This article featuring Nigeria constitutes one of five articles in a collection of essays on local capacity-building in research ethics by graduates from the University of Toronto’s Joint Centre for Bioethics MHSc in Bioethics, International Stream programme funded by the Fogarty International Center for Advanced Study in the Health Sciences (FIC). The first National Health Research Ethics Committee was inaugurated in 2006. Since then, more institutional health research ethics committees continue to be formed. However, research ethics challenges in Nigeria are (...) systemic and require a systems approach to address them effectively. Nigeria requires capacity-building for authentic acculturation of health systems as well as for health research, education, and advocacy within the research community and the general public. Background Informed consent is perhaps more relevant to surgical specialties than to other clinical disciplines. Fundamental to this concept is the provision of relevant information for the patient to make an informed choice about a surgical intervention. The opinions of surgeons in Nigeria about informed consent in their practice were surveyed. Methods A cross-sectional survey of surgeons in Nigeria was undertaken in 2004/5 using self-administered semistructured questionnaires. Results There were 102 respondents, 85.3% of whom were men and 58.8% were aged (...) 31–40 years. 43.1% were consultants and 54.0% were surgical trainees. 27.4% were in surgical subspecialties, 26.5% in general surgery and 21.6% were obstetricians and gynaecologists. 54.9% agreed that sufficient information is not provided to patients while obtaining their consent for surgical procedures. They listed medicolegal reasons, informing patients about benefits, risks and alternatives and hospital policy as some reasons for obtaining consent for surgical procedures. When patients decline to give consent for surgery, 84.3% of them thought that poor communication between surgeons and patients may be contributory. They identified taking a course in bioethics during surgical training and compulsory communication skills course as some ways to improve communication between surgeons and patients. Conclusion Most Nigerian surgeons seemed to have a good knowledge of the informed consent requirements and process but fall short in practice. There is a need to improve the surgeon–patient relationship in line with modern exigencies to provide interactive environments for fruitful patient communication and involvement. (shrink)

With the completion and the success of the unraveling of the human and some nonhuman genetic codes comes the optimism that science, once again, is at the threshold of transforming human existence in an unprecedented way. The sequencing of the human genome with the science and technology by which it occurs is seen as a potential gateway to man's final conquest of most of the health and health related disorders that have for long plagued the human race.While some developing nations (...) like Cuba, Mexico and India have taken the initiative to be major players in the genomics arena by exploring its potentials towards enhancing improved quality of life for their citizens, the majority of others, especially in Africa, still occupy the spectators' seat. If this apparent lukewarm attitude continues, it implies that the present dependence on the developed nations as remote beneficiaries of gains of scientific breakthroughs will persist. It also means that the expectation that genomics should, among other benefits, re-dress the inequalities of access to health care between the rich and poor nations may be a mirage for a long time to come.The expected benefits from the human genome project and genomics technologies are fascinating and hold the ace for improving the standards of living of the African people. However, these expectations are futuristic, time-dependent and capital intensive. They require commitments of national governments to policy re-orientation about research and development, strategic planning, resource mobilization, priority setting; and establishing, promoting and sustaining enabling environments for scientific and technological breakthrough. No doubt, there is dire need for assistance from the developed and the frontline developing nations in this regard. However, great initiatives and deep commitments to making significant scholarly contributions to the advancement of biotechnology and its potentials in the near future must come from within. Background: The formulation and implementation of national ethical regulations to protect research participants is fundamental to ethical conduct of research. Ethics education and capacity are inadequate in developing African countries. This study was designed to develop a module for online training in research ethics based on the Nigerian National Code of Health Research Ethics and assess its ease of use and reliability among biomedical researchers in Nigeria.MethodologyThis was a three-phased evaluation study. Phase one involved development of an online training module (...) based on the Nigerian Code of Health Research Ethics (NCHRE) and uploading it to the Collaborative Institutional Training Initiative (CITI) website while the second phase entailed the evaluation of the module for comprehensibility, readability and ease of use by 45 Nigerian biomedical researchers. The third phase involved modification and re-evaluation of the module by 30 Nigerian biomedical researchers and determination of test-retest reliability of the module using Cronbach’s alpha. Results: The online module was easily accessible and comprehensible to 95% of study participants. There were significant differences in the pretest and posttest scores of study participants during the evaluation of the online module (p = 0.001) with correlation coefficients of 0.9 and 0.8 for the pretest and posttest scores respectively. The module also demonstrated excellent test-retest reliability and internal consistency as shown by Cronbach’s alpha coefficients of 0.92 and 0.84 for the pretest and posttest respectively. Conclusion: The module based on the Nigerian Code was developed, tested and made available online as a valuable tool for training in cultural and societal relevant ethical principles to orient national and international biomedical researchers working in Nigeria. It would complement other general research ethics and Good Clinical Practice modules. Participants suggested that awareness of the online module should be increased through seminars, advertisement on government websites and portals used by Nigerian biomedical researchers, and incorporation of the Code into the undergraduate medical training curriculum. Studies on informed consent to medical research conducted in low or middle-income settings have increased, including empirical investigations of consent to genetic research. We investigated voluntary participation and comprehension of informed consent among women involved in a genetic epidemiological study on breast cancer in an urban setting of Nigeria comparing women in the case and control groups.

_The goal of this study is to investigate the ethnic conflict in southern Kaduna in connection to eastern Ukraine, which has now spread internationally as a result of major countries' action on Ukraine's behalf. The Hausa-Fulani are Muslims, whereas indigenous Christian communities make up the bulk of the population in southern Kaduna. Although the root causes of the situation in southern Kaduna are multifaceted given their theological and sociopolitical undertones, they are primarily cultural and patriotic in the case of Ukraine. (...) The special status of the Russian language is a subject of heated debate among those on the side of Ukraine's government and opposition nationalists who are pro-Russia. The study's purpose dictated that premordialism theory be used as a working model. Ethnic activists and nationalists commonly employ primordialist ideas to explain and defend ethnic wars, like the ones under study (in southern Kaduna and eastern Ukraine). In addition to hoping that the United Nations is permitted to fulfil the purpose for which it was established so that peace can return to Ukraine, we also hope that the same can be achieved in southern Kaduna if the recommendations of the state and federal governments assigned to investigate the crisis are dusted off and implemented._ _In conclusion, it is hard to discuss peace in an environment rife with injustice and nepotism. More peace advocacy is needed from the main international political powers, but they can only do that if they allow the United Nations (UN) to function freely. Primordialist theories are frequently used by ethnic activists and nationalists to explain and justify ethnic conflicts, such as those in southern Kaduna and eastern-southern Ukraine, which is why this research supports the use of the primordial theory of ethnic conflict despite its flaws._. This volume is a collection of 16 essays, old and new, relating history and exegesis in the writings of Bede and Adomnán, and in the lives of Thomas Becket. The first part consists of seven studies of Bede's writings, notably his biblical commentaries and his Ecclesiastical History. Two of the essays are published here for the first time. The five studies in the second part, devoted to Adomnán, discuss his life of Saint Columba (the Vita Columbae) and his guide to (...) the Holy Places (De locis sanctis). One essay ('The Bible as Map'), published posthumously, compares his presentation of a major theme, the earthly and heavenly Jerusalem, with the approach adopted by Bede. The third section consists of two essays on the lives of Thomas Becket that were composed shortly after his death. They examine, in the context of patristic exegesis, the biblical images invoked in the texts in order to show how the saint's biographers understood the complex relationship between hagiography and history. Conventional wisdom suggests that the Platonist philosophers of Late Antiquity, from Plotinus (third century) to the sixth-century schools in Athens and Alexandria, neglected the political dimension of their Platonic heritage in their concentration on an otherworldly life. Dominic O'Meara presents a revelatory reappraisal of these thinkers, arguing that their otherworldliness involved rather than excluded political ideas, and he reconstructs for the first time a coherent political philosophy of Late Platonism.

ABSTRACT Wilfrid Sellars argued that Kant’s account of the conceptual structures involved in experience can be given a linguistic turn so as to provide an analytic account of the resources a language must have in order to be the bearer of empirical knowledge. In this paper I examine the methodological aspects of Kant’s transcendental philosophy that Sellars took to be fundamental to influential themes in his own philosophy. My first aim here is to clarify and argue for the plausibility of (...) what I claim is Sellars’ interpretation of Kant’s ‘analytic’ transcendental method in the first Critique, based ultimately on non-trivial analytic truths concerning the concept of an object of our possible experience. Kant’s ‘transcendental proofs’ thereby avoid a certain methodological trilemma confronting the candidate premises of any such proof, taken from Sellars’ 1970s undergraduate exam question on Kant. In part II of the essay I conclude by highlighting in general terms how Kant’s method, as interpreted in the analytic manner explained in part I, was adapted by Sellars to produce some of the more influential aspects of his own philosophy, expressed in terms of what he contends is their sustainable reformulation in light of the so-called linguistic turn in twentieth-century philosophy. It addresses Kant's account of reasoning about action, in particular his controversial claim that the Categorical Imperative guides action and is basic to ethics and justice. Abstract: This paper traces a Kantian and pragmatist line of thinking that connects the ideas of conceptual content, object cognition, and modal constraints in the form of counterfactual sustaining causal laws. It is an idea that extends from Kant’s Critique of Pure Reason through C. I. Lewis’s Mind and the World-Order to the Kantian naturalism of Wilfrid Sellars and the analytic pragmatism of Robert Brandom. Kant put forward what I characterize as a modal conception of objectivity, which he developed as (...) an extended argument stretching from the transcendental deduction through the analogies of experience to the regulative maxims of reason and reflective judgment. In related ways in Lewis and Sellars, the very idea of an object of knowledge (and of intentionality more generally) is connected with a certain lawfulness or modal constraint the necessary representation of which, they argue, is an achievement of conceptualization. While Sellars agreed with the spirit of Lewis’s famous pragmatic conception of the a priori, Sellars’s conception of meaning and conceptual content differed in crucial ways with important consequences for this issue. I argue furthermore that a certain phenomenalist temptation threatens to spoil this insight both among some of Kant’s interpreters and in Lewis’s thought. Finally, I point out that Brandom’s “Kant-Sellars thesis” provides new support for this line of thought. Although questions concerning idealism continue to raise controversies for neo-Kantians and pragmatists, the line of thought itself represents a distinctive and still promising approach to questions concerning intentionality and conceptual content. This chapter provides an outline of consent in the history of medical ethics. In doing so, it ranges over attitudes towards consent in medicine in ancient Greece, medieval Europe and the Middle East, as well as the history of Western law and medical ethics from the early modern period onwards. It considers the relationship between consent and both the disclosure of information to patients and the need to indemnify physicians, while attempting to avoid an anachronistic projection of concern with patient (...) autonomy too far back into the historical record. The chapter also includes a survey of the development of the social and intellectual infrastructure that underpins modern medical consent. It concludes with a brief discussion of possible future directions for ethical approaches to medical consent and competence that would depart from the models that arose in the twentieth-century. According to the “standard framing” of racial appeals in political speech, politicians generally rely on coded language to communicate racial messages. Yet recent years have demonstrated that politicians often express quite explicit forms of racism in mainstream political discourse. The standard framing can explain neither why these appeals work politically nor how they work semantically. This paper moves beyond the standard framing, focusing on the politics and semantics of one type of explicit appeal, candid racial communication. The linguistic vehicles of (...) CRC are neither true code words, nor slurs, but a conventionally defined class of “racialized terms.”. (shrink)

ABSTRACT: Sellars once remarked on the “astonishing extent to which in ethics as well as in epistemology and metaphysics the fundamental themes of Kant’s philosophy contain the truth of the variations we now hear on every side” (SM x). Also astonishing was Sellars’ 1970 Presidential Address to the American Philosophical Association (APA), which borrowed its title from the phrase in Kant’s Paralogisms, “...this I or he or it (the thing) which thinks...” (B404). In its compact twenty-five pages Sellars managed to (...) sketch novel yet plausible reconstructions of central aspects of Kant’s views on self-knowledge, persons, freedom, and morality, along the way suggesting how all of those Kantian views could plausibly be rendered consistent with a naturalistic ontology. In this chapter I focus on Sellars’ APA address as an occasion for reflection on how both Kant and Sellars offer insights into how we ought best to conceive the nature of and the relationships between our thinking selves, our practical agency, and our entirely natural, material embodiment. These comments, which include informal offhand asides made during delivery, derive from an ‘Author Meets Critics’ session on Robert Brandom’s book, From Empiricism to Expressivism: Brandom Reads Sellars’ (2015), held at Kent State University and published subsequently in Sellars and Contemporary Philosophy (2017).

It is widely accepted that we are answerable in a special way for our intentional actions. And it is also widely accepted that we are thus answerable because we perform intentional actions for reasons. The aim of this chapter is to argue against this ‘reasons’ view of such answerability. First, reasons are distinguished from practical standards. Then, it is argued that the best interpretation of the practices in which we treat agents as answerable is that they fundamentally concern practical standards (...) rather than reasons. This view shows that we are answerable, not just because we are deliberators, but because we are executive agents whose complex executive capacities open us to criticism. (shrink)

This piece explicates some chief modes of consciousness in phenomenology in order to show that a very significant challenge of virtuality surfaces both within, as well as outside of, the discipline. This issue is of no small importance today, where the difference between perception and imagination, real and irreal, as well as presence and absence, are all becoming increasingly vague because of new technologies and the intrinsic virtualities involved therein. In this context, the question is: Where does virtuality fit in (...) such a picture? I will argue that phenomenology can start to account for such developments, although much more explicative work will be required in the future. With this in mind, sections two to four will articulate an initial phenomenology of perception, phantasy, and image-consciousness, as found chiefly in works by Husserl and Sartre. Then, section five will question the preceding phenomenological theory through some phenomenological and non-phenomenological thinkers, who all seem to have a concept of virtuality at the heart of their work. Lastly, in the final two sections I will suggest a difference between real and irreal virtualities, and briefly mention some current virtual technologies in order to show that there is a constant and complex interplay between the real, irreal, and the virtual in many of our everyday experiences—an interplay that needs to be investigated much further if we are to make sense of how it is changing how we think and behave. In this paper, I examine some main threads of the identification stage of Scotus's project in the fourth chapter of De Primo, where he tries to show that a first efficient cause must have the attributes of simplicity, intellect, will, and infinity. Many philosophers are favorably disposed towards one or another argument such as Scotus's (e.g., the cosmological argument from contingency) purporting to show that there is an absolutely first efficient cause. How far can Scotus take us from this starting (...) point towards the ultimate aim of establishing the existence of a being more recognizably identifiable as God? (shrink)

A contemporary debate concerning the epistemology of testimony is portrayed by its protagonists as having its origins in the eighteenth century and the respective views of David Hume and Thomas Reid. Hume is characterized as a reductionist and Reid as an anti-reductionist. This terminology has been widely adopted and the reductive approach has become synonymous with Hume. In Sect. 1 I spell out the reductionist interpretation of Hume in which the justification possessed by testimonially-acquired beliefs is reducible to the epistemic (...) properties of perception, memory and inductive inference. This account of testimony is taken to be found in the section ‘On Miracles’ of Hume’s Enquiry concerning Human Understanding. In Sect. 2 I introduce the distinction between global and local reductionism, and Coady’s interpretation of Hume as a global reductionist. He takes Hume’s position to be untenable. The rest of the paper explores alternative interpretations of Hume. Section 3 develops a local reductionist interpretation of Hume on testimony. It is argued, though, that such an approach is unstable and, in response, Sect. 4 turns to anti-reductionism in its contemporary forms and in Reid’s teleological account. In Sect. 5 I argue for an anti-reductionist account of Hume, one drawn from his discussion of the testimony of history in the Treatise of Human Nature, thus moving away from the usually exclusive focus upon the discussion of miracles in the first Enquiry, upon which the reductionist interpretation is based. Given the standard meaning of ‘Humeanism’ in the current debate, my interpretation amounts to the claim that Hume is not a Humean with respect to testimony. (shrink)
