This chapter relates a broadly chronological story of the developments over the last 50 years that have sought to reshape the science curriculum in English schools by introducing aspects of the history of science and nature of science. The chapter highlights key curriculum projects by outlining the contexts in which they developed and summarising their rationales as set out in their publications. It also provides signposts to some of the reports of research and scholarship that have (...) evaluated these initiatives. The chapter shows how the first national curriculum in 1989 was influenced by earlier initiatives as it made teaching about the nature of science mandatory for all. This requirement faded into the background after a few years and then re-emerged with a new rationale as ‘how science works’ in 2004. The chapter ends by looking to the future with a discussion of a new course which contrasts with earlier traditions by focussing the teaching and learning on the history and philosophy of science rather than using ideas from these disciplines to teach about science. This anthology contains selected papers from the 'Science as Culture' conference held at Lake Como, and Pavia University Italy, 15-19 September 1999. The conference, attended by about 220 individuals from thirty countries, was a joint venture of the International History, Philosophy and Science Teaching Group (its fifth conference) and the History of Physics and Physics Teaching Division of the European Physical Society (its eighth conference). The magnificient Villa Olmo, on the lakeshore, provided a memorable location (...) for the presentors of the 160 papers and the audience that discussed them. The conference was part of local celebrations of the bicentenary of Alessandro Volta's creation of the battery in 1799. Volta was born in Como in 1745, and for forty years from 1778 he was professor of experimental physics at Pavia University. The conference was fortunate to have had the generous financial support of the Italian government's Volta Bicentenary Fund, Lombardy region, Pavia University, Italian Research Council, and Kluwer Academic Publishers. The papers included here, have or will be, published in the journal Science & Education, the inaugural volume (1992) of which was a landmark in the history of science education publication, because it was the first journal in the field devoted to contributions from historical, philosophical and sociological scholarship. Clearly these 'foundational' disciplines inform numerous theoretical, curricular and pedagogical debates in science education. Contemporary Concerns The reseach promoted by the International and European Groups, and by the journal, is central to science education programmes in most areas of the world. (shrink)

Much philosophy of science is methodology of science. How should one go about doing and evaluating it? The question is one of the methodology of methodology, i.e. of metamethodology. There is a vague thesis common to Descartes and more recent philosophers such as Quine and Lakatos: that what is good methodology, good evidence, good reason for accepting, rejecting or revising beliefs in mathematics and in the sciences properly so called, does not differ in significant kind from what (...) is good methodology, evidence or reason elsewhere, even in epistemology and ethics; and further, that mathematics and the natural sciences provide good paradigms for methodology generally. The meetings took place in Montreal, Canada, 25-29 August 1980, with Concordia (...) University as host institution. The program of the conference was arranged by a Joint Commission of the International Union of History and Philosophy of Science consisting of Robert E. Butts (Canada), John Murdoch (U. S. A. ), Vladimir Kirsanov (U. S. S. R. ), and Paul Weingartner (Austria). The Local Arrangements Committee consisted of Stanley G. French, Chair (Concordia), Michel Paradis, treasurer (McGill), Fran~ois Duchesneau (Universite de Montreal), Robert Nadeau (Universite du Quebec it Montreal), and William Shea (McGill University). Both committees are indebted to Dr. G. R. Paterson, then President of the Canadian Society for History and Philosophy of Science, who shared his expertise in many ways. Dr. French and his staff worked diligently and efficiently on behalf of all participants. The city of Montreal was, as always, the subtle mixture of extravagance, charm, warmth and excitement that retains her status as the jewel of Canadian cities. It is not unusual to speculate on the contrary-to-fact implications of political assassinations. Lincoln's is the classic case in point, but we need only think of Julius Caesar, Gandhi, or John Kennedy, if we require further examples. One totally neglected case in this context is that of Moritz Schlick. One of the remote consequences of his murder, on June 22, 1936, which was most definitely a political assassination, is that today's academic world may well have been an entirely different (...) one if he had gone on to lead the Vienna Circle into exile. That group of young philosophers of science had formed as he assumed the University of Vienna's chair of natural philosophy in 1922. A quarter of a century later, the entire English-speaking world (and Scandinavia) was in thrall to “logical positivism,” a caricature of scientific philosophy as the circle conceived it but an incredibly powerful intellectual standpoint, for all that. The view that all genuine knowledge can be quantified not only dominated philosophy but transformed the nature of universities to the point of threatening the very existence of the humanities, which could scarcely meet this demand. The polemical and oversimplified view of Rudolf Carnap's strong program for scientific philosophy simply found no place for disciplines based on mere description (ethnology) or on understanding complex interlinked constellations of events as they develop over time (history and its myriad allied disciplines).The die was cast, and the humanities became saddled with an inferiority complex that, even today, they have only partially shaken off. Only disciplines that employed mathematical methods in aid of rigorous explanation, working collectively in networks like those of physics or chemistry, were worthy of being institutionalized at universities. Since the humanities were, for the most part, embodied in individual researchers burning the Midnight Oil as they pondered the Eternal Verities, they were disqualified as sciences. They would have to reform themselves radically or disappear. The battle commenced, and sensitive observers can attest that, administrative rhetoric to the contrary, it still goes on. Had Schlick lived on, the pluralism and tolerance that was part of his view of the world might well have carried more influence than the more radical elements in the group ultimately did, and so the humanities might well have fared better in a more secure environment than they have done.Edmonds's The Murder of Professor Schlick does not venture into such speculations. Instead, it offers us a vibrant, suspense-filled narrative replete with as much information as the reader can digest (and more). Briefly, Edmonds presents a fully detailed, complex version of the high drama of the rise and decline of logical positivism in both its philosophical and its political dimensions, complete with vivid portraits of the characters whose thought and personalities supplied that movement with its dazzling dynamism. They include such characters as Schlick himself; the irrepressible Otto Neurath, who had been a minister in the short-lived Bavarian Soviet Republic; Rudolf Carnap, the circle's standard-bearer; Ludwig Wittgenstein, its unwilling ideal; Bertrand Russell, its Promethean inspiration; the eccentric Kurt Gödel; the rabbi Josef Schächter; the clever Englishman A. J. Ayer; America's rising star, W. V. Quine; the perennial contrarian, Karl Popper; the unfortunate Friedrich Waismann, doomed to failure in all his efforts; the tragic Edgar Zilsel, who committed suicide in American exile; and several frequently neglected women, such as Rose Rand, Olga Hahn, Marie Reidemeister, and Olga Taussky. In addition, the strong Jewish presence in the circle and the surrounding anti-Semitism that was a continuing stumbling block to it are clearly and powerfully described.These are but highlights of Edmond's narrative, but they are proof positive that his study is where to begin an encounter with the Vienna Circle and thus with the philosophical view that, more than any other, has conferred its character on modern thought and deeply molded people who have never heard of it. A highly readable account of the development and present teachings of spiritualism, theosophy, New Thought, Divine Science, Church of Religious Science, Unity, and Christian Science. Professor Judah has personally participated in a number of the movements and hence his approach is reasonably sympathetic, although his general attitude is that of a liberal Protestant. He successfully demonstrates not only the tremendous variety of doctrines and personalities active in the above groups, but also indicates the substantial agreement in (...) major areas. The book is a reasonably objective, fascinating introduction to the "Age of Aquarius," which will, according to its heralds, replace a dying Christianity of the old Piscean dispensation. History, Philosophy and Science Teaching argues that science teaching and science teacher education can be improved if teachers know something of the history and philosophy of science and if these topics are included in the science curriculum. The history and philosophy of science have important roles in many of the theoretical issues that science educators need to address: the goals of science education; what constitutes an appropriate (...) science curriculum for all students; how science should be taught in traditional cultures; what integrated science is; how scientific literacy can be promoted; and the conflict which can occur between science curriculum and deep-seated religious or cultural values and knowledge. In a paper published posthumously in 1763, the Reverend Thomas Bayes made a seminal contribution to the understanding of "analogical or inductive reasoning." Building on his insights, modem Bayesians have developed an account of scientific inference that has attracted numerous champions as well as numerous detractors. Earman argues that Bayesianism provides the best hope for a comprehensive and unified account of scientific inference, yet the presently available versions of Bayesianisin fail to do justice to several aspects of the testing and confirming of scientific theories and hypotheses. Philosophers of science turned to historical case studies in part in response to Thomas Kuhn's insistence that such studies can transform the philosophy of science. In this issue Joseph Pitt argues that the power of case studies to instruct us about scientific methodology and epistemology depends on prior philosophical commitments, without which case studies are not philosophically useful. Here I reply to Pitt, demonstrating that case studies, properly deployed, illustrate styles of scientific work and modes of argumentation (...) that are not well handled by currently standard philosophical analyses. I illustrate these claims with exemplary findings from case studies dealing with exploratory experimentation and with interdisciplinary cooperation across sciences to yield multiple independent means of access to theoretical entities. The latter cases provide examples of ways that scientists support claims about theoretical entities that are not available in work performed within a single discipline. They also illustrate means of correcting systematic biases that stem from the commitments of each discipline taken separately. These findings illustrate the transformative power of case study methods, allow us to escape from the horns of Pitt's "dilemma of case studies," and vindicate some of the post-Kuhn uses to which case studies have been put. Here too Durkheim joins hands with Weber, Freud, and Malinowski. "Excessive individualism was symptomatic of social disintegration" (p. 145). Its antidote is the formation of cooperative groups. So for Weber the individual, in order to be a genuine man, must (...) always stand in a state of tension between self-interest and selflessness. So too for Freud and Malinowski unbridled individualism, incest and rebellion, are the major threats facing society. In contrast to Weber, who foresaw that "not summer's bloom lies ahead of us, but rather a polar night of icy darkness and hardness.... "Durkheim's work stands in the more benign, less beclouded light of Cartesianism. Pp. xxv + 429. $15.00) This detailed and documented account of the "life and mind" of John Dewey is the fruit of years of careful research by Professor Dykhuizen of the University of Vermont, and it is also the product of cooperation by many institutions and individuals whose records have been made available to the author. The book is a synthesis of biography, history, and philosophy; it is good reading matter as well as an excellent reference work, truly a magnum opus, a worthy record of the inseparability of Dewey's life and mind. The story begins in the obscurities of rural life and schooling in the 1860s, and it culminates in the complicated international affairs of the world since 1914. It is appropriate and inevitable that the public activities of Dewey should dominate the account of the last thirty years of his life. But it is remarkable that a philosopher should be devoted to so many and varied public affairs without being distracted by them. This fact is explained by the character of his philosophy: his philosophical devotion to "inquiry" made almost any public problem grist for his mill. He faced problems professionally as an analyst, not in order to solve them but in order to understand them concretely as obstacles to action. The biography gives abundant evidence of this fact, both in technical philosophical issues and in "the problems of men." Dewey confessed that his science of inquiry was unfortunately entitled "Logic." When he began his inquiries into the process of thinking, the German term logische Studien was still commonly used for any work on the theory of knowledge, and Dewey was not prepared for the revival and reconstruction of formal logic during his mid-career. I am reminded of a remark by his colleague, Professor Woodbridge, who said: "At first I could not figure out what Dewey's logic was about; then it suddenly occurred to me that he was telling us 'How We Think'." For Dewey and Mead the problem of knowledge was almost entirely the problem of thinking, "reflective thinking." At Columbia we tried to make textbooks on reflective thinking, much to Dewey's amusement and scorn: "You should use reflective thinking, not teach it as subject-matter. And as for formal logic, you should save that for graduate school; it corrupts young minds who mistake it for knowledge." Despite his emphasis on "reflective thinking" he disliked the term "reflection"; it had been too much abused by philosophers who engaged in speculation, meditation, and other forms of "day-dreaming." Dewey's preference for "imagination" instead of "consciousness" is related to this circumstance. He regarded "consciousness" as an abstraction; whereas imagining is a cenlxal 542 HISTORY OF PHILOSOPHY aspect of thinking. It implies not merely getting a suggestion in relation to a problem, but getting a suggestion whose consequences could be anticipated.
