Introduction. Improving control and supervisory activities on the basis of introducing risk-oriented approaches is an urgent area of public administration reforms both in Russia and abroad. Traditionally, assessing the effectiveness of this area is carried out on the basis of the state control intensity indicators (the number of inspections), and assessing risks in controlled areas is carried out on the basis of statistical indicators, partially dependent on state control bodies. To obtain a balanced assessment of the state control effectiveness and (...) efficiency, it is important to take into account other data sources reflecting the citizens’ and the business community position. The purpose of the study is to conduct a comprehensive assessment of the effectiveness and efficiency of sanitary and epidemiological surveillance on the basis of both statistical data and the results of sociological studies reflecting the position of citizens and business. Methods. The authors suggest their own methods for comprehensive assessment of the effectiveness and efficiency of state control. The scientific novelty of the study consists in a comprehensive assessment of the effectiveness and efficiency of sanitary and epidemiological surveillance, taking into account various data sources and making it possible to assess the progress of implementing the reform of state control in this area. Results. The results of the study indicate, in general, an increase in the effectiveness and budgetary efficiency of sanitary and epidemiological surveillance over the last years of the reform implementation. At the same time, at the level of intermediate and immediate results, there are multidirectional trends, and the growth in the total costs of business and the state is ahead of the growth in the results achieved. Conclusions. The use of the authors’ comprehensive methodology for assessing the effectiveness and efficiency of state control makes it possible to obtain reliable data characterizing the actual state of things in the area under consideration. Further improving the efficiency and effectiveness of sanitary and epidemiological surveillance requires expanding the scope of applying risk-oriented approaches and improving the quality of considering the appeals of the citizens who faced with risks of wrongdoing. This study is a theoretical work in the field of sociology of religion which aims to explain the origin of the act of sin and the fundamental motives of crime and deviation tendencies in this context, from Adam’s story in the Qur'an, the main source of Islam. Sin is regarded as a negative act in religious-cultural sense where one struggles for life and tries to protect itself. Though a direct correlation cannot be established with belief values, the sense of (...) sin can be effective in shaping our everyday life and controlling our behavior. Adam’s story is worthy of examination in this context as it carries the qualification of being a religious text that allows us to study the nature of sin. This is based on the Qur'anic text which we think is the simplest form of expression. Adam and Eve, Satan, Abel and Cain are the actors of this story and prototypes helping us to analyze the nature of sin. In this sense, sin acts in the form of various crimes and deviance behaviors as the result of man's eternity of property, power and status struggle in the person of these prototypes. Some theories which have been put forward about crimes and deviations can give a certain explanation on the subject. Also there is the possibility of giving more comprehensive factual explanations about the act of sin which contains a great deal of crime and deviant behavior, moving from the story of Adam. In this article, I present a sociological approach to the problem of meaningful work that dwells on its broad social and cultural sources, as opposed to the focus on subjective and organizational factors currently prevailing in the field. Specifically, I consider two sociological perspectives, those of community and autonomy, as important conceptual tools for understanding the ambivalent character of modern culture in providing individuals with a sense of meaningfulness of their activities. I also review some of the existing research on (...) meaningful work and interpret it through this conceptual distinction, both to show the latter’s relevance for the field and to identify the gaps it might help fill. As a result, based on the sociological perspectives, I propose a general conceptual model and discuss five directions to further advance the theoretical comprehension of meaningful work, and I suggest some implications of these perspectives for normative business ethics. Whether sociology should be part of bioethics has been extensively debated and critiqued. Feminist bioethics has long recognized the role of empirical work in bioethical inquiry; however, much feminist work in bioethics has been sidelined due to critiques of the role of social and sociological theory in bioethics research. In this essay, I examine how sociology plays a much deeper role in bioethical inquiry beyond the contribution of empirical methods. Building on these approaches, I show, through a case (...) study, how social and sociological theory play as vital a role in conducting comprehensive bioethical inquiry as sociological methods and methodology, and thus should no longer be sidelined in empirical bioethics. In this recent history of British sociology, Andrew Halsey suggests an intriguing connection between political economic régimes in the twentieth century and the development of sociology as an academic discipline, dividing British sociology into four periods, 1900-1950, 1950-1967, 1968-1975, and 1975-2000. In this way, by connecting disciplinary developments with contemporaneous régimes of economic regulation, Halsey begins to outline a sociology of sociology. In this article I consider the uses of the concepts ‘society’ and ‘culture’ in various sociological and anthropological traditions, arguing that sociology needs to learn from the division between social anthropology and cultural anthropology. First I distinguish the social and the cultural sciences: the former use ‘society’ as leading concept and ‘culture’ as a subordinate concept; the latter do the contrary. I discuss the origins of the terms société and Kultur in the classical French and German traditions respectively, and (...) their subsequent uptake in Anglo-American sociology and anthropology, ‘society’ becoming the leading concept for sociology and social anthropology, ‘culture’ the leading concept for cultural anthropology. I contrast the sociology of culture with the cultural anthropological consideration of society. I next examine the terms for ‘society’ in the classical German tradition, especially Weber, pointing to interpretivism as a cultural theory of society. I then consider Weber’s Kultursoziologie, arguing that it is culture (Kultur) not society (Gesellschaft) that is the ultimate object of Weber’s sociology. I conclude that sociology needs to identify classical German sociology and its derivatives as cultural science not social science, and to make comprehensive adjustments to its methodological debates accordingly. The implications of this for the problem of sociology’s encounter with the natural world are noted. (shrink)

A growing literature has analyzed women's and men's rates of publication, but the gender politics of the prepublication production of research and gender differences in reputation building after publication remain underexplored. Gabriel Tarde, along with Durkheim and others, set the foundations for what is today a common-sense statement in social science: crime is a social phenomenon. However, the questions about what social is and what kind of social phenomenon crime is remain alive. Tarde’s writings have answers for both of these capital and interdependent problems and serve to renew our view of them. The aim of this article is to reconstruct Tarde’s definition of crime in terms of genus and specific difference, (...) exploring his criminology as a case of his general sociology. This procedure shows that Tarde succeeded in creating a comprehensive theory of crime and criminals founded not only on his most well-known concept, imitation, but also on his equally important concepts of invention, opposition, social logic and social teleology. For Tarde, crime is a complex phenomenon related to criminal inventions, criminal propagations, the production of penal laws, the execution of controls and punishments, and the collective reactions to all these. John Scott argues that theorising in sociology and other social sciences is characterised by the application of eight key principles of sociological analysis: culture, nature, system, structure, action, space-time, mind and development. Conventionally, proposals to improve working relations between sociology and history have been interdisciplinary. The present essay advances an alternative approach-consolidation of sociohistorical inquiry as a transdisciplinary enterprise. All socio-historical inquiry depends on four elemental forms of discourse: discourse on values, narrative discourse, social theoretical discourse, and the discourse of explanation. Though inquiry is transdisciplinary in the problematics of these discourses, concrete methodology typically is oriented either toward theorization in relation to cases (historical sociology) or toward comprehensive analysis (...) of a single phenomenon (sociological history). Varying the articulated relations among the four forms of discourse once for historical sociology and again for sociological history yields eight ideal typical strategies of inquiry. The four strategies of historical sociology include universal history, theory application, macro-analytic history, and contrast-oriented comparison. The parallel strategies for sociological history are situational history, specific history, configurational history, and historicism. These ideal types offer standard reference points that help clarify the underpinnings of a diverse range of scholarly practices. (shrink)

This book’s basic hypothesis – which it proposes to test with a cognitive-sociological approach – is that legal behavior, like every form of human behavior, is directed and framed by biosocial constraints that are neither entirely genetic nor exclusively cultural. As such, from a sociological perspective the law can be seen as a super-meme, that is, as a biosocial constraint that develops only in complex societies. This super-meme theory, by highlighting a fundamental distinction between defensive and assertive biases, might explain (...) the false contradiction between law as a static and historical phenomenon, and law as a dynamic and promotional element. Socio-legal scholars today have to face the challenge of pursuing a truly interdisciplinary approach, connecting all the fields that can contribute to building a modern theory of normative behavior and social action. Understanding and framing concepts such as rationality, emotion, or justice can help to overcome the significant divide between micro and macro sociological knowledge. Social scientists who are interested in the law must be able to master the epistemological discourses of different disciplines, and to produce fruitful syntheses and bridge-operations so as to understand the legal phenomenon from each different point of view. The book adopts four perspectives: sociological, psychological, biological-evolutionary and cognitive. All of them have the potential to be mutually integrated, and constitute that general social science that provides common ground for exchange. The goal is to arrive at a broad and integrated view of the socio-legal phenomenon, paving the way for a comprehensive theory of norm-oriented and norm-perceived actions. (shrink)

Historians of modern design and sociology have shown little interest in the leaders of the ever resourceful and influential British Positivist Society. One of the aims of this essay is to show that the Positivist polymath Frederic Harrison (1831–1923) cultivated ideas and practices that are compatible with modernists’ aspirations to improve the lives of the masses. It is accordingly shown that Harrison was an ardent supporter of working-class causes and that on this basis he developed sociological survey methods and (...) produced social programmes to initiate the comprehensive reorganisation of cities. Harrison intended to realise a modern utopia called the “Occidental Republic”, created by Auguste Comte, the Positivist Philosopher who – during the 1830 and 1840s – introduced both sociology and the Religion of Humanity. While many studies pore over the Positivists’ “church” rituals, this essay is the first to argue that the Religion of Humanity and sociology were of equal consequence – and that together they formed the basis of their controversial spatial theory and practice, which was considered the means to realise Comte’s utopia. This vision, it is argued, is central to appreciating how Positivism percolated into the “modern movements” of architecture and planning. (shrink)

This article presents the moral and political sociology developed by the research group around Luc Boltanski and Laurent Thévenot from its gradual dissociation from the tradition of critical sociology during the 1980s to the present. Taking the major presentation of this approach, De la justification, as the point of departure, the key items of criticism to which this book was exposed are discussed, both in terms of their intellectual merit and in light of the ongoing debates in French (...) social and political theory. The work of this group was often rather erroneously taken to have provided both a new theory of society and a new normative political philosophy. What it aimed at achieving in the first place, in contrast, was a questioning of the assumptions on which reasonings in social theory and political philosophy are based and how those reasonings relate to social actors' own engagement with the world. Not least in response to the criticism received, however, the approach has been further elaborated in recent years, and it works now towards a new representation of the contemporary state of social relations and towards a comprehensive analysis of the practical political philosophies employed in political disputes. Recent years have seen a proliferation of publications reconsidering the emergence of sociology in France. The present review discusses and compares three of these works: S. Mosbah-Natanson’s bibliometric study on the fashion of sociology around 1900 (2017a); Th. Hirsch’s history of the idea of social time from the Durkheimians to Les Annales (2016a); and M. Joly’s enquiry into a purported sociological revolution in France and Germany at around the same time (2017a). Pushing respectively for a sociological, a historical (...) and an epistemological history of sociology, they represent three distinct ways of renewing the historiography of the social sciences. The article argues that qualities and limitations of these works alike suggest two challenges for the history of sociology: (1) integrating sociological, historical and epistemological competences in a comprehensive intelligence of sociological texts; and (2) accounting for the reflexivity involved in a social history of the social sciences. Formal tools are attributed central roles in organizing work within many modern workplaces. How should one comprehend the power of these tools? Taking the medical record as an example, this article builds on recent calls to overcome the dichotomy between the formal and the informal and proposes an understanding of the generative power of such tools that does not attribute mythical capacities to either tool or human work. To do so, it is important to look both at the history offormal (...) tools and to their real-time use in concrete work practices. On the occasion of its recent centennial, we trace the remarkable history of Herbert Spencer's 2,240 page Principles of Sociology , the most inductive, systematic, and comprehensive study of human society ever attempted. Spencer's bold aim was to establish empirically and then to explain (after the manner of the natural sciences) the 'relations of co-existence and sequence' among social phenomena. The database ('mass of evidence') required was so vast that it was published as a separate work, some eight (...) folio volumes called Descriptive Sociology . A major force in the making of both scientific sociology and anthropology in the last quarter of the nineteenth century, Spencer's magnum opus was all but lost to these fields by the early decades of the twentieth century. The present generation, however, is witnessing a growing revival of interest in Spencer's thought. For many, his confident vision of a natural science of society still offers the best hope for understanding human societies and how they have come to be as they are. (shrink)

Although diagnosis is integral to the theory and practice of psychiatry, social scientists have not developed a comprehensive approach to diagnosis. This paper presents a preliminary outline of the issues which a sociology of diagnosis should integrate. These include bias and social control in psychiatric diagnosis, diagnosis as part of a new extension of the biopsychiatric medical model, and flaws in contemporary diagnostic categorization. In the late 19th century, a comprehensive semantics of crowds emerged in European social theory, dominated in particular by Gustave Le Bon and Gabriel Tarde. This article extracts two essential, but widely neglected, sociological arguments from this semantics. First, the idea that irrationality is intrinsic to society and, second, the claim that individuality is plastic rather than constitutive. By following the destiny of this semantics in its American reception, the article demonstrates how American scholars soon transformed the conception of (...) crowds. Most importantly, the theoretical cornerstone of the European semantics, the notion of suggestion, was severely challenged in the USA. It is argued that this rejection of the suggestion doctrine paved the way for a distinctive American approach to crowds and collective behaviour in which the early European emphasis on irrationality was ignored and crowds were analysed as rational entities. This may have relieved the discomfort of irrationality but it is also entirely disposed of what were in fact crucial sociological insights. The article recalls the semantics of crowds in order to evoke an early branch of social theory that still contains a provocative gesture. (shrink)

Leonard Trelawney Hobhouse is considered one of the founders of sociology as a discipline. His four books which form Principles of Sociology are published here together for the first time - representing a synthesis of the philosophical and scientific methods of social inquiry. Although very scarce, the study by Hobson and Ginsberg is still regarded as the most comprehensive account of Hobhouse's life and works. Despite the urgency of this issue, AI still struggles to represent social life. This article presents a comprehensive agent-based model that investigates status-power dynamics in groups. Kemper’s sociological status–power theory of social relationships, and a literature review on school children in middle youth, is its basis. The model allows us to investigate causation of the near-ubiquitous phenomenon that females have lower social status on average than males. Possible causes included in the model are children’s dispositional traits (kindness, beauty, and (...) physical power), schoolyard culture (social acceptability of fighting), behavioural strategy (amount of rough-and-tumble play) and the balance between public and dyadic sources of status. An agent-based model of a virtual schoolyard was created in which the children assemble in changing groups and mutually confer status. The status conferred upon a child modifies the status it holds. Rough-and-tumble is modelled as ambiguous: it is intended as a status conferral, but may be perceived as a power move. Running many trials of the model we found that in time, depending on the parameter settings, a gender-based status gap emerged. Rough-and-tumble play had more impact on emergent status differences than did physical power differences. Social acceptability of fighting also strongly moderated the resulting status gap. Placing more weight on dyadic relationship could alleviate status loss. All these model behaviours are in line with empirical findings of child behaviour studies at schools. They have face validity for social status issues in the adult world. We conclude from this that this kind of agent-based model merits use in studying the status–power dynamics of other issues in child behaviour, or indeed in social behaviour in general. (shrink)

This compact and innovative book tackles one of the central issues in drug policy: the lack of a coherent conceptual structure for thinking about drugs. Drugs generally fall into one of seven categories: prescription, over the counter, alternative medicine, common-use drugs like alcohol, tobacco and caffeine; religious-use, sports enhancement; and of course illegal street drugs like cocaine and marijuana. Our thinking and policies varies wildly from one to the other, with inconsistencies that derive more from cultural and social values than (...) from medical or scientific facts. Penalties exist for steroid use, while herbal remedies or cold medication are legal. Native Americans may legally use peyote, but others may not. Penalties may vary for using different forms of the same drug, such as crack vs. powder cocaine. Herbal remedies are unregulated by the FDA; but medical marijuana is illegal in most states. Battin and her contributors lay a foundation for a wiser drug policy by promoting consistency and coherency in the discussion of drug issues and by encouraging a unique dialogue across disciplines. The contributors are an interdisciplinary group of scholars mostly based at the University of Utah, and include a pharmacologist, a psychiatrist, a toxicologist, a trial court judge, a law professor, an attorney, a diatary specialist, a physician, a health expert on substance abuse, and Battin herself who is a philosopher. They consider questions like the historical development of current policy and the rationales for it; scientific views on how drugs actually cause harm; how to define the key notions of harm and addiction; and ways in which drug policy can be made more consistent. They conclude with an examination of the implications of a consistent policy for various disciplines and society generally. The book is written accessibly with little need for expert knowledge, and will appeal to a diverse audience of philosophers, bioethicists, clinicians, policy makers, law enforcement, legal scholars and practitioners, social workers, and general readers, as well as to students in areas like pharmacy, medicine, law, nursing, sociology, social work, psychology, and bioethics. This article aims to integrate discourse analysis of politically instrumental imagined identity geographies with the relational and territorial geography of the communities of praxis and interpretation that produce them. My case study is the international community of nationalist scientists who classified Europe’s biological races in the 1820s—1940s. I draw on network analysis, relational geography, historical sociology and the historical turn to problematize empirically how spatial patterns of this community’s shifting disciplinary and political coalitions, communication networks and power relations emerged, (...) were structured, persisted, changed, interacted and disappeared. I focus especially on core— periphery relations. I argue that if local historical spatial patterns affect those of later phenomena, geographies like that of European integration should be understood in the context of Europe’s complex historical cultural geography. Unlike discourse deconstruction alone, this complementary relational de-essentialization of geography can identify large-scale, enduring associations of cultural patterns as well as cultural flux and ambiguity.
