The Proliferation of Rights explores how the assertion of rights has expanded dramatically since World War II. Carl Wellman illuminates for the reader the historical developments in each of the major categories of rights, including human rights, civil rights, women’s rights, patient rights, and animal rights. He concludes by assessing where this proliferation has been legitimate and helpful, cases where it has been illusory and unproductive, and alternatives to the appeal to rights.

The needless proliferation of virtues is a possible pitfall of the explosion of work in virtue ethics. I discuss two positions on proliferation and offer my own. Russell takes the first approach, arguing that virtue ethical right action is impossible unless we adopt a finite and specifiable list of the virtues. I argue against this. Hursthouse offers a second perspective, looking first to standard Aristotelian virtues, and adding virtues only when the standard list fails to capture something of (...) moral importance. Like Hursthouse, I believe that questions arising from applied ethics present the real challenge to the adequacy of traditional lists of virtues. These challenges are becoming increasingly urgent. Technologies are not only shaping our conceptions of ourselves, the human good, and virtues, but also, through germline gene editing, have the potential to change human nature. My position takes its cue from Hursthouse but goes beyond her by arguing for an “anthropological turn” in virtue ethics. The anthropological turn examines forms of life, especially those influenced by technology and science, and how they affect articulations of the human good and the virtues needed to attain it. Any new virtues, I argue, should be identified through study of how dispositions conducive to human good arise organically within forms of life. In this way, virtues remain grounded in what is good for humans, yet the anthropological turn recognizes that what counts as human good is now in flux because of science and technology. (shrink)

Human rights play an integral role in the global governance of health. Recently, both structural and normative aspects of human rights have proliferated across multiple levels and within multiple contexts around the world. Human rights proliferation is likely to have a positive impact on the governance of health because it can expand the avenues through which a human rights framework or human rights norms may be used to address and improve health.

As our world becomes increasingly interconnected, threats to global public health continue to proliferate. New and novel risks to health have emerged consistently over the past 30 years. Moreover, our shrinking world now allows health threats to spread more quickly than ever before. Given these realities, efforts to protect and improve global health must be expansive, flexible, and able to take into account the variety of circumstances that may imperil good health. These efforts also must consider the multiple levels and (...) varying contexts in which laws, policies, and other factors govern global health and affect health outcomes. (shrink)

In the last two decades, prizes in the sciences have proliferated and, in particular, rich prizes with large honoraria. These developments raise several questions: Why have rich prizes proliferated? Have they greatly changed the reward system of science? What effects will such prizes have on scientists and on science? The proliferation of such prizes derives from marked limitations on the numbers and types of scientists eligible for Nobel prizes and consequent increases in the number of uncrowned laureate-equivalents. These would-be (...) surrogates for Nobel prizes extend the reward system of science in its upper reaches but this change is not fundamental. The spread of rich prizes to new fields provides added incentives to potential winners, which has its own disutilities; it reinforces competitiveness, concern for priority and attendant secrecy, all this amplifying ambivalence toward the reward system in science. There may also be modest positive effects of such new awards in the form of heightened popular esteem for science and interest in it. (shrink)

Publication in the biomedical literature is important because it is the major pathway by which new concepts and discoveries are disseminated amongst scientists. In the last 30 years there has been a dramatic increase, not only in the volume of publications but in the number of authors per article as well. This paper summarizes the current literature on authorship and its proliferation in medicine. From the literature it becomes clear that for biomedical articles, the mean number of authors increased (...) from 1.7 in 1960 to 3.1 in 1990, and there are indications that this trend is even greater in clinical medicine such that single authorship almost has disappeared. Formal guidelines of who should be considered an author have been set by the International Committee of Medical Journal Editors. There are studies suggesting that not all authors on multiauthor papers fulfill these criteria. Inappropriate multiple authorship leads to dilution of authorship responsibility and unjustified citation in curriculum vitae. Recommendations regarding the prevention of inappropriate authorship are given in this paper. (shrink)

DNA metabolic events such as replication, repair and recombination require the concerted action of several enzymes and cofactors. Nature has provided a set of proteins that support DNA polymerases in performing processive, accurate and rapid DNA synthesis. Two of them, the proliferating cell nuclear antigen and its adapter protein replication factor C, cooperate to form a moving platform that was initially thought of only as an anchor point for DNA polymerases δ and ε. It now appears that proliferating cell nuclear (...) antigen is also a communication point between a variety of important cellular processes including cell cycle control, DNA replication, nucleotide excision repair, post‐replication mismatch repair, base excision repair and at least one apoptotic pathway. The dynamic movement of proliferating cell nuclear antigen on and off the DNA renders this protein an ideal communicator for a variety of proteins that are essential for DNA metabolic events in eukaryotic cells. Durante las últimas décadas, la biología ha sido objeto de una considerable proliferación teórica y subdisciplinar, hecho que suscita la pregunta acerca de su unidad. Por ello, a partir del abandono del reduccionismo como estrategia unificadora, el interrogante filosófico es qué otras formas alternativas de relaciones subdisciplinares son posibles, y si dichas relaciones logran dar unidad a la biología. En el presente artículo, a partir de una breve consideración de algunos de los problemas que el programa reduccionista ha tenido en (...) biología, analizaremos diferentes tipos de relaciones que se encuentran entre las subdisciplinas de la biología contemporánea. En particular, indagaremos cuatro de las principales propuestas que pueden encontrarse en la literatura filosófica especializada; ofrecemos entonces dos nuevas propuestas de relación interdisciplinar: el isomorfismo de la biología evolutiva, e la importación/exportación de cuerpos teóricos, propia de la relación entre la ecología y la fisiología. Finalmente, presentaremos algunas consideraciones en torno al objetivo de la unidad de la ciencia en general, como también acerca de la clase de cohesión que creemos posible para la biología a partir de nuestros análisis, defendiendo la idea de un pluralismo de las relaciones interdisciplinares y de la unidad como un fenómeno local. Over the last decades, in biology there has been a proliferation of subdisciplines and theories, and this poses a question about its unity. Consequently, after reductionism was abandoned as a unifying strategy, philosophical questions have been raised about the possibility of alternative forms of relations among the subdisciplines, and whether they can effectively accomplish a unity of biology. This article starts with a brief consideration of some of the problems that the reductionist program confronts in biology, and then analyzes different kind of relations that are present among the subdisciplines of contemporary biology. In particular, we investigate four of the main proposals that can be found in the specialized philosophical literature; and then we propose two models of inter-disciplinary relations: isomorphism in evolutionary biology, and import/export of theoretical corpus, present in the relation between ecology and physiology. Finally, we offer a few ideas on unity as a goal for science in general, and also about the kind of cohesion that we think to be possible for biology based on our analysis. Thus, we defend the idea of pluralism of inter-disciplinary relations and of unity as a local phenomenon. (shrink)

In this essay Lee examines three questions:1) Is nuclear proliferation dangerous? Is it morally permissible for a state to acquire nuclear weapons? What are morally permissible actions for states trying to keep other states from acquiring nuclear weapons?

The dinoflagellates, a diverse sister group of the malaria parasites, are the major agents causing harmful algal blooms and are also the symbiotic algae of corals. Dinoflagellate nuclei differ significantly from other eukaryotic nuclei by having extranuclear spindles, no nucleosomes and enormous genomes in liquid crystal states. These cytological characteristics were related to the acquisition of prokaryotic genes during evolution (hence Mesokaryotes), which may also account for the biochemical diversity and the relatively slow growth rates of dinoflagellates. The fact that (...) the proliferation of many dinoflagellates is sensitive to turbulence may be due to the physiological requirements of the genome's liquid crystal states. Mechanical stress and anti‐microtubule drugs induce cell cycle arrest mainly in G1, implicating a role for the permanent cortical microtubular cytoskeleton in mechanotransduction. The cell cycles of photosynthetic dinoflagellates are also gated by the circadian rhythm, with cell division occurring mainly at the end of the dark phase. Cell growth and the biosynthesis of many toxins occur during the light phase, corresponding to G1 in the cell cycle. The dinoflagellates also embody several options for coupling cell cycle progression to cell growth, enabling them to make the best use of available resources and possibly preparing them for a symbiotic existence. Despite the recent progress in the description of the molecular mechanisms of proliferation and differentiation controls in vitro, the regulation of the homeostasis of normal stratified epithelia remains unclear in vivo. Computer simulation represents a powerful tool to investigate the complex field of cell proliferation regulation networks. It provides huge computation capabilities to test, in a dynamic in silico context, hypotheses about the many pathways and feedback loops involved in cell growth and proliferation controls.Our approach combines a (...) model of cell proliferation and a spatial representation of cells in 2D using the Voronoi graph. The cell proliferation model includes intracellular (cyclins, Cyclin Dependent Kinases - CDKs, Retinoblastoma protein - Rb, CDK inhibitors) and extracellular controls (growth and differentiation factors, integrins). The Voronoi graph associates a polygon with every cell and the set of these polygons defines the tissue architecture. Thus, the model provides a quantitative model of extracellular signals and cell motility as a function of the neighborhood during time dependent simulations. (shrink)

The development of organs during animal development requires the allocation of appropriate numbers of cells to each part of the structure. Yet in Drosophila the patterns of cell proliferation can be quite different from one individual to the next, and in fact can be altered experimentally without altering final morphology. The developing pattern seems to control proliferation, rather than the other way around. Even though the pattern of proliferation is variable, there is some order to it. A (...) recent paper(1) shows that small clusters of cells in developing cell populations are in mitotic synchrony, but that the synchrony is transient. This article presents a plan of action to begin the process of halting proliferation of long-range ballistic missiles. These missiles are deemed particularly dangerous due to their ability to deliver weapons of mass destruction (nuclear, biological, and chemical warheads) over intercontinental distances. Two treaties are proposed to help control the proliferation of these missiles. They are a Ballistic Missile Non-Proliferation Treaty and a Test Ban Treaty for Long-Range Ballistic Missiles. The scientific challenges and ethical controversies facing human embryonic stem cell (hESC) research continue to command attention. The issues posed by patenting hESC technologies have, however, largely failed to penetrate the discourse, much less result in political action. This paper examines U.S. and European patent systems, illustrating discrepancies in the patentability of hESC technologies and identifying potential negative consequences associated with efforts to make available hESC research tools for basic research purposes while at same time strengthening the position of certain (...) patent-holders' rights. Differences between the U.S. and the European contexts may in part explain why the course of hESC research in those jurisdictions ultimately diverges. Nevertheless, questions about whether and how patenting, related agreements, and licensing practices progress and shape the field of hESC research in both the U.S., Europe, and elsewhere must no longer be marginalised. These questions are fundamentally important in determining what benefits are likely to result from hESC research. Assuring these benefits is the moral issue with which patent systems are most intrinsically concerned, and that governments must begin to directly address rather than assume or ignore. (shrink)

Philosophy of the Social Sciences, Volume 52, Issue 5, Page 290-298, September 2022. Disputes in the field of science and technology studies demonstrate its topicality as they elucidate the prospects for a postmodern world, and William Lynch in his book, in search of a constructive solution to current controversies, employs the dialectical approach of Lakatos and Feyerabend. Lynch takes a bold step to present an apparently “degenerated scientific research program” as a competitive alternative to the established and “progressive” mainstream. The (...) book offers not only a theoretical justification for this “minority report,” but also its empirical confirmation, as well as the possibility of practical and socio-political application. We believe that Lynch’s book actualizes the discussion about the nature of sociality as related to scientific cognition, as well as provokes the question of the possibility of specific ontology of scientific knowledge. However, the internal heterogeneity of the sociology of scientific knowledge seems to be slightly underestimated, which sometimes prevents Lynch recognizing his real allies and opponents in modern STS. Lynch’s approach to analyzing scientific alternatives to dominant paradigms and to science communication practices helps problematize current controversies through demonstrating their incommensurability not incomparability. Hopefully this will increase their mutual understanding and collaboration. (shrink)

The cell division and differentiation events that occur during the development of the nematode Caenorhabditis elegans are nearly identical between different individuals, a feature that distinguishes this organism from larger and more complex metazoans, such as humans and Drosophila. In view of this discrepancy, it might be expected that the regulation of cell growth, division and differentiation in C. elegans would involve mechanisms separate from those utilized in larger animals. However, the results of recent genetic, molecular and cellular studies indicate (...) that C. elegans employs an arsenal of developmental regulatory mechanisms quite similar to those wielded by its arthropod and vertebrate relatives. Thus, the nematode system is providing both novel and complementary insights into the general problem of how growth and patterning events are integrated in development. This review offers a general perspective on the regulation of cell division and growth in C. elegans, emphasizing recent studies of these crucial aspects of development. Soames's cognitive propositions are strings of acts to be performed by an agent, such as predicating a property of an individual. King takes these structured propositions to task for proliferating too easily. King's objection is based on an example that purports to show that three of Soames's propositions are really just one proposition. I translate the informally stated propositions King attributes to Soames into the intensional λ-calculus. It turns out that they are all β-equivalent to the proposition King claims Soames's (...) three propositions are identical to. I argue on philosophical grounds against identifying β-equivalent propositions. The reason is that β-conversion obliterates too many of the procedural distinctions that are central to an act-based theory such as Soames's and which are worth preserving. In fact, β-expansion allows the addition of a fifth proposition that highlights additional procedural distinctions and propositional structure. The welcome conclusion is that we have five procedurally distinct, if equivalent, propositions. (shrink)

The world witnessed a major historical event in 1947 when subcontinent, which was governed as a one unit from Khyber to Burma since almost last one thousand years, partitioned by the ruling British Empire resulting into two states namely India and Pakistan. The major reason behind partition of the subcontinent was the religious and cultural differences between the Hindus and Muslims. This difference made them hostile towards each other and India having superiority in all aspects, compelled Pakistan to become a (...) security state right after its inception. To expand its superiority over the whole region, the Indian nuclear program started in 1944, even before its independence. India conducted first nuclear tests in 1974 and continued expanding its nuclear program. This forced Pakistan to work seriously on its nuclear program with a fast pace. India announced its formal entry to the nuclear weapons club in May 1998 with 5 nuclear tests at Pokhran, Pakistan, having nuclear capability at that time, replied back in merely two weeks with 6 nuclear tests and became the 7th nation in the world and first Islamic country to join the nuclear countries club. The lives of over a billion people are at mercy of the two nuclear powers state heads, especially India having an extremist government poses a serious threat to the peace of subcontinent which needs great attention especially from the global community otherwise a nuclear Armageddon could be expected. High profile breaches of data security in government and other organizations are becoming an increasing concern amongst members of the public. Academic researchers have rarely discussed data security issues as they affect research, and this is especially the case for qualitative social researchers, who are sometimes disinclined to technical solutions. This paper describes 14 guidelines developed to help qualitative researchers improve the security of their digitally-created and stored data. We developed these procedures after the theft of a laptop computer containing (...) highly sensitive data from the home of a fieldworker. This paper introduces the ‘principle of proliferation’: digitally-created and stored files tend to proliferate during the course of a research project by virtue of fact that they can and are copied and shared as research progresses from data collection through to analysis and archive. Our guidelines were designed as concrete strategies that researchers embarking on a project can employ, particularly researchers working in teams, to accommodate this proliferation and reduce it where possible. A centerpiece of Juhani Yli-Vakkuri and John Hawthorne’s Narrow Content (OUP 2018) is the parameter proliferation argument. The authors consider a series of cleverly constructed cases of pairs of corresponding thoughts of qualitatively identical twins and argue that divergence in truth value for such thoughts forces the internalist to admit novel alethic parameters for semantic evaluation that are not independently motivated. I argue that the internalist will resist this argument by denying that such pairs of thoughts diverge in truth (...) value. I then argue that the construal of content presupposed by the argument should be rejected or amended by the internalist on independent grounds. I end in a more diagnostic vein by considering why parameter proliferation might have seemed pressing for internalism to begin with. (shrink)

The classical estrogen receptor model does not sufficiently account for the tumor‐promoting activity of extrogens or for the antiproliferative effect of antiestrogens in estrogen‐dependent tumors. Particular difficulties not readily accommodated within the model are that hormonal autonomy can supervene without loss of the estrogen receptor and that antiestrogen effects are highly context‐dependent, without apparent differences in the estrogen receptor itself or in metabolic transformation of antiestrogens. Recent studies suggest that estrogens may promote cell proliferation, in part, through the mediation (...) of growth factors and that antiestrogens may exert some of their effects by mechanisms unrelated to the estrogen receptor. The orderly sequence of events that constitutes the cell cycle is carefully regulated. A part of this regulation depends upon the ubiquitous calcium signalling system. Many growth factors utilize the messenger inositol trisphosphate (InsP3) to set up prolonged calcium signals, often organized in an oscillatory pattern. These repetitive calcium spikes require both the entry of external calcium and its release from internal stores. One function of this calcium signal is to activate the immediate early genes responsible for inducing resting cells (...) (G0) to re‐enter the cell cycle. It may also promote the initiation of DNA synthesis at the G1/S transition. Finally, calcium contributes to the completion of the cell cycle by stimulating events at mitosis. The role of calcium in cell proliferation is highlighted by the increasing number of anticancer therapies and immunosuppressant drugs directed towards this calcium signalling pathway. (shrink)

A unique feature of flowering plants is their ability to produce organs continuously, for hundreds of years in some species, from actively growing tips called apical meristems. All plants possess at least one form of apical meristem, whose cells are functionally analogous to animal stem cells because they can generate specialized organs and tissues. The shoot apical meristem of angiosperm plants acts as a continuous source of pluripotent stem cells, whose descendents become incorporated into organ primordia and acquire different fates. (...) Recent studies are unveiling some of the molecular pathways that specify stem cell fate in the center of the shoot apical meristem, that confer organ founder cell fate on the periphery, and that connect meristem patterning elements with events at the cellular level. The results are providing important insights into the mechanisms through which shoot apical meristems integrate cell fate decisions with cellular proliferation and global regulation of growth and development. Political theorists had vigorous debates about nuclear weapons in the 1980s but have been largely silent about them recently. This article seeks to reopen those discussions. It evaluates the main justifications for nuclear proliferation since 1945: arguments from consistency, nationalism, democratic legitimacy, self-defense, peaceful effects, and supreme emergency. Most of these arguments are badly flawed, as are the arguments for retaining the nuclear arsenals of many of the established nuclear powers. Instead, this article proposes a first cut at a (...) stringent standard for judging the acquisition of strategic nuclear weapons, drawing on jus ad bellum and jus in bello principles. (shrink)

Whereas the literature on choice overload has shown that people tend to defer their choice or experience less satisfaction under choice proliferation, this paper aims to test how the profusion of choice directly affects individuals’ revealed preferences over options. To do so, we run an experiment where subjects have to compare familiar and unfamiliar options under different choice contexts. We hypothesize that, as the choice set expands, the decisions become harder and more costly and subjects may find familiar items (...) relatively more attractive. Our results provide clear evidence of set size dependence of revealed preferences: Subjects prefer familiar items more frequently in larger choice sets. This evidence is robust to a number of experimental variations and statistical controls. (shrink)

How cell commitment and differentiation are controlled in the early stages of embryogenesis is a problem that has long fascinated developmental biologists. Retinoic acidinduced differentiation of embryonal carcinoma cells in culture provides a model in which these questions can be explored. Recent work has yielded exciting insights into the central series of molecular changes which drives the commitment of these cells to formation of a new phenotype. Interacting with the key molecules in this central pathway is a variety of transcription (...) factors, many of which show changes in availability and/or activity during differentiation. In various combinations, these modulate the activities of genes involved in both cell proliferation and in the production of extracellular matrix and other proteins characteristic of differentiated cells. A course-grained theory of event individuation is defended by arguing that events are spatiotemporal particulars with an ontological affinity to coarse-grained physical objects and by demonstrating that the metalinguistic correlate to one set of adequate identity conditions for events is most plausibly iterpreted as coarsely individuating events. Such coarse-grained events, it is argued, do admit of divisibility proliferation, much like the proliferation of physical objects entailed by Goodman's calculus of individuals. In this issue, Constance Kassor describes Gorampa's attitude to contradictions as they occur in various contexts of Buddhist pursuit. We agree with much of what she says; with some things we do not.First, some preliminary comments, and a fundamental disagreement. Kassor says:Based on . . . [the assumption that Nāgārjuna has a coherent system of thought] one must resolve apparent contradictions in Nāgārjuna's texts in order to maintain the coherency of his logic. The problem with contradictions is that if they (...) are introduced into a classical logical system, that entire system can break down. There is a growing recognition, stemming from work with both vertebrates and invertebrates, that the capacity for neuronal regeneration is critically dependent on the local microenvironment. That environment is largely created by the non‐neuronal elements of the nervous system, the neuroglia. Therefore an understanding of how glial cells respond to injury is crucial to understanding neuronal regeneration. Here we examine the process of repair in a relatively simple nervous system, that of the insect, in which it is possible to define (...) precisely the cellular events of the repair process. This repair is rapid and well organised; it involves the recruitment of blood cells, the division of endogenous glial elements and, possibly, migration from pre‐existing glial pools in adjacent ganglia. There are clear parallels between the events of repair and those of normal glial development. It seems likely that the ability of the insect central nervous system to repair resides in the retention of developmental capacities throughout its life and that damage results in the activation of this potential.
