Abstract:Both the idea of feasibility and the role that it might play within political theory are controversial. Recent discussions have attempted to specify an appropriate overall conceptualization of feasibility. This essay offers a more nuanced account of a number of interrelated aspects of feasibility and argues for a more realistic view of feasibility. Four aspects of feasibility are identified and discussed: resource feasibility, value feasibility, human feasibility, and institutional feasibility.

Our central aim is to explore the ideas involved in the claim that certain institutional structures economize on virtue and, in particular, to explore the widely held idea that reliance on institutions that economize on virtue may undermine virtue itself. We explore these ideas both by discussing alternative conceptions of virtue and economizing, and by constructing a simple model of the relationship between a specific institutional structure that may be said to economize on virtue and the emergence of virtue. "There (...) exists in every human breast an inevitable state of tension between the aggressive and acquisitive instincts and the instincts of benevolence and self-sacrifice. It is for the preacher, lay or clerical, to inculcate the duty of subordinating the former to the latter. It is the humbler, and often invidious, role of the economist to help, so far as he can, in reducing the preacher's task to manageable dimensions. It is his function to emit a warning bark if he sees courses of action being advocated or pursued which will increase unnecessarily the inevitable tension between self-interest and public duty; and to wag his tail in approval of courses of action which will tend to keep the tension low and tolerable.... What does the economist economize? Tis love, tis love... that scarce resource, love—which we know, just as well as anybody else, to be the most precious thing in the world". (shrink)

Economic approaches to both social evaluation and decision-making are typically Paretian or utilitarian in nature and so display commitments to both welfarism and consequentialism. The contrast between the economic approach and any rights-based social philosophy has spawned a large literature that may be divided into two branches. The first is concerned with the compatibility of rights and utilitarianism seen as independent moral forces. This branch of the literature may be characterized as an example of the broader debate between the teleological (...) and deontological approaches. The second is concerned with the possibility that substantial rights may be grounded in utilitarianism with the moral force of rights being derived from more basic commitments to welfarism and consequentialism. This branch of the literature may be characterized as an exploration of the flexibility of the teleological approach, and, in particular, its ability to give rise to views more normally associated with the deontological approach. Buchanan’s approach to political economy is often characterized as rejecting romance in favour of realism: as taking feasibility seriously. But Buchanan provides no detailed account of his understanding of feasibility. This chapter discusses the idea of feasibility and its role at the constitutional, political and individual levels of Buchanan’s work, offers a reconstruction of Buchanan’s position on feasibility based on the idea of politics as exchange, and locates that position in the context of the more recent discussion of the concept (...) of feasibility in the political philosophy literature. We focus attention on the “resilience” property of republican liberty —a property that, at least in some formulations, is among those features that distinguish republican liberty from its more familiar “liberal” counterpart. Our analysis suggests, and builds on, an analogy between resilience and risk aversion. After a brief description of what we take republican liberty to be, we turn to the question of how to conceptualise resilience and how the notion might most plausibly be formulated. Examining alternative possible formulations serves (...) to suggest the analogy between resilience and risk aversion. In Section III, we exploit that analogy to develop some implications that resilience carries for republican institutional design. Section IV offers a brief summary. (shrink)

This article characterizes politics, philosophy, and economics as a substantive research programme as a flexible and analytic debate on the relations between the individual and society that incorporates both positive and normative analyses. This, in contrast to a view of PPE as a series of interdisciplinary or multidisciplinary topics. To this end, I sketch the general shape of the research programme, it boundaries and its features, before offering a slightly more detailed account of some aspects of the PPE programme. I (...) also defend the claim that there is some value in recognizing PPE as a research programme, and after discussing the conditions required for the programme to thrive, suggest that there is some reason to be concerned for its future. The concept of welfare and the nature of the welfare state are central themes of the normative political debate. But the word ‘welfare’ identifies a particularly contested part of the conceptual landscape that has been much trampled by economists, philosophers and political theorists, as well as a wide variety of more practical politicians, policy analysts and social commentators. Each group might be conceived as engaged on the production of a map which charts the salient features of ‘welfare’ and places them (...) in relation to other features of the terrain: ‘rights’, ‘needs’ ‘equality’, ‘justice’, ‘government policy’ and so on. Many maps have been produced but an inspection of these various maps might not convince the observer that all relate to the same landscape. Some of the apparent differences are no more than differences of emphasis or perspective, and might be thought of as differences in cartographic convention. Some result from simple confusions, but others are more foundational and reflect importantly different views of the world. (shrink)

E. D. Hirsch, Jr., for instance, informs our children that Caribbean islanders encountered by Columbus “asked if he had come from heaven”—the implication being, of course, that they took him for a god. 2 And in the recent film, 1492: Conquest of Paradise, we hear the indefatigable Admiral (played by Gerard Depardieu) claim that “on every island the natives welcome us with great generosity and trust.... Near the end of the popular 1983 film The Return of the Jedi, the forest-dwelling Ewoks begin to chant and salaam upon first glimpsing the golden robot C-3PO, who in turn tells his captured comrades, “I do believe they think I am some sort of god.” When Han Solo sarcastically asks the robot to use his “divine influence” to help extricate them from their predicament, C-3PO replies that such an action would be improper: “It’s against my programming to impersonate a deity.” Here we see, embedded within a film romance, both the classic trope of the apotheosized foreigner and the related motif of the foreigner’s reluctance to [End Page 406] play the god-role (see figure 2). It is worth noting, however, that while C-3PO may be unwilling to exploit the Ewoks’ misperception, Luke Skywalker is not; he uses the “Force” to convince the Ewoks of the robot’s magical prowess and, more to the point, to perpetuate their misapprehension. 5What I wish to suggest in this essay is that certain habitual Western assumptions or conceits regarding cross-cultural encounters—assumptions which have been usefully termed “myth models” inasmuch as they condition human perception and find frequent discursive expression—coexist easily but in fact disjunctively with certain other ideological structures in many early modern travel narratives and colonial accounts. Obeyesekere, in his provocative book on the supposed deification of Captain Cook in Hawaii, has linked such myth models to the conceptual structures of the longue durée as characterized by Fernand Braudel, and it is possible that they may also be... How might social theory, public understanding of science and science policy best inform one another? What have been the key features of science-society relations in the modern world? How are we to re-think science-society relations in the context of globalization, hybridity and changing patterns of governance? This topical and unique book draws together the three key perspectives on science-society relations: public understanding of science, scientific and public governance, and social theory. The book presents a series of case studies (including the (...) debates on genetically modified foods and the AIDS movement in the USA) to discuss critically the ways in which social theorists, social scientists, and science policy makers deal with science-society relations. ‘Science' and 'society' combine in many complex ways. Concepts such as citizenship, expertise, governance, democracy and the public need to be re-thought in the context of contemporary concerns with globalization and hybridity. A radical new approach is developed and the notion of ethno-epistemic assemblage is used to articulate a new series of questions for the theorization, empirical study and politics of science-society relations. Many explanations in science make use of mathematics. But are there cases where the mathematical component of a scientific explanation is explanatory in its own right? This issue of mathematical explanations in science has been for the most part neglected. I argue that there are genuine mathematical explanations in science, and present in some detail an example of such an explanation, taken from evolutionary biology, involving periodical cicadas. I also indicate how the answer to my title question impacts on broader (...) issues in the philosophy of mathematics; in particular it may help platonists respond to a recent challenge by Joseph Melia concerning the force of the Indispensability Argument. 'Working Memory, Thought, and Action' is the magnum opus of one of the most influential cognitive psychologists of the past 50 years. This new volume on the model he created discusses the developments that have occurred within the model in the past twenty years, and places it within a broader context.

Confucian scholars express skepticism about rights. This skepticism is relevant to managers who face issues about the recognition of workplace rights in a Confucian culture. My essay examines the foundations of this skepticism, and the cogency of potential leading Western liberal responses to it. I conclude that Confucian skepticism is more formidable than liberals have recognized. I attempt to craft an argument that defuses Confucian skepticism about workplace rights while at the same time respecting the moral depth of Confucianism.

In spite of a powerful tradition, more than two thousand years old, that in a valid argument the premises must be relevant to the conclusion, twentieth-century logicians neglected the concept of relevance until the publication of Volume I of this monumental work. Since that time relevance logic has achieved an important place in the field of philosophy: Volume II of Entailment brings to a conclusion a powerful and authoritative presentation of the subject by most of the top people working in (...) the area. Originally the aim of Volume II was simply to cover certain topics not treated in the first volume--quantification, for example--or to extend the coverage of certain topics, such as semantics. However, because of the technical progress that has occurred since the publication of the first volume, Volume II now includes other material. The book contains the work of Alasdair Urquhart, who has shown that the principal sentential systems of relevance logic are undecidable, and of Kit Fine, who has demonstrated that, although the first-order systems are incomplete with respect to the conjectured constant domain semantics, they are still complete with respect to a semantics based on "arbitrary objects." Also presented is important work by the other contributing authors, who are Daniel Cohen, Steven Giambrone, Dorothy L. Grover, Anil Gupta, Glen Helman, Errol P. Martin, Michael A. McRobbie, and Stuart Shapiro. Robert G. Wolf's bibliography of 3000 items is a valuable addition to the volume. (shrink)

Does mathematics ever play an explanatory role in science? If so then this opens the way for scientific realists to argue for the existence of mathematical entities using inference to the best explanation. Elsewhere I have argued, using a case study involving the prime-numbered life cycles of periodical cicadas, that there are examples of indispensable mathematical explanations of purely physical phenomena. In this paper I respond to objections to this claim that have been made by various philosophers, and I discuss (...) potential future directions of research for each side in the debate over the existence of abstract mathematical objects. We discuss a recent attempt by Chris Daly and Simon Langford to do away with mathematical explanations of physical phenomena. Daly and Langford suggest that mathematics merely indexes parts of the physical world, and on this understanding of the role of mathematics in science, there is no need to countenance mathematical explanation of physical facts. We argue that their strategy is at best a sketch and only looks plausible in simple cases. We also draw attention to how frequently Daly and (...) Philosophers of mathematics have become increasingly interested in the explanatory role of mathematics in empirical science, in the context of new versions of the Quinean ‘Indispensability Argument’ which employ inference to the best explanation for the existence of abstract mathematical objects. However, little attention has been paid to analysing the nature of the explanatory relation involved in these mathematical explanations in science (MES). In this paper, I attack the only articulated account of MES in the literature (an account sketched by (...) Mark Steiner), according to which a genuine MES incorporates an explanatory proof of the mathematical result being used. The central case study involves an explanation for why bees build the cells of their honeycombs in the shape of hexagons. I make a distinction between two kinds of MES, mathematics-driven explanation in science and science-driven mathematical explanation, and argue that it is the second category which is both scientifically and philosophical more central. I conclude that the explanatory relation involved in MES is genuinely scientific and hence that the phenomenon of MES poses a challenge to general accounts of scientific explanation. (shrink)
