth's atmosphere, or more specifically, its lowest layer, the troposphere. Holding the stone and breathing slowly, Jardin can visualize the troposphere as the thinnest of films on the rock's surface. In his active imagination, the bumps, furrows, and ridges in the rough rock texture evoke the constant crumpling of the lithosphere caused by drifting and crashing tectonic plates.With the stone standing in for Earth, Jardin suddenly becomes a geologic giant representing Anthropocene humanity. The general topic of my philosophical dissertation is phenomenological ontology of breathing. I do not investigate the phenomenon of breathing as a natural scientific problem, but as a philosophical question. Within our tradition, breathing has been normally understood as a mechanistic-materialistic physiological life-sustaining process of gas exchange and cellular respiration which does not really seem to have any essential connection to human being’s spiritual, mental or philosophical capacities. On the contrary to this natural scientific view, I argue that breathing can (...) be understood as a philosophical question that has phenomenological, experiential, ontological, spiritual, bodily, mental, poetic, elemental, ethical, voluntary and mystical dimensions. My investigation conceptualizes breathing in the first place as a question of phenomenological ontology. Maurice Merleau-Ponty’s phenomenologico-ontological method of interrogation of the lived body’s experiential openness to the world and Being provides the most fundamental point of departure in this dissertation. Merleau-Ponty emphasized in his investigations the lived body’s perceptual openness to the world and Being. He argued famously for the primacy of perception. His thesis of the primacy of perception means that perception as the perceptual openness to the world and Being is the foundation which is always presupposed by all the other levels of our existence and being-in-the-world. In this dissertation, I challenge this idea of the primacy of perception with Merleau-Ponty’s own remarks about breathing. I argue that in his own remarks about breathing, he implicitly points toward a level which is even more fundamental than the primacy of perception. In this dissertation, this level of our being-in-the-world I call the primacy of breathing. Breathing as the lived body’s respiratory openness to the world and Being is now understood as the foundation which is always presupposed by all the other dimensions of our being-in-the-world. These dimensions are, for example, our theoretical, practical, social and perceptual ways of relating with the world. If the idea of the primacy of breathing is taken seriously, it means that all the questions of philosophy could be rethought, reexamined and re-experienced within the fundamental atmosphere of respiratory openness to the world and Being. In this dissertation, I initially try to rethink philosophy as a new philosophy of breathing. This new philosophy of breathing would be phenomenological ontology of breathing. The bases of this new phenomenological ontology of breathing are Merleau-Ponty’s remarks about breathing. My task is to explicate and interpret them with the help of Merleau- Ponty’s own phenomenological ontology. In my task of beginning philosophy anew as philosophy of breathing or as respiratory philosophy, I will also use the ideas of Martin Heidegger, Gaston Bachelard, Paul Claudel, Luce Irigaray, Edmund Husserl and David Kleinberg-Levin. My dissertation is divided into two main sections. In Section One, I construct within the framework of phenomenological ontology a new notion of breathing as the primacy of breathing. In Section Two, I develop a phenomenological method that I call the method of ontologico-respiratory reduction. This method will lead us back to the primacy of breathing. (shrink)

Why do people persist in commitments that threaten their happiness, security, and comfort? Why do some of our most central, identity-defining commitments resist the effects of reasoning and critical reflection? Drawing on real-life examples, empirical psychology, and philosophical reflection, this book argues that these commitments involve an ethical stance called devotion, which plays a pervasive—but often hidden—role in human life. Devotion typically involves sacralizing certain values, goals, or relationships. To sacralize a value is to treat it as inviolable (trade-offs with (...) ordinary values are forbidden), incontestable (even contemplating such trade-offs is prohibited), and dialectically invulnerable (no rational considerations can disrupt the agent’s commitment to the value). Philosophy of Devotion offers a detailed philosophical account and defense of these features. Devotion and the sacralization of values can be reasonable; indeed, a life involving meaningful, sustained commitment depends on these stances. Without devotion, we risk an existential condition called normative dissipation, in which all of our commitments become etiolated. Yet devotion can easily go wrong, deforming into the individual and group fanaticism that have become pervasive features of modern social life. The book provides an alternative to fanaticism, investigating the way in which we can express non-pathological forms of devotion. We can be devoted through affirmation and through what is termed the deepening move, which treats the agent’s central commitments as systematically inchoate. Each stance enables a wholehearted form of devotion that nevertheless preserves flexibility and openness, avoiding the dangers of fanaticism on the one hand and normative dissipation on the other. -/- (The attached file contains the introductory chapter.). What is fanaticism and why is it an important philosophical topic? In this introductory chapter, I discuss the way in which fanaticism arose as a central philosophical concern in the early modern period. Philosophical discussions of fanaticism focus on psychological, epistemic, and behavioral dimensions of fanatics. The fanatic displays psychological peculiarities; epistemic defects; and potentially problematic behavioral tendencies. I discuss the ways in which different philosophers have offered different accounts of these three features; offer a brief defense of my own (...) account of fanaticism; and highlight some key questions about fanaticism. This paper states and gives three applications of a novel ‘Presentist Fragmentalist’ interpretation of quantum mechanics. In a cognate paper it was explicitly shown this kind of presentism is consistent with special relativity and that it has implications for how to understand time as it relates to the Big Bang. In this paper we narrowly focus on three applications. These are surely the most important conundrums for any proposed interpretation of quantum mechanics: Schrodinger’s Cat, Bell non-locality, and the Born rule. (...) ABSTRACT My aim in this paper is to articulate a Foucauldian critique of scientific naturalism as well as a Foucauldian critique of the nomothetic framework underlying the Placement Problem. My Foucauldian post-structuralist critique of scientific naturalism questions the relations between our society’s imbrication of economic-political power structures and knowledge in a way that also effects some constructive critical alignment between Foucault and Habermas, helping to undermine the traditional view of their respective social critiques as incompatible. First, I will outline a (...) brief genealogical backstory for the rise of scientific naturalism, and I will then reconstruct the Placement Problem. In the second part of the paper, I introduce Foucault’s notion of pouvoir-savoir, namely his account of the interconnection between power and knowledge. I then go on to articulate the Foucauldian critique of scientific naturalism by arguing that the levelling nature of nomothetic rationality and its conservative naturalistic vocabulary involves regulative discourse: anything that resists placeability/locatability is labelled “odd”. By being thus visibly marked, “odd” phenomena become “queer” phenomena, which then become “problematic” phenomena. They are, thereby, construed in need of discipline. Understood in this Foucauldian way, scientific naturalist disciplinarity produces subjected and practised minds, “docile” minds. (shrink)

In their article ’Is Pregnancy a Disease? A Normative Approach’, Anna Smajdor and Joona Räsänen contend that, on several of the most prominent accounts of disease, pregnancy should be considered a disease. More specifically, of the five accounts they discuss, each renders pregnancy a disease or suffers serious conceptual problems otherwise. They take issue specifically with the dysfunction account of disease and argue that it suffers several theoretical difficulties. In this response, we focus on defending the dysfunction account against their (...) main objections and show why a version of the dysfunction account is viable on account of the indispensability of normativity in biology and medicine. After disarming their main objections to the dysfunction account, we briefly respond to their treatment of the normality of pregnancy and then draw a distinction between adverse symptoms and underlying causes to show why even though pregnancy may have ’disease-like’ features, it is not a disease. Broadly speaking, this is a book about truth and the criteria thereof. Thus it is, in a sense, a book about justification and rationality. But it does not purport to be about the notion of justification or the notion of rationality. For the assumption that there is just one notion of justification, or just one notion of rationality, is, as the book explains, very misleading. Justification and rationality come in various kinds. And to that extent, at least, we should recognize (...) a variety of notions of justification and rationality. This, at any rate, is one of the morals of Chapter VI. This book, in Chapters I-V, is mainly concerned with the kind of justification and rationality characteristic of a truth-seeker, specifically a seeker of truth about the world impinging upon the senses: the so-called empirical world. Hence the book's title. But since the prominent contemporary approaches to empirical justification are many and varied, so also are the epistemological issues taken up in the following chapters. For instance, there will be questions about so-called coherence and its role, if any, in empirical justification. And there will be questions about social consensus (whatever it is) and its significance, or the lack thereof, to empirical justification. Furthermore, the perennial question of whether, and if so how, empirical knowledge has so-called founda­ tions will be given special attention. (shrink)

How can the Biblical God be the Lord and King who, being typically unseen and even self-veiled at times, authoritatively leads people for divine purposes? This article’s main thesis is that the answer is in divine moral leading via human moral experience of God (of a kind to be clarified). The Hebrew Bible speaks of God as ‘king,’ including for a time prior to the Jewish human monarchy. Ancient Judaism, as Martin Buber has observed, acknowledged direct and indirect forms of (...) divine rule and thus of theocracy. This article explores the importance of divine rule as divine direct leading, particularly in moral matters, without reliance on indirect theocracy supervised by humans. It thus considers a role for God as Über-King superior to any human king, maintaining a direct moral theocracy without a need for indirect theocracy. The divine goal, in this perspective, is a universal commonwealth in righteousness, while allowing for variation in political structure. The article identifies the importance in the Hebrew Bible of letting God be God as an Über-King who, although self-veiled at times, leads willing people directly and thereby rules over them uncoercively. It also clarifies a purpose for divine self-veiling neglected by Buber and many others, and it offers a morally sensitive test for unveiled authenticity in divine moral leading. (shrink)

The article bears an implicit appeal to judge political programs not by ideological labels but rather by the criteria I call ‘decency.’ I enjoin Martin Buber’s concept of dialogue to argue that a politics of decency seeks to promote human well-being that reaches beyond mere material flourishing but is attentive to the full sweep of the regnant existential, social and politics realities that diminish fundamental human dignity. Such a political ethic, as Buber would put it, transcends the barriers of regarding (...) others as “It” – as perceived and conceived by the divisive categories of religious and cultural affiliation, age, sexual orientation, socalled race, and as inveterate political opponents. Poststructuralism--as a name for a mode of thinking, a style of philosophizing, a kind of writing--has exercised a profound influence upon contemporary Western thought and the institution of the university. As a French and predominantly Parisian affair, poststructuralism is inseparable from the intellectual milieu of postwar France, a world dominated by Alexandre Kojève's and Jean Hyppolite's interpretations of Hegel, Jacques Lacan's reading of Freud, Gaston Bachelard's epistemology, George Canguilhem's studies of science, and Jean-Paul Sartre's existentialism. It is also (...) inseparable from the structuralist tradition of linguistics based upon the work of Ferdinand de Saussure and Roman Jacobson, and the structuralist interpretations of Claude Lévi-Strauss, Roland Barthes, Louis Althusser, and the early Michel Foucault. Poststructuralism, considered in terms of contemporary cultural history, can be understood as belonging to the broad movement of European formalism, with explicit historical links to both Formalist and Futurist linguistics and poetics, and with aspects of the European avant-garde, especially André Breton's surrealism. When is war just? What does justice require? If we lack a commonly-accepted understanding of justice – and thus of just war – what answers can we find in the intellectual history of just war? Miller argues that just war thinking should be understood as unfolding in three traditions: the Augustinian, the Westphalian, and the Liberal, each resting on distinct understandings of natural law, justice, and sovereignty. The central ideas of the Augustinian tradition can and should be recovered and worked (...) into the Liberal tradition, for which human rights serves the same function. In this reconstructed Augustinian Liberal vision, the violent disruption of ordered liberty is the injury in response to which force may be used and war may be justly waged. Many people in Jewish, Christian, and Islamic monotheistic traditions testify to their experience of being commanded by God to do something or to be a certain way. Is this kind of testimony from experience credible in some cases, and, if so, on what ground? The main thesis of this article is that it is credible in some cases and a suitable ground is available in the morally purifying experience of the human conscience. The article looks to the Hebrew Bible, the (...) New Testament, and the Qur’an for relevant testimony to the importance of righteous divine commanding experienced by humans. The relevant commands are not abstract or merely theoretical but grounded in human moral experience and potentially motivating for righteous action. The article doubts that God would be God if there were no divine commanding given directly to receptive people in their moral experience. It contends that God would not be a morally righteous guide of the divine kind needed for the worthiness of worship by humans in the absence of God’s commanding people directly in their experience. This essay attempts to describe the neo-Lamarckian atmosphere that was dominant in French biology for more than a century. Firstly, we demonstrate that there were not one but at least two French neo-Lamarckian traditions. This implies, therefore, that it is possible to propose a clear definition of a (neo) Lamarckian conception, and by using it, to distinguish these two traditions. We will see that these two conceptions were not dominant at the same time. The first French neo-Lamarckism (1879-1931) was structured (...) by a very mechanic view of natural processes. The main representatives of this first period were scientists such as Alfred Giard (1846-1908), Gaston Bonnier (1853-1922) and Félix Le Dantec (1869-1917). The second Lamarckism - much more vitalist in its inspiration - started to develop under the supervision of people such as Albert Vandel (1894-1980) and Pierre-Paul Grassé (1895-1985). Secondly, this essay suggests that the philosophical inclinations of these neo-Lamarckisms reactivated a very ancient and strong dichotomy of French thought. One part of this dichotomy is a material, physicalist tradition, which started with René Descartes but developed extensively during the 18th and 19th centuries. The other is a spiritual and vitalist reaction to the first one, which also had a very long history, though it is most closely associated with the work of Henri Bergson. Through Claude Bernard, the first neo-Lamarckians tried to construct a mechanical and determinist form of evolutionary theory which was, in effect, a Cartesian theory. The second wave of neo-Lamarckians wanted to reconsider the autonomy and reactivity of life forms, in contrast to purely physical systems. (shrink)
