Thomas Lyson argued that civic markets were possible and could have positive impacts on rural development. Increasingly local governments are being forced into market-based governance regimes of privatization, decentralization and free trade. This article explores the impacts of these trends on rural local governments in the US. These market trends can erode civic foundations, but recent data show local governments are balancing markets with civic concerns and giving increased attention to citizen interests in the service delivery process.

Notwithstanding its long history, libertarianism became intellectually respectable within academe with the publication of Robert Nozick's Anarchy, State, and Utopia. More or less starting with the claim that, "Individuals have rights, and there are things no person or group may do to them," Nozick's book attempts to argue that a minimal state "limited to the narrow functions of protection against force, theft, fraud, enforcement of contracts, and so on" is morally justifiable, and that a more extensive state violates the rights (...) of individuals and is thus morally stained. Respectability, however, did not forestall criticism, and Anarchy, State, and Utopia was attacked from all fronts. Philosophically, perhaps the most damaging critique came from Thomas Nagel, for he argued that Nozick had erected "Libertarianism without Foundations." Libertarianism as Nozick crafts it is without foundations because he provides little by way of justification for the strong theory of rights that drives this political philosophy and, as such, drives the minimalist conception of state and conception of free markets that constitute it. 'The Greate Invention of Algebra' casts new light on the work of Thomas Harriot, an innovative thinker and practitioner in several branches of the mathematical sciences, including navigation, astronomy, optics, geometry, and algebra. Although on his death Harriot left behind over four thousand manuscript sheets, much of his work remains unpublished. This book focuses on one hundred and forty of Harriot's manuscript pages, those concerned with the structure and solution of equations. The original material has been carefully ordered, translated, (...) and annotated to provide the first complete edition of his work on this subject, and an extended introduction provides the reader with a lucid background to the work and explains its contents. Illustrations from the manuscripts provide fascinating reference material. The appendix discusses correlations between Harriot's manuscripts and the texts of his contemporaries Viète, Warner, and Torporley. The clear and concise exposition makes this an excellent reference volume for historians of mathematics and those interested in the history of science. Summary This paper investigates the fate of Thomas Harriot's algebra after his death in 1621 and, in particular, the largely unsuccessful efforts of seventeenth-century mathematicians to promote it. The little known surviving manuscripts of Nathaniel Torporley have been used to elucidate the roles of Torporley and Walter Warner in the preparation of the Praxis, and a partial translation of Torporley's important critique of the Praxis is offered here for the first time. The known whereabouts of Harriot's mathematical papers, (...) both originals and copies, during the seventeenth century and later are summarised. John Wallis's controversial 1685 account of Harriot's algebra is examined in detail and it is argued that John Pell's influence on Wallis was far more significant than has previously been realised. The paper ends with a reassessment of Harriot's underrated and important contribution to the development of modern algebra. (shrink)

While well-aware of the critical traditions of Jamesian scholarship (and the knowledgeable will be able to detect in his sensitive and often enlightening readings of the texts his engagement with those traditions), Righter sits lightly to this scholarship, ploughing his own furrow, using the later work of Henry James as a lens to question "void and value" in twentieth-century and, by extension, contemporary culture. American Memory in Henry James is elegantly, and indeed sometimes elusively, written, as befits a work on a man whose own stylistic stringency is, alas, so often not emulated by academic writings on his work. The flipside of this, of course, is that a reasonably educated background, including some acquaintance with James's texts, is assumed.Righter is concerned to explore the capacity of the novel form as represented by James to apprehend, through formal arrangement, the apparent incommensurability of the forces that drive history, culture, and human psychology on the one hand, and the frameworks of intelligibility and value within which we seek to live and by means of which we seek to exercise some control over them, on the other. James is apt for this purpose since he focuses on cultural dislocations, between America and Europe, and between past and present. America, for James, represents the overcoming of a late nineteenth-century tradition of civility (primarily, in his case, transcendentalist and Unitarian) by big business and the criteria of capitalism. This precipitates a split between "wasp" culture and an alienated, urban culture, both in danger of losing touch with their roots. Europe, of course, stands for continuity, in this specifically cultural sense, rather than rupture, and the project of importing European culture into America through museums (The Golden Bowl is very much in point here) is one of the ambiguities to which the text recurs.The first part, "America Deconstructed," sets the stage, using James's The [End Page 447] American Scene to analyze his notions of historical change and progression, and their implications for a sense of stable American identity. How is a society so committed to change and progress to honor its past creatively? Part two, "The Note of Europe," engages with The Ambassadors, seeing the victory of Wollett as an indication of the insubstantiality of a certain type of expatriate community, of Americans seeking to take on European culture. The main weight of the text is taken by the engagement with The Golden Bowl, to which the next two parts are dedicated. "Amerigo in American Nowhere" explores the way in which the central characters operate in a sort of void, with social context stripped away to reveal the dynamics of their failed equilibrium. In this, "America" and "England" have become virtually typological symbols. In the light of this reading of the text, Part four, "A Dark Fable of Love and Power," explores the implications for our shaping intelligence, especially ethical intelligence. In suggestive dialogue with Putnam and Nussbaum, Righter points to the difficulty of seeing the relevance of anything like the Categorical Imperative to The Golden Bowl. Rather, in this novel "the language of morality has been examined, picked up, turned over, taken to pieces. But this very process has in the end indicated its unsuitability as an ultimate explanatory scheme." He argues that James poses the possibility that the novel "adds up to a total story which is intelligible beyond the possibilities of a conceptual sorting out" (pp. 154-55).But this raises the question of what the criteria for intelligibility could be in such a case, if beyond the conceptual lies the imaginative. Many recent evolutionary psychology and human behavioral ecology studies have tested hypotheses by examining correlations between variables measured at a group level (e.g., state, country, continent). In such analyses, variables collected for each aggregation are often taken to be representative of the individuals present within them, and relationships between such variables are presumed to reflect individual-level processes. There are multiple reasons to exercise caution when doing so, including: (1) the ecological fallacy, whereby relationships observed at the aggregate level do not (...) accurately represent individual-level processes; (2) non-independence of data points, which violates assumptions of the inferential techniques used in null hypothesis testing; and (3) cross-cultural non-equivalence of measurement (differences in construct validity between groups). We provide examples of how each of these gives rise to problems in the context of testing evolutionary hypotheses about human behavior, and we offer some suggestions for future research. (shrink)

Thomas Nagel's criterion for an acceptable theory of conscious awareness, that it address the question of “what it is like” to be a conscious subject has been misunderstood in the light of an implicit act/object model of conscious awareness. Kant's account of conscious experience is an adverbial theory precisely in the sense that it avoids such an act/object interpretation. An “objectualist” and an “actualist” construal of views of conscious awareness are contrasted. The idea of an adverbial theory of conscious (...) experience is further developed by examining recent re-interpretations of Brentano as an adverbial theorist (Thomasson) or as an identity theorist (Hossack). Identity theory is independently criticized as a free standing account of consciousness. Kant's adverbial view is further developed and extended to an account of self-ascription and self-knowledge. Scottish philosopher Thomas Brown held the chair of moral philosophy at the University of Edinburgh. He was distinguished for his work in the philosophy of mind and causation, and was a founder member of the Edinburgh Review. At the beginning of the nineteenth century, controversy arose over John Leslie being appointed to the chair of mathematics at the university. City ministers opposed him because he defended Hume's view of causation, which was seen as being incompatible with the existence of (...) God. In 1805 Brown wrote a pamphlet, Observations on the Nature and Tendency of the Doctrine of Mr. Hume Concerning the Relation of Cause and Effect, which among other things aimed to show that Hume's theory was compatible with belief in God. This book, first published in 1818, is the third edition of that original pamphlet, which grew to become a thorough examination of the philosophy of causation. (shrink)

[Robert Stalnaker] Saul Kripke made a convincing case that there are necessary truths that are knowable only a posteriori as well as contingent truths that are knowable a priori. A number of philosophers have used a two-dimensional model semantic apparatus to represent and clarify the phenomena that Kripke pointed to. According to this analysis, statements have truth-conditions in two different ways depending on whether one considers a possible world 'as actual' or 'as counterfactual' in determining the truth-value of the statement (...) relative to that possible world. There are no necessary a posteriori or contingent a priori propositions: rather, contingent a priori and necessary a posteriori statements are statements that are necessary when evaluated one way, and contingent when evaluated the other way. This paper distinguishes two ways that the two-dimensional framework can be interpreted, and argues that one of them gives the better account of what it means to 'consider a world as actual', but that it provides no support for any notion of purely conceptual a priori truth. /// [Thomas Baldwin] Two-dimensional possible world semantic theory suggests that Kripke's examples of the necessary a posteriori and contingent a priori should be handled by interpreting names as implicitly indexical. Like Stalnaker, I reject this account of names and accept that Kripke's examples have to be accommodated within a metasemantic theory. But whereas Stalnaker maintains that a metasemantic approach undermines the conception of a priori truth, I argue that it offers the opportunity to develop a conception of the a priori aspect of stipulations, conceived as linguistic performances. Sarah Kofman, Professor of Philosophy at the Sorbonne in Paris and the author of over twenty books, was one of the most significant postwar thinkers in France. Kofman's scholarship was wide-ranging and included work on Freud and psychoanalysis, Nietzsche, feminism and the role of women in Western philosophy, visual art, and literature. The child of Polish Jewish immigrants who lost her father in the Holocaust, she also was interested in Judaism and anti-Semitism, especially as reflected in works of literature and (...) philosophy. This book is an anthology of some of Kofman's most significant writings on these and other topics. Its purpose is to provide a general introduction to Kofman's thought, which has been highly influential in both Europe and America. While Good’s book forces us to recognize the caricatures of Hegel and idealism that have dominated Anglo-American thought, Dewey’s relationship with idealism in general and Hegel in particular remains complex. Good proposes that the main reason for Dewey’s rejection of idealism was World War I. I find this implausible. Good downplays the central influence of James on Dewey, first with the Principles and then with his radical empiricism. By his move to Columbia in 1905 and in his article of that (...) year, “The Postulate of Immediate Empiricism,” Dewey had rejected all types of philosophy that equated reality with the object of knowledge, including idealism and Hegel. For Dewey, reality includes types of experiences that are not instances of knowing and that ideals, functionally understood, are possibilities, not actualities. (shrink)
