The aim of this article is to define the actual construction of the modern 21st century’s Lithuanian pension system influenced by the last economic crisis and social challenges (ageing processes, raising social expenses) and implemented pension system reforms. Problems of the Lithuanian pension system are similar to those of the other European Union countries; therefore international organization recommendations and indications for future reforms should be evaluated and implemented. The aim of this article is to define the actual construction of the Japanese pension system influenced by the economic and social challenges and implemented pension system reforms. In this article, the development of Japanese pension system reforms is analysed, as well as legal, economic, social environment is identified. Until recently, it was a common perception that Japan has managed economic success without worsening the income inequality and pension benefits, but since the economic recession in the (...) 1990, the Japanese pension system faces a new challenge. Moreover, the Japanese population is ageing rapidly (low birth rate, long life expectancy), therefore, ageing influences the entire society and requires more complex and pressing pension system reforms. Ultimately, pension systems should be the basis for development of the Republic of Srpska. They should significantly improve strengthening of financial markets, enhancement of capital markets, higher growth rates of the Republic of Srpska, (...) idecrease of unemployment. Private pension funds are to change the habits and ideas of every future insurance holder, aiming to make the pension rights a matter of concern of every individual, instead being the obligation and ballast of the society. Today, stabile financing of pension systems and their funds is becoming increasingly questionable. A gap is emerging between the area of rights gained by law and financial possibilities for their implementation. Pay-as-you-go systems, i.e. systems of inter-generation solidarityare particularly endangered. Adequate systematization of gathered data, i.e. evidence, should provide conclusions that pension systems are a limitation todevelopment of national economy. Designing a pension system is both a complex endeavor and a long lasting legacy. Complexity stems from the many trade-offs that conceiving a pension system entail and from how these initial decisions affect the social and economic behavioral responses of workers and retirees. Policy-makers planning a pension system have to evaluate its internal economic consistency, but also these feedbacks. Economic and demographic models that allow a quantitative evaluation of these costs and benefits are required. More than ever (...) at the initial stage of design, since pension systems are persistent. Yet, pension systems are not monolith, but living entities that change over time. Some of these modifications are produced by individuals’ reactions to incentives built in the system, and need to be foreseen during the initial planning. Other changes are induced by reform measures and constitute the policy responses to unpredicted exogenous shocks – such as population aging. Re-designing the pension system to cope with new demands, while being limited by existing constraints, is a difficult task. Recent reforms of the Italian pension system are discussed in detail to highlight the policy trade-offs and the economic motivations behind the decision of the reform policies. (shrink)

Households and banks have increasingly displaced non-financial businesses and governments as the primary debtors in modern capitalist economies, resulting in more severe economic cycles, increased inequality, and external macroeconomic imbalances. Yet while the trend is nearly universal among developed economies, its intensity varies a great deal from country to country. This article highlights the common international causes behind the global expansion of household and financial sector debt; the divergent national approaches to household credit that cause household and financial sector (...) indebtedness to vary from country to country; and the likely causes of these disparate approaches. National approaches to interest rate restrictions, property transfer taxation, high loan-to-value mortgages, mortgage interest taxation, and secondary markets for consumer debt can either encourage or mitigate household and financial sector borrowing. Whether a country encourages or mitigates such credit is determined by an idiosyncratic mix of institutional, political, and ideational factors. Especially important are the size of domestic pension funds, banks’ preferred business models, the political power of financial firms, and whether policymakers are more sensitive to the gains promised by a credit-fueled expansion or to the risks posed by an overleveraged collapse. The Chinese government has emphasized and clarified the priority of developing the Chinese educational system, and it has accelerated efforts to modernize it to position China as one of the world leaders in education. This essay discusses the priority of developing the Chinese educational system, and it outlines the main factors for the construction of a modern theoretical system of education with Chinese characteristics. It argues that this construction should be based (...) on the actual practice of education in China in the new era, it should be deeply rooted in the methods and wisdom of traditional Chinese education, it should incorporate the educational ideology and concepts nurtured by the modern Chinese revolutionary culture, it should draw on the latest scientific advancements and achievements throughout the world and keep pace with the development of the times, and, finally, it should be informed by the study of the nature and development of human beings with special attention to the theoretical issues embedded in educational activities themselves, which relate to the deepest levels of a philosophical worldview. Niklas Luhmann’s theory of social systems is one of the most ambitious attempts to create a coherent account of global modernity. Primarily interested in the fundamental structures of modern society, however, Luhmann himself paid relatively little attention to regional variations. The aim of this book is to seek out modernity in one particular location: The United States of America. This article represents a preliminary attempt to conceptualize the relationship between technology and global inequality, using a political economy of the world-system perspective. Despite the crucial role that technical innovation and adaptation play in the process of international development, many macroanalyses of social change focus little explicit attention on technology. Only neoevolutionary theory discusses its role in long-term social change, and then in ways that miss some key dimensions. The author argues that technology is a social product designed to fit (...) the needs of the rich and powerful. In the contemporary world, it is usually produced by a highly organized research and development industry, often explicitly linked to military- industrial complexes. Rhetoric about increased globalization notwithstanding, technology is a key resource in the present capitalist world-economy that is very unevenly dtstributed, with the advanced industrial "core" states controlling technological innovation and dissemination. Even newly industrializing countries like South Korea, which many consider technologically sophisticated, experience profound technological dependence, limiting their prospects for truly autonomous economic growth. Differential control of technology and techno logical innovation is a defining trait of global inequality in the late twentieth century. (shrink)

This paper examines the role of ideology in the emergence of the empirical sciences and the evolution of philosophy. It argues that the orientation of the religious ideology, Christianity, at the epistemological and ontological levels was very instrumental in the emergence of the empirical sciences in the area dominated by the culture of the Western (Latin) church. This claim is demonstrated by an analysis of the theoretical and methodological orientation of pre-Christian Europe, the epistemological and other philo- sophical values sponsored (...) by Christianity, as well as a comparative analysis of other cultural regions where such philosophical values did not exist. The paper then explores the evolution of philosophy after the emergence of the empirical sciences. It points out that the progress of philosophy along rational lines and the generation of knowledge thereof is not equivalent to embracing the method of the empirical sciences (scientism), but rather is a rediscovery of the rational attitude bearing in mind the context in which it has to operate. This paper has three main goals. Firstly – to draw attention to the phenomenon of the democratic paradigm in the study of modern state systems (especially monarchical ones), characterise it and outline its sources. Also - to question the basis of this phenomenon (by pointing out, among other things, the durability of monarchical systems and the phenomenon of partial ‘re-monarchization’ – real or apparent – of certain contemporary republican systems on the examples of: Montenegro, Romania, the (...) Czech Republic, Hungary and Poland). Secondly, to present the negative consequences of the functioning of the democratic paradigm, also (paradoxically) those affecting the political practice of republics. Thirdly, to propose a way to reduce these negative consequences by changing the optics adopted in comparative studies about monarchies and republics. This change is based on the restoration, in comparative analyses of contemporary state systems (including monarchical ones), of the concepts of ‘mixed system’ and ‘monarchical principle’, which are still used in research on the history of the state and law, and should be disseminated in research on contemporary political systems and constitutional law. An explanation of the terms ‘mixed system’ and ‘monarchical principle’ as I use them here will follow in the final part of the paper. (shrink)

The book continues Immanuel Wallerstein’s historical narrative of the modern world-system. It focuses primarily on the social and political developments in the European core during the nineteenth century, tracing the rise of liberal hegemony, the growth of the administrative state, and the emergence of modern social science. It also examines the rise of anti-systemic socialist, feminist, and nationalist movements that challenged the liberal project. The book successfully illustrates how the world-systems framework can be used to analyse the (...) intersection between the national and the international spheres. Through its historical critique of the human sciences, it also makes an effective case for the viability of world-systems analysis as an alternative mode of critical social-scientific inquiry. This chapter argues that, because humanitarian intervention typically involves the military of one state attempting to overthrow another state ’s government, it gives rise to different moral questions from simple cases of interpersonal defensive violence. State sovereignty not only protects institutions within a society that contribute to the satisfaction of individuals’ interests and that cannot be easily restored once overthrown; it also plays a role in the constitution of those interests, which cannot be assumed to be invariant across different forms (...) of social life. As a result, humanitarian intervention will frequently give rise to incommensurability between the pre-intervention and post-intervention states of affairs. The reasons against violating sovereignty, together with reasons for conservativism in action that arise in circumstances of incommensurable value, mean that the threshold for the moral permissibility of humanitarian intervention is high. The chapter concludes by outlining how humanitarian intervention might be internationalized, making it easier to justify. (shrink)

Total factor productivity is not only the core of high-quality economic development but also a core indicator for measuring the quality of economic development. Improving total factor productivity is one of the most critical points in building a modern economic system. Firstly, this paper uses the DEA-Malmquist index method to measure and decompose the total factor productivity of China’s 30 provinces, municipalities, and autonomous regions from 2001 to 2017 and analyzes the characteristics of its temporal and spatial changes. From (...) a spatial perspective, the regional gap is relatively large. Secondly, we construct the index system of five dimensions and use this index system to comprehensively evaluate the improvement degree of China’s modernized economic system. The results show that the overall level of the improvement degree of China’s modernized economic system is relatively low, and the differences between provinces are great. Thirdly, this paper uses static and dynamic spatial econometric models to empirically analyze the effect of total factor productivity on the improvement degree of the modern economic system. The results show that the improvement degree of the modern economic system in China has obvious characteristics of time spillover and space spillover. Finally, we put forward countermeasures and suggestions on how to perfect the modern economic system. (shrink)

The escape from the ‘Malthusian trap’ is shown to tend to generate in a rather systematic way quite serious political upheavals. Some demographic structural mechanisms that generate such upheavals have been analyzed, which has made it possible to develop a mathematical model of the respective processes. The forecast of political instability in Sub-Saharan African countries in 2015– 2050 produced on the basis of this model is presented.

This essay uses Maria Lugones’s account of the colonial/modern gender system to analyze the retro-use of “biological sex” in recent anti-trans legislation. The retro-use of sex refers to the role of sex in legislation that has been widely described by critics as moving the U.S. backward in time, or as a rollback of trans rights. The essay argues that Lugones’s theorization of the sex/gender distinction in the context of colonialism offers a better way of understanding the retro-use of sex (...) in this legislation than white Anglo-American feminist theories. While Lugones does not explicitly engage with this legislation, the essay shows that her racialized material history of the concept of biological sex not only allows for an expanded sense of the pasts that are at work in the present use of sex but also sharpens the need for feminist and trans responses to the retro-use of sex that are explicitly anti-racist and decolonial. -/- . In this article, I use ethnographic and historical evidence to consider marriage as a particular locus of what Maria Lugones has called “the colonial/modern gender system.” By bringing specific research on marriage among the matrilineal Asante of Kumasi, Ghana, together with a consideration of global ideals of marriage and gender, I argue that marriage and the family are key sites through which the subjugation of women in Africa can be understood, but that this requires local and historical contextualization. To (...) do this, I trace the emergence and current local expression of “companionate marriage,” an ideal of marriage that is associated with romantic love and personal choice, and that is often seen as a gender-progressive marriage ideal. In Kumasi, “companionate” ideals began to emerge during the colonial period, not as an empowering force, but in complicated interactions with other gendered changes that limited wives' claims to husbands' reciprocal support and isolated women from their matrilineal kin. Today, customary marriage is often considered harmful to women and distinct from other forms of marriage; however, I show that such assumptions impose categorial differences where none may exist, and occlude the complexities of women's lives and struggles. Astronomers of the first half of the nineteenth century viewed our solar system entirely differently from the way twentieth-century astronomers viewed it. In the earlier period the dominant image was of a set of planets and moons, both of which kinds of bodies were inhabited by intelligent beings comparable to humans. By the early twentieth century, science had driven these beings from every planet in our system except the Earth, leaving our solar system as more or less desolate regions for (...) the most part bereft of intelligent life. This essay traces this extinction and its relation to religious thought, noting the role played in it by Sir John Herschel and especially by William Whewell. The inverse square laws for gravitation, heat radiation, and light receive special attention, as does the question of the relevance of the Christian notions of a divine incarnation and redemption. This article describes and analyses the development of modern irrigation in Java within the context of the establishment and transformation of the colonial state in the Dutch East Indies / Indonesia. In order to make this relationship comprehensible the concept “large technical system” has been adopted. The colonial socio-technical irrigation system was built between 1830 and 1942. Engineers, civil servants and agricultural experts were the main system builders and they formed specific coalitions practising specific irrigation approaches. After Indonesia gained (...) its independence, the colonial irrigation system remained in existence and, consequently, irrigation engineering remained top-down, large-scale and focused on agricultural-technical management. There is a growing body of feminist scholarship and literature exploring the ways in which Western patriarchal technologies of gender differentiation and sexual violence structure the racial categorisation and dehumanisation that define South Africa’s history of slavery, colonialism and apartheid. In this article, I consider the gendered history of white Afrikaner nationalism in the context of these insights. Using the decolonial feminist lens of María Lugones, I interpret the historical and contemporary patriarchal subjugation of the white Afrikaner woman as a (...) site of the production and maintenance of colonial racial categories and hierarchies. Gaining a better understanding of how gender operated as a colonial mode of organisation in the process of forging the ethno-racialised white identity of the Afrikaner in the early nineteenth century in opposition to the black indigenous majority population helps to explain how the continued patriarchal subjugation of white Afrikaner women by Afrikaner men in postcolonial/postapartheid South Africa works to reassert and maintain colonial racial categories and inequalities that continue to plague the country.
