This paper is a criticism of full-information theories of welfare. Such theories unsuccessfully attempt to accommodate an internalist intuition (that one's good depends in some way on one's desires or hypothetical desire) with a rationalist intuition (that only fully-informed desires are relevant to one's good).

This view enables one to consider nervous or psľchic illnesses as various dissolutions, resulting on the one hand from the suppression of higher centers or powers, on the other hand from the liberation of lower ones. It agrees rather well with the informations gathered by the anatomy and the physiology of the nervous sľstem, and with the conclusions suggested by psychosurgical opérations. To the thalamus and hypothalamus correspond the lower and older manifestations of mind: emotion and instinct, to the cortex the higher and more recent adaptive and intellectual processes. The hypothalamus plays a most important role in the nervous machinery as a regulator of vegetative and instinctive life, of wake and sleep, of consciousness, and of the basic biological rhythms. At the cortical level the frontal lobe appears as the structural basis for such psychical functions as Ego‐control, Will, Personality, and succèssfull action on the milieu. (shrink)

The Integrated Information Theory is a leading scientific theory of consciousness, which implies a kind of panpsychism. In this paper, I consider whether IIT is compatible with a particular kind of panpsychism, known as Russellian panpsychism, which purports to avoid the main problems of both physicalism and dualism. I will first show that if IIT were compatible with Russellian panpsychism, it would contribute to solving Russellian panpsychism’s combination problem, which threatens to show that the view does not avoid the (...) main problems of physicalism and dualism after all. I then show that the theories are not compatible as they currently stand, in view of what I call the coarse-graining problem. After I explain the coarse-graining problem, I will offer two possible solutions, each involving a small modification of IIT. Given either of these modifications, IIT and Russellian panpsychism may be fully compatible after all, and jointly enable significant progress on the mind–body problem. (shrink)

Brian Skyrms offers a fascinating demonstration of how fundamental signals are to our world. He uses various scientific tools to investigate how meaning and communication develop. Signals operate in networks of senders and receivers at all levels of life, transmitting and processing information. That is how humans and animals think and interact.

In this paper, we address the question of how an agent can guide its behavior with respect to aspects of the sociomaterial environment that are not sensorily present. A simple example is how an animal can relate to a food source while only sensing a pheromone, or how an agent can relate to beer, while only the refrigerator is directly sensorily present. Certain cases in which something is absent have been characterized by others as requiring ‘higher’ cognition. An example of (...) this is how during the design process architects can let themselves be guided by the future behavior of visitors to an exhibit they are planning. The main question is what the sociomaterial environment and the skilled agent are like, such that they can relate to each other in these ways. We argue that this requires an account of the regularities in the environment. Introducing the notion of general ecological information, we will give an account of these regularities in terms of constraints, information and the form of life or ecological niche. In the first part of the paper, we will introduce the skilled intentionality framework as conceptualizing a special case of an animal’s informational coupling with the environment namely skilled action. We will show how skilled agents can pick up on the regularities in the environment and let their behavior be guided by the practices in the form of life. This conceptual framework is important for radical embodied and enactive cognitive science, because it allows these increasingly influential paradigms to extend their reach to forms of ‘higher’ cognition such as long-term planning and imagination. In this paper we introduce Dynamic Epistemic Logic, which is alogic for reasoning about information change in a multi-agent system. Theinformation structures we use are based on non-well-founded sets, and canbe conceived as bisimulation classes of Kripke models. On these structures,we define a notion of information change that is inspired by UpdateSemantics (Veltman, 1996). We give a sound and complete axiomatization ofthe resulting logic, and we discuss applications to the puzzle of the dirtychildren, and to knowledge programs.

Since the cognitive revolution, it has become commonplace that cognition involves both computation and information processing. Is this one claim or two? Is computation the same as information processing? The two terms are often used interchangeably, but this usage masks important differences. In this paper, we distinguish information processing from computation and examine some of their mutual relations, shedding light on the role each can play in a theory of cognition. Presents a mathematically rigorous, philosophically sound foundation for a science of information.

This article concerns the nature and limits of individuals’ rights to privacy over information that they have made public. For some, even suggesting that an individual can have a right to privacy over such information may seem paradoxical. First, one has no right to privacy over information that was never private to begin with. Second, insofar as one makes once-private information public – whether intentionally or unintentionally – one waives one’s right to privacy to that (...) class='Hi'>information. In this article, however, we suggest the moral situation is more complicated than this. Rather, we argue that there is a class of public information – namely, once-private information that individuals have made public unintentionally – which remains within the scope of an individuals’ right to privacy, even when it has passed into the public domain. Significantly, this class includes any information rights-holders were unaware could be inferred from information they have made public and which they would not otherwise have wanted to be in the public domain. As we show, as well as clarifying several everyday dilemmas with regards to individuals’ privacy rights, this finding has elucidates a number of problems in the ethics of Big Data. (shrink)

Semantic information is usually supposed to satisfy the veridicality thesis: p qualifies as semantic information only if p is true. However, what it means for semantic information to be true is often left implicit, with correspondentist interpretations representing the most popular, default option. The article develops an alternative approach, namely a correctness theory of truth (CTT) for semantic information. This is meant as a contribution not only to the philosophy of information but also to the (...) philosophical debate on the nature of truth. After the introduction, in Sect. 2, semantic information is shown to be translatable into propositional semantic information (i). In Sect. 3, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in Sect. 4, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. This completes the reduction of the truth of i to the correctness of A. In Sects. 5 and 6, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates Q by verifying and validating it (in the computer science’s sense of verification and validation ); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of proxy ) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of commutation ); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. Sect. 7 provides some further clarifications about CTT, in the light of semantic paradoxes. Section 8 draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. In the fallout from the war on terror is a revived Cold War, with more nuclear players than ever, across even more dry-tinder landscapes around the world.

John Maynard Smith has defended against philosophical criticism the view that developmental biology is the study of the expression of information encoded in the genes by natural selection. However, like other naturalistic concepts of information, this ‘teleosemantic’ information applies to many non-genetic factors in development. Maynard Smith also fails to show that developmental biology is concerned with teleosemantic information. Some other ways to support Maynard Smith’s conclusion are considered. It is argued that on any definition of (...) information the view that development is the expression of genetic information is misleading. Some reasons for the popularity of that view are suggested. Integrated Information Theory stands out as one of the most promising theories for dealing with the hard problem of consciousness. Founded on five axioms derived from phenomenology, IIT seeks for the physical substrate of consciousness that complies with such axioms according to the criterion of maximally integrated information. Eventually, IIT identifies phenomenal consciousness with maximal Φ or, what is the same thing, with the strongest cause-effect power in the system. Among the scholars critical of this theory, some point (...) to the so-called Intrinsicality Problem, namely that consciousness cannot be an intrinsic property of the system because maximal Φ crucially depends on the possible existence of bigger values of Φ if the initial system is appropriately linked to or embedded in larger systems. Although proposals in the recent literature aim to solve the IP by going beyond reductionism and physicalism, none of them tackle the real issue, i.e., the insufficiency of IIT’s causal-metaphysical structure. This papers endeavors to provide a solution to the IP in IIT within a hylomorphist ontology that includes formal causation. Complementing IIT with formal causation provides the theory with a criterion of individuation that solves the IP and, by relaxing identification between maximal Φ and consciousness, it lends a more robust metaphysical structure. To wit, maximal Φ is a necessary but not sufficient condition for the existence of consciousness. (shrink)

The interventionist account of causation offers a criterion to distinguish causes from non-causes. It also aims at defining various desirable properties of causal relationships, such as specificity, proportionality and stability. Here we apply an information-theoretic approach to these properties. We show that the interventionist criterion of causation is formally equivalent to non-zero specificity, and that there are natural, information-theoretic ways to explicate the distinction between potential and actual causal influence. We explicate the idea that the description of causes (...) should be proportional to that of their effects. Then we draw a distinction between two ideas in the existing literature, the range of invariance of a causal relationship and its stability. The range of invariance is related to specificity and range of causal values. Stability concerns the effect of additional variables on the relationship between some focal pair of cause and effect variables. We show how to distinguish and measure the direct influence of background variables on the effect variable, and their influence on the relationship between the focal cause and the effect variable. Finally, we discuss the limitations of the information-theoretic approach, and offer prospects for complementary approaches. (shrink)

BackgroundThis study aimed to determine the elements and the extent of information that child participants and their parents would like to read in an informed assent form /informed consent form of a pediatric drug trial.MethodsA descriptive survey was conducted to determine the perceived importance of each element of the ICF content from child participants and their parents who underwent informed assent/consent of a multi-center pediatric drug trial. The respondents were asked to indicate the level of importance of each item (...) in a questionnaire, by giving a rating scale from 1 to 5.ResultsA total of 22 families, 17 child participants with the diagnosis of hematology or oncology diseases and 27 parents, were enrolled. Among 30 items, risk–benefit aspects were perceived to be of most concerning items from both child participants’ and parents’ viewpoint. None of the items were considered ‘slightly important’ or lower by more than 20% of the respondents.ConclusionsFor pediatric drug trials, risk–benefit information should be made a salient feature of an IAF/icf. This empirical data could help related stakeholders arrange essential information in order of importance and tailor an IAF/icf to better suit child participants’ and parents’ needs, particularly for pediatric drug trials involving children with the diagnosis of hematology or oncology diseases. By virtue of what do alarm calls and facial expressions carry natural information? The answer I defend in this paper is that they carry natural information by virtue of changing the probabilities of various states of affairs, relative to background data. The Probabilistic Difference Maker Theory of natural information that I introduce here is inspired by Dretske's [1981] seminal analysis of natural information, but parts ways with it by eschewing the requirements that information transmission must (...) be nomically underwritten, mind-independent, and knowledge-yielding. PDMT includes both a qualitative account of information transmission and a measure of natural information in keeping with the basic principles of Shannon's communication theory and Bayesian confirmation theory. It also includes a new account of the informational content of a signal, understood as the combination of the incremental and overall support that the signal provides for all states of affairs at the source. Integrated information theory (IIT) starts from the essential properties of experience (axioms) and translates them into requirements that any physical system must satisfy to be conscious (postulates; see Integrated Information Theory of Consciousness: An Outline, this volume). The postulates of IIT can be seen as a list of requirements for something to exist ‘for itself’, as an intrinsic entity, and thus have relevance for ontology and metaphysics. Some implications of the theory include the divide between intrinsic and extrinsic (...) entities, the incoherence of ontological reductionism, and the intrinsic nature of meaning. (shrink)

Giulio Tononi (2008) has offered his integrated information theory of consciousness (IITC) as a “provisional manifesto.” I critically examine how the approach fares. I point out some (relatively) internal concerns with the theory and then more broadly philosophical ones; finally I assess the prospects for IITC as a fundamental theory of consciousness. I argue that the IITC’s scientific promise does carry over to a significant extent to broader philosophical theorizing about qualia and consciousness, though not as directly as Tononi (...) suggests, since the account is much more focused on the qualitative character of experience rather than on consciousness itself. I propose understanding it as “integrated information theory of qualia” (IITQ), rather than of consciousness. (shrink)

The concept of genetic information is controversial because it attributes semantic properties to what seem to be ordinary biochemical entities. I argue that nucleic acids contain information in a semantic sense, but only about a limited range of effects. In contrast to other recent proposals, however, I analyze genetic information not in terms of a naturalized account of biological functions, but instead in terms of the way in which molecules determine their products during processes known as template-directed (...) syntheses. I argue that determining an outcome in a certain way is constitutive for being an instruction. On this account, the content of genetic information is identified with the template's properties, which determine the product in the way constitutive for instructions. (shrink)
