Rising energy costs, increasing herd sizes, and other structural changes affecting the New York dairy industry may make farmers receptive to new energy production technologies. Anaerobic digestion represents a possible benefit to farmers by reducing odor while producing methane for electricity. However, current digester designs are for herd sizes of 300 or more cows, with significant economies of scale, so smaller operators may have little interest in the technology. Moreover, without a favorable policy environment and reliable grant programs, the initial (...) investments required for digester installation might deter operators. One solution to these issues may be community digesters, which are centrally located facilities that accept manure from multiple farms. Data from a survey of New York dairy farmers were used to assess farmers’ interest in community digesters. In general, interest was associated with power generation outcomes and reservations about organic farming practices; advocates might encourage their use among smaller conventional farm operators looking for new sources of profit and diversification. In this address I examine the challenges of achieving food system sustainability. Starting from the position that most people want a food system that is “sustainable” and that we have a great reservoir of unapplied technical knowledge applicable to increasing sustainability, I argue that the big issue is collective decision-making to accomplish the goal of sustainability. Using the metaphor of a sailing ship, I raise three questions about steering collectively toward sustainability: What do we want? What are our options? And, (...) how do we decide among the options? In this volume a group of distinguished moral and social thinkers address the urgent problem of terrorism. The essays define terrorism, discuss whether the assessment of terrorist violence should be based on its consequences, and explore what means may be used to combat those who use violence without justification. Among other questions raised by the volume are: what does it mean for a people to be innocent of the acts of their government? Might there not be some justification in terrorists (...) targeting certain victims but not others? Might terrorist acts be attributed to groups or to states? (shrink)

Survey data are presented on opinions about agricultural biotechnology and its applications held by agricultural science faculty at highly ranked programs in the United States with and without personal involvement in biotechnology-oriented research. Respondents believed biotech holds much promise, but policy positions vary. These results underscore the relationship between opinion and stakeholder interests in this research, even among scientific experts. Media accounts are often seen as causes, rather than artifacts, of the existence of public controversy; European and now U.S. opposition (...) to food biotechnology is often explained away in terms of such a relationship. The authors argue that where even experts are divided, public opposition cannot reasonably be attributed to poor public understanding or sensationalistic media accounts. Organisational culture is assumed to be a key factor in large-scale and avoidable institutional failures. Whilst models such as “ethical culture” and “safety culture” have been used to explain such failures, minimal research has investigated their ability to do so, and a single and unified model of the role of culture in institutional failures is lacking. To address this, we systematically identified case study articles investigating the relationship between culture and institutional failures relating to ethics and risk management. A content (...) analysis of the cultural factors leading to failures found 23 common factors and a common sequential pattern. First, culture is described as causing practices that develop into institutional failure. Second, and usually sequentially related to causal culture, culture is also used to describe the problems of correction: how people, in most cases, had the opportunity to correct a problem and avert failure, but did not take appropriate action. It was established that most of the cultural factors identified in the case studies were consistent with survey-based models of safety culture and ethical culture. Failures of safety and ethics also largely involve the same causal and corrective factors of culture, although some aspects of culture more frequently precede certain outcome types. We propose that the distinction between causal and corrective culture can form the basis of a unified and generalisable model of organisational failure. (shrink)

“I hate war,” de Fontenelle confessed, “for it spoils conversation.” And does it spoil philosophy too, which is always a kind of conversation? Or can philosophers write about war, as now we surely must, in a way that keeps the conversation going without belligerence? Only so, perhaps, can philosophy shed light on this dark field; but how to do it is itself obscured by the passions that wars evoke. Ted Honderich advocates advocacy, “an advocacy of arguments and judgements. A decent (...) philosopher dealing with moral and political questions … is in a line of life higher than that of a trial lawyer, but not out of sight of that line of life. If there is what can be called moral truth, it is not ordinary truth. Desire sits onto it” . Honderich's book may be viewed in this light as a sustained speech for the prosecution in the impeachment of Tony Blair and George W. Bush for waging terrorist war and supporting the terrorist wars of others. It is, then, a polemical work, but, unlike a lawyer's, founded on Honderich's own convictions, which are themselves rooted in philosophical belief. (shrink)

Fourteen healthy children (13.8±2.2 years, range 10 to 16; M:F=5:9) received 30 Hz intermittent theta burst transcranial magnetic stimulation (iTBS) with a stimulation intensity of 70% of resting motor threshold (RMT) with a total of 300 (iTBS300) pulses. All volunteers were free of neurologic, psychiatric and serious medical illnesses, not taking any neuropsychiatric medications, and did not have any contraindications to Transcranial Magnetic Stimulation. Changes in the mean amplitudes of motor-evoked potentials from baseline following iTBS were expressed as a ratio (...) and assessed from 1 to 10 minutes (BLOCK1) and 1 to 30 minutes (BLOCK2) using repeated-measures analysis of variance. All 14 subjects completed iTBS300 over the dominant primary motor cortex (M1) without any clinically reported adverse events. ITBS300 produced significant M1 facilitation (F5,65=3.165, p=0.01) at BLOCK1 and trend level M1 facilitation at BLOCK2 (F10,129=1.69, p=0.089). Although iTBS300 (stimulation duration of 92 seconds at 70% RMT) delivered over M1 in typically developed children was well-tolerated and produced on average significant facilitatory changes in cortical excitability, the post-iTBS300 neurophysiologic response was variable in our small sample. ITBS300-induced changes may represent a potential neuroplastic biomarker in healthy children and those with neuro-genetic or neuro-psychiatric disorders. However, a larger sample size is needed to address safety and concerns of response variability. (shrink)
