ABSTRACTThe participants in this symposium raise many insightful criticisms and reservations about my book Democracy and Political Ignorance: Why Smaller Government Is Smarter. But none substantially undermine its main thesis: that rational political ignorance and rational irrationality are major problems for democracy that are best addressed by limiting and decentralizing government power. Part I of this reply addresses criticisms of my analysis of the problem of political ignorance and its causes. Part II assesses challenges to my proposed solution.

The article deals with the problem of the philosophy of interdisciplinarity, set forth in the work of the same name by J.K. Schmidt. The main goal the author sets for himself is to define the inner meaning of the concepts and goals of interdisciplinarity. In accordance with this, the tasks performed by the respective fields of work, divided into intrascientific and extrascientific. The first ones are related to fundamental research, rethinking the forms of scientific knowledge, methodologies, the relationship between man (...) and nature. The latter, embedded in social reality, are related to analysis of the problems of technoscience, knowledge production and science policy. Prof. Schmidt considers two approaches to interdisciplinarity: instrumental or strategic and critical-reflexive or communicative. The first of them is presented as a limited tool for solving actual problems of interdisciplinarity due to its proximity to soluchionism and its predominant focus on organizational and managerial problems of science. The critical-reflexive approach is, on the contrary, associated with a fundamental rethinking of the concept of knowledge. Interdisciplinarity is characteristic of the field of scientific research, while transdisciplinarity and its particular forms – object- and problem-oriented approaches – are associated with solving problems of the real world. The author conducts a comprehensive analysis of the problem of interdisciplinarity, analyzing the historical roots of technoscientific issues, assesses the current state of science, and proposes a paradigmatic ProTA program related to the realization of the predictive potential of the critical-reflexive approach to interdisciplinarity. Abstract If voters do not understand the programs of rival candidates or their likely consequences, they cannot rationally exercise control over government. An ignorant electorate cannot achieve true democratic control over public policy. The immense size and scope of modern government makes it virtually impossible for voters to acquire sufficient knowledge to exercise such control. The problem is exacerbated by voters? strong incentive to be ?rationally ignorant? of politics. This danger to democracy cannot readily be circumvented through ?shortcut? methods of (...) economizing on voter knowledge costs. A truly democratic government must, therefore, be strictly limited in scope. (shrink)

ABSTRACTHélène Landemore's Democratic Reason effectively demonstrates how cognitive diversity may potentially improve the quality of democratic decisions. But in setting out the preconditions that democracy must meet in order for the many to make collectively well-informed decisions, Landemore undermines the case for voter competence more than she strengthens it. The conditions she specifies are highly unlikely to be achieved by any real-world democracy. Widespread voter ignorance and the size and complexity of modern government are severe obstacles to any effort to (...) implement Landemore's vision. Better-informed decision making is more likely to be achieved by allowing a wider range of issues to be decided by “voting with your feet” instead of at the ballot box. (shrink)

Dance, as a mode of physical interaction, offers opportunities to care and be cared for, but this does not mean that dancers will, in fact, care. There may be no moral motivation underlying a lift, dip or intricate sequence of coordinated action. Choreographic scores may (knowingly or not) encourage merely perfunctory movements that are a poor simulacrum to care. Moreover, the caring that is expressed through dance need not transfer to other walks of life. I am not alone in knowing (...) spectacularly talented dancers whose behaviour off the dance floor is far from ethical – from the arrogant and petty to the flagrant abuse that plagues institutions of art and culture. This article considers how dance can illuminate both the acts and sentiments of care, conveying particular ethical orientations that trouble straightforward, absolute moral reasoning. The article frames an enquiry into the relation between ethics and aesthetics of care, drawn from feminist epistemologists Joan Tronto, Maurice Hamington, and Nel Noddings, as well as my own performance research on partnering. I frame a zone between technique and competence, foregrounding care in dance as both a technical and ethical issue. I will consider the necessary conditions by which dancing together can manifest care, rather than suggest blanketly that it always does or even that it should. To make this argument, I will describe and analyse Considered Care, a duet I created in the autumn of 2021 in collaboration with Boston Ballet. This performance research project provided the material from which to consider the concept of need, a condition of care in a dancing situation. I will conclude by considering the relationship between needs and trust in conceptualizing care within partnering. (shrink)

In the basis of the subject which we try to deal with, it stands two worldviews based on expository and demonstrative epistemologies that formalize the intellectual building of Islamic culture. It seems that the main point here is about discussions between exposition and demonstration. Methodological discussions enlighten how are used on the one hand exposition as religious method and on the other hand demonstration as rational or intellectual method. Keywords: , , , , ,.

The paper describes an algorithm for semantic representation of behavioral contexts relative to a dichotomic decision alternative. The contexts are represented as quantum qubit states in two-dimensional Hilbert space visualized as points on the Bloch sphere. The azimuthal coordinate of this sphere functions as a one-dimensional semantic space in which the contexts are accommodated according to their subjective relevance to the considered uncertainty. The contexts are processed in triples defined by knowledge of a subject about a binary situational factor. The (...) obtained triads of context representations function as stable cognitive structure at the same time allowing a subject to model probabilistically-variative behavior. The developed algorithm illustrates an approach for quantitative subjectively-semantic modeling of behavior based on conceptual and mathematical apparatus of quantum theory. (shrink)

Advocates of ?deliberative democracy? want citizens to actively participate in serious dialogue over political issues, not merely go to the polls every few years. Unfortunately, these ideals don't take into account widespread political ignorance and irrationality. Most voters neither attain the level of knowledge needed to make deliberative democracy work, nor do they rationally evaluate the political information they do possess. The vast size and complexity of modern government make it unlikely that most citizens can ever reach the levels of (...) knowledge and rationality required by deliberative democracy, even if they were better informed than they are at present. The paper introduces mathematical encoding for subjective experience and meaning in natural cognition. The code is based on a quantum-theoretic qubit structure supplementing classical bit with circular dimension, functioning as a process-causal template for representation of contexts relative to the basis decision. The qubit state space is demarcated in categories of emotional experience of animals and humans. Features of the resulting spherical map align with major theoreties in cognitive and emotion science, modeling of natural language, and semiotics, suggesting several generalizations (...) and improvements. The developed model bridges psychological, quantum-theoretic, and semiotic perspectives, allowing for an integrative account of subjectivity, agency, and meaning in living Nature.Graphical abstract. ABSTRACT Jason Brennan’s Against Democracy makes a strong case that democratic majorities’ right to rule rests on shaky grounds so long as their ballot box decisions are heavily influenced by ignorance and bias. But his “epistocratic” alternative - empowering the better-informed segments of society - has significant flaws of its own. Ironically, the biggest shortcoming of epistocracy may be that we lack the knowledge necessary to make it work well.

For decades, scholars have recognized that most citizens have little or no political knowledge, and that it is in fact rational for the average voter to make little or no effort to acquire political information. Rational ignorance is fully compatible with the so‐called “paradox of voting” because it will often be rational for citizens to vote, but irrational for them to become well informed. Furthermore, rational ignorance leads not only to inadequate acquisition of political information, but also to ineffective use (...) of the information that citizens do possess. The combination of these two problems has fundamental implications for a variety of issues in public policy and international affairs. (shrink)

In recent decades, advances in the life sciences have created an unprecedentedly detailed picture of heredity and the formation of the phenotype where clusters of simplistic reductionist and deterministic views and interpretations have begun to lose ground to more complex and holistic notions. The developments in gene regulation and epigenetics have become a vivid emblem of the ongoing ‘softening’ of heredity. Despite this headway, the outlook and rhetoric widely popular in the twentieth century favoring the ‘gene’ in the ‘genegenetic plasticityphenotypeenvironment’ (...) tetrad have not been successfully tackled but continue to exist in parallel with a new, equally monochromatic, viewpoint championing genetic plasticity. An examination of epigenetics and its presentation in the public sphere, open to a conversation with the social disciplines and philosophy, could address this dichotomy and contribute to the discourse. This article outlines key biological aspects of epigenetics and discusses the language, presentation and wider resonance of this field of life science research. (shrink)

In this book, after discussing the fundamental problems of current science and other philosophic concepts, beginning with controversies between Heraclitus and Parmenides, Ilya Prigogine launches into a message of great hope: the future has not been determined. Contrary to globalisation and the apparent contemporary mass culture society, individual behaviour is beginning to increasingly become the key factor which governs the evolution of both the world and society as a whole. It is a message that challenges existing widespread views, implicitly (...) or explicitly, through mass communication, moreover the importance of the individual's actions implies a reflection of each person on the responsibilities that each one assumes when taking or acting upon a decision. This responsibility is associated with the freedom of thought as well as a critical analysis of fashions, customs, preconceived ideas, and ideologies, externally imposed: exactly contrary to the ideas of those who wish us to be "perfect consumers" in a world dominated only by monetary wealth. Challenging this drive towards the elimination of freedom of though in the individual is now imperative if we are to save man and his planet from catastrophe which seems to be ever imminent and (unfortunately) irreversible. This last book of Ilya Prigogine provides a small, disputable, but nonetheless valuable contribution towards that end. (shrink)

The object of this paper is creativity as a cultural philosophical and historical-philosophical phenomenon. The subject of the research is the substantiation of the essence of creativity by Russian religious philosophy on the example of the doctrine of V.S. Solovyov and N.A. Berdyaev. The aim of this research is to identify and articulate the key semantic constructs of creativity from the positions of the above-mentioned thinkers. The article also explores ideas about the nature of creativity and the specific features of (...) a creative subject through the prism of relevant concepts of a socio-humanitarian orientation. A brief historical and philosophical excursion into the understanding of the ontological essence of creativity is carried out, modern ontological concepts of creativity are revealed and an existentially oriented concept of creativity is proposed. The theoretical basis of the research is the original works of V.S. Solovyov and N.A. Berdyaev, as well as various commenting scientific sources. The methodological foundation of the research is a comparative analysis and a method of contextual vision of creativity. The main result of the conducted research is the articulation of key aspects of the understanding of creativity by V.S. Solovyov and N.A. Berdyaev. It is shown that for the first philosopher, the central task of creativity is the spiritualization of the material world through the realization of the unity of Goodness, Truth and Beauty, while the second thinker considers the main mission of creativity to be the establishment of a fundamentally different spiritual being by the subject. The scientific novelty of the research also lies in the comparative characterization of the concepts of creativity of these thinkers in terms of essence, tasks, meaning, material, sources, functions, result and other structural aspects. Notre science n'est plus ce savoir classique, nous pouvons déchiffrer le récit d'une "nouvelle alliance". Loin de l'exclure du monde qu'elle décrit, la science retrouve comme un problème l'appartenance de l'homme à ce monde. Assessment in ethics education faces a challenge. From the perspectives of teachers, students, and third-party evaluators like the Accreditation Board for Engineering and Technology and the National Institutes of Health, assessment of student performance is essential. Because of the complexity of ethical case analysis, however, it is difficult to formulate assessment criteria, and to recognize when students fulfill them. Improvement in students’ moral reasoning skills can serve as the focus of assessment. In previous work, Rosa Lynn Pinkus and Claire Gloeckner (...) developed a novel instrument for assessing moral reasoning skills in bioengineering ethics. In this paper, we compare that approach to existing assessment techniques, and evaluate its validity and reliability. We find that it is sensitive to knowledge gain and that independent coders agree on how to apply it. (shrink)

Abilitism is an approach to the metaphysics of concepts according to which each concept consists of a managing cognitive ability coordinating other abilities (cognitive and non-cognitive) and a set of subordinate abilities associated with this managing ability. As I argue here, if we accept the abilitist approach, we can efficiently solve such puzzles in the metaphysics of concepts as the partial possession problem, the concept pluralism problem, etc. However, there are some possible objections to abilitism, concerning the abilitist explanation of (...) compositional properties of concepts, knowledge-that, an extension/intension of concepts, and the idea that concepts are constituents of thought. This article is devoted to the phenomenon of hybrid war. Based on the fact that the military actions can be represented as the particular process, it is proposed to analyze the phenomenon on the technological approach. In addition, the study of the phenomenon does not occur within the traditional "democratic paradigm", and based on the assertion that in modern Ukraine the model of social and political order with an oligarchs in the center was formed. All state institutions and segments of (...) civil society are in a tough financial and economic dependence from the social group of oligarchs. The goals, objectives, principles, directions, forms, methods and techniques of conducting hybrid warfare are discussed. The general and the particular to the phenomena of the conventional war and the hybrid war is determined. Focuses on the complex nature of the phenomenon, its layered structure. In this connection, emphasizes the fact that the main actors of the war at different levels perform different roles, which is fixed by experts who analyze the situation. In particular, Ukraine can be considered as the subject of a hybrid war at the regional level, but it also becomes the purpose and the object as to the subjects of higher geopolitical level. In general, the phenomenon of hybrid war characterized by a lack of principles in building of the technological process. In the specific case of Ukraine, the lack of clear principles in the organization of the process dictated by economic interests of oligarchic clans that joined the struggle for the redistribution model in securing ownership of tools and means of production. Other elements of the process of the hybrid war are serve the implementation of the corporate interests of the oligarchs. In addition, the Ukrainian oligarchic structures are the link, the conductor for the interests of oligarchic structures of higher global level. The main tool in this struggle is the information - the main resource of the era, on which the oligarchs try to win a monopoly. Thus, we can talk about the oligarchic discourse of the hybrid war in Ukraine, as invariably present oligarchic component in all its elements. (shrink)

A certain decline of epistemology in terms of the “naturalized programmes” or the post-modernist discussions makes us think about the form, in which epistemological studies in a broad sense of the word are still possible as a sphere of philosophical analysis. Philosophy of knowledge is nowadays shaken on its throne, which it has occupied for a long time as a theoretical core of philosophy, and perhaps even dismissed from it. The partial loss of orientation by those who are professionally involved (...) in this sphere is the consequence of this state of affairs. This also concerns social epistemology - an influential modern trend, whichnowadays is balancing between neoclassic (A. Goldman1) and non-classic (D. Bloor2), normative and descriptive, veritistic and constructionist approaches. Among all, there are two terminologically different though in fact similar proposals: naturalization and socialization. Within social epistemology, both lead to a kind of interdisciplinary imperialism reducing epistemology to a “positive science” like sociology of knowledge, social history of science, science and technology studies or social psychology of cognitive process. We shall call this attitude “strong version” of naturalism keeping in mind “strong program of Edinburgh School in the sociology of scientific knowledge” (B. Barnes, D. Bloor3). How can we save then philosophical epistemology without indulging into purely transcendentalcontemplations and at the same time securing its connections with empirical sciences? A “weak version” of naturalism is proposed, namely, an idea of social epistemology based on interdisciplinarity. Therefore a special analysis of interdisciplinarity concept is needed. (shrink)

This paper presents some perspectives in contemporary epistemology, relating in particular to the links between contextualism and interdisciplinary approaches. The author considers the role played by different theories of context in the frame of a social epistemology.

This article considers aspects of the social imaginary underlying early Russian realist thought and narrative by exploring two canonical novels from the 1840s, Ivan Gončarov’s Obyknovennaja istorija and Aleksandr Gercen’s Kto vinovat?, in light of Vissarion Belinskij’s activist reception of Hegel’s political philosophy. The Russian texts are read symptomatically against their western counterparts as illustrating the intriguing transformations that dominant European models of narrative and sociality undergo as they migrate to Russia.

Abstract Democratic control of public policy is nearly impossible in the presence of extreme voter ignorance, and this ignorance is in part caused by the vast size and scope of modern government. Only a government limited in its scope can be meaningfully democratic. David Ciepley's response to my article does not seriously challenge this conclusion, and his attempts to show that limited government is inherently undemocratic fail. Ciepley's alternative vision of a ?democracy? that does not require informed voters turns out (...) to be not a defense of democracy at all, but a rationalization for any form of government that achieves a high level of leadership skill and bureaucratic efficiency. Abstract Richard Posner's Law, Pragmatism, and Democracy urges that political and legal decision makers should be guided by what he calls ?everyday pragmatism,? rather than by ?abstract? moral theory. He links his conception of pragmatic government to Sclmmpeter's unromantic view of democracy. Posner argues that judicial review should be based on a combination of pragmatism and adherence to this limited conception of democracy, rather than sticking closely to ?formalist? theories of adjudication, which demand strict adherence to traditional legal norms. However, (...) Posner's consequentialist pragmatism fails to provide an adequate guide to judicial decision making, because it does not give us any criterion for deciding which consequences are desirable. His Schumpeterian theory of democracy, too, is problematic because it does not sufficiently consider the shortcomings exposed in recent scholarship in political science and economics. (shrink)

Trust is often considered valuable in a broad range of rela- tionships, from professional collaborations to personal part- nerships. This article examines the possibility of trust in a robotic system. By posing the question “can a robot do a trust fall?”, an investigation on the issues embedded in de- signing trusting systems is presented, using methods and per- spectives from philosophy and engineering. Posing such a question helps us understand the physicality and embodiment of trust, as well as the limits (...) and resources of robotics. (shrink)

Questions concerning mediated causal effects are of great interest in psychology, cognitive science, medicine, social science, public health, and many other disciplines. For instance, about 60% of recent papers published in leading journals in social psychology contain at least one mediation test (Rucker, Preacher, Tormala, & Petty, 2011). Standard parametric approaches to mediation analysis employ regression models, and either the “difference method” (Judd & Kenny, 1981), more common in epidemiology, or the “product method” (Baron & Kenny, 1986), more common in (...) the social sciences. In this article, we first discuss a known, but perhaps often unappreciated, fact that these parametric approaches are a special case of a general counterfactual framework for reasoning about causality first described by Neyman (1923) and Rubin (1924) and linked to causal graphical models by Robins (1986) and Pearl (2006). We then show a number of advantages of this framework. First, it makes the strong assumptions underlying mediation analysis explicit. Second, it avoids a number of problems present in the product and difference methods, such as biased estimates of effects in certain cases. Finally, we show the generality of this framework by proving a novel result which allows mediation analysis to be applied to longitudinal settings with unobserved confounders. (shrink)

In 'What Is Freedom?', Arendt speaks of freedom as a 'phenomenon of virtuosity', claiming that this phenomenon is the original, hitherto undertheorised experience of freedom in ancient Greece and Rome, and that the idea of freedom began to appear in connection with the will in our philosophical tradition only after freedom as a phenomenon of virtuosity had in practice disappeared in the late Roman Empire - but not from all human activities in which it continued to exist in a hidden (...) form, as the power or 'gift' of humans to begin a new line of action. My interpretation of Arendt's conception of freedom begins from and elaborates on these claims, and shows that she should be taken seriously as a critic of the late antique notion that freedom consists in the decisions we make with our will. I also show that in rejecting accounts of freedom that reduce it to a matter of the will or the intellect, Arendt relies on the notion of an inspiring 'principle' of action that functions in a manner analogous to Hegel's understanding of action as taking place against a background of unwritten rules and as deriving its 'validity' and 'absolute' character from a spirit, or principle, immanent within it. This essay responds to the argument that Jonathan Riley offers in the February 2013 issue of Political Theory for rendering Isaiah Berlin’s theory of pluralism consistent with his commitment to negative liberty. I show that the “standard of humanity” that Riley attributes to Berlin fails to take account of Berlin’s distinction between “political” liberty and what Berlin calls “basic” liberty. Consequently, Riley ends up conflating the conditions for living in a decent society with being a human being. And this leads (...) him to make the further, mistaken assumption that humans need to “exercise” their generic human capacities in order to remain human and not become, in Riley’s words, “robots or moral idiots.” While Riley’s essay is a valuable contribution to our understanding of what we might call Berlin’s ethic of human rights, it ultimately fails in its effort to show that the domain of human rights constitutes Berlin’s standard of humanity, and therefore it fails to show that normal human beings must assign overriding moral priority to a modicum of political liberty in order to secure their humanity.
