There is a general consensus that the concept of "absolute evil" was coined in order to account for the moral atrocities of the twentieth century. The connotations associated with such a concept are usually threefold: such an evil is not to be understood negatively as a privation of goodness, but as a positive force; such an evil can not be accommodated into any onto-theological order of being, but rather refers to the collapse of such an order; such an evil is (...) diabolical, motivated by the negation of moral law as such, and not by the pursuit of egoistic interests. Moreover, there is a general consensus that Kant's concept of "radical evil" is not radical enough to approximate to this excess of evil, specially since Kant categorically denies the possibility of devilishness. The purpose of this paper is to question this consensus. On the one hand, it is doubtful whether demonic interpretations can provide us with a deeper insight in the moral horrors of the twentieth century. They rather relieve us of our responsibilities, because they withdraw evil from our everyday experiences of weakness. On the other hand, it can be shown that Kant's idea of radical evil, notwithstanding his rejection of the demonic, is much more disturbing than is generally admitted: evil originates in an act of freedom, not in being overwhelmed by desire; the evil of hatred is already prefigurated in the banal evil of indifference; evil is enracinated in a "moral state of nature", where we can only develop our self-respect by continuously comparing ourselves with others, thus initiating ruthless forms of competition. The conclusion proposes to radicalize Kant's notion of evil, not in the direction of a demonic connotation, but in a direction indicated by Levinas: by referring to the experience of the victim. Only confronted with the suffering of others that is caused by me, my moral failure appears to be more than lack or privation: it is inherently excessive, since the victim experiences its own suffering as an intrinsic malignity that can not be accommodated into any order of being. This article argues that agents can initiate causal processes.

In October 2016, the White House, the European Parliament, and the UK House of Commons each issued a report outlining their visions on how to prepare society for the widespread use of artificial intelligence. In this article, we provide a comparative assessment of these three reports in order to facilitate the design of policies favourable to the development of a ‘good AI society’. To do so, we examine how each report addresses the following three topics: the development of a ‘good (...) AI society’; the role and responsibility of the government, the private sector, and the research community in pursuing such a development; and where the recommendations to support such a development may be in need of improvement. Our analysis concludes that the reports address adequately various ethical, social, and economic topics, but come short of providing an overarching political vision and long-term strategy for the development of a ‘good AI society’. In order to contribute to fill this gap, in the conclusion we suggest a two-pronged approach. (shrink)

To create fair and accountable AI and robotics, we need precise regulation and better methods to certify, explain, and audit inscrutable systems.

Since approval of the EU General Data Protection Regulation (GDPR) in 2016, it has been widely and repeatedly claimed that the GDPR will legally mandate a ‘right to explanation’ of all decisions made by automated or artificially intelligent algorithmic systems. This right to explanation is viewed as an ideal mechanism to enhance the accountability and transparency of automated decision-making. However, there are several reasons to doubt both the legal existence and the feasibility of such a right. In contrast to the (...) right to explanation of specific automated decisions claimed elsewhere, the GDPR only mandates that data subjects receive meaningful, but properly limited, information (Articles 13-15) about the logic involved, as well as the significance and the envisaged consequences of automated decision-making systems, what we term a ‘right to be informed’. Further, the ambiguity and limited scope of the ‘right not to be subject to automated decision-making’ contained in Article 22 (from which the alleged ‘right to explanation’ stems) raises questions over the protection actually afforded to data subjects. These problems show that the GDPR lacks precise language as well as explicit and well-defined rights and safeguards against automated decision-making, and therefore runs the risk of being toothless. We propose a number of legislative and policy steps that, if taken, may improve the transparency and accountability of automated decision-making when the GDPR comes into force in 2018. (shrink)

The dilemma of free will is that if actions are caused deterministically, then they are not free, and if they are not caused deterministically then they are not free either because then they happen by chance and are not up to the agent. I propose a conception of free will that solves this dilemma. It can be called agent causation but it differs from what Chisholm and others have called so.

Artificial intelligence (AI) is increasingly relied upon by clinicians for making diagnostic and treatment decisions, playing an important role in imaging, diagnosis, risk analysis, lifestyle monitoring, and health information management. While research has identified biases in healthcare AI systems and proposed technical solutions to address these, we argue that effective solutions require human engagement. Furthermore, there is a lack of research on how to motivate the adoption of these solutions and promote investment in designing AI systems that align with values (...) such as transparency and fairness from the outset. Drawing on insights from psychological theories, we assert the need to understand the values that underlie decisions made by individuals involved in creating and deploying AI systems. We describe how this understanding can be leveraged to increase engagement with de-biasing and fairness-enhancing practices within the AI healthcare industry, ultimately leading to sustained behavioral change via autonomy-supportive communication strategies rooted in motivational and social psychology theories. In developing these pathways to engagement, we consider the norms and needs that govern the AI healthcare domain, and we evaluate incentives for maintaining the status quo against economic, legal, and social incentives for behavior change in line with transparency and fairness values. In a famous article published in 1900, Cardinal Mercier drew up a philosophical balance sheet of the previous century. While still showing respect for modern developments, he severely criticized anything that strayed too far from the neo-Thomistic horizon. It is very characteristic that the first object of his criticism is De Bonald’s traditionalism. Mercier says that this type of philosophy is so greatly influenced by the impotence of reason that it hurls itself into the arms of faith. But, “an act (...) of faith cannot be the primordial act of human reason. An individual could not believe unless he first saw that it was reasonable to believe.”It is philosophy that must articulate this rationality. Philosophy must then be a real science; it must pursue rational insight into reality. Unfortunately, some do not believe that philosophy is a science. Instead, they think its task lies elsewhere; it must try to speak where science remains silent. In that case, it is no longer part of science, but belongs to the domain of imagination, faith or dreams. Mercier argues that whoever accepts this, supports Comte’s positivistic prejudice that only the observed positive fact can lie at the basis of a rational and scientific discussion.Mercier stands at the end of a century of unlimited optimism. From a military point of view, the century had been calm. The new sciences that had so intrigued Mercier were marking their first big successes. The century’s optimism is recognizable in the 1889 charter establishing the Thomistic Higher Institute of Philosophy, which Mercier served as president: “far from bringing dogmas in danger, scientific insights stimulate a wondrous growth in enlightened insight; for they both come from the same God, origin of both revelation and universe.” Mercier’s tonality lies not far distant from Renan’s L’avenir de la science, where he complains that there are people who choose bon ton, superstition and frivolity above meticulous research, but predicts that their success is ephemeral and that the time of rationality will dawn.The next century, however, took an unexpected turn. Who would have thought in 1900 that history, which had been set so firmly on the track of reason, would derail so terribly? No great philosopher predicted the coming catastrophes. The only warnings came from a few nineteenth-century traditionalist Cassandras who went to extremes in linking modernity and decay: Donoso Cortes, Joseph de Maistre and Louis De Bonald. Who predicted the arrival of enlightenment criticism in intellectual history? Who predicted that we would not see history becoming reasonable, but reason historical? Who could have predicted twentieth-century contextualism and its claim that reason is not the criterion of culture but only one element within culture indebted to an entire sociocultural context? All this can be found in De Bonald’s traditionalism that has proven paradoxically more up-to-date than the naïve trust in rationality found in Mercier and Renan.Yet, De Bonald did not intend to preach a form of irrationalism. His purpose was to accent reason’s dependence, and by extension, humankind’s intellectual solidarity: thought is impossible without language, language does not exist without a listener, there is no listener without education, there is no education without social life. Using this reasoning, De Bonald ultimately wants to prove that reason intrinsically refers to revelation, since in this chain, the first word cannot come from humankind.He supports this with an epistemological argument that contextualizes reason in a way that is almost contemporary: “A person has to think his word before saying it. Therefore, he cannot find without thinking, and cannot think without signs. He is compelled to have recourse to something other than the human.” Leuven’s variant of this traditionalism emphasizes that reason develops only in and through language, thus by being included in a community. By comparison, Mercier’s realistic concept of rationality sounds old-fashioned. It is traditionalism that best fits with the contemporary accent on reason’s historicity and culture-related status.The development of ethics also runs counter to Mercier’s expectations. There has been no growth in rationality but a growing insight into the historicity of reason. In the article already cited, Mercier criticizes Kant for not being sufficiently foundational, since he does not rely on a speculative-metaphysical foundation: “What kind of ethic is it that cannot be theoretically justified?” In our time, the roles are reversed. Many ethicists condemn Kant because he tries to find this foundation! How are we to understand this turn-about in ethics? (shrink)

This article argues that there is a great divide between semantics and metaphysics. Much of what is called metaphysics today is still stuck in the linguistic turn. This is illustrated by showing how Fraser MacBride misunderstands David Armstrong's theory of modality.

Firms are increasingly personalising their offers and services, leading to an ever finer-grained segmentation of consumers online. Targeted online advertising and online price discrimination are salient examples of this development. While personalisation's overall effects on consumer welfare are expectably ambiguous, it can lead to concentration in the distribution of advertising and commercial offers. Constellations are possible in which a market is generally open to competition, but the targeted consumer is only made aware of one possible seller. For the consumer, such (...) a market could effectively resemble a monopoly. We call such extreme cases ‘targeting pockets’. Competition-law metrics such as the Herfindahl–Hirschman Index and traditional means of public oversight of adverts would not detect this concentration. We, therefore, suggest a novel metric, the Concentration-after-Personalisation Index (CAPI). The CAPI treats every consumer as a separate ‘market’, computes a measure of concentration for personalised adverts and offers for each individual consumer separately, and then averages the result to measure the exposure experienced by an average consumer. We demonstrate how the CAPI can serve as a monitoring tool for regulators and auditors and thus help to enforce existing consumer law as well as proposed new regulations such as the European Union's Digital Services Act and its Artificial Intelligence Act. We further show how adding noise via randomly distributed non-personalised adverts can dilute the potential harm of overly concentrated personalisation. We demonstrate how the CAPI can identify the optimal degree of added noise, balancing the protection of consumer choice with the economic interests of advertisers. (shrink)

Trope ontology is exposed and confronted with the question where one trope ends and another begins. It is argued that tropes do not have determinate boundaries, it is arbitrary how tropes are carved up. An ontology, which I call field ontology, is proposed which takes this into account. The material world consists of a certain number of fields, each of which is extended over all of space. It is shown how field ontology can also tackle the problem of determin-able properties (...) and the problem of completeness of things. (shrink)

After a general remark about Armstrong’s conception of ontology, I raise objections against this view and defend an alternative account of the connection between particulars and their properties, involving a kind of ontological dependence which is different from Armstrong’s necessary connection between particulars and their properties.

Online targeting isolates individual consumers, causing what we call epistemic fragmentation. This phenomenon amplifies the harms of advertising and inflicts structural damage to the public forum. The two natural strategies to tackle the problem of regulating online targeted advertising, increasing consumer awareness and extending proactive monitoring, fail because even sophisticated individual consumers are vulnerable in isolation, and the contextual knowledge needed for effective proactive monitoring remains largely inaccessible to platforms and external regulators. The limitations of both consumer awareness and of (...) proactive monitoring strategies can be attributed to their failure to address epistemic fragmentation. We call attention to a third possibility that we call a civic model of governance for online targeted advertising, which overcomes this problem, and describe four possible pathways to implement this model. This article discusses how the words 'necessary' and 'analytic' are suitably used in philosophy. It is argued that analytic statements should not be called 'necessary'.

Friedrich Schleiermacher suggested that his project was to make Christianity compatible with reason and with the natural sciences. This article argues that Schleiermacher re- jected Christian doctrine und developed a religion which he called ‘Christian’ but which does not contain the Chris- tian doctrine and which is not rational. The article sketches Schleiermachers rejection of Christian doctrine, examines his claim that the natural sciences exclude miracles, criti- cises Schleiermachers non-cognitivism, and sketches the role of doctrine in Christianity.

This article argues against Benjamin Libet's claim that his experiment has shown that our actions are caused by brain events which begin before we consciously undertake the action. It clarifies what exactly should be meant by saying that the readiness potential causes, initiates, or prepares an action. It shows why Libet's experiment does not support his claim and why the experiments by Herrmann et al. and by Trevena \& Miller provide evidence against it. The empirical evidence is compatible with strong (...) libertarian free will. Neither the readiness potential nor the lateralized readiness potential cause our actions. (shrink)

If God brings about an event in the universe, does it have a preceding cause? For example, if the universe began with the Big Bang and if God brought it about, did the Big Bang then have a preceding cause? The standard answer is: yes, it was caused by a divine willing. I propose an alternative view: God’s actions, unlike human actions, are not initiated by willings, undertakings, or volitions, but God brings about the intended event directly. Presenting a solution (...) to the dilemma of free will I explain what ‘bringing about directly’ means and show that the question of what an action begins with is distinct from the question whether it is a basic action. This article introduces the notion of the directedness of a process, which underlies event causation as well as the persistence of things. Using this notion it investigates what happens in typical cases of active event causation. Causes never necessitate their effects because even non- probabilistic causes can be counteracted.

While other philosophers have pointed out that Libet's experiment is compatible with compatibilist free will and also with weak libertarian free will, this article argues that it is even compatible with strong libertarian free will (SLF), \ie a person's ability to initiate causal processes. Contrary to what Libet suggested, the actions in the experiment were motivated by urges. It is in accordance with SLF that the urges had preceding unconcious causes. Furthermore, Libet's observation that vetoing is possible confirmes SLF.

‘Enlightenment’ (in German, ‘Aufklärung’) is not simply the name of a movement or development whose existence is uncontroversial. Rather, the claim ‘The 18th century was the age of enlightenment’ or ‘In Germany, there was the Enlightenment’ entail certain claims which need to be discussed. This article argues that some of these claims are false and that therefore the claim ‘The Enlightenment does not exist’ is true.

This article presents Roman Ingarden’s theory of causation, as developed in volume III of The Controversy about the Existence of the World, and defends analternative which uses some important insights of Ingarden. It rejects Ingarden’s claim that a cause is simultaneous with its effect and that a cause necessitates its effect. It uses Ingarden’s notion of ‘inclinations’ and accepts Ingarden’s claim that an event cannot necessitate a later event.

Dieser Aufsatz behauptet hin- gegen, daß Wunder die Naturgesetze nicht verletzen, obwohl sie göttliche Eingriffe sind. Wunder sind auch keine „Ausnah- men“ der Naturgesetze, noch treffen die Naturgesetze nicht auf sie zu. Naturgesetze haben nie Ausnahmen, sie werden nie verletzt oder ausgesetzt, sie sind wahrscheinlich notwen- dig und unveränderlich, und sie treffen auch auf göttliche Ein- griffe zu. Wir sollten nicht unsere (...) Vorstellung von Wundern, sondern unsere Vorstellung der Naturgesetze in Frage stel- len. Die Hauptthese dieses Aufsatzes ist, daß Naturgesetze keine Abfolgeregelmäßigkeiten implizieren und daß deshalb Wunder die Naturgesetze nicht verletzen. Dieser Aufsatz hält der Meinung, daß die Analytische Religionsphilosophie zu rationalistisch sei, entgegen, daß es auch in Sachen Religion nicht zu viel Vernunft geben kann. Dies begründe ich, indem ich das Zweistufenmodell des christlichen Glaubens verteidige, nach dem der christliche Glaube einerseits aus dem Annehmen einer metaphysischen Lehre und andererseits aus einer darauf gründenden Hingabe besteht. Dies ist ein Kennzeichen einer sowohl tiefen als auch rationalen Religion.

Die liberale Theologie geht davon aus, daß man die traditionelle christliche Lehre heute nicht mehr glauben kann und daß man sie deshalb verändern muß. Sie will sich nicht vom Christentum offen absagen, sondern das Christentum verändern oder eine neue Version des Christentums einführen. Radical Orthodoxy (RO), vor allem von John Milbank gegründet, will eine Gegenbewegung dazu sowie zum Säkularismus sein: „A theology which claims to be radical and orthodox“. In diesem Aufsatz möchte ich untersuchen, ob sie es wirklich ist, und (...) ich werde Indizien dafür vorstellen, daß sie es nicht ist. Vor diesem Hintergrund werde ich dann die Analytische Religionsphilosophie (oder Analytische Theologie) als Alternative vorstellen. (shrink)

Dieser Aufsatz legt dar, wie die Annahme der Existenz von Epochen ein Grund für diese Beschränkung ist, und plädiert dafür, daß die Suche nach Antworten auf die philosophischen Fragen auch heute durch nichts ersetzt werden kann und soll.

This paper argues that there are true synthetic modal claims and that modal questions in philosophy in general are to be interpreted not in terms of logical necessity but in terms of synthetic necessity. I begin by sketching the debate about modality between logical positivism and phenomenology. Logical empiricism taught us to equate being tautological with being necessary. The common view is that tautologies are necessary in the narrow sense but that there is also necessity in a wider sense. Branden Thornhill-Miller and Peter Millican as well as Janusz Salomon put forward versions of supernaturalism that avoid the existence of a religion which alone provides the true revelation and the only way to salvation and which teaches that God acted in this world. Their rejection of revealed, exclusive religion is based on an argument from religious diversity and an argument from natural explana- tions of religious phenomena. These two together form the ‘common-core/diversity dilemma’. In this article I refute these two (...) arguments by arguing that explaining the origin of belief in supernatural agents does not provide a reason for not believing in the existence of supernatural agents. A theory of causation with ‘tendencies’ as causal con- nections is proposed. Not, however, as ‘necessary connec- tions’: causes are not sufficient, they do not necessitate their effects. The theory is not an analysis of the concept of causation, but a description of what is the case in typical cases of causation. Therefore it does not strictly contradict any analysis of the concept of causation, not even reduct- ive ones. It would even be supported by a counterfactual or a probabilistic (...) analysis.
