BioPortal is a Web portal that provides access to a library of biomedical ontologies and terminologies developed in OWL, RDF(S), OBO format, Protégé frames, and Rich Release Format. BioPortal functionality, driven by a service-oriented architecture, includes the ability to browse, search and visualize ontologies (Figure 1). The Web interface also facilitates community-based participation in the evaluation and evolution of ontology content.

The National Center for Biomedical Ontology is a consortium that comprises leading informaticians, biologists, clinicians, and ontologists, funded by the National Institutes of Health (NIH) Roadmap, to develop innovative technology and methods that allow scientists to record, manage, and disseminate biomedical information and knowledge in machine-processable form. The goals of the Center are (1) to help unify the divergent and isolated efforts in ontology development by promoting high quality open-source, standards-based tools to create, manage, and use ontologies, (2) to create (...) new software tools so that scientists can use ontologies to annotate and analyze biomedical data, (3) to provide a national resource for the ongoing evaluation, integration, and evolution of biomedical ontologies and associated tools and theories in the context of driving biomedical projects (DBPs), and (4) to disseminate the tools and resources of the Center and to identify, evaluate, and communicate best practices of ontology development to the biomedical community. Through the research activities within the Center, collaborations with the DBPs, and interactions with the biomedical community, our goal is to help scientists to work more effectively in the e-science paradigm, enhancing experiment design, experiment execution, data analysis, information synthesis, hypothesis generation and testing, and understand human disease. The past 50 years have seen an accumulation of evidence suggesting that associative learning depends on high-level cognitive processes that give rise to propositional knowledge. Yet, many learning theorists maintain a belief in a learning mechanism in which links between mental representations are formed automatically. We characterize and highlight the differences between the propositional and link approaches, and review the relevant empirical evidence. We conclude that learning is the consequence of propositional reasoning processes that cooperate with the unconscious processes involved (...) in memory retrieval and perception. We argue that this new conceptual framework allows many of the important recent advances in associative learning research to be retained, but recast in a model that provides a firmer foundation for both immediate application and future research. We consider the influence that John Forrester’s work has had on thinking in, with, and from cases in multiple disciplines. Forrester’s essay ‘If p, Then What? Thinking in Cases’ was published in History of the Human Sciences in 1996 and transformed understandings of what a case was, and how case-based thinking worked in numerous human sciences. Forrester’s collection of essays Thinking in Cases was published posthumously, after his untimely death in 2015, and is the inspiration for the special issue we (...) introduce. This comprises new research from authors working in and across the history of science and medicine, gender and sexuality studies, philosophy of science, semiotics, film studies, literary studies and comparative literature, psychoanalytic studies, medical humanities, and sociology. This research addresses what it means to reason in cases in particular temporal, spatial, or genre-focused contexts; introduces new figures into lineages of case-based reasoning; emphasizes the unfinished and unfinishable character of some case reading and autobiographical accounts; and shows the frequency with which certain kinds of reasoning attempted with cases fail. The special issue opens up new directions for thinking and working with cases and case-based reasoning in the humanities and human sciences. (shrink)

Historically Wales has been regarded as a country with relatively low levels of school exclusion, particularly in comparison with England. This has been used as an indicator of Wales’ commitment to the UN Convention on the Rights of the Child, which foregrounds a rights-based agenda that would argue school exclusion is a consequence of broader socio-economic structures than individual actions. However, simple analyses may mask a different picture of school exclusions in Wales. In this article, we study more detailed information (...) on formal school exclusions by looking at ‘instances’ of school exclusion, which considers the frequency and length of formal school exclusions in Wales, and alongside recorded school absence. The article also demonstrates that the pupils ‘at risk’ of formal school exclusion varies by when they experience school exclusion during their educational lifecourse. The article concludes by highlighting that patterns of school exclusion are complex, and that interpretation of these patterns depends on what kind of measure of school exclusion is used. By publishing these results, the article hopes to persuade policymakers and practitioners to re-examine their processes of exclusion to ensure they are commensurate with the law and to prevent unnecessary school exclusions. This paper considers the accountability of professionals who are involved in situations of the failure of their organization to perform its expected role properly; the case of infant Caleb Ness, who died despite the surveillance of welfare agencies, is taken as an illustration. Following Bovens (?The Quest for Responsibility: Accountability and Citizenship in Complex Organisations?, Cambridge University Press, Cambridge, 1998), it is accepted that there is an irreducible element of individual personal responsibility when preventable organizational failures occur through professional incompetence (...) or corruption. The type of guidance available from specialized professional knowledge and from ethical codes is appraised. This is contrasted with various theoretical approaches to practical reasoning, which are offered as a more relevant perspective on professional misconduct. Practical reason necessarily addresses itself to a reality much more uncertain, fluid and contingent than envisaged by the standard conceptions of professional knowledge and ethics. Rather then being derived strictly from impersonal abstract rules and formal knowledge, practical reason in large part reflects the character and personality of its owner. It is argued that, since professional responsibility is always partly personal, professional misconduct can be understood as a failure of practical reason. (shrink)

Online communication can often seem different to offline talk. Structural features of social media sites can shape the things we do with words. In this paper, I argue that the practice of ‘quote-tweeting’ can cause a single utterance that originally performed just one speech act to later perform several different speech acts. This describes a new type of illocutionary pluralism—the view that a single utterance can perform multiple illocutionary acts. Not only is this type more plural than others (if one (...) utterance can acquire many kinds of illocutionary force), but it also shows how illocutionary forces can be accumulated over time. This is not limited to online utterances—some offline contexts are similarly structured, and so offline utterances can also come to perform many different speech acts. (shrink)

The One Health approach to antimicrobial resistance (AMR) requires stakeholders to contribute to cross-sectoral efforts to improve antimicrobial stewardship (AMS). One Health AMR policy implementation is challenging in livestock farming because of the infrastructural role of antibiotics in production systems. Mitigating AMR may require the development of more stringent stewardship obligations and the future limitation of established entitlements. Drawing on Amatai Etzioni’s compliance theory, regulatory analyses and qualitative studies with stakeholder groups we examine the structural and socio-cultural dimension of antibiotic (...) use and AMS compliance in Australian beef and dairy production. We found a disconnect between how antibiotic use is conceptualised by farmers and the way in which AMS policies construe agricultural AMR risks. Under the umbrella of food safety standards and national-level prescribing restrictions, farmers and veterinarians interact around antibiotic use with different operating logics and compliance mechanisms. These parallel regimes service distinct and sometimes competing common goods of food security and antibiotic preservation. Further reforms to mitigate AMR need to account for the value orientations of different groups and the embeddedness of the constraints imposed by existing systems. Advocacy for greater AMR precaution in agriculture should acknowledge and compensate for erosions in competing common goods and the cost of proposed interventions. (shrink)

This book brings together leading international learning and attention researchers to provide both a comprehensive and wide-ranging overview of the current state of knowledge of this area as well as new perspectives and directions for the future. There are coherent themes that run throughout the book, but there are also, inevitably, fundamental disagreements between contributors on the role of attention in learning. Together, the views expressed in this book paint a picture of a vibrant and exciting area of psychological research, (...) and will be essential reading for researchers of learning and attention. The behaviour of presupposition triggers in human language has been extensively studied and given rise to many distinct theoretical proposals. One intuitively appealing way of characterising presupposition is to argue that it constitutes backgrounded meaning, which does not contribute to updating the conversational record, and consequently may not be challenged or refuted by discourse participants. However, there are a wide range of presupposition triggers, some of which can systematically be used to introduce new information. Is there, then, a clear psychological (...) distinction between presupposition and assertion? Do certain expressions vacillate between presupposing and asserting information? And is information backgrounding a categorical or a gradient phenomenon? In this paper we argue for the value of experimental methods in addressing these questions, and present a pilot study demonstrating backgrounding effects of presupposition triggers, and suggesting their gradience in nature. We discuss the implications of these findings for theoretical categorisations of presupposition triggers. (shrink)

BackgroundIn our globalizing world, caregivers are increasingly being confronted with the challenges of providing intercultural healthcare, trying to find a dignified answer to the vulnerable situation of ethnic minority patients. Until now, international literature lacks insight in the intercultural care process as experienced by the ethnic minority patients themselves. We aim to fill this gap by analysing qualitative literature on the intercultural care encounter in the hospital setting, as experienced by ethnic minority patients.MethodsA systematic search was conducted for papers published (...) between 2000 and 2015. Analysis and synthesis were guided by the critical interpretive synthesis approach.ResultsFifty one articles were included. Four dimensions emerged, describing the intercultural care encounter as a meeting of two different cultural contexts of care, in a dynamic and circular process of balancing between the two cultural contexts, which is influenced by mediators as concepts of being human, communication, family members and the hospital’s organizational culture.ConclusionsThis review provides in-depth insight in the dynamic process of establishing intercultural care relationships in the hospital. We call for a broader perspective towards cultural sensitive care in which patients are cared for in a holistic and dignity-enhancing way. (shrink)

Elementary Recursive Nonstandard Analysis, in short ERNA, is a constructive system of nonstandard analysis proposed around 1995 by Patrick Suppes and Richard Sommer, who also proved its consistency inside PRA. It is based on an earlier system developed by Rolando Chuaqui and Patrick Suppes, of which Michal Rössler and Emil Jeřábek have recently proposed a weakened version. We add a Π₁-transfer principle to ERNA and prove the consistency of the extended theory inside PRA. In this extension of ERNA a σ₁-supremum (...) principle 'up-to-infinitesimals', and some well-known calculus results for sequences are deduced. Finally, we prove that transfer is 'too strong' for finitism by reconsidering Rössler and Jeřábek's conclusions. (shrink)

We defend Joseph Melia's thesis that the role of mathematics in scientific theory is to ‘index’ quantities, and that even if mathematics is indispensable to scientific explanations of concrete phenomena, it does not explain any of those phenomena. This thesis is defended against objections by Mark Colyvan and Alan Baker.

In this article we argue that commercial boycotting is not an uncontested economic right. Rather, the practice of boycotting often requires further moral justification. We argue that this justification should not rely solely on the consequences of boycotting, nor should it rely solely on the complicity of the consumer. We suggest that both justifications are subject to pressing objections. In light of these objections, we outline an alternative non‐consequentialist justification of commercial boycotting that is grounded in the moral values of (...) conscience and personal integrity. We then explore the scope of this justification in the legal realm. We focus on cases where consumers lack freedom of exchange due to their contractual obligations and conclude by defending a qualified legal right to breach contracts on conscientious grounds. At the beginning of the twentieth century, human and veterinary surgeons faced the challenge of a medical marketplace transformed by technology. The socioeconomic value ascribed to their patients was changing, reflecting the increasing mechanization of industry and the decreasing dependence of society on nonhuman animals for labor. In human medicine, concern for the economic consequences of fractures “pathologized” any significant level of posttherapeutic disability, a productivist perspective contrary to the traditional corpus of medical values. In contrast, veterinarians adapted to the (...) mechanization of horsepower by shifting their primary professional interest to companion animals; a type of patient generally valued for the unique emotional attachment of the owner and not their productive capacity. The economic rationalization of human fracture care and the “sentimental” transformation of veterinary orthopedic expertise indicate how these specialists utilized increasingly convergent rhetorical arguments to justify the application of innovative fracture care technologies to their human and animal patients. The perception of behavior as a moral or conventional concern can be influenced by contextual variables, including status and power differences. We propose that social processes and in particular social role enactment through the exercise of power will psychologically motivate moralization. Punishing or rewarding others creates a moral dilemma that can be resolved by externalizing causation to incontrovertible moral rules. Legitimate power related to structure and position can carry moral weight but may not influence the power holder’s perceptions of rules (...) and general norms of behavior. Social identity theory suggests moralization could be promoted by a concern for shared, defining values. However, the tendency to moralize another’s behavior can be injurious to shared identity. We explored white-collar employees’ perceptions of several categories of noxious or deviant workplace behaviors and regressed these perceptions on the tendency to use legitimate, referent, or reward and punish power; social identity; and the interaction of social identity and power, in particular legitimate power. Only the tendency to influence others through punishment or reward predicted moralization. Alternative causal explanations for the findings were addressed through the absence of any relationships between punishment and reward power and perceptions of deviant behaviors as wrong, upsetting, or requiring punishment. We discuss these results in the context of self and social processes, the social construction of morals and power, and the impact of managers’ behavior on group or organizational ethics. (shrink)

This introduction to the second international conference on Formal Ontology and Information Systems presents a brief history of ontology as a discipline spanning the boundaries of philosophy and information science. We sketch some of the reasons for the growth of ontology in the information science field, and offer a preliminary stocktaking of how the term ‘ontology’ is currently used. We conclude by suggesting some grounds for optimism as concerns the future collaboration between philosophical ontologists and information scientists.

Political liberals aim to treat citizens as free and equal participants in a society governed by principles endorsable from a wide range of reasonable conceptions of the good. This popular account of political morality struggles to accommodate child citizens yet to develop the capacities for freedom and equality enjoyed by citizens under political liberalism. It appears political liberals must either accept political liberalism should not apply to all citizens or intrusively constrain parental rights to shape the values of their children (...) in line with anti-perfectionism. I defend a third possibility that justifies perfectionism in parenting and anti-perfectionism in education. (shrink)

The two leading cognitive accounts of consciousness currently available concern global workspace (a form of working memory) and metacognition. There is relatively little interaction between these two approaches and it has even been suggested that the two accounts are rival and separable alternatives. Here, we argue that the successful function of a global workspace critically requires that the broadcast representations include a metacognitive component.

First, we consider an argument due to Popper for maximal strength in choice of logic. We dispute this argument, taking a lead from some remarks by Susan Haack; but we defend a set of contrary considerations for minimal strength in logic. Finally, we consider the objection that Popper presupposes the distinctness of logic from science. We conclude from this that all claims to logical truth may be in equal epistemological trouble.

In 2004 Csima, Hirschfeldt, Knight, and Soare [1] showed that a set A ≤T 0' is nonlow₂ if and only if A is prime bounding, i.e., for every complete atomic decidable theory T, there is a prime model M computable in A. The authors presented nine seemingly unrelated predicates of a set A, and showed that they are equivalent $\Delta _{2}^{0}$ sets. Some of these predicates, such as prime bounding, and others involving equivalence structures and abelian p-groups come from model (...) theory, while others involving meeting dense sets in trees and escaping a given function come from pure computability theory. As predicates of A, the original nine properties are equivalent for $\Delta _{2}^{0}$ sets; however, they are not equivalent in general. This articale examines the (degree-theoretic) relationship between the nine properties. We show that the nine properties fall into three classes, each of which consists of several equivalent properties. We also investigate the relationship between the three classes, by determining whether or not any of the predicates in one class implies a predicate in another class. (shrink)

The derivation of a category of ‘environmental rights’ (as argued in this journal by Margaret DeMerieux) from certain cases heard in the European Court of Human Rights is examined. Opposing the majority judicial opinion of that court, there is emerging a dissenting view which is reluctant to extend a rights perspective to those nuisances which can, in theory, be avoided by relocation of the family home. This critique is then extended to Marcic v Thames Water Utilities in which the claimant (...) used the Human Rights Act 1998 (as well as common law) to secure damages for an environmental threat (flooding) to his home. It is further argued that any ‘rights’ dimension currently attached to environmental intrusion on private life will give way to policy imperatives once the effects of climate change come to be recognized. In this response, we provide further clarification of the propositional approach to human associative learning. We explain why the empirical evidence favors the propositional approach over a dual-system approach and how the propositional approach is compatible with evolution and neuroscience. Finally, we point out aspects of the propositional approach that need further development and challenge proponents of dual-system models to specify the systems more clearly so that these models can be tested.

After the episode of the golden calf, in his anger Moses had smashed and broken the tablets inscribed with the Ten Commandments. Despite the shameful apostasy of the people, they were given another opportunity to enter into a covenant relationship with the living God. The first set of tablets God had given to Moses, and now it is Moses who must bring new tablets that God will inscribe. It is symbolic of the fact of the covenant relationship that humanity must (...) do its part and not leave it all to God as passive recipients; no, we must become active participants. Centuries later, the prophet Jeremiah will speak of the law being written on our hearts. All of us are invited to bring our hearts into God's presence so that the process of conversion may continue. Moses' proclamation of the tenderness, compassion and kindness of God in the face of human frailty should never be forgotten. (shrink)

Although a ?realist? stance is sometimes contrasted with a ?principled? one, this article argues that realism is, of itself, an important ethical principle. Acknowledging the problems that exist in defining ?reality?, and the fact that the nature of reality is contested, the article nevertheless insists on an ?out there? reality. It asserts that the existence of this external reality is, in practice, generally accepted, and indeed must be accepted if we are to make the important distinction between truth and falsehood. (...) The article proposes that discourse which is not grounded in the concrete reality of the specific situations in which social work is practised is potentially harmful because it results in a decoupling of language from what it is supposed to represent and creates a potential for language to be used to deceive. The article then discusses ?Realism about Outcomes? and ?Realism about Context? as two out of a number of different areas in which realism is important in practice and policy making. It concludes that genuinely ethical social work practice and policy making require that we attempt to engage with the world as it actually is. (shrink)

I argue that a dual-aspect theory of consciousness, associated with a particular class of quantum states, can provide a consistent account of consciousness. I illustrate this with the use of coherent states as this class. The proposal meets Chalmers 'requirements of allowing a structural correspondence between consciousness and its physical correlate. It provides a means for consciousness to have an effect on the world in a way that supplements and completes conventional physics, rather than interfering with it. I draw on (...) the work of Hameroff and Penrose to explain the consistency of this proposal with decoherence, while adding details to this work. The proposal is open to extensive further research at both theoretical and experimental levels. (shrink)

The cry that advanced machines will come to dominate human beings resounds from the time of the Luddites up to the current consternation by the chief scientist of Sun Microsystems, Bill Joy. My theme is a twist on this fear: self-deselection, the possibility that humans will voluntarily combine their own bodies with technological additions to the point where it could reasonably be said that our species has been replaced by another kind of entity, a hybrid of human and radical enhancement, (...) whether that enhancement stems from genetic alteration or the affixing of robotic parts. The paper discusses why this danger exists, focusing mainly on perilous psychological and cultural tendencies (though the amazing rate of technological change and its likely course are discussed). It then proceeds with arguments as to why such deselection is a kind of suicide and why this suicide would be a bad thing in the context of early twenty-first- century society. In the last section, ecofeminist theory is employed to generate a therapeutic ethic of social and political relationship that contrasts with a patriarchal model of dominative control through aggressive science.
