In the early 2000s, the development of local food systems in advanced industrial countries has expanded beyond creation and support of farmers’ markets and community supported agriculture farms and projects to include targeted Buy Local Food campaigns. Non-governmental groups in many U.S. places and regions have launched such campaigns with the intent of motivating and directing consumers toward more local food purchasing in general. This article examines the current manifestations and possibilities for social justice concerns in Buy Local Food (...) campaigns, by considering them within the more general category of “selective patronage“ campaigns. Historical campaign examples, such as Buy Union, Buy American, and Buy Black campaigns, offer instructive comparisons to contemporary consumer campaigns promoting local food. Through examining the construction of threats, intended beneficiaries, products to be avoided, and those to be preferentially selected, the paper demonstrates how selective patronage campaigns have emphasized social justice needs and concerns for designated groups in ways that have been potentially exclusionary of other disadvantaged groups and thus undermining of social justice more broadly. As a contemporary instance of “selective patronage,“ Buy Local Food campaigns exhibit similar contradictory impulses, which are intensified by the conceptual and practical pitfalls in designating “local.“ The article concludes by considering how the challenges and prospects for commitments to social justice in local food consumer campaigns reinforce the importance of emerging initiatives centered on domestic fair trade. Creative Writing programmes in universities now offer both an education for and employment to literary writers. This papers asks how literary writers apprehend their relatively recently institutionalised position, as university staff and students. The concept of ‘patronage’, it is argued, offers a useful way into reflecting upon such academic institutionalisation. The argument is presented in three parts. The first outlines some of the conceptual nuances of patronage. The second examines the oft made claim that universities extend patronage (...) to literary writers by enabling employment as Creative Writing staff. The third part engages with a question: what precisely does a student expect to gain from a Creative Writing programme and what does the degree validate? It is suggested that Creative Writing programmes are designed principally to offer supportive patronage, with a promise – but without guarantees – of entry into a financial patronage system. A brief conclusion considers the bearing of these arguments on Creative Writing as a school subject. (shrink)

The institutionalization of natural knowledge in the form of a scientific society may be interpreted in several ways. If we wish to view science as something apart, unchanging in its intellectual nature, we may regard the scientific enterprise as presenting to the sustaining social system a number of absolute and necessary organizational demands: for example, scientific activity requires acceptance as an important social activity valued for its own sake, that is, it requires autonomy; it is separate from other forms of (...) enquiry and requires distinct institutional modes; it is public knowledge and requires a public, universalistic forum; it is productive of constant change and requires of the sustaining social system a flexibility in adapting to change. Support for such an interpretation may be found in the rise of modern science in seventeenth-century England, France, and Italy and in the accompanying rise of specifically scientific societies. Thus, the founding of the Royal Society of London may be interpreted as the organizational embodiment of immanent demands arising from scientific activity—the cashing of a blank cheque payable to science written on society's current account. Strongly oriented toward agriculture, this was closely associated with the growth of a number of disciplines, notably, entomology and mycology. This period also saw a marked expansion of the English University system, and biology departments in the newly inaugurated civic universities took an early and leading role in the development of applied biology through their support of Economic Biology. This (...) sought explicitly to promote the application of biological knowledge to economically important problems and especially to agriculture. The impact of Economic Biology was felt most strongly within Zoology, where it became synonymous with entomology. The transience of Economic Biology belies its significance, for example, in providing a means for the expansion of biology at the civic universities. More broadly, it opened up new research and employment opportunities within the life sciences. In late Edwardian Britain, newly available state funds for agriculturally relevant biological disciplines transformed the life sciences. This paper examines the impact of these funds -- mobilized either under the 1909 Development Act, or under the auspices of colonial interests -- on Economic Biology and the institutionalization of applied biology. Immigrant nurses make up a large percentage of the Australian nursing workforce. Since the support in the workplace is expected to be inclusive for all nurses, the aim of this article is to explore how support and opportunities for professional growth, learning and development are distributed across different categories of nurses working in a neonatal intensive care unit (NICU). An ethnographic approach has opened an examination of the everyday workplace practices in the NICU to gain insight into how nurses made (...) sense of the social and power relations occurring between themselves and their senior colleagues and how they experienced the support and opportunities they received in their workplace. As today's workplaces such as the NICU are diverse in races, culture and experiences, the concepts of intersectionality and cultural safety assisted in identifying inequality and injustice related to such diversity. The results showed how patronage relations rendered nurses with immigrant status with major disadvantage and left them clinically and culturally vulnerable. Such inequity defeats the reasons for encouraging skilled migration of nurses and poses questions on the cultural competency of recruiting organisations. Considering how cultural safety might guide staff development offers opportunities for authentic support to culturally diverse nurses. (shrink)

ArgumentGertrude Cox, first chair of North Carolina State University's Department of Experimental Statistics, worked as a consultant for the Ford Foundation to Cairo University's Institute of Statistical Studies and Researches in 1964. An analysis of this work provides a case study in the internationalization of the statistics profession, the systems of patronage available to scientists in the second half of the twentieth century, and the history of women in science. It highlights some of the complexities in the process (...) of internationalization in science, showing that even when scientists cross national boundaries to promote their discipline, they may have as a goal the advancement of their own nationalistic interests, or those of their patrons. In documenting Cox's commitment to serving her professional community, this case study will show that some particularly feminine qualities of Cox's approach to her work enabled her to accomplish what her male colleagues tried unsuccessfully to do. In this article, the authors present several topics related to the nascent development of a merit-based hiring system in North Macedonia. This paper employs a normative approach. We advocate for a merit-based hiring system, similar to the American model. First, we explore the pressure exerted by the European Commission to adopt a merit-based system at all levels of government as a condition for entry into the European Union. Second, we delve into the patronage system in North Macedonia. Third, we (...) provide a short history of patronage in the United States and the difficulty that nation had in curbing its entrenched patronage system. Fourth, we discuss the advantages of a merit-based hiring system, namely the creation of good governance, the improvement of employee morale, the development of more public confidence in government, the reduction of the influence of ethnic politics and the furtherance of the rule of law. Finally, we present an example drawn from the American federal government about the basic procedures of a merit-based hiring process. (shrink)

This paper is written to provide an aesthetic parameter to sensibly analyze the controversy that arose after the naming of Carlo J. Caparas as National Artist for Visual Arts and Film. By contextualizing Caparas and his works in five clusters of aesthetic systems, namely, traditional, modern, patronage, pseudo-modern, and postmodern, this paper argues that there can never be a coherent, sustained, and rational justification for the error committed by President Gloria Macapagal-Arroyo in honoring him. The paper concludes with (...) the note that the aesthetic discourse on the controversy was unfortunately converted into a legal discourse as a case was filed by some National Artists, Art Groups, and concerned citizens at the Supreme Court, questioning the legality of the so-called “presidential insertion.”. The paper aims to explore the relationships that exist between party structure, party system, patronage, and the appointments of the political elites. It is focused on the extent to which political parties can control the allocation of jobs as well as find out which are the institutions over whom the political parties can exercise power; the extent to which historical legacies influence patronage patterns; the extent to which party patronage is exercised in a ‘majoritarian’ as opposed to (...) a more ‘consensual’ manner across the spectrum of political parties; and the relationship that exist between the structure of the party, the appointment of political elites and patronage. The conclusion is that the party in public office and its allies in the coalition cabinet control the post of ministers and vice-ministers. While these last ones control the posts of their subordinates, it is hard to understand whether they select the employees from the party pool or from their personal networks. The other finding is that the structure of the party creates strong links between patronage and appointment, these last ones done with the scope of having control over government resources and distribution of resources. On the other hand, the research didn’t prove any link between historical legacies and patronage and party system and patronage. (shrink)

During the first two decades of the Cold War, a new kind of academic figure became prominent in American public life: the credentialed social scientist or expert in the sciences of administration who was also, to use the parlance of the time, a “man of affairs.” Some were academic high-fliers conscripted into government roles in which their intellectual and organizational talents could be exploited. McGeorge Bundy, Walt Rostow, and Robert McNamara are the archetypes of such persons. An overlapping group of (...) scholars became policymakers and political advisers on issues ranging from social welfare provision to nation-building in emerging postcolonial states. Many of these men—and almost without exception they were men—were also consummate operators within the patronage system that grew up around American universities after World War II. Postwar leaders of the social and administrative sciences such as Talcott Parsons and Herbert Simon were skilled scientific brokers of just this sort: good “committee men,” grant-getters, proponents of interdisciplinary inquiry, and institution-builders. This hard-nosed, suit-wearing, business-like persona was connected to new, technologically refined forms of social science. No longer sage-like social philosophers or hardscrabble, number-crunching empiricists, academic human scientists portrayed themselves as possessors of tools and programs designed for precision social engineering. Antediluvian “social science” was eschewed in favour of mathematical, behavioural, and systems-based approaches to “human relations” such as operations research, behavioral science, game theory, systems theory, and cognitive science. The kingdom of God was a central theme in Jesus' vision. Was it meant to be understood as Utopian as Mary Ann Beavis views it, or existential? In 1st century CE Palestine, kingdom of God was a political term meaning theocracy suggesting God's patronage. Jesus used the term metaphorically to construct a new symbolic universe to legitimate a radical new way of living with God in opposition to the temple ideology of exclusivist covenantal nomism. The analogies of father and (...) king served as the root metaphors for this symbolic universe. They are existential root metaphors underpinning the contextual symbolic universe of God's patronage in reaction to the collapse of the patronage system which left peasants destitute. Jesus' paradoxical use of the metaphor kingdom of God had a therapeutic value and gave the concept new meaning. The initial motivation for proclaiming God's patronage originated in Jesus' primary identity formation by Mary as single parent and was reinforced in his secondary identity formation by John the Baptist. From these results can be concluded that kingdom of God was not meant to be understood as utopian, but existential. In order to clarify the meaning of kingdom of God and God's patronage for the 21st century, demythologisation and deconstruction can be helpful especially by highlighting the existential meaning of the kingdom of God. The name “Phoebe” probably is not too familiar in the study of the New Testament before 90’s. However, in the recent study of the role of woman in the Bible in connection with the patronage system in the Greco-Roman society, Phoebe has an important role because she helps Paul in his preparation for the mission to Rome. Paul calls her as a sister, deacon, and patron. This research argues that Phoebe has a role as a benefactor and deacon within (...) the patron-client system in the Roman society. Paul asks her to carry his letter to Rome in order that Christian community in Rome may help him for the future mission to bring the Gospel to Spain. James Moore attacks the conventional view that Hume’s moral theory is deeply similar to Hutcheson’s. In fact, Moore argues, surface similarities here mask systematic disagreements about justice, self-interest, teleology, theology, reason’s role within a sentimentalist framework, and about whether morality is, fundamentally, justified approbation for benevolence (Hutcheson) or sympathy’s merely natural tendency to generate feelings of approbation (Hume). Large-scale weapons systems have increasingly become part of a patronage system justified by claims about national defense. American politics tends to proceed by distribution, redistribution, and compromise. The disjunction between the "virtually" autonomous processes of worldwide weapons innovation and American incrementalism lead to a potentially disastrous situation. This situation is characterized by potential chaos in the integration of complex, interdependent combat and communication systems as well as a mindless arms race that seems to defy political control. Rachel Ramsey Scholars of seventeenth-century intellectual history have generally relegated John Webb to the footnotes of their work on universal language schemes, architectural history, and Sino-European relations. 1 In this essay I suggest that Webb's An Historical Essay Endeavoring a Probability that the Language (...) of the Empire of China is the Primitive Language (1669), which argues that for 5000 years China preserved the language spoken by Adam and Eve in the Garden of Eden, makes significant contributions to seventeenth-century intellectual history and to our understanding of early modern European perceptions of China. When Webb's Essay is placed within the context of the seventeenth-century debates about the "primitive" language of Eden, China's ancient history, and the idealization of that empire's harmonious and prosperous culture, its deeply political nature becomes apparent.The Jesuit accounts and those of other travelers to China were especially appealing to English readers living in the aftermath of the civil wars and the turmoil of the early years of the Restoration because they offered glimpses of a seemingly ideal state ruled by a stable monarchy and blessed with seemingly infinite resources and unimaginable wealth; however, these accounts included evidence that China had maintained an unbroken historical record that antedated the Flood, thus implicitly challenging the veracity of the Old Testament account of Noah and the Universal Deluge. Webb's Essay solves the problem posed by the Jesuit accounts of China's ancient history by placing them within a revised biblical narrative; this solution makes it possible for him to claim that China's [End Page 483] exemplary status is a result of its possession of the primitive language and its socio-political virtues are the consequence of its Noachian origins. The revised biblical narrative not only made Webb's encomium to that country more acceptable to a bible-reading public and protestant king but offered a politically-safe way for him to criticize the restored English monarchy by contrasting it to an idealized account of China's social and political state. More specifically, the circumstances of Webb's years of service in the Office of the King's Works help us further understand what attracted a seventeenth-century architect to the Jesuit accounts of China and what motivated him to write the first English treatise on the Chinese language. Webb's political career allows us to read AnHistoricalEssay as a politico-theological justification for a reasoned critique of the patronage system which Webb held accountable for his thwarted career ambitions. Webb's Career and the Politics of the Restoration John Webb lived through some of England's most turbulent history and witnessed firsthand the effects of monarchical instability and regicide, the uncertainties of the Commonwealth, and the shortcomings of the Restoration. Born to a Somerset family in 1611 and educated at the Merchant Taylors' school, Webb became Inigo Jones's pupil in 1628 and served as his "Clerk Engrosser" from 1633 to 1641 in the Office of the King's Works, where Jones was Surveyor. During the early years of the English revolution Webb served as his mentor's deputy in London after Jones fled north with Charles I, but he was dismissed from his post in 1643 following an "accusation from one Mr. Carter to the Committee of the Revenue, that the said Mr. Jones was at Oxford." 2 During his absence from the Office of the Works, Webb supposedly sent detailed plans of London's fortifications and smuggled jewelry to the king, for which he was briefly imprisoned. 3 After Charles I's execution in 1649, Webb worked on several country houses, including those of the Earl of Rutland at Belvoir, the Earl of Peterborough at Drayton, and Sir Justinian Isham at Lamport but he was firmly excluded from holding any political post as a former consort of the martyred King. 4 He held an appointment briefly... This study is an attempt to analyze the factors that have contributed towards the success of the Democratic Party of Albania. It seeks to introduce new dimensions in measuring the success of a political party. The study rejects the elements of ‘office-holding’ and ‘policy – or performance-based’ measures of success, because they are determined by a complex array of economic, political, social and institutional factors. The concept of “party success” is defined in terms of: ‘breadth’ and ‘durability’. At the same (...) time the study aims at ‘emancipating’ the political parties from the past and macro-institutional factors, to which very often are ascribed the reasons for the perceived failure of politics in Albania. The approach used in this study has regarded the political parties as the real political actors that as such should assume the responsibility for the perceived failures. Neither the lack of political culture, nor the communist system, are the main factors to shape the activity and development of political parties in Albania. Both macro-institutional and historical structural approach has limited explanatory power for the success of the Democratic Party. Its success is a direct consequence of the decisions that the political parties themselves, including Democratic Party as one of the key actors, have taken. The research showed that the Democratic Party of Albania has been successful because and when its elite have been able to craft inclusive ideological programs and because of its extensive penetration in the country, which it owes to its structure as a mass party. The party has established patronage linkages with its sympathizers, the rank and file and militants and consequently has ensured their loyalty and maintained an extensive electoral penetration in country. The recruitment of public servants and their promotion depend highly upon the institutionalized patronage of the governmental parties.The power to select the candidates for the general elections has shifted away from the rank-and-file member to the local and national partyleaders.Partydiscipline is one of the major causes of the shift of the government making function, the legislative and controlling functions of parliament to the party headquaters.The recruitment and the promotions of magistrates was already before World War II largely politicized.Although the structural integration between the newspapers and parties has decreased since 1945, the political parties have strengthened their control over the designation of the diree:tors and administrators of the Belgian broadcasting institutions. China has for almost four decades been experiencing a market transition and an associated tax state transition, leading to the emergence of capitalists who increasingly control economic resources and serve as important sources of tax revenue. Some theories suggest that these changes should give capitalists political power. From the perspective of the taxation institution, using a mechanism-based case study, this article investigates whether China’s emerging capitalists have gained bargaining power with the party-state. Findings suggest that hidden bargaining, patron-clientelism, legislature co-optation, (...) and legal repression constrain their bargaining power. The underinstitutionalized taxation system has co-opted the capitalists through patronage and, more important, deterrence, thereby building an asymmetric mutual dependence between the local state and capital owners. Experimental radiobiology represented a long-standing priority for the U.S. Atomic Energy Commission, but organizational issues initially impeded the laboratory progress of this government-funded work: who would direct such interdisciplinary investigations and how? And should the AEC support basic research or only mission-oriented projects? Alexander Hollaender's vision for biology in the post-war world guided AEC initiatives at Oak Ridge, where he created and presided over the Division of Biology for nearly two decades. Hollaender's scheme, at once entrepreneurial and system-oriented, made good (...) use of the unique resources provided by the AEC and by Oak Ridge's national laboratory setting, while at the same time it restructured wartime research practices to better reflect biologists' own priorities. Because Hollaender offered many academic experimental biologists a way of envisioning military-related patronage as integral - rather than antithetical - to their professional identities, his work provides an important lens through which to examine the early post-war intellectual and institutional development of radiobiology. This paper analyzes Francis Bacon’s observations on institutions for the advancement of knowledge and technical innovation. Early references to establishments for the promotion of knowledge can be found initial in Bacon’s early works, in the 1590s. Bacon’s journey to France in the second half of the1570s played a role in shaping these early conceptions. In particular, Bacon was likely acquainted with Jaques Gohory’s Lycium philosophal and Nicholas Houel’s Maison de Charité Chrétienne. In the period following the composition of The Advancement (...) of Learning (1605), Francis Bacon focused his attention on the foundation of a college for inventors. Practical plans for the establishment of a college were discussed in the Commentarius solutus (1608). Bacon’s proposals addressed his general concerns for the production of technological innovation in Stuart society; both the college of the Commentarius and the imaginary institution of Salomon’s House in the New Atlantis (1626) can be seen as inventor’s utopias, where innovators are freed from the pressures of the world of crafts. Analogous continental project likely inspired such institutions. Again, the case of France may be relevant; around the time of Bacon’s proposals for his college, Henri IV was actively fostering collaboration among skilled inventors under royal patronage, and outside the strict control of the guild system. ABSTRACT During the first half of the nineteenth century, while Georges Cuvier ruled over natural history and the Muséum d’Histoire Naturelle (MHN) was at its institutional acme, a French banker and industrialist with a Swiss family background, Benjamin Delessert, was developing an important botanical museum in Paris. His private collection included both a rich botanical library and a massive herbarium: the close integration of these two dimensions, together with the magnanimity of Delessert’s patronage, contributed to making this private institution (...) a worthy rival to the powerful and state-funded MHN. Delessert’s museum had the favor of both professional and amateur naturalists. Knowledgeable and dedicated assistants (Antoine Guillemin and Antoine Lasègue) curated the collections. Moreover, Delessert was an intimate friend of the Genevan botanist Augustin-Pyramus de Candolle. Although Delessert’s herbarium followed the Linnaean order, the Delessert Botanical Museum (DBM) contributed to the development of Candolle’s natural system, especially through the publication of costly volumes of engravings, the Icones selectae plantarum rariorum. This essay draws together the main steps in the evolution of Delessert’s collections, stressing the interdependency between books and dried plants. Abstract This short reply to criticism of an original paper demonstrates how the critics themselves reflect the limitations originally pointed to. Public dialogue in science is about form not content. Nervous officials, and sadly a few scientists themselves, feel that they need to be seen to consult on such matters with ordinary people. They are creating a new system of patronage in the process. An army of self?appointed communications experts also go so far as to suggest that this makes (...) for better science. This projects a narrow utilitarian or instrumentalist model whereby science should serve certain pre?determined social goals. In a seminal and distinguished lecture published a little over thirty years ago, Sir Richard Southern examined the exercise of patronage as a means of government and as an instrument of social change in England in the reign of King Henry I. Focusing on the careers of some of the king's servants who rose in wealth and status by working in his administration, Southern elucidated their opportunities and methods of advancement, their rewards, and their manipulation of power and position (...) to bolster their local authority. In the years since Southern wrote, the important themes he opened up about these servants have been reexamined and developed by a number of scholars. These themes are further illuminated by the career of one of the most important of Henry's servants, Eustace Fitz John, lord of Malton and Alnwick, who rose from relatively obscure origins to a position of considerable prominence in the government of northern England. Eustace's career also tells us much about the means used by Henry I to complete and consolidate the Norman conquest of the north, integrate the region within the Norman system of government, and provide for its security and about the cross-border relationships of his northern administrators. A study of Eustace's career is additionally valuable because it throws light on many important aspects of the history of King Stephen's reign and the reign of Henry II. (shrink)

The Roman years of Tommaso Campanella were made possible by the protection and patronage of the pope Urbano VIII Barberini. Campanella composed from 1627 to 1631 three series of lengthy Commentaria on the Poemata, the book of Barberini’s Latin poems. What are the Commentaria? This complex, full-length bunch of manuscripts is often dismissed as pure flattery or as another strange, slightly delirious fruit of the exalted mind of the prophet-monk. We think instead that the Commentaria were seen by Campanella (...) as a new start for his philosophical system, furthermore shedding on it a new light: the light of a system, and the reassuring clarity of a pedagogy. Moreover, with the “Collegio Barberino” project, strongly tied to the Commentaria, Campanella tries to lay the foundations of a new educational system fitted for the new Rome and the cultural needs of the 17th-century élite. This paper examines the manner through which the Philippine government has utilized free trade in pursuing its development-oriented national security policies and strategies in the twenty-first century. It argues that against the backdrop of uneven economic development being perpetuated by a deeply entrenched oligarchic system and patronage culture, the primary referent of Philippine national security is its diminishing development space. Despite the government rhetoric with regard to the role of inclusive development in enhancing national security, the Philippine political economy (...) remains highly oligarchic and patrimonial. Such a condition has resulted in institutionalized inequality and structural poverty that undermine the country's supposedly development-based security model. The ability of the very few yet very powerful Filipino elites to transform the country into an oligarchipelago underscores the inefficiencies emanating from this type of politico-economic arrangement. In light of this, the paper evaluates the impacts of the Philippines' free trade activities on its overall level of development space by focusing on several crucial aspects of free trade that the government has failed to properly consider. Moreover, it scrutinizes the key factors that affect the utility of free trade for securing and enhancing the Philippines' development space. The paper concludes by arguing that the Philippine government's attempts at linking its development-centric security interests and free trade objectives have resulted not only in the preservation of uneven economic development and but also the further reinforcement of the existing oligarchic system and patronage culture in the country. Colonies, Commerce, and Constitutional Law is a major theoretical analysis of the harmful effects of colonies on commerce and constitiutional democracy, and is one of the most important studies of colonialism written in the nineteenth century. Of the four essays collected in this voloume, three have been edited directly from the original manuscript sources. The only essay to have appeared in print, `Observations on the Restrictive and Prohibitory Commercial System', is generally regarded as an early classic statement of the beneficial (...) effects of freedom of trade. In the these pioneering essays written in 1820-2, Bentham provided a penetrating critique of colonialism from within the liberal utilitarian tradition. Applying his general principles to the case of Spain and Spanish America, he argued that any attempt by Spain to maintain dominion over her Empire, or even to maintain a claim to the dominion was fundamentally misguided. Colonies were not a source of wealth to the colonizing country, but rather led to the imposition of increased taxation. Moreover, the existence of colonies increased the amount of patronage at the disposal of Spain's rulers, and thus would facilitate the corruption of the members of the new legislative assembly and eventually lead to the restoration of the ancient despotism. Colonies were not only wasteful and expensive, but posed a threat to constitutional government itself. The should therefore be granted unconditional independence, as a prererequisite to the establishment of unrestricted commercial relations, which would produce mutual benefit to both Spain and Spanish Amarica. The end of the system of patronage and the control of popular pilgrimages, like non-Catholic religious manifestations, were of fundamental importance for the maintenance of local Catholic hegemony. The role played by the Redemptorists in Goiás, in the control of the pilgrimage of the Trinity or in conflict with non-Catholic religions and beliefs, influenced the journal "Santuário da Trindade", through which the Catholics encouraged popular participation in the pilgrimage, and especially encouraged the catechetical formation of Catholics against the so called "false religions”. Such positioning was contrary to the positions adopted by the religious of the first generation that arrived in Goiás in the year of 1894, which refers to significant changes in religious and political diverse posture that deserve to be questioned and investigated. Thus, this article aims to examine the positioning changes of the Redemptorist Order in Goiás in the first decades of the pós-padroado period, taking as its principal object the research journal "Shrine of the Trinity", published between 1922 and 1931. Christianity has exerted invaluable influence on all spheres of human existence, first of all spiritual. Religious systems, being the same content for many nations, have a different effect on the history and consciousness of these peoples.Religious situation in Ukraine at the end of the XVI century. is marked by complexity. After the Union of Lublin in 1569, Ukrainian Orthodoxy, along with Catholicism, became dominant in the Commonwealth. But the episcopate of the Kievan Metropolitanate, worried about increasing its own and (...) church holdings, paid little attention to the training of staff for the Orthodox Church, the education of young people. At the same time, Catholic orders that appeared in Ukraine after the union, were active missionary work. Over time, they permeated all spheres of public life of the Ukrainian people. The prestige of Orthodoxy began to fall, causing the gentry to convert to Catholicism. The situation was complicated by the so-called right of "submission" to the king and "patronage" of the gentry, especially when the "patron" of Orthodox laymen became a Catholic or Protestant. The environmental crisis that faces the world today is sometimes seen to be the result of making wrong turns on the path to human development. This is especially so in terms of the technologies humans adopt, the way such technologies are powered, and the morality that is at the foundation of societies that develop and utilize such technologies. Humanity has come to the realization that the technologies that were ushered in with a fanfare and that may still enjoy considerable (...) class='Hi'>patronage sometimes have a darker side that may exact a costly price. The situation would probably have been different if there had been credible alternatives waiting in the wings, but no such alternatives exist and the path to such alternative technologies will probably be fraught with even more dangers. The view in this paper is that the current environmental crisis is not so much a problem of making wrong choices in technology as it is a problem with the nature of our science: a science which stifles the growth of views that contradict the opinion at the centre. It argues that the discouragement of adventitious ideas is responsible for the lack of credible alternatives to current technologies and therefore the inability to discard technologies that are considered anachronistic. In view of the above, the paper argues for a liberalisation of science through the tolerance of heretical scientific views as well as alternative knowledge systems. It questions the morality of subscribing to a single method of science in an era where alternatives exist to every other human facility and argues, following Mill and Feyerabend, not only for the proliferation of technologies but also for the proliferation of sciences as a safeguard against scientific lethargy. Archimedes’ Sand-Reckoner presents a system for naming extraordinarily large numbers, larger than the number of grains of sand that would fill the cosmos. Curiously, Archimedes addresses the treatise not to another specialist but to King Gelon II of Syracuse. While the treatise has thus been seen as evidence for the dynamics of patronage, difficulties in both Archimedes’ treatment of Gelon and his discussion of astronomical models make it fit incongruously within contemporary court and scientific contexts. This article offers a (...) new reading of the Sand-Reckoner based on a reconsideration of the relationship between author and addressee: deferring assumptions about the historicity of that relationship, it analyzes Gelon’s role in the treatise with respect to both the stylistic features of Archimedes’ prose and a broader tradition of narratives about a variety of cultural actors who engage with kings, speaking not so much truth as wit to power. Such a reading resolves the social and scientific difficulties of the treatise, and develops the literary-experimental qualities of Hellenistic science. In turn, the article proposes a revised approach, sensitive to broader patterns of authorship, to understanding ancient scientific authors’ relationship to royal authority. It concludes, finally, that the royal patronage seemingly exemplified by the Sand-Reckoner had greater significance as a cultural trope than as a social institution. (shrink)

This article recovers mid-century proposals for sciences of concord and contextualizes them as part of a broader politics of commercial knowledge in eighteenth-century Britain. It begins by showing how merchants gained authority as formulators of commercial policy during the Commerce Treaty debates of 1713–1714. This authority held fast during the Walpolean oligarchy, but collapsed by the 1740s, when lobbying and patronage were increasingly maligned as corrupt by a ferment of popular republicanism. The article then explores how the Anglican cleric (...) Josiah Tucker and country pamphleteer Joseph Massie made use of this vacuum in authority to formulate a novel basis for the production of commercial knowledge. In pamphlets written between 1749 and 1760, they argued that the competing interests comprising the nation’s increasingly complex commercial system could only be reconciled and geared to the national interest through the establishment of a science which harnessed an impartial and systematizing epistemology, developing highly idealized accounts of the abstract market as a realm of concord which operated according to regular, rationally deducible principles. The conclusion suggests that their arguments introduced the foundational conceptual bases for later sciences of political economy and legitimated a new form of expertise in statecraft. (shrink)

Experimental radiobiology represented a long-standing priority for the U.S. Atomic Energy Commission (AEC), but organizational issues initially impeded the laboratory progress of this government-funded work: who would direct such interdisciplinary investigations and how? And should the AEC support basic research or only mission-oriented projects? Alexander Hollaender's vision for biology in the post-war world guided AEC initiatives at Oak Ridge, where he created and presided over the Division of Biology for nearly two decades (1947-1966). Hollaender's scheme, at once entrepreneurial and system-oriented, (...) made good use of the unique resources provided by the AEC and by Oak Ridge's national laboratory setting, while at the same time it restructured wartime research practices to better reflect biologists' own priorities. Because Hollaender offered many academic experimental biologists a way of envisioning military-related patronage as integral - rather than antithetical - to their professional identities, his work provides an important lens through which to examine the early post-war intellectual and institutional development of radiobiology. This article explores the way in which Madhva (1238–1317), the founder of the Dvaita Vedānta system of Hindu thought, reformulates the traditional exegetic practice of nirukta or “word derivation” to validate his pluralistic, hierarchical, and Vaiṣṇava reading of the Ṛgvedic hymns. Madhva’s Ṛgbhāṣya (RB) is conspicuous for its heavy reliance on and unique deployment of this exegetical tactic to validate several key features of his distinctive theology. These features include his belief in Viṣṇu’s unique possession of all perfect attributes (guṇaparipūrṇatva) (...) and His related conveyability by all Vedic words (sarvaśabdavācyatva). Such an understanding of Vedic language invokes the basic nirukta presupposition that words are eternally affiliated with the meanings they convey. But it is also based onMadhva’s access to a lexicon entitled Vyāsa’s Nirukti with which his critics and perhaps even his commentators seem to be unfamiliar.While the precise status of this text is the subject of ongoing debate, Madhva’s possession of special insight into the sacred canon is established in part by his unique claim to be an avatāra of the wind god Vāyu and a direct disciple of Viṣṇu Himself in the form of Vyāsa1. Thus, Madhva’s use of nirukta invokes his personal charisma to challenge not only conventional understandings of the hymns but traditional exegetic norms. Madhva’s provision of an alternative tradition of nirukta provoked sectarian debate throughout the Vijayanagara period over the extent to which one could innovate in established practices of reading the Veda. Articulating the Veda’s precise authority was a key feature of Brahmin debates during this period and reflects both the empire’s concern with promoting a shared religious ideology and the competition among rival Brahman sects for imperial patronage that this concern elicited. By looking at how two of Madhva’s most important commentators (the 14th-century Jayatīrtha and the 17th-century Rāghavendra) sought to defend his niruktis, this article will explore how notions of normative nirukta were articulated in response to Madhva’s deviations. At the same time, however, examining Madhva’s commentators’ defense of his niruktis also demonstrates the extent to which Madhva actually adhered to selected exegetic norms. This reveals that discomfort with Madhva’s particular methods for deriving words stemmed, in part, from a more general ambivalence towards this exegetical tactic whose inherent open-endedness threatened to undermine the fixity of the canon’s very substance: its language. Com a República, o processo de romanização empreendido pela Igreja teve por objetivo a desvalorização do catolicismo laico, com o desmantelamento das antigas irmandades e sua substituição por novas organizações leigas. Impõe-se (...) caracterizar o papel desempenhado pela resistência, sem o quê seria difícil entender a existência atual da Irmandade Nossa Senhora do Rosário dos Homens Pretos de São Paulo, fundada em 1711, na região central da cidade. Sua história se confunde com a história das irmandades de negros em geral, mas oferece exemplo de como continuou a ser repositório da tradição popular, calcada em prática religiosa católica 'branca' e prática religiosa 'negra', pensada a partir do patamar da escravidão. Palavras-chave : religião; poder; laicidade.The Catholic Church legitimized practical and theoretically the Brazilian colonial system and had a predominantly lay character by virtue of the institution of patronage. Little has been written about the brotherhoods among black people. The analysis have been restricted to noting that they have played an important role in maintaining the religious African beliefs. With the Republic, the romanization process undertaken by the Church has aimed the devaluation of the laic Catholicism, with the dismantling of old brotherhoods and their replacement by new lay organizations. It is necessary to characterize the role played by resistance, without which it would be difficult to understand the actual existence of the Irmandade Nossa Senhora dos Homens Pretos de São Paulo, founded in 1711, in the central region of the city. Its history is mixed with the history of black people brotherhoods in general, but provides an example of how it continued to be the repository of folk tradition, grounded in the 'white' catholic religious practice and the 'black' religious practice, seen from the porch of slavery. In his 1641 biography of Nicolaus‐Claude Fabri de Peiresc , Pierre Gassendi declared that all learned men acknowledged that the most noble Peiresc “had seized the glory of kings” . For Gassendi and his circle of savants, Peiresc, in his public life a member of the Parlement of Provence, was the pattern of beneficence and learning, heroic in his virtue, his magnificent mind, and his care for scholars and scholarship. Peter N. Miller, in his profound and riveting study of what (...) might be called the Peirescian moment of European intellectual life, asks why this grand figure, the hero of his age, was subsequently almost entirely forgotten—or at best considered the model pedant.Peiresc was an antiquarian who investigated the physical remains of the past with delight and perspicacity. He felt that the past offered lessons to the present and that the constitution of the contemporary state could not be understood without a comparative and comprehensive survey of former times and places. Through a far‐flung network of correspondents and friends Peiresc collected his observations, although most of his resulting work remained unpublished. Peiresc, Miller observes, was engaged not only in a prodigious intellectual feat but in a moral discipline teaching “the virtues of constancy, conversation, friendship and beneficence” .Among Peiresc's friends were Galileo, Hugo Grotius, Peter Paul Rubens, Marin Mersenne, Italian humanists, Catholic prelates, Protestants, and Jews. He subscribed, according to Miller, to an irenic religiosity in which reason revealed basic religious truths that could be accommodated to all other belief systems. Miller credits neo‐Stoicism as the animating force behind this religious minimalism that flourished briefly in the middle of the sectarian excesses of the Wars of Religion. Broadly speaking, Stoicism taught and confirmed the virtues of constancy, duty, generosity, and friendship and provided the moral economy for a learned and tolerant civil society.Miller uses Peiresc as a touchstone for his time but also as the point of departure for discussing the thought of others, both before and after Peiresc, who held similar beliefs and pursued similar interests. It is only here that Miller's analysis falters. Disembodied minds require some social context, and Miller's traditional intellectual history does not provide enough.This limited approach is particularly true of his analysis of friendship, gratitude, and ingratitude—terms with important seventeenth‐century social meanings as well as Stoic connotations. Peiresc was not simply a disinterested Maecenas of learning; he was also the center of a patronage network bringing him honor and power within the intellectual community.Neo‐Stoicism as a category also needs to be problematized, a fact Miller acknowledges in his footnotes but rarely addresses in the text. Other ancient traditions informed the thought of the early seventeenth century, most notably skepticism and Epicureanism—which was rehabilitated by Gassendi at the same time he wrote his Life of Peiresc. The most recent historiography of these movements is largely absent from Miller's study. Thus his analysis would have benefited from a broader investigation of both the social and the intellectual context of the Peirescian world.Nevertheless, one can only be awed by Miller's vast if somewhat idiosyncratic erudition. His mastery of the sixteenth‐ and seventeenth‐century neo‐Stoic sources is immense and his integration of echoes of these themes into later centuries is provocative. His conclusion that the polymath Peiresc could seem only a pedant to Enlightenment figures who idolized the practitioners of the New Science, or who valued the polite gentleman over the learned scholar, is perhaps too sweeping. Nonetheless, Miller shares the attributes of his seventeenth‐century subject: learning, curiosity, and the ability to penetrate and befriend the minds of those both past and present. (shrink)

Current knowledge of the genetic, epigenetic, behavioural and symbolic systems of inheritance requires a revision and extension of the mid-twentieth-century, gene-based, 'Modern Synthesis' version of Darwinian evolutionary theory. We present the case for this by first outlining the history that led to the neo-Darwinian view of evolution. In the second section we describe and compare different types of inheritance, and in the third discuss the implications of a broad view of heredity for various aspects of evolutionary theory. It is often assumed that the capability to make inferences requires language. Against this assumption, I claim that inferential abilities do not necessarily require a language. On the contrary, certain cartographic systems could be used to explain some forms of inferences, and they are capable of warranting rational relations between contents they represent. By arguing that certain maps, as well as sentences, are adequate for inferential processes, I do not mean to neglect that there are important differences between maps (...) and sentences. Instead, the purpose of this paper is to highlight interesting distinctions that might affect the way that cartographic thinking works. (shrink)

Organizations such as the EU High-Level Expert Group on AI and the IEEE have recently formulated ethical principles and (moral) values that should be adhered to in the design and deployment of artificial intelligence (AI). These include respect for autonomy, non-maleficence, fairness, transparency, explainability, and accountability. But how can we ensure and verify that an AI system actually respects these values? To help answer this question, I propose an account for determining when an AI system can be said to embody (...) certain values. This account understands embodied values as the result of design activities intended to embed those values in such systems. AI systems are here understood as a special kind of sociotechnical system that, like traditional sociotechnical systems, are composed of technical artifacts, human agents, and institutions but—in addition—contain artificial agents and certain technical norms that regulate interactions between artificial agents and other elements of the system. The specific challenges and opportunities of embedding values in AI systems are discussed, and some lessons for better embedding values in AI systems are drawn. (shrink)

There is a deeply entrenched view in philosophy and physics, the closed systems view, according to which isolated systems are conceived of as fundamental. On this view, when a system is under the influence of its environment this is described in terms of a coupling between it and a separate system which taken together are isolated. We argue against this view, and in favor of the alternative open systems view, for which systems interacting with their environment (...) are conceived of as fundamental, and the environment's influence is represented via the dynamical equations that govern the system's evolution. Taking quantum theories of closed and open systems as our case study, and considering three alternative notions of fundamentality: (i) ontic fundamentality, (ii) epistemic fundamentality, and (iii) explanatory fundamentality, we argue that the open systems view is fundamental, and that this has important implications for the philosophy of physics, the philosophy of science, and for metaphysics. Objectives: Machine learning (ML) has the potential to facilitate “continual learning” in medicine, in which an ML system continues to evolve in response to exposure to new data over time, even after being deployed in a clinical setting. In this article, we provide a tutorial on the range of ethical issues raised by the use of such “adaptive” ML systems in medicine that have, thus far, been neglected in the literature. -/- Target audience: The target audiences for this tutorial (...) are the developers of ML AI systems, healthcare regulators, the broader medical informatics community, and practicing clinicians. -/- Scope: Discussions of adaptive ML systems to date have overlooked the distinction between 2 sorts of variance that such systems may exhibit—diachronic evolution (change over time) and synchronic variation (difference between cotemporaneous instantiations of the algorithm at different sites)—and underestimated the significance of the latter. We highlight the challenges that diachronic evolution and synchronic variation present for the quality of patient care, informed consent, and equity, and discuss the complex ethical trade-offs involved in the design of such systems.
