Crouch's provocative argument in Post-Democracy has in many ways been vindicated by recent events, but these have also highlighted some weaknesses of the original thesis and shown that the situation today is even worse.

The paper clarifies Havel’s perception of post-democracy through his various writings and speeches, in comparison with the concepts of post-democracy as proposed by C. Crouch, J. Rancière, R. Rorty, S. Wolin, J. Habermas, and Ch. Mouffe. Consequently, Havel’s critique of the then Western parliamentary democracy and the very essence of his notion of post-democracy will be thoroughly illuminated. The historical and intellectual circumstances that shaped his thinking on the topic will be analysed as (...) well. Managerialism is not mere ideology, a concatenation of ideas subsisting in an epiphenomenal superstructure (Überbau) that mirrors economic relations (Base) and masks interests, but a set of practices that, as an extreme manifestation of human resources management (HRM), seeks to constitute the life-world (Lebenswelt) of participants in many sectors of society. Increasingly, it is those at the extremes of elite wealth and marginal poverty who may fall outside its remit and become free to think beyond its parameters. As inheritor of (...) personnel management, HRM as practice and ideology fills a societal vacuum and comes to exercise the power of totalizing social construction. In an integral performance culture the Performative Absolute emerges in the imaginary; it is an immanent sublime that instantiates and regulates the social being of the individual. This apotheosis of the 'manager's right to manage' overrides boundaries between public and private spheres and dissolves the separation of powers. As 'human resource', the employee is subject to living sacrifice; this is an oblation that demands ethical and theological critique. (shrink)

ABSTRACT Radical democracy was, at its inception, a polemical alternative to the hegemony of Marxism over the political discourse of the Left. This is particularly striking in the work of two of its figureheads, Miguel Abensour and Chantal Mouffe. Whereas C. Mouffe advocates for radical democracy to break free from the rigidness and the determinacy of Marxism, M. Abensour goes back to the young Marx’s plea for a “real democracy”. It results in radical democrats locating differently the (...) radicality of their approaches. While post-Marxists emphasize the crucial and dynamic role of divisive conflicts within the political community and consequently grant the State a role as their arbitrator, “Young Marxists” emphasize a constant struggle against an abusive institutionalization of the State. As a result, they advocate for a form of political spontaneity that is complicated to reconcile with consideration of the political community’s inner conflicts. The regrouping of disparate critical works under a single label makes us shortsighted to some of its internal contradictions. (shrink)

ABSTRACT A new ‘political philosophy’ is indispensable to the ‘post-Corona world,’ and this paper tries to analyze the future of ‘liberal democracy’ in it. It shows that ‘liberal democracy’ faces a ‘global crisis’ that has begun before, but the ‘novel Coronavirus pandemic,’ as a setback for it, strongly encourages that crisis. ‘Liberalism’ and ‘democracy,’ which had long been assumed by ‘political philosophers’ to go together, are now becoming decoupled, and the ‘liberal values’ of ‘democracy’ are (...) eroding. To find why and how, this paper analyzes ‘authoritarianism,’ ‘totalitarianism,’ and the evils and propensities of ‘democracy’ that bring about further erosions of ‘liberal values.’ There may be difficult trade-offs to be made between ‘liberal’ and ‘authoritarian’ ‘values’ - and, after the experience of ‘Coronavirus,’ this paper shows the ‘illiberal or authoritarian democracy’ may become stronger. -/- KEYWORDS: democracy, liberalism, liberal democracy, illiberal democracy, the novel Coronavirus pandemic, Covid-19, authoritarianism, totalitarianism. -/- EXTENDED ABSTRACT For almost a century in West, ‘democracy’ has meant ‘liberal democracy’-a political system marked not only by ‘free and fair elections,’ but also by ‘liberal values.’ ‘Liberalism’ applied to the problem of the limits of the criminal law would require commitment to the presumption in favor of ‘liberty.’ If the word ‘liberal’ is to have any utility in this context, it should refer to one who has so powerful a commitment to ‘liberty’ that she is motivated to limit the number of acknowledged liberty-limiting or coercion-legitimizing principles as narrowly as possible. So, she only believes in ‘harm-principle’ as the morally relevant reason for criminal prohibitions. ‘Offense principle’ and ‘paternalistic’ and ‘moralistic’ considerations, when introduced as support for penal legislation, have no weight at all. So, it means ‘autonomy’ and ‘self-regarding vs. other-regarding actions distinction’ based on which the human is the owner of her mind and body and everything consenting adults do is beyond the realm of morality and law. It leads to ‘individual’ ‘basic rights and liberties’ such as ‘basic rights and liberties’ of ‘speech,’ ‘religion,’ and ‘property’ and ‘collective’ ‘basic rights and liberties’ such as ‘basic rights and liberties of assembly,’ ‘civil society,’ ‘political pluralism,’ ‘democratic institutions,’ and ‘non-governmental organizations.’ ‘Liberalism’ also believes in ‘equality of conditions, ‘equal and free participatory rights in political decision making,’ and ‘collective self-governance.’ It also believes in the ‘rule of law,’ a ‘separation of powers,’ and ‘checks and balances.’ However, even under fair and free elections, the elected leaders can be ‘populists,’ ‘ultra-nationalists,’ ‘racists,’ ‘fascists,’ and ‘authoritarians’ who do not respect ‘inviolable basic rights and liberties,’ and suppress ‘minorities.’ Democratically elected leaders can routinely ignore constitutional limits on their power and deprive their citizens of ‘basic rights and liberties.’ The two strands of ‘liberal democracy’ have been coming apart in the world, and the ‘liberal’ elements of ‘democracy’ have been fraying and eroding even before the ‘novel Coronavirus pandemic.’ Even before the Coronavirus hit, there was already much discussion of a crisis of ‘liberal democracy.’ In particular, there has been a debate about whether ‘liberalism’ and ‘democracy,’ which had long been assumed to go together, were becoming decoupled. This paper shows ‘liberal democracy’ faces a ‘global crisis’ that had begun before the ‘novel Coronavirus pandemic.’ It also analyzes ‘authoritarianism,’ ‘totalitarianism,’ ‘liberalism,’ and ‘democracy’ and shows that Covid-19 is a setback for ‘liberal democracy.’ What is striking about the current moment is that many of the ‘liberal’ elements of ‘democracy’ are so far holding up under immense pressure. ‘Illiberal democracies’ seemed to be emerging in many countries. This model of ‘illiberal democracy,’ in which elections continue to be held but some individual rights and liberties are curtailed, may emerge stronger from this new crisis. In that sense, the ‘pandemic’ may become a challenge not only to ‘democracy’ as such but also to ‘liberal democracy’ in particular – in other words, a system of popular sovereignty together with guaranteed basic rights, such as freedom of association and expression and checks and balances on executive power. ‘Authoritarian’ procedures may succeed in mitigating the spread of the ‘Coronavirus,’ but the world now faces another problem: that when the virus recedes, many ‘liberal democracies’ will be far less ‘liberal’ or ‘democratic’ than they were before. In times of crisis, ‘liberal values’ have been ignored temporarily in the name of executive power. However, the ‘temporary’ can become ‘permanent.’ In addition, if citizens lose their faith in the legitimacy of ‘liberal democracy’ as the best form of government, and think ‘liberal democracy’ cannot function effectively during a crisis, and ‘authoritarian regimes’ manage the crisis more decisively, the world will slide towards ‘illiberal or authoritarian democracy,’ and many ‘liberal democracies’ will be at grave risk of failure. There may now be difficult trade-offs to be made between those basic rights and security - and, after the experience of Covid-19, many citizens may choose security. (shrink)

What economic conditions are necessary for us to arrive at a post-work future, and what should a post-work future look like? This chapter argues that only through the democratization of core economic institutions can we properly experiment with post-work imaginaries. I argue, based on principles of participatory autonomy and relational equality, for the democratization of workplaces, finance and investment, and the knowledge commons. Given these necessary structural changes, the possibility of a post-work future becomes a democratic (...) choice by placing democratic decision-making power in the hands of those who are directly affected by workplace decisions, investment decisions, and the collective production of knowledge. Through this democratization process, the potential to reduce working hours, the possibility of building meaningful work, and the chance to decenter work as the mechanism for economic security and meaning-making, all become subject to democratic deliberation and decision-making. Quando però nel dibattito pubblico comincia a farsi strada l’idea che le opinioni possano prescindere dai più elementari dati di realtà e possano essere supportate da “verità alternative” prive di ogni riscontro fattuale, viene meno ogni denominatore comune a tutti i discorsi sociali. Come ha sottolineato Hannah Arendt, la libertà di opinione scade a mera illusione se non viene garantita l’informazione obiettiva e i fatti non sono (...) più alla base delle opinioni. Le verità fattuali rendono possibile la discussione politica proprio perché ricordano agli esseri umani che esiste un limite invalicabile alla discussione, quello costituito da evidenze che non è possibile sconfessare né respingere. Anche se le procedure della persuasione politica non si prestano ad alcuna forma di validazione cognitiva, ciò non impedisce ad Arendt di riconoscere la necessità di un orientamento “veritativo” anche rispetto a quanto accade nella vita politica. "Chantal Mouffe's writings have been innovatory with respect to democratic theory, Marxism and feminism. Her work derives from, and has always been engaged with, contemporary political events and intellectual debates. This sense of conflict informs both the methodological and substantive propositions she offers. Determinisms, scientific or otherwise, and ideologies, Marxist or feminist, have failed to survive her excoriating critiques. In a sense she is the original post-Marxist, rejecting economisms and class-centric analyses, and the original post-feminist, more concerned with (...) the varieties of 'identity politics' than with any singularities of 'women's issues'. While Mouffe's concerns with power and discourse derive from her studies of Gramsci's theorisations of hegemony and the post-structuralisms of Derrida and Foucault, her reversal of the very terms through which political theory proceeds is very much her own. She centres conflict, not consensus, and disagreement, not finality. Whether philosophically perfectionist, or liberally reasonable, political theorists have been challenged by Mouffe to think again, and to engage with a new concept of 'the political' and a revived and refreshed notion of 'radical democracy'. We are facing a crisis of trust in expertise today. Fewer and fewer people trust experts, and more and more politicians openly ignore expert consensus. 'Democracy in the Post-Truth Era' asks what might happen to democracy if we reject the fundamental liberal assumption that people are capable of making informed choices. Within any adversarial rule-governed system, it often takes time for strategically motivated agents to discover effective exploits. Once discovered, these strategies will soon be copied by all other participants. Unless it is possible to adjust the rules to preclude them, the result will be a degradation of the performance of the system. This is essentially what has happened to public political discourse in democratic states. Political actors have discovered, not just that the norm of truth can be violated in specific (...) ways, but that many of the norms governing rational deliberation can also be violated, not just without penalty, but often for significant political gain. As a result, the level of noise has come to drown out the signal. The post-truth political condition is the cumulative result of innovations developed by actors who adopt an essentially strategic orientation toward political communications. (shrink)

The rise of authoritarian and nationalist forces is currently accompanied by a change in the way public opinion is formed and in the culture of debate, a phenomenon that has been described as a crisis of facticity. There is an urgent need to clarify the (factual) foundations and benchmarks for democratic negotiation, even if lies are nothing new in politics. The article analyses this shift and discusses to what extent the liberal problematization of post-factual politics is becoming a way (...) of coping with the neoliberal crisis of hegemony. This leading scholar draws on extensive research from four plurinational states - the United Kingdom, Spain, Belgium, and Canada - to provide a radical rethink of the very nature of sovereignty and the state. This innovative account demonstrates how transnational integration and other demands on the nation-state have broken the automatic link between state and nation, and goes on to provide a major new analysis of the subsequent challenges of recognition of nationality and democracy.

One of the most original assumptions is that political actors are groups of thematized information. They effectively test the political, traditional sources of meaning, and reservoirs of identity. The post-religiousness of the presentness is transcendentally neutral; there is no contradiction between the transcendental and the immanent. Why and how relics steal into the political? The social does not create any meaning considerably stronger than the empty meanings of dedicated metaphysics and discourses, but the social creates itself within the totariental (...) (total - poleless - disorienting). The book contains analyses of the implementation of political crises and crises of the political. In other words, two processes are simultaneously used by political actors in contemporary democracy. These tools are not only moderators of naturally spontaneous democracy. In this paper, Sarah Stitzlein considers the consequences of honesty on our democracy, especially for citizens' ability to engage in civic inquiry together as they face shared problems. Honesty is a key component of a well-functioning democracy; it develops trust and fosters the sorts of relationships among citizens that enable civic dialogue and reasoning. Post-truth attitudes and truth decay pose serious obstacles to good civic reasoning as citizens struggle to draw clear distinctions between fact and opinion, weigh (...) personal beliefs and emotions over facts, and increasingly distrust traditionally respected sources of information. Stitzlein employs a Deweyan pragmatist account of truth and a distinctly social account of democracy to build a case for foregrounding honesty in the development of citizens. She describes how schools can employ communities of inquiry to cultivate habits of honesty within citizenship education. She explains how a better democracy — one grounded in a wider understanding of social life and relationships — might head off the temptation to be dishonest for self-serving reasons, focusing on how dishonesty jeopardizes our relationships to each other as citizens and our ability to engage in civic reasoning together to fulfill shared goals. Postmodernism precludes philosophical justifications for democracy. This undermines the role of philosophy of education and leaves us with weaker reasons for educational democracy than we need. If the ‘postmodern challenge’ is as Wilfred Carr conceives it, Jürgen Habermas meets that challenge. His work rests on neither Enlightenment essentialism nor foundationalism. Habermas can accept and explain that consciousness is historically and socially situated in discourse, yet still argue to the possibility of emancipation. I defend his conception of rationality from (...) charges of essentialism. Rational thinking can critique its own specific forms, so superior forms of rationality remain universalisable by rational means. A historicising account of such critique avoids situationist relativism. These considerations justify educational democracy and preserve a role for philosophy of education. (shrink)

In contrast with the progressive dilution of religions predicted by traditional liberal and Marxist approaches, religions remain important for many people, even in Europe, the most secularised continent. In the context of increasingly culturally diverse societies, this calls for a reinterpretation of the secular legacy of the Enlightenment and also for an updating of democratic institutions. This book focuses on a central question: are the classical secularist arrangements well equipped to tackle the challenge of fast-growing religious pluralism? A decade has passed since the breaking out of the ‘Arabic Spring’ revolutionary phenomena all over the Arab World’s societies. Many challenging and radically intriguing developments and ramifications have eventuated out of that era and led the Arab World’s context into unchartered territories of existence and self-understanding. This essay pauses at one of the particular challenges that faces this Sitz im Leben, namely the question of identity-formation and self-perception processes. It argues that the Arab states do manifest in their political (...) and statehood situations a political situation of democracy that is run by ‘non-democrats’. The essay then suggests that this democracy of non-democrats is the outcome of the prevalence of an identity-formation and self-perception rationales that are rooted in crudely religious Weltanschauung that, far from maintaining distinction and particularity individually and communally, turns alterity into a self-otherizing dogma expressive of contrariety and stark divisive and discriminative relatedness to the other. The essay, finally, suggests that liberating the identity-formation process from the dogmatic attempt at turning religion into ‘identity’ per se is the first required step towards a more cross-pollinating and symbiotic relationality between the different persons and groups who live in that context. Ernesto Laclau and Chantal Mouffe’s post-Marxist analysis pushed Gramsci’s anti-determinism to its limits, embracing a post-structuralist, discourse-centred politics. Mouffe’s subsequent programme for radical democracy has sought a renewed democratic left project. While radical democracy’s post-structuralism enables important insights into political subjectivity and antagonism in contemporary democracies, it also weakens its own critical and strategic capacity. By recuperating its Gramscian heritage, radical democracy could be more theoretically and politically effective. In contrast to discourses operating in (...) an entirely open and contingent political field, Gramscian theory offers a more realist – but non-determinist – account of the structural, enabling and constraining properties of ideologies. It also allows for a distinctive institutional space for society. Society is the site upon which political identities are articulated, and from which existing power relations are challenged. But a conception of society also points to the institutional limits to politics, notable by their absence in post-structuralism and radical democracy. (shrink)

Marxism's collapse in the twentieth century profoundly altered the style and substance of Western European radical thought. To build a more robust form of democratic theory and action, prominent theorists moved to reject revolution, abandon class for more fragmented models of social action, and elevate the political over the social. Acknowledging the constructedness of society and politics, they chose the "symbolic" as a concept powerful enough to reinvent leftist thought outside a Marxist framework. Following Maurice Merleau-Ponty's Adventures of the Dialectic, (...) which reassessed philosophical Marxism at mid century, Warren Breckman critically revisits these thrilling experiments in the aftermath of Marxism. The post-Marxist idea of the symbolic is dynamic and complex, uncannily echoing the early German Romantics, who first advanced a modern conception of symbolism and the symbolic. Hegel and Marx denounced the Romantics for their otherworldly and nebulous posture, yet post-Marxist thinkers appreciated the rich potential of the ambiguities and paradoxes the Romantics first recognized. Mapping different ideas of the symbolic among contemporary thinkers, Breckman traces a fascinating reflection of Romantic themes and resonances, and he explores in depth the effort to reconcile a radical and democratic political agenda with a politics that does not privilege materialist understandings of the social. This book presents the work of Polish and American philosophers about Poland's transition from Communist domination to democracy. Among their topics are nationalism, liberalism, law and justice, academic freedom, religion, fascism, and anti-Semitism. Beyond their insights into the ongoing situation in Poland, these essays have broader implications, inspiring reflection on dealing with needed social changes.

The paper conceptualizes five basic developmental paths the post-Soviet republics followed. The conceptual framework of this paper is expanded theory of real socialism in non-Marxian historical materialism, namely proposed the model of secession from socialist empire. The first developmental path was followed by societies in which an independent civil revolution took place. This path of development bifurcates into two furhter sub-variants. Namely civil revolutions in the Baltic republics (Latvia, Lithuania, Estonia) resulted in the independence and stable democracies. Civil revolution (...) in Caucasus republics (Armenia, Gergia) were partially succesfull because civil movement in these societies were unable to build stable democracies. Countries such as Azerbaijan, Belarus, Moldova and Ukraine followed next developmental path. Its characteristic feauture is active participation of republican communist nomenclatures in seceding from the Soviet Union and gaining state independence. In this variant of development, democratization - characteristic for the first period of independence was counterbalanced by the growing autocratization of political system. This path of development was divided into two developmental variants: in one group of countries (Ukraine) the growth of autocratization caused civil resistance (Ukraine), in the rest societies of this group (Azerbaijan, Belarus, Moldova) - not. Finally the countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) followed the fith developmental path. In these societies, independence permitted to preserve dictatorship of local communist nomenclatures. (shrink)

Hegemony and Education explores how the educational insights implicit in Antonio Gramsci's historical materialist outlook have been reconciled to the post-Marxist theory of 'radical democracy.' The author argues that there is an urgent need to redefine the dynamics of hegemony as a theory centering on the problem of cognitive and moral submissiveness; that is, a problem indicative of the pathologies of capitalism with respect to democratic theorizing.

Pessimism over a democracy’s ability to produce good outcomes is as longstanding as democracy itself. On one hand, democratic theorists consider democracy to be the only legitimate form of government on the basis that it alone promotes or safeguards intrinsic values like freedom, equality, and justice. On the other, skepticism toward the ordinary citizen’s cognitive capacities remains a perennial concern. Qualms about the epistemic value of democracy have only been made more pertinent by a fundamental problem (...) of deep epistemic disagreement which underlies the post-truth phenomenon. I argue that the democratic theorists who have sought to defend democracy on epistemic grounds have thus far neglected such deep and intractable disagreements. Without addressing this oversight, the epistemic democrat will find that collective decision-making processes quickly become paralyzed and will not be able to yield the epistemic benefits they promise. Hence, the work for epistemic democrats is to recognize and take into account the ramifications of epistemic disagreements so as to make a stronger case for epistemic democracy. (shrink)

Marxism's collapse in the twentieth century profoundly altered the style and substance of Western European radical thought. To build a more robust form of democratic theory and action, prominent theorists moved to reject revolution, abandon class for more fragmented models of social action, and elevate the political over the social. Acknowledging the constructedness of society and politics, they chose the "symbolic" as a concept powerful enough to reinvent leftist thought outside a Marxist framework. Following Maurice Merleau-Ponty's Adventures of the Dialectic, (...) which reassessed philosophical Marxism at mid century, Warren Breckman critically revisits these thrilling experiments in the aftermath of Marxism. The post-Marxist idea of the symbolic is dynamic and complex, uncannily echoing the early German Romantics, who first advanced a modern conception of symbolism and the symbolic. Hegel and Marx denounced the Romantics for their otherworldly and nebulous posture, yet post-Marxist thinkers appreciated the rich potential of the ambiguities and paradoxes the Romantics first recognized. Mapping different ideas of the symbolic among contemporary thinkers, Breckman traces a fascinating reflection of Romantic themes and resonances, and he explores in depth the effort to reconcile a radical and democratic political agenda with a politics that does not privilege materialist understandings of the social. Hegemony and Education explores how the educational insights implicit in Antonio Gramsci's historical materialist outlook have been reconciled to the post-Marxist theory of "radical democracy." The author argues that there is an urgent need to redefine the dynamics of hegemony as a theory centering on the problem of cognitive and moral submissiveness; that is, a problem indicative of the pathologies of capitalism with respect to democratic theorizing.
