In this paper I shall define a thesis I shall call ' determinism ', and argue that it is incompatible with the thesis that we are able to act otherwise than we do. Other theses, some of them very different from what I shall call ' determinism ', have at least an equal right to this name, and, therefore, I do not claim to show that every thesis that could be called ' determinism ' without historical impropriety is incompatible with (...) free will. I shall, however, assume without argument that what I call ' determinism ' is legitimately so called. In Part I, I shall explain what I mean by ' determinism '. In Part II, I shall make some remarks about 'can'. In Part III, I shall argue that free will and determinism are incompatible. In Part IV, I shall examine some possible objections to the argument of Part III. I shall not attempt to establish the truth or falsity of determinism, or the existence or nonexistence of free will. The problem of the nature of being was central to ancient and medieval philosophy, and continues to be relevant today. Political decisions have the potential to greatly impact our lives. Think of decisions in relation to abortion or climate change, for example. This makes political legitimacy an important normative concern. But what makes political decisions legitimate? Are they legitimate in virtue of having support from the citizens? Democratic conceptions of political legitimacy answer in the affirmative. Such conceptions righly highlight that legitimate political decision-making must be sensitive to disagreements among the citizens. But what if democratic decisions fail to track what (...) there is most reason to do? What if a democratically elected government fails to take measures necessary to protect its population from threats related to climate change? Peter argues that the legitimacy of political decisions doesn't just depend on respect for the citizens' will; and defends a novel hybrid conception of political legitimacy, called the Epistemic Accountability conception. According to this conception, political legitimacy also depends on how political decision-making responds to evidence for what there is most reason to do. Grounds for Political Legitmacy starts with an overview of the main ways in which philosophers have thought about political legitimacy, and identifies the epistemic accountability conception as an overlooked alternative. It then develops the epistemic accountability conception of political legitimacy and discusses its implications for legitimate political decision-making. Considering the norms that should govern political debate, it examines the role of experts in politics, and probes the responsibilities of democratically elected political leaders and as well as of citizens. In this essay I present what is, I contend, the free-will problem properly thought through, or at least presented in a form in which it is possible to think about it without being constantly led astray by bad terminology and confused ideas. Bad terminology and confused ideas are not uncommon in current discussions of the problem. The worst such pieces of terminology are “libertarian free will” and “compatibilist free will.” The essay consists partly of a defense of the thesis that (...) the use of these phrases by writers on the problem of free will can only generate conceptual confusion and partly of a formulation of the problem that does not make use of them. I contend that this formulation is neutral with respect to the historically important positions on free will (e.g., compatibilism and incompatibilism). (shrink)

This book offers a systematic treatment of the requirements of democratic legitimacy. It argues that democratic procedures are essential for political legitimacy because of the need to respect value pluralism and because of the learning process that democratic decision-making enables. It proposes a framework for distinguishing among the different ways in which the requirements of democratic legitimacy have been interpreted. Peter then uses this framework to identify and defend what appears as the most plausible conception of democratic legitimacy. I compare the theory of existence and being (and of non-existence and non-being) presented in Colin McGinn's 'Logical Properties' with those of well known predecessors such as Quine, Frege and Meinong. More recently, neo-Meinongians have held that being and existence are different concepts, and that although nothing lach bang, there are things which do not exist; possibilists have held that there are mere possibilia, things which possibly exist but do not actually exist. I examine a thesis advanced by McGinn which (...) these two positions have also endorsed, namely, that there are things which do not exist. I survey the function of 'existential quantification', and finally contend that the predicate 'does not exist' has at least three meanings, meanings which are determined by the context in which the predicate occurs and which are importantly different from one another. For many years—and with some energy since Laudan’s “Confutation of Convergent Realism” —the scientific realist has sought to accommodate examples of false-yet-successful theories in the history of science. One of the most prominent strategies is to identify ‘success fueling’ components of false theories that themselves are at least approximately true. In this article I develop both sides of the debate, introducing new challenges from the history of science as well as suggesting adjustments to the divide et impera realist strategy. How do scholars formulate arguments about economic inequality? What is the role of empirical analysis? In what ways, if any, is the debate informed by ethical considerations? In this paper, we address these questions by evaluating one of the main arguments in Thomas Piketty’s 2014 book _Capital in the Twenty-First Century_, along with its endorsements and rebuttals. Applying Stephen Toulmin’s model of arguments to Piketty unearths a complex argument structure that must be understood for an evaluation to be possible. Of (...) particular importance are the warrants that Piketty used to justify his conclusions from the empirical material. Our analysis revealed that the most influential rebuttals were targeted not at Piketty’s empirical inferences but the way he used these inferences to justify his claims. We also found value judgments to be an essential part of the justification process, making Piketty’s claims ultimately embedded in ethical considerations. We conclude that value judgments are intrinsic to scholarly arguments not only in economic inequality debates but also more broadly. (shrink)

Protochemistry. The Program of a Methodical Foundation of Chemistry. "Protochemistry" - in analogy to protophysics - is sketched as the program of a methodical foundation of chemistry. "Foundation" means to reconstruct the methods (both linguistic and poietic) which lead from the prescientific every-day-practice of mastering properties of substances to scientific theories of modern chemistry. Four types of chemical terms are distinguished, depending on different methods of definition and different areas of reference. Consequences of the program if realized are pointed out.

Many observers have argued that the US health care system could be more efficient, and achieve better outcomes if providers focused more on improving the community's health, not just the welfare of individual patients. The passage of the Affordable Care Act in 2010 seemed to herald the promise of such reforms, and greater integration of the health care and public systems. In this article, we reassess the quest for integration, a quest we call the “integration project.” After examining the modest (...) steps taken so far toward integration, we consider some conceptual barriers to integration as well as some of the risks it might portend for the public health system. Our assessment contributes to wide-ranging debates among public health advocates, practitioners, and policymakers as to the health care system's role in protecting public health, and how the public health system can best be organized to meet expected population health challenges. Editors have a responsibility to retract seriously flawed articles from their journals. However, there appears to be little consistency in journals’ policies or procedures for this. In a qualitative study, we therefore interviewed editors of science journals using semi-structured interviews to investigate their experience of retracting articles. We identified potential barriers to retraction, difficulties in the process and also sources of support and encouragement. Our findings have been used as the basis for guidelines developed by the Committee on Publication Ethics.
