Using a sample of 15,174 firms from 24 countries included in the 2009 World Bank Enterprise Survey, we investigate the impact of disclosure standards and auditing infrastructure on the bribery of public officials to secure government contracts. We find that firms are less likely to grant gift to secure a government contract in countries having more extensive financial reporting requirements and countries where audit firms face a higher litigation and sanction risk. Findings also show that firms are less likely to (...) bribe bureaucrats in case financial statements are reviewed by an external audit firm. Our results are economically significant and are robust to several sensitivity analyses. These findings support certain policies that are currently being implemented or discussed to mitigate bribery within the public sector across the globe. (shrink)

Resilience may be referred to as the capacity for positive adaptation and to quickly recover from difficulties and significant adversity. After examining operational definitions of related concepts, the article discusses resilience building exercises for functional fitness at the individual soldier level, to include among others, self-monitoring, self-evaluation, self-reinforcement, emotional regulation exercises, mindfulness training, relaxation and grounding exercises and importance of maintaining discipline and routine in the military. Using an acronym CARRIES, the article examines efforts to enhance resilience building through empirically (...) validated cognitive, behavioural and intrapersonal skills originating from best practices learned in the military. Alfred I. Tauber (ed.), Organism and the Origins of Self. Dordrecht, Netherlands: Kluwer Academic Publishers, 1991. xix + 384 pp., US$ 110.00 (US$ 25.00 paperback). This is a fascinating book based on a 1990 symposium at Boston University. It promises to change the way one conceives of the organism. The authors start from different specializations but provide a most tantalizing feast of ideas. Richard Lewontin commences the book with a strange foreword. Lewontin submits that the concern with the "self and (...) private identity in modern biology is ... only one manifestation of the ideology of individualism that is a shibboleth of our particular [bourgeois] form of social organization" (p. xix). If this is the case, the reader should stop reading the book and ask for her money back. But I advise patience. Tauber's introduction is a mixture of the history of the medical notion of disease and the advocacy of a dialectical concept of the self as the interpenetration of part and whole. Tauber highlights Elie Metchnikoff's appealing idea of phagocytosis as just one form of the active organism striving to attain harmony among competing cells. (shrink)

Possible-world semantics are provided for Parikh’s relevance-sensitive model for belief revision. Having Grove’s system-of-spheres construction as a base, we consider additional constraints on measuring distance between possible worlds, and we prove that, in the presence of the AGM postulates, these constraints characterize precisely Parikh’s axiom (P). These additional constraints essentially generalize a criterion of similarity that predates axiom (P) and was originally introduced in the context of Reasoning about Action. A by-product of our study is the identification of two possible (...) readings of Parikh’s axiom (P), which we call the strong and the weak versions of the axiom. An interesting feature of the strong version is that, unlike classical AGM belief revision, it makes associations between the revision policies of different theories. (shrink)

Discoverer of the theory of evolution by natural selection, and thus the founder of modern evolutionary biology, Charles Darwin is responsible for one of the most fundamental and far‐reaching contributions to the modern scientific world view. Born in 1809 in Shrewsbury into a wealthy Victorian family, Darwin was educated at the universities of Edinburgh and Cambridge. Though his formal education was of little interest to him ‐ “my time was wasted, as far as the academical studies were concerned” (1969, p. (...) 58) ‐ Cambridge did provide the opportunity to pursue his childhood interest in natural history. Upon graduating in 1831, Darwin joined a charting expedition around South America on board HMS Beagle, which was to last for five years. During this time, he made lengthy expeditions inland, studying the flora, fauna, and geology of South America and the Pacific Islands, and accumulating a massive biological and geological collection. These years were critical for Darwin's intellectual development, as he admitted, sowing the seeds of his doubt in the fixity of individual species. Darwin was impressed by a large number of facts that could not be explained on the assumption of the fixity of species, including the close structural similarities between extinct and living species revealed by the fossil record. Most important of all were the tortoises and finches of the Galapagos Islands: each island was inhabited by very similar, yet distinct varieties ‐ clear evidence for Darwin of common ancestry shaped by adaptation to local conditions. The creatures of the Galapagos, Darwin wrote, bring us close “to that great fact ‐ that mystery of mysteries ‐ the first appearance of new beings on this earth” (1839, p. 466). (shrink)

Religious beliefs are defined as thinking, feeling and behaving in accordance with the beliefs and teachings of a religious system. In other words, religious beliefs are indicative of the role of religion in the individual and social life of people, as well as adherence to values and beliefs in daily life, performing religious practices and rituals and participating in activities of religious organisations. Religious beliefs are a set of dos and don'ts, and values are considered one of the most important (...) psychological supports that can provide meaning in all moments of life and save a person from meaninglessness by providing explanatory support in specific situations. In addition, work conscience is defined as a feeling of inner commitment to comply with agreed-upon requirements for work. In other words, work conscience means heartfelt satisfaction and practical commitment to the tasks that a person is supposed to perform properly, in a way that there will be no negligence in performing the duty even if no supervisor oversees the activity. Given the significant role of nurses in hospitals, especially during the coronavirus disease 2019 (COVID-19) pandemic, the religious beliefs of healthcare employees have become more important. Therefore, the present study aimed to evaluate the effect of religious beliefs on the work conscience of 1800 Muslim nurses in Iraq during the COVID-19 pandemic in 2021. Standard questionnaires were applied to assess the respondents' religious beliefs and work conscience. In addition, data analyses (Cronbach's alpha, Pearson's correlation, etc.) were performed in Statistical Package for the Social Sciences (SPSS). According to the results, religious beliefs have a positive effect on nurses' work conscience (p = 0.822). CONTRIBUTION: The findings of this study showed that the employees of an organisation, especially nurses and healthcare staff, can rely on their religious beliefs and benefit from their advantages in order to strengthen their work conscience during a hard time such as the COVID-19 pandemic. The relationship between metacognition and executive control is explored. According to an analysis by Fernandez-Duque, Baird, and Posner (this issue), metacognitive regulation involves attention, conflict resolution, error correction, inhibitory control, and emotional regulation. These aspects of metacognition are presumed to be mediated by a neural circuit involving midfrontal brain regions. An evaluation of the proposal by Fernandez-Duque et al. is made, and it is suggested that there is considerable convergence of issues associated with metacognition, executive control, working memory, and frontal (...) lobe function. By integrating these domains and issues, significant progress could be made toward a cognitive neuroscience of metacognition. (shrink)

Scientific realists have suggested that changes in our scientific communities over the course of their history have rendered those communities progressively less vulnerable to the problem of unconcieved alternatives over time. I argue in response not only that the most fundamental historical transformations of the scientific enterprise have generated steadily mounting obstacles to revolutionary, transformative, or unorthodox scientific theorizing, but also that we have substantial independent evidence that the institutional apparatus of contemporary scientific inquiry fosters an exceedingly and increasingly theoretically (...) conservative form of that inquiry. I conclude that contemporary scientific communities are actually more vulnerable to the problem of unconceived alternatives than their historical predecessors, and I briefly suggest how we might seek to pursue scientific inquiry in a less theoretically conservative way. A range of empirical findings is first used to more precisely characterize our distinctive tendency to objectify or externalize moral demands and obligations, and it is then argued that this salient feature of our moral cognition represents a profound puzzle for evolutionary approaches to human moral psychology that existing proposals do not help resolve. It is then proposed that such externalization facilitated a broader shift to a vastly more cooperative form of social life by establishing and maintaining a connection between (...) the extent to which an agent is herself motivated by a given moral norm and the extent to which she uses conformity to that same norm as a criterion in evaluating candidate partners in social interaction generally. This connection ensures the correlated interaction necessary to protect those prepared to adopt increasingly cooperative, altruistic, and other prosocial norms of interaction from exploitation, especially as such norms were applied in novel ways and/or to novel circumstances and as the rapid establishment of new norms allowed us to reap still greater rewards from hypercooperation. A wide range of empirical findings is then used to support this hypothesis, showing why the status we ascribe to moral demands and considerations exhibits the otherwise puzzling combination of objective and subjective elements that it does, as well as showing how the need to effectively advertise our externalization of particular moral commitments generates features of our social interaction so familiar that they rarely strike us as standing in need of any explanation in the first place. Many of our concepts are introduced to us via, and seem only to be constrained by, roughand-ready explanations and some sample paradigm positive and negative applications. This happens even in informal logic and mathematics. Yet in some cases, the concepts in question – although only informally and vaguely characterized – in fact have, or appear to have, entirely determinate extensions. Here’s one familiar example. When we start learning computability theory, we are introduced to the idea of an algorithmically computable function (...) (from numbers to numbers) – i.e. one whose value for any given input can be determined by a step-by-step calculating procedure, where each step is fully determined by some antecedently given finite set of calculating rules. We are told that we are to abstract from practical considerations of how many steps will be needed and how much ink will be spilt in the process, so long as everything remains finite. We are also told that each step is to be ‘small’ and the rules governing it must be ‘simple’, available to a cognitively limited calculating agent: for we want an algorithmic procedure, step-by-minimal-step, to be idiot-proof. For a classic elucidation of this kind, see e.g. Rogers (1967, pp. 1–5). Church’s Thesis, in one form, then claims this informally explicated concept in fact has a perfectly precise extension, the set of recursive functions. Church’s Thesis can be supported in a quasi-empirical way, by the failure of our searches for counterexamples. It can be supported too in a more principled way, by the observation that different appealing ways of sharpening up the informal chararacterization of algorithmic computability end up specifying the same set of recursive functions. But such considerations fall short of a demonstration of the Thesis. So is there a different argumentative strategy we could use, one that could lead to a proof? Sometimes it is claimed that there just can’t be, because you can never really prove results involving an informal concept like algorithmic computability.. (shrink)

Unlike most of Aquinas's work, the poem reveals the intensely personal side of his faith. Rich in theological content and (...) inspiring deep Eucharistic devotion, this poem amply repays a closer investigation. We will look first at the questions of authorship, background, and structure before moving on to a discussion of the text itself.The "Disputed Question" of AuthorshipWhile the Adoro te has traditionally been attributed to St. Thomas Aquinas, the Thomistic authorship of the text was contested in the twentieth century, with two main objections being raised. The first claims that the content of the poem contradicts Thomas's own teachings and cannot have flowed from the same pen. The second objection is historical, claiming that a lack of evidence makes Thomistic authorship improbable.The first objection, claiming that the content of the poem is irreconcilable with Thomistic authorship, takes objection to a line in the poem which seems to claim that sense perception is unreliable and inaccurate, at least with regard to the Eucharist. The text of the Adoro te uses the word fallitur (deceived) with reference to the senses: "Visus, tactus, gustus in te fallitur"—"Sight, touch, taste in you are deceived." Some scholars have claimed that this line contradicts the teaching of Aquinas that the senses are [End Page 365] infallible in regard to their proper sensibles.1 Robert Wielockx addresses this charge in his study of the Adoro te, arguing that "the text does not contradict the continuous teaching of Thomas according to which the senses are not wrong when they judge their proper object, which as far as the Eucharist is concerned, is only the sacramental species."2 The substantial presence of Christ in the Eucharist is a mystery which is not knowable by the senses, and as Paul Murray, O.P., observes: "That's surely the point St. Thomas is making."3 However, the Thomistic insistence that all knowledge comes through our senses is not missing even here. While sight, touch, and taste fall short of comprehending the truth before them, the Adoro te itself proclaims that it is another sense—hearing—which reveals the mystery: "sed auditu solo tute creditur"—"but by hearing alone it is safely believed."4Thus there is no solid objection to Thomistic authorship based on the poem's content. But what about the historical evidence? Dom André Wilmart published a comprehensive study of the manuscript tradition in 1929. Noting that there were no extant copies of the text dating to Aquinas's lifetime and that the biography of Aquinas written by his own Dominican confrere and contemporary, William of Tocco, made no mention of the Adoro te, he considered it most probable that the poem was authored at a later date and ascribed to Aquinas.5However, Dom Wilmart did not know that he was not working with William of Tocco's final version of his work. The publication of a critical edition of William of Tocco's Ystoria Sancti Thome de Aquino in 1996 demonstrated that Tocco published his work in four successive redactions. The fourth and final version of his text (unknown to Dom Wilmart) was finished just before his death in 1323, and in this final version, Tocco includes the text of the Adoro te, attributing its authorship to St. Thomas.6 [End Page 366] Furthermore, Wielockx published a study of the Adoro te in 1998; his investigation of the manuscript tradition found that, of fifty-one sources, forty-four explicitly cite St. Thomas as their author. The remaining sources simply lacked any attribution. Most commonly, the scientific realism debate is seen as dividing those who do and do not think that the striking empirical and practical successes of at least our best scientific theories indicate with high probability that those theories are ‘approximately true’. But I want to suggest that this characterization of the debate has far outlived its usefulness. Not only does it obscure the central differences between two profoundly different types of contemporary scientific realist, but even more importantly it serves to (...) disguise the most substantial points of actual disagreement between these two kinds of realists and those who instead think the historical record of scientific inquiry itself reveals that such realism is untenable in either form. Sacraments are sometimes viewed today as something basically irrelevant to human life, an interesting spiritual "option" for those who find comfort in ritual. This view leads to a sacramental practice that is (...) occasional, irregular, or nonexistent. Many young people who fail to grasp religion as important to their reality implicitly embrace this perspective. The difficulty parishes have had in the past few years in convincing parishioners to return to liturgical prayer after each wave of the coronavirus pandemic demonstrates this viewpoint.In another perspective, the sacraments might be viewed precisely as expressions of what it means to be human, or one might say, to be human in a world in which God reveals himself at all times.1 In this view, the sacraments [End Page 1391] are our own graced self-expression as a community. They merely make thematic what already happens each moment. Alternatively, they celebrate who we are, and perhaps can be radically updated to reflect changing categories of social identity. 2Both of these viewpoints overlook the fallen state of human nature that cries out for healing from God. The first view does not preclude knowledge of human violence and fragility, but fails to recognize the sacraments as a medicine needed for the remedy of human ills. The second viewpoint, while professing a need for Christ, looks to the human person or community for healing rituals. This approach risks being enmeshed with human nature in a disordered state in such a way that it celebrates human disorder instead of healing it. Alternatively, the viewpoint may lead to the abandonment eschatological hope and wither into inanity.There are profound metaphysical and anthropological issues that play out in these two opposite but strangely united viewpoints. Rather than directly analyze these errors, this paper would like to propose the recovery of a medieval viewpoint that offers another perspective. This is Hugh of St. Victor's explanation that the sacraments fit and heal human nature through offering humanity humility, instruction, and exercise. 3 This paper will briefly survey Hugh's contribution, analyze its reception by several of the thirteenth-century Scholastics, shows its deep rootedness in biblical wisdom, and then show how it fruitfully opposes current-day challenges.Hugh of St. VictorHugh of St. Victor was a twelfth-century canon of the Parisian Abbey of St. Victor. The most influential writer of the Victorine school, his work is characterized by an Augustinian concern for the re-formation of the image of God in man, a sense of the wise ordering of salvation history, and an emphasis on both virtue and liturgical practice. In his masterwork, De Sacramentis Christianae Fidei, Hugh of St. Victor divides the works of God into two main periods: the work of creation and the work of restoration. Within the [End Page 1392] work of restoration, there are three periods: the period of the natural law, that of the Mosaic or written law, and that of grace, inaugurated by Christ.4 His book's division into two parts cuts across these distinctions: Part 1 of Hugh's text covers creation, the restoration in general, faith, sacraments in general, as well as particulars of the sacraments of the periods of the natural and written law. Critics who use historical evidence to challenge scientific realism have deployed a perfectly natural argumentative strategy that has created a profoundly misguided conception of what would be required to vindicate that challenge. I argue that the question fundamentally in dispute in such debates is neither whether particular terms in contemporary scientific theories will be treated as referential nor whether particular existential commitments will be held true by future scientific communities, but whether the future of science will exhibit the same broad (...) pattern of repeated, profound, and unpredictable changes in theoretical orthodoxy that such historicist critics argue characterizes its past. Two categories of life are currently recognized—chemosynthetic and photosynthetic—indicating their principal free energy resource as either chemicals or electromagnetic radiation. Building on recent developments in thermodynamics, we posit a third category of life—thermosynthetic life (TL)—which relies on environmental heat rather than traditional free energy sources. Since thermal energy is more abundant than chemicals or light in many settings, thermosynthesis offers compelling evolutionary possibilities for new life forms. Based on variants of standard cellular machinery, a physical model is proposed for the (...) conversion of thermal energy into biochemical work. Conditions favorable to thermosynthetic life and prospects for its discovery are assessed.
