Moral or ethical questions are vital because they affect our daily lives: what is the best choice we can make, the best action to take in a given situation, and ultimately, the best way to live our lives? Health ethics has contributed to moving ethics toward a more experience-based and user-oriented theoretical and methodological stance but remains in our practice an incomplete lever for human development and flourishing. This context led us to envision and develop the stance of a “living (...) ethics”, described in this inaugural collective and programmatic paper as an effort to consolidate creative collaboration between a wide array of stakeholders. We engaged in a participatory discussion and collective writing process known as instrumentalist concept analysis. This process included initial local consultations, an exploratory literature review, the constitution of a working group of 21 co-authors, and 8 workshops supporting a collaborative thinking and writing process. First, a living ethics designates a stance attentive to human experience and the role played by morality in human existence. Second, a living ethics represents an ongoing effort to interrogate and scrutinize our moral experiences to facilitate adaptation of people and contexts. It promotes the active and inclusive engagement of both individuals and communities in envisioning and enacting scenarios which correspond to their flourishing as authentic ethical agents. Living ethics encourages meaningful participation of stakeholders because moral questions touch deeply upon who we are and who we want to be. We explain various aspects of a living ethics stance, including its theoretical, methodological, and practical implications as well as some barriers to its enactment based on the reflections resulting from the collaborative thinking and writing process. In the organelles of plants and mammals, recent evidence suggests that genomic instability stems in large part from template switching events taking place during DNA replication. Although more than one mechanism may be responsible for this, some similarities exist between the different proposed models. These can be separated into two main categories, depending on whether they involve a single‐strand‐switching or a reciprocal‐strand‐switching event. Single‐strand‐switching events lead to intermediates containing Y junctions, whereas reciprocal‐strand‐switching creates Holliday junctions. Common features in all the (...) described models include replication stress, fork stalling and the presence of inverted repeats, but no single element appears to be required in all cases. We review the field, and examine the ideas that several mechanisms may take place in any given genome, and that the presence of palindromes or inverted repeats in certain regions may favor specific rearrangements. Indigenous Zuni farming, including cultural values, ecological and biological diversity, and land distribution and tenure, appears to have been quite productive and sustainable for at least 2000 before United States influence began in the later half of the 18th century. United States Government Indian agriculture policy has been based on assimilation of Indians and taking of their resources, and continues in more subtle ways today. At Zuni this policy has resulted in the degradation and loss of natural resources for farming, (...) reduction in the number of Zuni farmers and their control over farming resources, individualization of rights in farmland, consolidation of farm fields, and declining biological diversity in agriculture. The Zuni Sustainable Agriculture Project with the Zuni Irrigation Association and the Zuni community, are now working to revitalize sustainable Zuni farming, based on traditional values, knowledge, and technology, combined with modern knowledge and technology where appropriate. The United States government can support these efforts through appreciation of the need for Zuni control and the potential value of cultural and biological diversity. (shrink)

Biological evolution provides a creative fount of complex and subtle adaptations, often surprising the scientists who discover them. However, because evolution is an algorithmic process that transcends the substrate in which it occurs, evolution’s creativity is not limited to nature. Indeed, many researchers in the field of digital evolution have observed their evolving algorithms and organisms subverting their intentions, exposing unrecognized bugs in their code, producing unexpected adaptations, or exhibiting outcomes uncannily convergent with ones in nature. Such stories routinely reveal (...) creativity by evolution in these digital worlds, but they rarely fit into the standard scientific narrative. Instead they are often treated as mere obstacles to be overcome, rather than results that warrant study in their own right. The stories themselves are traded among researchers through oral tradition, but that mode of information transmission is inefficient and prone to error and outright loss. Moreover, the fact that these stories tend to be shared only among practitioners means that many natural scientists do not realize how interesting and lifelike digital organisms are and how natural their evolution can be. To our knowledge, no collection of such anecdotes has been published before. This paper is the crowd-sourced product of researchers in the fields of artificial life and evolutionary computation who have provided first-hand accounts of such cases. It thus serves as a written, fact-checked collection of scientifically important and even entertaining stories. In doing so we also present here substantial evidence that the existence and importance of evolutionary surprises extends beyond the natural world, and may indeed be a universal property of all complex evolving systems. Cognitive neuroscience aims to map mental processes onto brain function, which begs the question of what “mental processes” exist and how they relate to the tasks that are used to manipulate and measure them. This topic has been addressed informally in prior work, but we propose that cumulative progress in cognitive neuroscience requires a more systematic approach to representing the mental entities that are being mapped to brain function and the tasks used to manipulate and measure mental processes. We describe (...) a new open collaborative project that aims to provide a knowledge base for cognitive neuroscience, called the Cognitive Atlas, and outline how this project has the potential to drive novel discoveries about both mind and brain. Philosophers of information, according to Luciano Floridi (The philosophy of information. Oxford University Press, Oxford, 2010, p 32), study how information should be “adequately created, processed, managed, and used.” A small number of epistemologists have employed the concept of information as a cornerstone of their theoretical framework. How this concept can be used to make sense of seemingly intractable epistemological problems, however, has not been widely explored. This paper examines Fred Dretske’s information-based epistemology, in particular his response to radical epistemological (...) skepticism. We discuss the relationship between information, evidence and knowledge in relation to the problem of skepticism and the options available to an information-based epistemology for dealing with it. How does Plato account for political legitimacy in the Republic? In the first half of these brief comments, I consider Fred Miller's proposal that Plato endorses "the rule of reason." In the second, I offer an alternative, according to which it is wisdom that earns rulers legitimacy.

From the time of Reid through Coleridge to T. H. Green, Hume was interpreted as a sceptic and as a wholly negative philosopher. And from their perspective such an interpretation no doubt makes some sense, given the vested interest in religion and the absolute of the idealists: from that perspective it is an essential part of a positive position that it take one beyond the realm of ordinary objects known by sense experience to a realm of entities that transcend that (...) world of everyday life. That interpretation lingers on, like bad jokes, to retail in Philosophy 100 classes. On the other hand, in an age where the demand that one have access to a transcendent entity is less insistent, it has become possible to challenge the orthodox reading of Hume. The first to do this was Norman Kemp Smith, who argued that, while Hume was a sceptic, he in fact also had a positive view, not to be sure that of Reid & Co., but that of anaturalist, that is, one who holds that our beliefs, and our moral commitments, are none of them rational, none of them products of reason, but rather are products of our instinctive and passionate natures. This interpretation continues to have important defenders such as Popkin and Stroud. More recently, however, some scholars have gone further and argued that there are good senses in which Hume is not a sceptic, and that he constructs a case that our instinctual beliefs are not only natural but also rational. Major works defending this reading of Hume as a naturalized epistemologist are those of Livingston and Jones. The Kemp Smith interpretation has, however, found a major new defender in John Wright'sThe Sceptical Realism of David Hume. (shrink)

Eric Voegelin (1901-1985) was one of the most original philosophers of our time, working throughout his life to account for the endemic political violence of the twentieth century, in an effort variously referred to as a philosophy of politics, history, or consciousness. Drawing from the University of Missouri Press's thirty-four-volume edition of his collected works, Charles Embry and Glenn Hughes have assembled a selection of Voegelin's representative writings, satisfying the need for a single volume that can serve as a general (...) introduction to his philosophy. The selection demonstrates the range and creativity of Voegelin's thought, including writings that show his thinking as it developed historically in his long search for order in human society. Returning to the much-neglected work of George Herbert Mead, this book defines the self and links it to identity and collective action.

A novel argument has recently been advanced against materialism—the view that human persons are identical to composite, material objects. The argument claims that pairs of people are not conscious and that the only viable explanation for why they are not is because pairs of people are not simple. The argument concludes that only a simple thing can be the subject of conscious states. In this paper, I offer an alternative explanation for why pairs of people are not conscious: pairs of (...) people are not substances. I provide two characterizations of substantiality. The first proposal claims that substances have irreducible causal powers, and the second claims that substances cannot have other substances as proper parts. The alternative explanation based on these characterizations of substantiality shows that being conscious is compatible with materialism. (shrink)

The research program Spit For Science was launched at Virginia Commonwealth University (VCU) in 2011. Since then, more than 10,000 freshmen have been enrolled in the program, filling out extensive questionnaires about their drinking, general substance use, and related behaviors, and also contributing saliva for genotyping. The goals of the program, as initially stated by the investigators, were to find the genes underlying the heritability of alcohol use and related behaviors, and in addition to put genetic knowledge to work in (...) ways that might aid university administrators and mental health professionals in the prevention and treatment of substance abuse. We review every empirical paper involving genetic data that has emerged from the program, and reach a surprising conclusion: the study has never identified a single genetic effect of more than trivial magnitude. Although the quantitative results of the studies were reported transparently, the theoretical ramifications of the negligible results have never been acknowledged. To the contrary, most of the papers ignore the tiny effects, reaching optimistic conclusions about the prospects for future genetic explanations of alcohol use. We explore the implications of these results for the broader prospects of applied psychiatric genetics. (shrink)

This paper assesses James M. Buchanan's claim of following a positive approach in stark contrast to the normative approach to public finance of Richard A. Musgrave. The goal of this paper is to shed light on the foundations of modern American public finance by analysing one aspect of the methodology of its two most prominent fathers. I show (1) that it is difficult to distinguish Musgrave's and Buchanan's theories of public goods along the positive/normative dividing line and (2) that Buchanan's (...) theory can also be considered normative. In the first three parts, I follow the Weberian methodological tradition in looking for value judgements in the theories, and by reflecting on the nature of ideal types. In the last part, I propose a broader interpretation of Buchanan's methodological stance within the academic context of the 1960s. (shrink)

In advocating Bayesian Enlightenment as a solution to Bayesian Fundamentalism, Jones & Love (J&L) rule out a broader critique of rationalist approaches to cognition. However, Bayesian Fundamentalism is merely one example of the more general phenomenon of Rationalist Fundamentalism: the tendency to characterize human judgments as rational and optimal in a post hoc manner, after the empirical data are already known.

This essay proposes that Hume's non-substantialist bundle account of minds is basically correct. The concept of a person is not a metaphysical notion but a forensic one, that of a being who enters into the moral and normative relations of civil society. A person is a bundle but it is also a structured bundle. Hume's metaphysics of relations is argued must be replaced by a more adequate one such as that of Russell, but beyond that Hume's account is essentially correct. (...) In particular it is argued that it is one's character that constitutes one's identity; and that sympathy and the passions of pride and humility are central in forming and maintaining one's character and one's identity as a person. But also central is one's body: a person is an embodied consciousness: the notion that one's body is essential to one's identity is defended at length. Various concepts of mind and consciousness are examined - for example, neutral monism and intentionality - and also the concept of privacy and our inferences to other minds. (shrink)

On doit à l’économiste américain d’origine allemande, Richard A. Musgrave, la formulation des critères d’Équité Horizontale (ÉH) et d’Équité Verticale (ÉV). Étant donnée une base fiscale, l’ÉH veut que les égaux soient traités également, alors que l’ÉV exige que les inégaux soient traités inégalement (par exemple que les plus riches payent proportionnellement plus d’impôts). Musgrave opère en 1959 une redescription créative de considérations d’équité qui ont une longue histoire de Hobbes à Buchanan, en passant notamment par la fameuse maxime de (...) Adam Smith. La reconstruction généalogique montre que l’ÉV et l’ÉH relèvent de la justice distributive au sens aristotélicien du terme. Un critère purement formel, l’équité en matière d’impôt signifie l’égalité proportionnelle dans la répartition des charges communes à tous les individus membres d’une communauté politique. Humberstone has shown that if some set of agents is collectively omniscient (every true proposition is known by at least one agent) then one of them alone must be omniscient. The result is paradoxical as it seems possible for a set of agents to partition resources whereby at the level of the whole community they enjoy eventual omniscience. The Humberstone paradox only requires the assumption that knowledge distributes over conjunction and as such can be viewed as a reductio against the (...) universal validity of that principle. A new route to this paradox is presented which does not require the distribution principle, building on earlier work of Jago and Williamson on Fitch’s paradox. The result relies on an axiom strictly weaker than one necessary for the Jago-Fitch variant. It is shown that the same reasoning behind the variant form of Humberstone’s paradox can recover Bigelow’s results in action theory in a way that is immune to an objection brought against it by Guigon and Humberstone.
