A part les contraintes imposées aux décisions publiques par 1a mobilité, l’analyse reçue des choix publics postule que le processus politique fonctionne essentiellement de la même façon en régime fédéral qu’en régime unitaire. Il s’avère cependant qu’il existe une dimension du processus politique en régime fédéral qui se prête spécifiquement à l’analyse économique, nommément le fait que, là où les fonctions se recoupent dans un même territoire, il se trouve deux niveaux de gouvernement qui se concurrencent dans l’offre des mêmes (...) services à un même groupe de votants. Si alors on définit les votes comme des inputs dans la production d’outputs politiques, on se trouve en situation de concurrence par deux offreurs ou plus visà- vis d’une même ressource placée en propriété commune. On peut supposer que l’analyse conventionnelle de l’allocation des ressources en régime de propriété commune puisse jeter un éclairage sur l’aboutissement du processus politique fédéral. Dans ces conditions, il y va de l’intérêt de chacun des deux offreurs de chercher à s’attirer les votes et donc d’être le premier à offrir l’output politique en question. En l’absence de droits exclusifs sur le bassin de votes, le chevauchement amène les deux joueurs à vouloir réaliser le profit politique, de crainte de le perdre à l’avantage de l’autre partie. Et pourtant, le profit s’en trouvera ultimement dissipé ex post pour les deux parties après l’avènement du deuxième joueur. On découvre ainsi que les forces mises en branle dans un régime fédéral type sont de deux ordres : une force restrictionniste d’abord, fondée sur la mobilité des ressources entre les entités décentralisées, et une force expansionniste liée à la dynamique politique étudiée dans ces lignes. Ce résultat peut expliquer pourquoi le dossier empirique reste ambigu sur la contribution du fédéralisme au freinage de la croissance du secteur public. Les conséquences de ce processus sont dégagées et les avenues possibles de solution explorées.Except for the mobility constraints imposed on political decisions of lowerlevel governments, public choice analysts assume that the working of the political process under federalism remains the same at all levels of government as under unitary state. This paper argues that one dimension of the political process in a federalist framework lends itself to specific economic analysis, namely the fact that, once constitutional limits break down and functions overlap, two or more levels of government compete for the same voters in the supply of services in a given territory.Viewing votes as inputs in the production of political outputs, the conventional analysis of allocation under cnmmon-property rule should shed light on the outcome of this process. The analysis shows that it is in the interest of both suppliers to seek to gain the votes in being first to implement programs.There are thus two forces operating in a typical federalist system, an expansionist one rooted in the political dynamics analyzed here, and a restrictionist one based on the mobility of resources among decentralized entities. This may explain why the empirical record is rather mixed on the contribution of federalism to containing government growth. The consequences of this process are derived and possible avenues for improvement are explored. (shrink)

pierre bayle’s treatise on tolerance is a landmark in the birth of the modern mind. Written shortly before Locke’s Letter on Toleration, it advocates full toleration of all religious beliefs, not by reduction to the lowest common denominator, but rather because of the moral evilness of persecutions and forced conversions.However, many commentators believe that there is a flaw in Bayle’s theory: the so-called “conscientious persecutor aporia.”1 In order to show the wickedness of persecution, Bayle holds up conscience as an apparently (...) absolute, inviolable principle. This paper is not an article in a regular sense. It is a dialogue between François-David Sebbah, one of the two editors of this topical collection, and Jean-Luc Nancy, one of the most eminent representatives of the contemporary French Thought. This dialogue took place in the first half of 2022 in a written form, because of the sanitary restrictions related to the COVID-19 pandemic and because Nancy was heavily sick. Sebbah sent to Nancy a text, corresponding to Section 2.1, (...) and Nancy responded to it with another text, corresponding to Section 2.2. Unfortunately, Nancy died on August 23, 2022, and could not revise his own text nor pursue the dialogue, as it was originally planned. For this reason, an introductory clarification by Sebbah, corresponding to Section 1, has been added. The purpose of such clarification is to introduce the reader to Nancy’s philosophy of technology—although technology never had a central role in Nancy’s reflections. In Section 2.1, Sebbah proposes a distinction between “French Theory,” “French Thought,” and “French Philosophy.” He also proposes a list of twelve possible intersections between the French Thought and the philosophy of technology. In Section 2.2, Nancy criticizes the use of expressions such as “French Thought.” He also insists, in a Heideggerian vein, on the fact that Technology (with a capital “T”) does not depend on human ends but has its own ends. Lip reading is the ability to partially understand speech by looking at the speaker's lips. It improves the intelligibility of speech in noise when audio-visual perception is compared with audio-only perception. A recent set of experiments showed that seeing the speaker's lips also enhances sensitivity to acoustic information, decreasing the auditory detection threshold of speech embedded in noise [J. Acoust. Soc. Am. 109 (2001) 2272; J. Acoust. Soc. Am. 108 (2000) 1197]. However, detection is different from comprehension, and it remains (...) to be seen whether improved sensitivity also results in an intelligibility gain in audio-visual speech perception. In this work, we use an original paradigm to show that seeing the speaker's lips enables the listener to hear better and hence to understand better. The audio-visual stimuli used here could not be differentiated by lip reading per se since they contained exactly the same lip gesture matched with different compatible speech sounds. Nevertheless, the noise-masked stimuli were more intelligible in the audio-visual condition than in the audio-only condition due to the contribution of visual information to the extraction of acoustic cues. Replacing the lip gesture by a non-speech visual input with exactly the same time course, providing the same temporal cues for extraction, removed the intelligibility benefit. This early contribution to audio-visual speech identification is discussed in relationships with recent neurophysiological data on audio-visual perception. (shrink)

The last and most poignant of these essays is The Intruder, Nancys philosophical meditation on his heart transplant.

The problem of the intensification and remission of qualities was a crux for philosophical, theological, and scientific thought in the Middle Ages. It was raised in Antiquity with this remark of Aristotle: some qualities, as accidental beings, admit the more and the less. Admitting more and less is not a trivial property, since it belongs neither to every category of being, nor to every quality. Rather it applies only to states and dispositions such as virtue, to affections of bodies such (...) as heat and sweetness, and to affections of soul such as anger. However, the property of admitting more and less was a matter of importance for the qualitative physics that had reigned up to about the time of Descartes, a physics which was concerned with concepts such as heat, coldness, lightness, heaviness, and so on. In this paper, I examine the problem of Bayle's skepticism. I show that he is not a wholesale skeptic. Rather, he thinks that reason is plagued by internal conflicts. But its principles, which clash with each other, can be adopted separately from each other. It is often what we have to do when dealing with metaphysical problems. This also entails that reason is not to be rejected as a whole when it happens to be contradicted by faith; only some of (...) its principles have to be denied, and solely in that case. Further, Bayle believes that we possess absolute certainly in our knowledge of ethical principles. I show how this is compatible with his relativism in other domains by putting back his contention in the context of Reformed thought. (shrink)

Jean-Luc Nancy has worked substantially from, or maybe with, Bataillian thought. This interview touches specifically on his rapport with Bataille and the links that exist between the later thinker’s œuvre and Nancy’s own.

I first explain the scholastic (Scotist) thesis on the independence of essences Bayle alludes to in the passage of the Continuation des Pensée Diverses where he presents the Stratonicians' and the Chinese philosophers' retorsion. Then, I show that this retorsion applies to the argument of the existence of God based on "aseity", but not to the occasionalist argument based on the "quod nescis" principle. I conclude that materialism (the "Stratonician hypothesis") cannot be, for Bayle, a satisfying system.

This paper explores the origins of the term "causa sine qua non" used by Durand de Saint-Pourçain to describe the role of material things in knowledge. I show that its technical meaning comes from the Stoics and was transmitted to the Middle Ages by Boethius' commentary on Cicero's Topics. The expression "sine qua non" here does not have the ordinary and restricted meaning of "indispensable", "necessary condition", which can also apply to direct, per se causes of an effect. In the (...) present context, sine qua non causes do not act on the effect in question, either as concomitant, secondary, or instrumental causes, or as remote causes. They act only on that which hinders the actualization of a potentiality, in order to remove that obstacle. For example, the removal of a support that prevented something from falling does not act on that thing, nor does it add anything to its tendency to fall; it simply enables that thing to exercise its own actualization. Similarly, in cognitive processes, external things do not impose anything on the soul, but simply give it the opportunity to actualize its faculties of its own accord. I situate Durand's use of this form of causality in the context of late 13th/early 14th century theories of cognition, among several other attempts to find an alternative theory to the standard Aristotelian model and to maintain the pure activity of the soul with respect to the body. One of the strongest strands in Nancy's philosophy is an attempt to rethink community and the very idea of the social in a way that does not ground these ideas in some individual subject or subjectivity. The fundamental argument of this book is that being is always 'being with', that 'I' is not prior to 'we', that existence is essentially co-existence. He thinks this being together, not as a comfortable enclosure in a pre-existing group, but as a mutual abandonment and (...) exposure to each other, one that would preserve the 'I' and its freedom in a mode of imagining community as neither a 'society of spectacle' nor via some form of 'authenticity'. Adoration is the second volume of the Deconstruction of Christianity, following Dis-Enclosure. The first volume attempted to demonstrate why it is necessary to open reason up not to a religious dimension but to one transcending reason as we have been accustomed to understanding it; the term "adoration" attempts to name the gesture of this dis-enclosed reason. -/- Adoration causes us to receive ignorance as truth: not a feigned ignorance, perhaps not even a "nonknowledge," nothing that would attempt to justify the (...) negative again, but the simple, naked truth that there is nothing in the place of God, because there is no place for God. The outside of the world opens us in the midst of the world, and there is no first or final place. Each one of us is at once the first and the last. Each one, each name. And our ignorance is made worse by the fact that we do not know whether we ought to name this common and singular property of all names. We must remain in this suspense, hesitating between and stammering in various possible languages, ultimately learning to speak anew. -/- In this book, Jean-Luc Nancy goes beyond his earlier historical and philosophical thought and tries to think-or at least crack open a little to thinking-a stance or bearing that might be suitable to the retreat of God that results from the self-deconstruction of Christianity. Appearing in English for the first time, Jean-Luc Nancy’s 2002 book reflects on globalization and its impact on our being-in-the-world. Developing a contrast in the French language between two terms that are usually synonymous, or that are used interchangeably, namely globalisation (globalization) and mondialisation (world-forming), Nancy undertakes a rethinking of what “world-forming” might mean. At stake in this distinction is for him nothing less than two possible destinies of our humanity, and of our time. On the one hand, with (...) globalization, there is the uniformity produced by a global economical and technological logic leading to the contrary of an inhabitable world, “the un-world” (l’im-monde)—as Nancy refers to it—an un-world that entails social disintegration, misery, and injustice. And, on the other hand, there is the possibility of an authentic world-forming, that is, of a making of the world and of a making sense that Nancy calls a “creation” of the world. Nancy understands such world-forming in terms of an inexhaustible struggle for justice. This book is an important contribution by Nancy to a philosophical reflection on the phenomenon of globalization and a further development on his earlier works on our being-in-common, justice, and a-theological existence.
